Investigation of health and safety impact from the 'Site BIM' tools in the live construction sites

  • Construction in the UK is the second most dangerous industry in terms of fatal and minor injuries according to the 2014 report of HSE. The use of mobile devices such as iPad, Tablets and Smart phones on the live construction projects is also on the increase in the UK due to the 2016 - Level 2 BIM (Building Information Modelling) implementation target, set by the UK Government. Hence, the use of such devices may become a distraction from work activities on the construction sites and will cause a major risk to the end users. The subject of improving safety of BIM use is widely researched, but there is a gap in knowledge about the actual use of the mobile devices and perception of 'Site BIM', on the construction site activities. The main gap identified in the 'Site BIM' is the health and safety aspect of using such devices on the construction sites. A safer way of working with such devices needs to be identified to avoid any potential site hazards and fatalities before the widespread use of the devices are found on the construction projects. In that context, the paper is aimed to highlight the safety issues that are required to address for the successful implementation of the mobile devices for safer use of the 'Site BIM'. Questionnaire survey was used to collect the site information among construction professionals in the UK. The survey findings suggested that a proactive approach may be helpful to stop potential hazards and risks causing by the use of mobile devices and potential measures need to be identified before any injuries and incidents occur. The paper concludes that training, changing size of mobile devices and ensuring a separate induction training for 'Site BIM' tools will improve the health and safety of the end users of the mobile devices at the live construction sites.

산업용 기계 및 기구 관련 재해강도 지표의 평가 (Evaluation of Severity Measures of Accidents Associated with Industrial Machines and Devices)

  • This study focuses on the evaluation of severity measures used for accidents associated with industrial machines and devices. In particular, duration of medical treatment, duration of work loss, number of deaths in an individual accident associated with industrial machines and devices are evaluated in various ways to assess the severity of the accident. The number of accidents with work loss of longer than 1 year as the severity measure and the number of accidents as the frequency measure appeared to be the most discriminating information and allow risk assessment based on these frequency and severity measures for grouping of industrial machines and devices. Results of such risk assessment further confirmed the re-classification of industrial machines and devices that are currently subject to safety certification (SC) and self-declaration of conformity (SDC) or selection of those machines and devices that are newly subject to SC and SDC.

산업용 오버헤드 도어의 사고 예방 : 유지관리 및 병렬구조 안전장치를 중심으로 (Safety of Industrial Overhead Doors : A Review of Maintenance and Parallel Safety Devices)

  • This study analyzes the impact of regular preventive maintenance (PM) on reducing the failure rate and occurrence of falling accidents of industrial overhead doors. A reliable safety device model with an additional safety device, which is installed to replace a defective one, is proposed. The research methodology involves collecting breakdown and falling accident records, comparing and analyzing data before and after regular PM implementation, and experimenting with two types of retrofittable safety devices. Key findings are as follows. 1. Regular PM implementation significantly reduces the failure rate of old overhead doors. 2. A parallel structured model with two alternative safety devices can minimize falling accident risks. The study's contributions include the following. 1. The positive impact of PM on extending overhead door lifespan is quantified. 2. A general safety device model that can be retrofitted and used as replacement with a fail-safe function is proposed.

  • Tattooing is a performance for decorative and cosmetic marking by placing permanent ink into the skin. As the cultural meaning of tattoo in Korea is changing, the tattoo machines are widely spread n permanent cosmetic market. Though the use of the tattoo machine was increased, the evaluation standards of tattoo machine were not existed. Korea Food and Drug Association regulated the electrical and mechanical safety standards which were founded on the IEC 601-1 second edition. Also they regulated he biological safety standards which were derived from the ISO 10993 series, however, these general valuations of common medical device were insufficient for evaluating tattoo machine. We developed the standards of tattoo machine for safety and performance evaluation for tattoo machine by preliminary hazard analysis in ISO 14971. The evaluation criteria of tattoo machines are focused on the mechanical invasion. We suggested the additional evaluation items of the needle speed, length, vibration with general valuation criteria of common medical device. We anticipate that this research may be a primary stage to figure a standard regulation and evaluation for tattoo machine.

터널 입구부 안전시설물 안전성 증대방안 연구 (A Study on Safety Improvement of Safety Devices at Entrance of Expressway Tunnels)

  • 본 연구에서는 도로의 증가와 더불어 급속히 증가하고 있는 터널에서 차량이 터널에 진입할 때의 속도편차를 분석하여 터널입구부의 안전성을 증진할 수 있는 방안에 대하여 연구하였다. 터널의 존재는 운전자에게 그 자체만으로서 단순한 오르막 경사보다 더 큰 속도 감소를 유발하며, 터널 입구부에서 발생하는 차량 충돌사고는 다른 도로구간에서 발생하는 사고와 비교해 볼 때 피해가 더 크다. 따라서 사고로 인한 피해를 경감시키기 위해 터널 입구부에 PE방호벽이나 가드레일 등의 안전시설을 설치하고 있지만, 운전자에게 이것은 또 다른 장애물로 인식될 수 있다. 터널 입구부에 설치되어 있는 안전시설물의 형태는 크게 PE방호벽, 가드레일, PE 드럼 등이 있으나, 본 연구에서는 고속도로터널 입구에 일반적으로 가장 많이 설치되어 있는PE방호벽과 운전자에게 장애물로 인식될 수 있는 이러한 안전시설물이 설치되어 있지 않은 경우로 크게 구분하였다. 또한 터널 내부로 진입 할 때 갓길을 포함 우측방여유폭의 차이가 큰 경우와 작은 경우로 구분하였다. 4가지 형태의 터널 입구부에서의 차량속도와 일반도로구간에서의 YDS(차량검지체계)로 수집된 속도의 차이를 분석에 사용하였다. 통계적 검증을 통하여 안전시설물 설치 형태와 우측방여유폭의 차이에 따른 각 Case별 유의성을 검토하여 터널 입구부 안전성 증진을 위한 대안을 제시하고자 한다.

의료기기 안전성 정보 원내 보고 시스템 설계 (Design for a Medical Devices Safety Information Reporting System for the Hospitals)

  • 본 연구는 의료기기법이 시행된 이래 의료기기 부작용등 안전성 정보관리를 위한 의료기기 안전성 정보 원내 보고 시스템 설계에 대한 연구이다. 본 연구는 현행 의료기기 부작용등 안전성정보 보고 관리에 대한 법적 규정 및 시스템에 대한 절차와 현황을 파악하고, MSF/CD(Microsoft Solution Framework/Component Design)설계방법론을 적용한 시스템 설계 방법을 적용하여 의료기기 안전성 정보 원내 보고 시스템 구축을 위한 설계를 하였다. 본 연구를 통해 우리나라의 부작용 등 안전성 정보 보고에 대한 식품의약품안전처 고시 규정을 포함한 의료기기 관리 제도를 파악하고, 좀 더 환자의 안전과 의료기기의 위험관리를 효과적으로 할 수 있는 의료기기 안전성 정보 원내 보고 시스템을 설계 및 구축함으로써 의료기기 부작용 등 안전성 정보 보고의 활성화에 이바지 할 수 있기를 기대한다.

Review of Shielding Evaluation Methodology for Facilities Using kV Energy Radiation Generating Devices Based on the NCRP-49 Report

  • In this study, we have investigated the shielding evaluation methodology for facilities using kV energy generators. We have collected and analysis of safety evaluation criteria and methodology for overseas facilities using radiation generators. And we investigated the current status of shielding evaluation of domestic industrial radiation generators. According to the statistical data from the Radiation Safety Information System, as of 2022, a total of 7,679 organizations are using radiation generating devices. Among them, 6,299 facilities use these devices for industrial purposes, which accounts for a considerable portion of radiation. The organizations that use these devices evaluate whether the exposure dose for workers and frequent visitors is suitable as per the limit regulated by the Nuclear Safety Act. Moreover, during this process, the safety shields are evaluated at the facilities that use the radiation generating devices. However, the facilities that use radiating devices having energy less than or equal to 6 MV for industrial purposes are still mostly evaluated and analyzed according to the National Council on Radiation Protection and Measurements 49 (NCRP 49) report published in 1976. We have investigated the technical standards of safety management, including the maximum permissible dose and parameters assessment criteria for facilities using radiation generating devices, based on the NCRP 49 and the American National Standards Institute/Health Physics Society N.43.3 reports, which are the representative reports related to radiation shielding management cases overseas.

동물용 의료기기 기준규격에 대한 고찰 (Review of regulatory management on standards and specifications for veterinary medical devices in Korea)

  • Well-established standards and specifications for medical devices not only provide clarity and consistency in licensing processes but also secure device safety and effectiveness. This study reviewed regulatory standards and specifications for veterinary medical devices in Korea based on data obtained through analyses of those medical devices. General standards for electromechanical, electromagnetic, and biological safety and individual standards for 76 electric and 70 general medical device products have been established by the Korean Ministry of Food and Drug Safety. However, the first standards and specifications for veterinary medical devices were established in March 2000 for two products (disposable needle and syringe). Similar to the large number of standards for medical devices, there have been general standards for safety and individual standards for 72 veterinary medical devices (27 electric medical devices, 12 non-electric medical devices, 10 medical supplies, and 23 other types) established since 2014. These new standards considered, among other aspects, the devices' applications, usage characteristics, and industrial environment. To date, the establishment of standards and specifications for veterinary medical devices remains limited. This study suggests that improvements should be made to the regulation of general and individual standards associated with various veterinary medical instruments, supplies, and in vitro diagnostic medical reagents.

LPG충전소 안전장치의 사고방지 효과에 대한 정량적 분석 (Availability Analysis of Safety Devices installed for Preventing Accidental Event in the LPG Refuelling Station)

  • LPG충전시설에 설치된 각종 안전장치의 유효성을 평가하기 위해 하역작업 중 탱크로리의 비등액체팽창증기폭발(BLEVE, Boiling Liquid Expanding Vapor Explosion) 시나리오에 대해 빈도분석을 수행하였으며, 분석방법으로는 정량적인 분석법인 결함수목분석(Fault Tree Analysis)법을 사용하였다. 안전장치의 유효성은 안전장치의 부착여부와 용량변화에 따른 빈도변화를 관찰함으로써 간접적으로 평가하였다. 이 분석을 통해 허용 가능한 위험수준을 만족하기 위해 필수적인 안전장치와 설치 우선순위를 도출할 수 있었다.

안전인증 대상 위험 기계 및 기구 관련 재해 원인분석 (Cause Analysis of Accidents Associated with Dangerous Machines and Devices Subject to Safety Certification)

  • Intensity of accidents associated with dangerous machines and devices are (hereafter items), in general, high compared to other industrial accidents. This study focuses on cause analysis of accidents associated with items that are subject to safety certification. The method is based on automated analysis of abstracts of accidents written in descriptive format. The analysis results indicate that more than 50% of accidents associated with items are caused by technical reasons and nearly 50% of accidents were preventable. More effective prevention of industrial accidents would then be realized by safety certification at the stage of danger generation. Transition from the direct regulation on users to manufacturers is also needed to improve the effectiveness and efficiency of industrial safety system in Korea.
