The Study of Preventive Improvement on Employment Type and Occupational Safety & health Activity in the Very Small Service Industry (서비스업종 사업장의 고용형태 및 직업안전보건활동 특성과 개선방안 연구)

  • The labor force has moved to services industry. An industrial accidents of service industry is three people on 10 persons in 2013. This research conducted questionnaire surveys of 1:1 directly person interviews with a structured questionnaire intended for 150 service workplaces, in order to improve occupational safety and health in very small service workplace with less than 5 employee. The survey contents is employment type, safety and health management system, safety and health training, activities. In the results, working with non-regular(informal) workers is two people on 10 persons 27.1% and female workers is about five people on 10 persons with 58.1%, and that 67.9% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 3.3% and the occupational injury rate was 1.02%, especially occupational injury rate of female workers was 0.88%. Workplace risk assessment carried out in response that it was very low as 10.0% of the total. Also the safety & health education and activities was very low. Thus the safety consciousness and education is urgently required in order to prevent the industrial accidents.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

  • Recently, we have witnessed the definitely negative impacts of large-scale accidents happened in such areas as atomic power plants and high-speed train systems, which result in increased fear for the potential danger. The problems appear to arise due to the deficiency in the design of large-scale complex systems. One of the causes can be attributed to the design process that does not fully reflect the safety requirements in the early stage of the system development because of the substantially increased complexity. In this paper, to enhance the systems safety an integrated process is studied, which considers simultaneously both the system design process and system safety process from the beginning of the system development. In the conceptual system design phase an integrated process model is constructed by analyzing the activities of both the system design and safety processes. As a case study example, an inner city train system is described with the application of the developed process. The computer simulation of the example case is followed by the result discussed. The results obtained in the paper are expected to be the basis for the future study where a detailed process and its associated activities can be developed.

A Study on the Hazard Factor and Safety Management at Transmission Line During Live Line Works (송전선로 직접활선공법의 위험요인과 안전대책에 관한 연구)

  • This study was attempted to analyze risk factors and suggest accident prevention in live line works for power transmission lines to be developed and applied in Korea. Safety problem cannot but occur at development of live line works and application to the field. With respect to this, problems likely to occur in the field among works adopting methods of works including live line works for power transmission lines were investigated and analyzed through documentary survey and risk assessment method. The results are summarized as follows. A risk assessment method model was suggested. This method enables scientific and systematic development of safety control. That is, the owner may autonomously induce safety control and build risk assessment database by work process to use them as best training data for workers. Also, in the field, it may induce all workers to participate in safety program and secure safety by making workers seek for safety working method under smooth flow from looking at risk factors to accident prevention activities. It is deemed that this humble study will prevent both accident and injury likely to occur in live line works for power transmission lines.

Nuri-curriculum Daycare Programs Analysis for 3 to 5-year-olds Based on Child Welfare Act Safety Education-Based Content (3-5세 누리과정에 기초한 어린이집 프로그램의 안전교육 내용 분석: 아동복지법을 기준으로)

  • Objective: The purpose of this study was to analyze the Nuri-curriculum daycare programs for 3, 4, and 5-year-olds based on the Child Welfare Act. Methods: Data were analyzed according to the analysis criteria for 195 children's safety education programs in the Nuri-Program. The analyzed data used frequency and percentages. Results: First, life safety education was the most important element. And after looking at the contents category of the Child Welfare Act, the results in order are as follows: "raffic safety"; "Health and hygiene management, including the prevention of contagious diseases and drug abuse"; "Safety measures against disasters"; "Precaution and prevention of disappearance and abduction"; and "Prevention of sexual violence and child abuse." Second, there were many safety education activities in accordance to chronological age (3-to 5-years old). Health and safety by subject, season, and life tools were more frequent. By type of activity, conversation and language activity, fairy tales, and plays were the most common activities. Conclusion/Implications: This suggests the need to systematically plan safety education content through a program that links safety-related laws and elements related to the Nuri curriculum in child care centers.

A Study on the Effect of Organizational Safety and Health Management Activities on Safety and Health Performance : Focusing on the Case of Public Organizations Safety Activity Level Evaluation (조직의 안전보건경영 활동이 안전보건 성과에 미치는 영향 연구 : 공공기관 안전활동 수준평가 사례 중심으로)

  • The purpose of this study is to investigate the effect of organizational safety and health management activities on safety and health performance by using the results of safety activity level evaluation of public organizations. To this end, a research model was established by using three fields as independent variables among the four areas of the safety activity level evaluation index: safety and health system, safety and health activity plan, and safety and health activity level, and the safety and health activity performance field as a dependent variable. Correlation analysis and regression analysis between major variables were performed. As a result of the correlation analysis, the safety and health activity performance had a significant positive (+) correlation with all of the safety and health system, safety and health activity plan, and safety and health activity level. The safety and health system had a significant positive (+) correlation with the safety and health activity plan and safety and health activity level, and the safety and health activity plan had a significant positive (+) correlation with the safety and health activity level. And as a result of the regression analysis, it was found that the organization's safety and health system, safety and health activity plan, and safety and health activity level all had a significant positive (+) effect on safety and health activity performance.

  • In this study, the war has caused a huge scandal at home and abroad caused a fire in the agora, theoretical considerations and issues through case studies to identify and consequent evacuation plan is to undertake. Many a rally in a swarm of fire in the agora can cause a big disaster, focusing on the multi complex building for the evacuation area with a logical review of current and upcoming taller industrial society to cope with future activities, the nature of the fire prevention activities is to ensure the safety of the lives.

Promoting a Shared Representation of Workers' Activities to Improve Integrated Prevention of Work-Related Musculoskeletal Disorders

  • Effective and sustainable prevention of work-related musculoskeletal disorders (WR-MSDs) remains a challenge for preventers and policy makers. Coordination of stakeholders involved in the prevention of WR-MSDs is a key factor that requires greater reflection on common knowledge and shared representation of workers' activities among stakeholders. Information on workers' strategies and operational leeway should be the core of common representations, because it places workers at the center of the "work situation system" considered by the intervention models. Participatory ergonomics permitting debates among stakeholders about workers' activity and strategies to cope with the work constraints in practice could help them to share representations of the "work situation system" and cooperate. Sharing representation therefore represents a useful tool for prevention, and preventers should provide sufficient space and time for dialogue and discussion of workers' activities among stakeholders during the conception, implementation, and management of integrated prevention programs.

  • Purpose: It Vas intended to identify problems and derive improvement plans by grasping the current status of safety management of public institutions among construction Vork orders. Method: By comparing the disaster status of public institutions compared to the total construction Vork, the analysis Vas conducted based on the results of the evaluation of the level of safety activities of public institutions Vith a high disaster rate and the results of actual consulting. Result: As a result of comparing and analyzing the current status of safety management of public institutions, the current status and problems of safety management in public institutions Vith a high accident rate Vere similarly discovered. Safety management organizations, document management systems, safety management systems, and risk assessment activities are operated Vithout reflecting the size and characteristics of the organization, so improvement in the relevant field is needed. Conclusion: Safety-related professionals and organizations should be formed according to the size of construction orders, and responsibility and authority should be clearly assigned. Since risk assessment is conducted formally to prepare a safety and health ledger, it is necessary to derive risk factors to prevent safety accidents for the actual construction. It is expected that the level of safety activities can be improved if it is improved by reflecting the size and characteristics of public institutions.

  • Recently, failures of equipments are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities have to progress for guaranteeing safety during the system life-cycle. In this paper, we examine the methods for risk analysis and assessment of safety activities and propose optimized one method for risk assessment. There are original risk assessment methods; risk graph and risk matrix method under the qualitative analysis, IRF(Individual Risk Formula) calculations and statistical calculations method under the quantitative analysis. Best-Practice(BP) risk analysis method is proposed for combining advantages of the qualitative and the quantitative analysis. In the comparison of risk graph and risk matrix method for safety estimation, BP method has no applications published up to now, but we can expect that this method will be utilized widely for the risk assessment due to various strong points.
