국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가 (Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic)

  • 최근 국내 소규모취약시설은 시설물의 노후화가 가속되고, 다양한 안전사고 발생 및 이용빈도 증가 등에 따라 안전 및 유지관리에 대한 새로운 접근과 인식의 필요성이 제기되고 있다. 특히 대부분의 사회복지시설을 포함하는 소규모취약시설은 안전취약계층의 다수가 이용하는 시설로 안전관리의 중요성이 매우 높다. 이에 본 연구에서는 국내 소규모취약시설을 대상으로 최근 13년간(2008년~2020년) 수행한 안전점검 결과(총 31,114개소)를 토대로 다양한 현황을 조사하였고, 데이터기반의 분야별 특성과 안전 및 유지관리에 관한 성과수준을 평가하였다. 이는 향후 국내 소규모취약시설의 안전기준 개선, 유지관리 전략 등 기초자료로 활용하고자 하며, 취약계층 대상 이용시설의 안전관리 강화에 대한 정책적 방향성을 제시하고자 한다.

방탈출카페의 성능위주설계에 의한 피난안전성 확대 방안 (Measures to Increase Evacuation Safety through Performance-Based Design of Escape Room Cafes)

  • The purpose of this study is to propose measures to increase evacuation safety by calculating the habitable time using a fire and evacuation simulation program for the Room-escape cafe currently in operation, and comparing and analyzing it with the evacuation required time. Assuming a fire due to overheating of electric heaters in use in front of the warehouse, the habitable time was calculated through fire simulation, and the occupant's evacuation time calculated through evacuation simulation according installation of safety facilities, etc. was compared and analyzed with the habitable time. In the case of escape room cafes with safety facilities installed, evacuation safety was satisfied, but in escape room cafes without safety facilities, the evacuation safety was not secure. As a result of analyzing evacuation safety for each scenario based on the ASET analyzed in the fire simulation, it was found that in scenario 1, evacuation safety was secured and everyone successfully evacuated, while in scenario 2, no one succeeded in evacuation. These results can be said to confirm that the installation of safety facilities is very important in business establishments such as escape room cafes, which become enclosed structures when games are started.

지하 발전소 환기설비에 대한 안전성 평가 (The Safety Assessment for Ventilation Facilities of Underground Power Plant)

  • Underground power plant is required the strict safety management and safety assessment. Because it is the high risk of explosion by characteristic of enclosed space. In case gas leak of enclosed space, the ventilation facilities is very important in order to prevent explosion by the maintain less than the LEL(lower explosive limit). Thus, Through a safety assessment of ventilation volume is to reduce the risk for ventilation facilities in Underground power plant.

일반용 전기설비 안전점검의 전기화재 예방효과에 대한 정량적 분석 (Quantitative Analysis on the Electrical Fire Preventive Effect of Safety Inspection for Electrical Facilities for General Use)

  • This paper presents a quantitative analysis method to quantitatively indicate a electrical fire preventive effect of safety inspection for electrical facilities for general use. Logic model was developed based on whether enforcement of safety inspection for electrical facilities, and then the developed analysis model was converted to hydraulic model by using mathematical logic. The electrical fire preventive effect of safety inspection for electrical facilities was quantitatively calculated by applying electrical safety inspection results and fire statistics for five years to the developed hydraulic model. The results show that electrical fire preventive effects of 5,542 cases on annual average for five years.

위험물시설의 융합형 안전관리 개선방안에 관한 연구 (A Study on the Convergence Safety Management Improvement of Hazardous Material Facilities)

  • 국가산업단지 내 위험물시설을 대상으로 위험물설비안전, 소방시설안전, 건축안전, 공간안전 분야에서 위험물시설의 안전관리 실태 조사 및 문제점 분석을 실시하였다. 대부분 법적 준수사항의 불이행 및 유지관리 상 화재 취약요인들이 지적되었다. 결과적으로 지적된 문제점 건수는 총 466건으로 이 중에서 위험물설비분야의 문제점이 가장 많이 지적되었다. 또한 위험물시설 중 제조소 및 일반취급소의 문제점 지적 건수가 상대적으로 가장 높은 것으로 분석되었다. 따라서 연구결과를 기반으로 안전진단제도의 융합적 도입 방향성 및 정밀안전진단의 제도적 도입 방안을 제시함에 따라 향후 국가산업단지의 안전관리역량의 강화에 기여할 것이다.

일반용 저압전기설비의 안전등급제 도입에 관한 연구 (A Study on Improvement of Safety Management of Low Voltage Electrical Equiment)

  • With the purpose of instilling an awareness of the safety of users of electrical equipment and inducing voluntary facility improvement through the safety rating system for general low voltage electrical equipment, simulation and field application of the safety rating of general low voltage electrical equipment were conducted. For the introduction and application of the safety rating system for general low-voltage electrical equipment, data related to domestic safety was investigated and analyzed, cases of introduction in other fields were reviewed, and for design, the 4M risk assessment method of the Korea Occupational Safety and Health Agency and the cases of safety index development in Korea were analyzed and standardized. Safety rating system simulations were conducted for general low-voltage electrical equipment, and problem improvement measures were prepared by analyzing the results through on-site verification and simulation applied to the initial design. Design standards for the introduction of the safety rating system for general low-voltage electrical equipment were prepared, and 394 youth training facilities were applied to the field to see if the design standards were practically applicable to the field. With the application of the safety rating system for low-voltage electrical equipment for general use, youth training facilities that had been classified as 'appropriate' were able to induce an upgrade to a higher level through voluntary facility improvement according to the application of grades (A to E). As a result of inducing voluntary repair projects based on the results of the 1st and 2nd inspection of youth training facilities, it was confirmed that 86 facilities received grade A, 225 facilities received grade B, and only 311 facilities received grade A to B out of a total of 394 facilities, and there was no grade E.

  • This study investigated the influence of electric facilities damaged by dusts and domestic regulations. Its contents included the around circumstance of electric facilities, regulations concerned with the dust, the actual conditions at the scene, the characteristics of dusts and so on. At the set-up the electric facilities, the around circumstances are bad in summer that highly temperature and many moisture. Besides, elements that are judged the corrosive vapours of the large quantity are detected at the sampled dusts. As the results, if dusts covered with electric facilities, It will be a cause for the electric accidents. From the analyzed data of the actual conditions and the sampled dusts, electric facilities maintenance for the viewpoint of the safety can be possible.

Analysis of evacuation time for New publicly used establishments according to whether safety facilities, etc. are installed

  • In accordance with the revision of "Special act on the safety control of publicly used establishments", this study is aim to measure the change in evacuation time due to whether safety facilities, etc. are installed of a room escape cafe business and kids cafe business(hereinafter referred to as "New publicly used establishments"), which were added as new targets of the publicly used business from June 8, 2022. In the case of new publicly used establishments or publicly used establishments whose owners are changed after the revision of the relevant laws, safety facilities, etc. are installed and maintained under the "Special act on the safety control of publicly used establishments", but in the case of existing businesses that have been operating even before the revision of the law, the business continues without safety facilities, etc. installed because the revised law is not retroactively applied. The purpose of this study is to compare and analyze the change in evacuation time by measuring the evacuation time to operating before the revision of the law to simulate evacuation at existing new publicly used establishments without safety facilities, etc. and measure the evacuation time at new publicly used establishments with safety facilities after the revision of the law

위생순회방문지도를 통한 어린이 급식소 조리원 대상 위생 지식의 변화 평가 (The Effect of a Periodic Visiting Education Program on Food Safety Knowledge of Cooks in Children's Foodservice Facilities)

  • This study evaluated the effectiveness of a visiting inspection and knowledge-based food safety education program for cooks in child care facilities provided by the Center for Children's Foodservice Management (CCFSM). The research was conducted among cooks at 91 child care facilities; 56 existing facilities had been enrolled since 2011 and provided with the inspection and education program for 2 years and 35 new facilities were enrolled in 2012 and provided with the program for 1 year. The food safety knowledge of the cooks of the two groups were compared by the presence and duration of inspection and education programs provided by the CCFSM. The total mean score for food safety knowledge was $18.48{\pm}3.09$, with a group score of $19.34{\pm}2.68$ for the existing facilities and $17.11{\pm}3.25$ for the new facilities (P<0.001). There was no significant difference between groups in the knowledge of the personal sanitation. According to a post-test for food safety knowledge in the two groups after the completion of a one-year program on food safety by CCFSM, the mean score of food safety knowledge increased by 2.92 to 20.03 for cooks of the new facilities and both groups had significantly higher mean scores than pre-test (P<0.001). There was no significant difference in the mean score of each group by post-test. Thus, the one-year continuous program by CCFSM was effective in improving food safety knowledge of the cooks of the child care facilities.

학교생활 안전사고 예방을 위한 시설 개선 방향에 관한 연구 - 경기도 초·중·고등학교를 중심으로 - (A Study on Improving Facility Standards for School Safety Accident Prevention - Focus on Schools in Gyeonggi-do -)

  • The majority of school accidents occur due to negligence caused by the student. And there are many accidents caused by inadequate facilities and poor. In order to improve the facilities, a lot of improvement in student life facilities will be preceded conscious about the sense of safety, than the budget. If schools member have a risk recognition through safety training and ongoing attention of all experience-oriented, the occurrence of accidents is significantly reduced. it is needed continuous attentions and careful efforts to improve school facilities. The results were as follows. First, check for accident prevention and the improvement of the school facilities should be made immediately. Second, we need to redefine the standards facilities for school safety accident prevention. Third, the management program is needed to prevented school accident. Fourth, the Hazard identification and risk assessment training is needed.
