Analysis of Suitable Site for Farmastead using GIS (지형공간정보체계를 적용한 농장의 적지분석에 관한 연구)

  • Geospatial analysis method was applied for classification of suitable site for farmstead. Typical urban suburb and rural area was selected and analyzed, that is Cheongwon County in Chungbuk Province, South Korea. In this study, suitable site for the farmstead was classified by five grade in the other site except suitable area for paddy field, upland, settlement and Green Belt, regulated area for development around the city. Digital Elevation Model(DEM), detailed soil map, administration boundary map, stream map and Green Belt map where digitized and scoring tables were composed with scoring standard. In site verification, Geospatial Information System(GSIS) was quite good tools for suitable site classifying for farmstead causing farm household income increasing, environmental impact decreasing and scientific site selection.

A study on Cheong-ju urban land use planning on the subject of Zoning (청주권 토지이용 체계에 관한 연구 (지역지구제 중심으로))

  • A phenomenon in the unplanned urban sprawl of Cheong-ju city has to be rest-rained from disposing and to develop, though progress in urbanization inevitably decreases rural area. So, this thesis aims at reviewing, revising and guiding toward the more effective land use planning practice and zoning mechanism and system of Cheong-ju city. I proposed that land use planning should be had several factors and thereupon that Korean zoning mechanism and system including Building Code should be amended because of inducing human activities in buildings and facilities not to demarcate and plan every one of them. First, the factors of urban planning are a rather diversified approach to it than a unified, supplementation of the applicable difference in time between preparing and appling it, a solid controlling system, a micro and macro planning theory and giving serious consideration for the inertia from the existing land use. Second, the applicable amendments for our zoning mechanism including Eluding Code are as follows; a need of reorganization for Zoning Ordinance appricated to different regulation concerning a scale and peculiarity of a oily, a decision of the different earmarked confinement in area to different zone ana from Zoning Ordinance in City Planning Law, a demarcated facilities and the more detailed land use concerning human activies than the exsisting and entrusting decision on the ways and processes of it to every rural city planning committee, a settlement of zone ana area considering for block-unit and Planned Unit Development(P. U. D.), and a need of security jurisprudence in order to solve the zoning regulation rather in City Planning Law than in Building Code that our zoning regulation and controlling system are depended on. According to these applicable amendments to Cheong-ju city, I proposed the conceptions of Cheong-ju city land use planning are as follows; a reinforcement with one cored pattern of urban land use, a selection of gradual urban sprawl by way of city development and renewal, a strengthening accessibility to the core of the city with Plurizing the system of arterial roads, a choice of priority to conservation at the core of tile city and security of open spaces and parking area at the area of the city, a harmonization between development and conservation at the inner ring area that is situated between the core and periphery reserved area in order to develop in the future, a buffered open space situated at the congested area with heterogenous functions, and a completion of urban open space system. The proposal made here so far is for the hope of the better structure of Cheong-ju city that should be granted to the peculiarity developed with educational, cultural, conservative and self-sufficient city functions.

  • Recently, China has brought many political, economical, and ideological changes in order to complete the "socialistic market economy." In terms of legal system, they make much effort to seek compatibility and stability of law and order. China recognizes that the breakdown of corruption, which is rampant in society, is an essential short-cut for national development. To realize anti-corruption reformation, it strengthens the supervision of relatives and close officials of high-ranking government officials. Recently, China has suffered from expanded trade disputes internationally and has also experienced severe management-labor conflicts domestically due to economic recession. From 2012 onward, civil lawsuit and other litigations have increased sharply. Also, they face severe conflicts in the land system. It is expected that many disputes arise due to speculation on rural housing. Meanwhile, Mongolia expands the size of trade with Korea in mutual cooperation since their diplomatic relation in 1990 by entering more than 20 treaties and agreements. As Mongolia has rich natural resources and Korea is equipped with advanced science and technology, the two countries have opportunities to develop mutually beneficial cooperative relations. Recently, the arbitration system has attracted attention instead of litigation as a means of dispute settlement in line with the expansion of trade between Korea and Mongolia. This study would be helpful to figure out desirable methods for dispute settlements in case of trade disputes among Korean companies that would advance into China and Mongolia.

Evaluation of the Stability of Geomembrane Liner System in Closed Waste Landfill (사용종료 폐기물 매립장의 멤브레인 차수시스템 안정성 평가)

  • Recently, the effective use of closed waste landfill nearby urban areas has been demanded, because of the lack of the usable land. However, the reuse of closed landfill is needed an adequate stabilization of liner system. But most of these places are consisted of steep slope and hence it is necessary to use the geosynthetics liners in there. Liner system of waste landfills is an important facility which prevents leachate outgoing from the landfills and also groundwater infiltrating from surroundings into the landfills. During the waste disposal stage, differential settlement and tensile stress of the geosynthetic materials could occur due to impact load of trucks and dozers, waste loads and weak foundation soils. In this study, the tensile strength and tracer test were performed to evaluate the stability of geomembrane liner systems. Based on the tensile strength test result of in-situ geomembrane sample, the yield tensile strength maintain the suitable strength by specification and current law. However, according to the tracer test, the damage of geomembrane liner was detected on sanitary landfill section.

  • The government has promoted the local fishing port construction project since 1972 for conquest of the crisis of the fishing village by withering of a fishery, the improvement in fishermen's living environment and quality of life, and promotion of fisheries. In order to estimate the local fishing port construction project objective and synthetically, and to grope for the method proposal of system establishment of the project, the monitoring survey was carried out. The monitoring survey was classified into the program and the performance monitoring. The program monitoring was carried out in order to investigate the project fit for the inhabitants of a fishing village. The performance monitoring was carried out in order to investigate the development latent powers, fishery latent powers, tourism latent powers of a fishing village, rural settlement conditions, etc. using various statistical materials. Since investigating the measured value before executing a policy was not completed, the project effect was compared with the measured value of other areas. According to the local fishing port construction project, the development latent powers, fishery latent powers, and tourism latent powers of the fishing village where the project was undertaken improved greatly, and income of the fishing village increased greatly. As a result of comparing project fit in order to evaluate the project, the project fit of the local fishing port construction project area was higher than the non-project area. Desirable method proposal of monitoring survey was established and the method for raising the efficiency of monitoring survey was extracted.

A Study on the Domestic Waste Occurence and Admistration Condition of Iksan City (익산시의 생활폐기물 발생 및 관리 현황조사)

  • The study result on the domestic waste occurrence and admistration condition of Iksan City as follows ; 1. The year of 1995 has observed a radically decreasing ratio of per capita waste generation compared to the previous year by 26.2%, owing to the publication of the new amendment of volume based charge as well as to the rural population included through the merger of Iksan City and Iksan Country ; the daily quantity of domestic waste for Iksan residents in 1997 was calculated to be $0.66kg/capita{\cdot}day$. 2. Waste generation in nonresidential areas were $8.04kg/capita{\cdot}day$ in average ; the quantity per capita in market places was observed to generate the largest, $36.76kg/capita{\cdot}day$, while that of services was the smallest $0.25kg/capita{\cdot}day$. 3. The average generation per capita of household waste was $0.23kg/capita{\cdot}day$ in the area which has no volume based charge system. This area showed no difference from those of other areas ; the apparent density of the waste recorded the lowest $0.llkg/{\ell}$ for District Offices, while the highest among the classified fields was $0.40kg/{\ell}$ of the Fire Station. 4. Iksan City showed great contribution by decreasing the absolute quantity of waste for landfill by waste classfication, according to the days of the week and reutilizing recyclable waste since August, 1997. 5. Location of a landfill site for disposal of nonrecyclable waste will cause a serious problem to the community and it will be highly recommendable to have governmental support and professtional consultation as well as open discussions, such as hearings, for the settlement of the problem.

Evaluation of Central Commissary School Foodservice Operations' Practices and their Dietitians' Job Duties (공동조리 급식학교의 운영실태 및 영양사 업무 평가)

  • Central commissary school foodservice operations' practices and their dietitians' job duties were assessed and compared with those of their counterpart of conventional school foodservice operations to find out strategies for early settlement and better management for commissary system. Survey qestionnaires consisted of general background, employees' work schedule and dietitians' job duties. 12 commissary schools(out of 22 existing in Korea) and 77 conventional schools from Kyungkido were participated in the survey. The results of this study can be summarized as follows: 1. Central commissary school foodservice was presently utilized at 5 schools from islands type, 11 schools from rural type, and 6 schools from urban type, consisting total of 22 commissary schools, and 52 satellite schools. 2. Dietitians were evenly employed with their experiences, 55.5% were those with less than 2 years of experience, 44.6% were those with more than 2 years of experience. 3. Commissary schools employed more full-time empolyees$(1.8{\pm}0.7)$ than conventional schools$(0.3{\pm}0.5)$, however as far as the production capacity was concerned, only the part-time employees played significant roles(p<.01). Regardless of the number of students, an absolute number of full-time employees were employed, and their duties were not carried out efficiently. The part-time employees of commissary schools performed more loaded work compared to their counterparts in conventional schools. 4. Out of the dietitians' foodservice duties, 'basic food service production$(3.9{\pm}0.7)$' were carried out adequately, whereas 'nutrition education and advertisement$(2.5{\pm}0.6)$' and 'administrative affairs and information related duties$(2.8{\pm}0.9)$' were not. In order to enhance their working capacity, systematic organizational reforms are imminent. 5. Survey results also showed that dietitians performed less duties at satellite school than at the central commissary. This indicates more systematic foodservice management practices are urgently needed.

A Study of Hierarchical Stepwise Migration and Depopulation : focusing on city rank-size and NIR change, 1995~2014 (도시 계층성에 따른 단계적 이동과 과소화 검토 -1995~2014년 도시 순위-규모와 자연적 인구증가율 변화를 중심으로-)

  • This study aims to investigate the hierarchical stepwise migration and its influences on regions (metropolitan areas, cities and counties of Korea administrative district) through analyzing the city rank-size and the changes of natural increase of population. The result shows that the inter-regional migration has been associated to the decrease of the population and the decline of NIR in the regions where outflows have been persisted. Also, theses demographic events have sequentially occurred through the hierarchy of settlement system: gradually from rural (gun) and lower ranked regions in the system of city rank-size, to urban (si) and regions in the high ranks in the system. Based on the result of this study, it is possible to understand and expect the major origins of inter-regional migration, the presence of the hierarchical stepwise migration and most significantly, the spatial expansion of depopulation problems.

Regional Development And Dam Construction in Korea (한국의 지역개발과 댐건설)

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.

A comparative study between Korea and the USA on the development process in retail trade & its changing locations (소매업의 발달과정과 입지 변화에 관한 한.미 비교 연구)

  • The retail trades in many countries have changed recently according to the high quality, diversification, and marked individuality of consumer needs. Under the continually competing system of the WTO agreement, corporations based in the USA and the EU try to raise their market share in other countries so it is inevitable for Korean retail enterprises to compete with them. This paper is aimed at contributing to the efficient growth for Korean retail trade from the analysis of the development process in retail trade and its changing locations comparing Korea and the USA. Retailers in the USA have practiced diversified marketing strategies considerably in order to survive in a rapidly changing retailing environment. American retailing, which has the most advanced marketing system in the world, has been of growing concern to marketing strategies in Korea. The following is a brief summary of this study. 1. Speedy and higher quality consumption is needed in accordance with the great increase in the single-family household and the female labor force participation both in Korea and in the USA. Senior citizens have become a new consumer group due to the aging population. In the future the retail trade will switch over to diversified retail formats and internet shopping as countries are transformed into information and communication societies. 2. In Korea, the former retail system characterized by markets and department stores has been greatly changed since the late 1980s with emphasis on high quality and convenience in consumption behaviors, with large domestic enterprises and foreign distribution corporations participating in Korean retailing. In the USA, retailing mergers and takeovers by major retails, bankruptcies, and extra-large shopping centers have emerged since the late 1980s. Recently, the USA retailing formats have been changed from the lower price-oriented discount types to the large scale theme parks. Much emphasis was put on entertainment, resorts, and convention centers. On the other hand, non-store types, such as the internet shopping, the CATV shopping, as well as catalog and mail-order sales are drastically increasing, although the proportion of their sales is low up to now. 3. In Korea, most of the retail facilities are concentrated in Seoul and the Metropolitan Region, and the distribution ratio of facilities came to 52% in 1997. The periodic markets, traditional markets which open on a periodic basis, are located mainly in Chollanam-do and Kyungsangbuk-do. The large-sized discount stores have expanded their locations to the over-crowded apartment complexes in new towns, located in the Metropolitan Region, and the large provincial cities, unlike the suburban locations in the USA. Therefore we needed to give attention to the locational relations in retail facilities between Seoul & the Metropolitan Region and rural settlement areas. In the USA, urban areas grew quickly with the development of the automobile in the 1920s, and the location of stores changed from a dispersed style centering around rural areas to a centralized one in urban areas. There is an accelerated growth for suburban areas, which have grown rapidly since 1950. As the membership warehouse clubs were introduced in the 1970s, the decentralization of location was more intensified. On the other hand, inner cities were revitalized by rearranging existing facilities to cope with suburban areas. And the location-free virtual retailing & TV shopping are also growing every year. 4. In view of the above, the continuous and desirable development devices in Korean retail trade are summarized as follows: First, the countermeasures against economies of scale, increase in retailing sales, and rise of a employment percentage in retailing are in need. Second, a scheme of lowering the proportion of food retail sales, and increasing a ratio of durable goods sales need to be worked out. Third, the original ideas are needed to apply positively information, communication and technology to retailing, to graft the traditional types on modem ones based on the social culture. Fourth, strategies are needed to strengthen the competitiveness of our retail trade through cooperation and chains of smaller retailers, the large enterprises participating in the distribution industry. Fifth, in order to realize the above, the retail industry, the administration, and the academic world should support the retail segment with concern and a practical strategy plan.
