Development of Message Broker-Based Real-Time Control Method for Road Traffic Safety Facilities Equipment and Devices Integrated Management System

  • The current road traffic signal controller developed in the 1990s has limitations in flexibility and scalability due to power supply problems, various communication methods, and hierarchical black box structures for various equipment and devices installed to improve traffic safety for road users and autonomous cooperative driving. In this paper, we designed a road traffic safety facilities equipment and devices integrated management system that can cope with the rapidly changing future traffic environment by solving the using direct current(DC) and power supply problem through the power over ethernet(PoE) technology and centralized data-driven control through message broker technology. In addition, a data-driven real-time control method for road traffic safety facilities equipment and devices operating based on time series data was implemented and verified.

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.

Problems of Insufficient Detailed Inspection and Precision Safety Diagnosis and the Improving Direction for the Evaluation System (부실 정밀점검 및 정밀안전진단의 문제점과 평가제도의 개선방향)

  • As importance of the field of maintenance and management come to the fore because of collapses of the Seongsu bridge and the Sampoong department store, "Special Act for the Safety Control of Public Structures" was established in 1995 and the major maintenance and management system began taking effect "Detailed inspection and Precision safety diagnosis". However, a technical standard of "Detailed inspection and Precision safety diagnosis" was low because its history was not long, and also the results of research were not enough so anxiety for "Insufficient Detailed inspection and Precision safety diagnosis" was continuously left. While its evaluation system introduced in 2002, the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" has been getting lower. However, according to the evaluation result after carrying out "Detailed inspection and Precision safety diagnosis" recently, it seems difficult to become lower for the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" in future. Therefore, it is considered of questionary survey of the concerned organization and the mechanism side in connection with "Insufficient Detailed inspection and Precision safety diagnosis". So it is arranged the fundamental problems caused by an "Insufficient Detailed inspection and Precision safety diagnosis" that is to show the improving direction of the existing evaluation system in a based on this.

Document Management for Jordan Research and Training Reactor Project by ANSIM (원자력 통합안전경영시스템을 이용한 요르단연구로사업의 문서관리)

  • Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

  • Recently many researchers contributed to the understanding of Quality Control System, but the use of economics in the design of quality assurance system is limited in treatment of the relationship between the average incoming quality level (or average process quality level) of the incoming lot and the average outgoing quality level of this lot. In this study, a traditional concept of sampling inspection plan for the quality assurance system is extended to a consideration of economic aspects in total production system by representing and analyzing the effects between proceeding and succeeding production process including inspection process. This approach recognizes that the decision at each manufacturing process (or assembly process), is to be determined not only by the cost and the average outgoing quality level of that process, but also by the input parameters of the cost and the incoming quality to the succeeding process. By analyzing the effects of the average incoming and outgoing quality, manufacturing or assembly process quality level and sampling inspection plan on the production system, mathematical models and solution technique to minimize the total production cost for a general product manufacturing system with specified average outgoing quality limit are suggested.

Study on Improving Safety Cultures by Analysing Behavior Characteristics of Korean Seafarers (한국 선원의 행동특성 분석을 통한 안전문화 제고방안 연구)

  • This study aims to propose safety culture design to ease to find out and control behavior characteristics of Korean seafarers. By empirical research of 377 Korean seafarers, the result revealed that significant characteristic of Korean seafarers was "affection to others" and custom of Confucianism affected Korean maritime society prevalently. But there were no significant differences between groups, such as rank, age, gender and sailing route with vessel type except educational background. Furthermore, this study concluded that positive reinforcement was more useful than negative reinforcement to promote safety operation of vessels. Regarding the vessel's safety management, the fact that means for vessel's safety management are linked only to the levels of educational background suggests that the efficiency of vessel's safety operation would be achieved by introducing suitable safety management system depending on the level of educational background.

  • This study is to investigate and compare domestic hazardous toys with harmful substances with foreign toys so that we can find out management criteria for in cognitive infants. Actually, commercially used toys have been collected and tested to find out more effective management standard. it is tried to produce evaluation criteria of environmentally harmful substance but variety of product is needed for overcoming actual barrier due to lot of difficulty huge cost, time, objectiveness. Therefore, This study does not cover all the above. Establishment of evaluation criteria for product harmfulness made by Government or Local government should be continued to improve. Foreign reference material for toy product in Europe, USA, Japan have been investigated and domestic product have been collected and tested for containing heavy metals, formaldehyde, phthalate in the study. All the test have been made in accordance with KSM ISO 2124 to measure heavy metal transfer into body. Toy product used for the study have been purchased in the real market and some of them contains harmful elements with over standard. Post management system such as RAPEX to control periodically should be established for plastic toy with low quality product.

  • This paper proposes the development of an advanced Risk Management System (RMS) using Risk-Based Methodologies (RBM) specifically tailored for addressing construction defects in industrial plants. Urbanization and industrialization demand robust frameworks to handle the complexities and safety concerns in construction projects. Traditional risk management often overlooks critical aspects such as persistent construction defects. This paper discusses the development of an innovative Risk Management System (RMS) that integrates Risk-Based Methodologies (RBM) specifically for construction defect mitigation in industrial settings. The study centers around the implementation of Risk-Based Inspection (RBI) techniques, tailored to enhance traditional risk management systems. This includes developing a specialized risk assessment tool alongside an online management platform, designed to provide continuous monitoring and comprehensive management of construction risks. The proposed system-RBE-i (Risk-Based Execution for Installation)-focuses on identifying, evaluating, and mitigating risks effectively, utilizing a systematic approach that integrates seamlessly into existing construction workflows. The RBE-i system's core lies in its ability to conduct thorough risk analyses and real-time data provision. It uses digital technologies to improve communication, operational efficiency, and decision-making processes across construction projects. By applying these methodologies, the system enhances safety and ensures more efficient project execution by preemptively identifying potential risks and addressing them promptly. Field applications of RBE-i have demonstrated its effectiveness in significantly reducing construction defects, thus validating its potential as a transformative tool in construction risk management. The system sets new industry standards by shifting from reactive to proactive risk management practices, ultimately leading to safer, more reliable, and cost-effective construction operations. In conclusion, the RMS developed through this study not only addresses the pressing needs of construction risk management but also proposes a paradigm shift towards more proactive, structured, and technology-driven practices. The successful integration of the RBE-i system across various pilot projects illustrates its significant potential to improve overall project outcomes, making it an invaluable addition to the field of construction management.

A Study on Development of Civil Defense CBR Virtual Training Simulation Scenario (민방위 화생방 가상훈련 시뮬레이션 시나리오 개발 연구)

  • In spite of international efforts to control nuclear weapons and chemical, biological, and radiological (CBR) weapons, North Korea obtains and sells CBR weapons illegally. As a result, the worldwide threat of CBR weapons is increasing. Unfortunately, civil defense education and training for CBR weapons have not been adopted for real situations because of the long period of absence of an actual combat. In this study, virtual training scenarios that are applied to the simulation were made in 5 steps to cope with CBR situations. These scenarios are expected to have three effects. First, trainings can be improved with experience and education. Second, the problems and health hazards of CBR weapons and supplies can be solved with CBR virtual training simulation experience. Finally, corresponding effects can be recognized and predicted in real situations through roles and mission procedures of simulation scenario.
