The Study on the Regulation of Classification of Hazardous Materials for the Safety of Rail Transportation (철도위험물 수송 안전을 위한 위험물 분류 기준 연구)

  • Many countries are managing the transportation of hazardous materials under the specific provisions especially, as well as use, storage and management, because of their high risks. For the purpose of the revision of rail safety law for the safe transportation of hazardous materials, amount and kind of hazardous materials transported by rail in Korea are analysed and the standards of classification of hazardous materials are compared in domestic and abroad. There are lots of benefits for national rail safety law to implement an international law because our country's geographic location is convenient to connect the continent and to across the border. It is suggested that implementing a classification and test methods of hazardous materials enable to use internationally for the preparation of rail transportation to be increased.

Application of Risk-Informed Inservice Inspection for Piping in Nuclear Power Plants (리스크 정보를 활용한 배관 가동중검사 적용)

  • Pressurized Water Reactor Owners Group(PWROG) proposed and applied a risk-informed inservice inspection(RI-ISI) program to alternate existing ASME Section XI periodic inspections. The RI-ISI programs enhance overall safety by focusing inspections of piping at high safety significant(HSS) and locations where failure mechanisms are likely to be present, and by improving the effectiveness on inspection of components because the examination methods are based on the postulated failure mode and the configuration of the piping structural element. The RI-ISI programs can reduce NDE, man-rem exposure, costs of engineering analysis, outage duration and chance of complicating plant operations etc. RI-ISI methods of piping inservice inspection were applied on 3 units(KSNP : Korea Standard Nuclear Power Plant) and are scheduled to apply on the other units. In this paper, we compared and showed the results of the 2 units and we concluded that the RI-ISI application could enhance and maintain plant safety and give unquantifiable benefits.

Risk-Incorporated Trajectory Prediction to Prevent Contact Collisions on Construction Sites

  • Many construction projects involve a plethora of safety-related problems that can cause loss of productivity, diminished revenue, time overruns, and legal challenges. Incorporating data collection and analytics methods can help overcome the root causes of many such problems. However, in a dynamic construction workplace collecting data from a large number of resources is not a trivial task and can be costly, while many contractors lack the motivation to incorporate technology in their activities. In this research, an Android-based mobile application, Preemptive Construction Site Safety (PCS2) is developed and tested for real-time location tracking, trajectory prediction, and prevention of potential collisions between workers and site hazards. PCS2 uses ubiquitous mobile technology (smartphones) for positional data collection, and a robust trajectory prediction technique that couples hidden Markov model (HMM) with risk-taking behavior modeling. The effectiveness of PCS2 is evaluated in field experiments where impending collisions are predicted and safety alerts are generated with enough lead time for the user. With further improvement in interface design and underlying mathematical models, PCS2 will have practical benefits in large scale multi-agent construction worksites by significantly reducing the likelihood of proximity-related accidents between workers and equipment.

A new design concept for ocean nuclear power plants using tension leg platform

  • This paper presents a new design concept for ocean nuclear power plants (ONPPs) using a tension leg platform (TLP). The system-integrated modular advanced reactor, which is one of the successful small modular reactors, is mounted for demonstration. The authors define the design requirements and parameters, modularize and rearrange the nuclear and other facilities, and propose a new total general arrangement. The most fundamental level of design results for the platform and tendon system are provided, and the construction procedure and safety features are discussed. The integrated passive safety system developed for the gravity based structure-type ONPP is also available in the TLP-type ONPP with minor modifications. The safety system fully utilizes the benefits of the ocean environment, and enhances the safety features of the proposed concept. For the verification of the design concept, hydrodynamic analyses are performed using the commercial software ANSYS AQWA with the Pierson-Moskowitz and JONSWAP wave spectra that represent various ocean environments and the results are discussed.

Risk Assessment in Finland: Theory and Practice

  • The Finnish risk assessment practice is based on the Occupational Safety and Health (OSH) Act aiming to improve working conditions in order maintain the employees' work ability, and to prevent occupational accidents and diseases. In practice there are hundreds of risk assessment methods in use. A simple method is used in small and medium sized enterprises and more complex risk evaluation methods in larger work places. Does the risk management function in the work places in Finland? According to our experience something more is needed. That is, understanding of common and company related benefits of risk management. The wider conclusion is that commitment for risk assessment in Finland is high enough. However, in those enterprises where OSH management was at an acceptable level or above it, there were also more varied and more successfully accomplished actions to remove or reduce the risks than in enterprises, where OSH management was in lower level. In risk assessment it is important to process active technical prevention and exact communication, increase work place attraction and increase job satisfaction and motivation. Investments in OSH are also good business. Low absenteeism due to illness or accidents increases directly the production results by improved quality and quantity of the product. In general Finnish studies have consistently shown that the return of an invested euro is three to seven-old. In national level, according to our calculations the savings could be even 20% of our gross national product.

Corporate Responsibility for Consumer Chemical Products in Korea (생활화학제품 관련 기업의 책임 이행 현황과 과제)

  • The recent humidifier disinfectant disaster has caused a great change in our society and lead the Korean people to lose faith in the government and corporations. To overcome this mistrust, the government and corporations have undertaken certain efforts, including a voluntary agreement on consumer product safety. All the ingredients of a consumer product should be disclosed according to this voluntary agreement. There were also unexpected benefits occuring from this process. We found that the concept of corporate responsibility for product safety differed greatly among the various actors in Korean society. Corporations believed that a product could be considered safe if it contained no regulated substances. We have come to believe that this may be an important cause of the humidifier disinfectant disaster. The Korean government, corporations, and civil organizations have reached a consensus that it is a corporation's responsibility to evaluate the risks of products before they are introduced to the market. However, the limitations of these voluntary efforts are clear, and the legal system needs to be improved. We suggest that the concept of extreme recklessness should be introduced into regulations on product safety.

Quantitative Safety Assessment and Effectiveness Analysis for Duplication of ATS Routes (복선 항공로에 대한 정량적 안전평가 및 효과에 관한 분석)

  • The Ministry of Land, Infrastructure and Transport duplicated a section of ATS Route Y579 connecting Jeju and Busan in 2022 to enhance aviation safety and operational efficiency. Before duplication, an offset procedure was applied to separate aircraft flying in opposite direction by deviating them to the right of their intended flight paths. However, on December 1, 2022, this offset procedure was abolished and replaced with two parallel route, Y571(towards Busan) and Y572(towards Jeju), to improve safety and efficiency. The duplication of ATS Routes has significant implications in various aspects. This study analyzes the safety of the newly established ATS Routes and compares their safety with the previously applied offset procedure to evaluate the effectiveness of the duplication. Additionally, it presents the significance from the perspective of airspace operation. A safety assessment has conducted using a modified version of the Reich CRM (collision risk model). The analysis results confirms that the level of safety improves after the duplication and that there were benefits in terms of airspace utilization.

Recognition Study on Introduction of HACCP to Industry Foodservice (사업체 급식의 HACCP 제도 도입을 위한 인지도 조사)

  • For the introduction of HACCP to industry food service, a survey was conducted from 150 dieticians and 40 managers on their recognition on HACCP system. The questionnaire of the survey included the status of current food safety management, management responsibilities, recognition on HACCP, problems in HACCP introduction. The majority of respondents was satisfied with the current food safety management, and the food service managers were more confident than dieticiant in terms of food safety. Foodservice managers (100%) and dieticians (96%) recognized HACCP system; however, they responded the application of HACCP to industry food service were only 27% and 12.5%, respectively. They pointed out the reasons that they cannot introduce HACCP to their industry food service were the lack of benefits and good facilities. Dieticians strongly recognized the need of correction oi food safety manasement in industry food service, compared with food service managers. The results suggest that the introduction of HACCP to industry food servife should be accomplislled by continuous education and information on food safety, improving facilities and a variety of benefits to HACCP-implemented companies from the government.

  • Hydrogen energy has been attracting attention as an alternative energy source for petroleum and stoneware. In addition, the benefits of hydrogen energy, such as no dust, abundant energy source and no ecological impact, were to compare favorably with other renewable energy sources. However, unclear product development standards and usage of hydrogen energy increase the risk of accidents in hydrogen energy related product lines. And, the high energy level of hydrogen has implications for large social problems in the event of an accident. Therefore, this study suggests the standardization method of fast hydrogen energy to help secure the safe market of hydrogen energy related products, which are mostly developed new products.

  • Navigational Aids Facilities help aircraft navigate by using wired communication, wireless communication, satellite, light, color and radio waves. Navigational Aids Facilities are used in all processes of aircraft operation, and if there is a problem with the facility, it may lead to delays in flight operation, cancellation of flights, and major airline accidents, resulting in enormous loss of life and property. In the management and operation of Navigational Aids Facilities, various outcomes will be brought about according to the advancement with the safety culture. The purpose of this study is to investigate the effect of advancement on safety culture in the operation of Navigational Aids facilities not only on members and customers, but also on benefits to bring to whole society. In this paper, the analysis results are presented using the structural equation model, and the meaning is presented in the conclusion.
