  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

Fire Retardant Treatment to the Plywood with Di-ammonium Phosphate [(NH4)2HPO4] (II) - Effect of Platen Temperature on Bending Strength of Treated Plywoods - (제2인산(第二燐酸) 암모늄에 의(依)한 합판(合板)의 내화처리(耐火處理)(II) - 열판온도(熱板溫度)가 처리합판(處理合板)의 곡강도(曲强度)에 미치는 영향(影響) -)

  • This study was carried out to examine the practicality of DAP[$(NH_4)_2HPO_4$] as fire retardant for plywood by static bending test the redried plywoods which had been soaked in 20% $(NH_4)_2HPO_4$ solution. Being hot/cold soaked in the solution for 3/3, 6/3, 9/3 and 12/3 hours and redried by cyclic press-drying method at the platen temp. of 130, 145, 100 and $175^{\circ}C$, the treated plywoods were tested to offer the mechanical data, that is, $S_{pl}$(stress at proportional limit), MOE(modulus of elasticity), MOR(modulus of rupture) and $W_{pl}$(work per unit volume to proportional limit ) in flexure. The results obtained were summarized as follows. 1. $S_{pl}$ of fire retardant treated plywoods ("FRP" would be used hereinafter) decreased as the platen temperature increased, but it was superior to that of non-treated plywoods(Control) at $160^{\circ}C$ or higher. 2. MOE of FRP decreased roughly with the increase of temperature, hut this tendency was not constant. And the value of FRP was higher than that of Control even at $175^{\circ}C$. 3. MOR of FRP showed same temperature-dependent tendency as MOE, but it was influenced more sensitively at the higher temperature. 4. $W_{pl}$ of FRP also decreased gradually with the increase of platen temperature and the value in DAP 9/3 treatment was Jess than 70% of control plywoods. 5. In view of redrying time and mechanical properties, the most reasonable platen temperature for DAP treated FRP was $160^{\circ}C$ in this study.

Cash Flow Statement Preparation Using Accounts Reconciliation Method for IACF (계정조정 방식에 의한 산학협력단 현금흐름표 작성)

  • The Korean Ministry of Education (MOE) required cash flow statements, instead of fund statements, as a component of the financial statements of the Industry-Academic Cooperation Foundations (IACF) when it revised IACF accounting rules in 2012. While the fund statements were aligned its accounts to the operating statements' accounts level, the newly adopted cash flow statements' accounts retreated to two levels higher than those of the operating statements. It may be resulted from the consideration that IACFs' burden of preparing cash flow statements especially in direct method. To help IACFs prepare the cash flow statements, MOE's guidance on IACF accounting rules introduced cash flow statement preparation method and presented a practical example, but it did not check whether the accounts of the cash flow statement were reconciled to the accounts of corresponding balance sheet and operating statement. That means that the guidance still lacks how to assure it was accurately prepared. Our study proposed cash flow statement preparation using reconciliation method which reconciles cash flow statement accounts' amounts to balance sheet and operating statement accounts' amounts with integrity checking and also provided a practical example by using the same case in MOE's guidance on IACF accounting rules to help IACF accounting personnel to prepare a cash flow statement efficiently.

A Study on the Analysis of Combat Effectiveness of the Army C2A System (육군 방공자동화체계 전투효과 분석에 관한 연구)

  • This paper develops a methodology which can be used to quantify the combat effectiveness of the army C2A system by modifying C2 theory and using Air Defense Engagement Simulation. In this paper, by using Schutzer's C2 theory and Measures of Effectiveness, we modified the MOE formula he designed. Because the combat effectiveness by enhancement of C2(Command and Control) system will increase combat power of individual asset independently. In addition, we developed simulation analysis of air defense scenario by using Air Defense Engagement Simulation. The results show that modified the MOE formula is proper as compared with Air Defense Engagement Simulation method. The combat effectiveness can be obtained as a result of improved probability of detection and information accuracy through real-time information sharing and coordination by C2A system.

Strength Properties of Steaming Wood after Heat-Compression (수증기처리 열압밀화 목재의 강도적 성질)

  • This study was carried out to investigate the effect of steaming on mechanical properties of heat-compressed wood specimens. The specimens for this mechanical strength tests were prepared to super-heated steam treatment after compression to the radial direction of sonamu (Pinus densiflora). The specimen's size is $50(L)mm{\times}20(R)mm{\times}17(T)mm$. Steaming temperature and treatment time is $120^{\circ}C$ and 20, 40, 60, 80, 100 minutes, respectively. Modulus of elasticity(MOE) in compressive test is directly proportional to steaming time. On the other hand, modulus of elasticity in bending test between steaming and not steaming after heat-compressed wood is similar irrespective of steaming time. The reason for this phenomenon is not clear yet.

Development of Methodology for the Analysis of Level-of-Service of Non-Controlled Intersections (무통제 교차로의 서비스수준 결정 방법론에 관한 연구)

  • Unsignalized intersections are classified into two-way-stop-controlled(TWSC) and all-way-stop-controlled(AWSC) intersections for the analysis of capacity and level of service. There is no AWSC intersection in Korea, but non-controlled intersections are common. Non-controlled intersections are operated only by the driver's decision without any control. However, the study for the analysis of capacity and level of service of the non-controlled intersection has been rare. As the first stage research, this study aims to determine the measure-of-effectiveness (MOE) for the performance evaluation of non-controlled intersections. The relationships between traffic volume and the intersection passing time (delay) and number of conflicts on each intersection are analyzed. It was found that the number of conflicts were more sensitive to the traffic volume compared with the delay. It means that number of conflicts can be the MOE for the performance of non-controlled intersection. The analysis of the number of conflicts and traffic volume showed a linear relationship, so that traffic volume can also be an MOE. The level of service of non-controlled intersection can be determined with either of the MOE's. Since the performance is also influenced by the ratio of traffic volumes of crossing streets, the traffic volume should be adjusted by the ratio. The capacity of non-controlled intersection was suggested to be 2,000veh/hr referring that of AWSC intersection in the USHCM. The criteria was suggested by evenly dividing the traffic volumes based on the capacity.

Numerical simulation of the effect of bedding layer geometrical properties on the shear failure mechanism using PFC3D

  • In this research the effect of bedding layer angle and bedding layer thickness on the shear failure mechanism of concrete has been investigated using PFC3D. For this purpose, firstly calibration of PFC3d was performed using Brazilian tensile strength. Secondly shear test was performed on the bedding layer. Thickness of layers were 5 mm, 10 mm and 20 mm. in each thickness layer, layer angles changes from $0^{\circ}$ to $90^{\circ}$ with increment of $25^{\circ}$. Totally 15 model were simulated and tested by loading rate of 0.016 mm/s. The results shows that when layer angle is less than $50^{\circ}$, tensile cracks initiates between the layers and propagate till coalesce with model boundary. Its trace is too high. With increasing the layer angle, less layer mobilize in failure process. Also the failure trace is very short. It's to be note that number of cracks decrease with increasing the layer thickness. The minimum shear test strength was occurred when layer angle is more than $50^{\circ}$. The maximum value occurred in $0^{\circ}$. Also, the shear test tensile strength was increased by increasing the layer thickness.

Technological Innovation in Public Education in the Era of COVID-19: Focusing on Distance Education Policy in South Korea

  • As the COVID-19 continues spreading, Korea's Ministry of Education (MOE) announced that all public schools, including elementary, middle, and high schools, must begin on April 9, 2020, via online teaching for the first time in the nation's history. There were opposite views among educators regarding the unprecedented attempt to start school online. This study intends to analyze the strategies and policies of distance learning in the public education sector using the experiences in Korea, which has been dealing with the COVID-19 pandemic over the past six months, and thus presents educational implications that may be of interest other countries in the post-COVID-19 era. This study first conceptualized the distance education policy in two domains: technological infrastructure and technological teaching and learning, and then examined what specific policies have supported distance education in school settings. For the analysis of policies supporting distance education in Korea, this study analyzed the relevant documents that include the annual plan and press release uploaded on the website of MOE from early March until early August. Accordingly, 13 documents that contain the distance education policy were analyzed in this study. To provide equal opportunities for all students and ensure fair resource allocations, technological inequality should be discussed in the context of educational inequality. Finally, this study looks at how strategies and policies could be related to educational equality and equity.

A Study on The Standard Process of Battle Experiment of the Maritime Weapon Systems Based on the M&S (모의실험 기반의 해양무기체계 전투실험 프로세스 표준화 방안연구)

  • Modeling & simulation-based battle experiments(BEx) is being used extensively as an efficient, scientific and rational verification methodology for maritime weapon system acquisition. However, research of definition and concept of BEx and standardized rules and process for the BEx are insufficient in recent military field of BEx. In this study, we discussed the definition and process of BEx based on the role of MND(including JCS), Navy and ADD and proposed the standardized process of BEx for maritime weapon system. Secondly suggested a evaluation methods of modeling and simulation-based BEx with MOP, MOF, MOE in linkage of engineering, engagement, mission and constructive model. Finally presented validate result that applied to the Torpedo using standardized process based on our proposed methodology.
