The Relation of Local Resources and BiBo Landscapes of Agricultural Villages - Focused on Yeoungdong Area in Gangwon Province - (농촌마을의 향토자원과 비보(裨補)경관과의 관계 - 강원 영동지역을 중심으로 -)

  • In our traditional living lives, our ancestors have been succeeded in and developed the shortage-replenishing materials to balance with the nature and supplement the condition of geography by the measures, called the BiBo, in order to be harmonized with the nature. This study is purposed to find the meaning and quality of the BiBo materials distributed throughout the agriculture village in Yeoungdong area, Gangwon province in terms of scenery perspectives. It is found that there are 56 village forests, 18 BiBo symbolic properties and 2 BiBo ponds in Yeoungdong area, Gangwon province. Among these, village forests are largely consisting of pine trees and most of them are functioned for water-entrance defender. Including these village forests, the BiBo symbolic properties are important historic and cultural resources in this area and expected to be used as the income-source of the farm village.

Characteristics of Longevity Factor with Time and Spatial Changes (시간$\cdot$공간적 변화에 따른 장수지수 결정 요인의 특성)

  • In this study, we research about the relationships of human longevity and environments, inducted the significant factors of longevity from the statistical analysis, and represented spatial distribution of longevity using geographic information system. The factors confining human longevity can be categorized by geography/geology, climate/weather, economy, and social welfare. After analyzing statistical data, dependent variable which means the longevity index is defined by the ratio of population more than 85 years old among population more than 65 years old. The results of analysis show that longevity are related with waterworks ratio, temperature, local tax ratio, and latitude. In this study we discussed about the spatial characteristics which are represented by variance of the longevity index and described a spatial relationship between the longevity index and significant factors which are chosen by statistical analysis. In the further study, in order to sustain the longevity of a region, it is necessary for the effective rural planning to propagate a longevity of rural areas.

  • This study investigates the core elements of the formation and development of cluster using a multi-disciplinary approach and suggests a promoting strategy by development stage of cluster. As a sub-category of regional innovation system, the cluster has been considered as one of the most noticeable methodological argument to make the regional innovation system come true. In the meantime, this study examines the core elements of cluster shown in the theories and examples through six academic fields such as economics, geography, regional development, business administration, sociology and pedagogy and their educational back-ground. By means of establishing the incubation stage in the development of cluster, core elements are composed in the stages of birth, incubation and evolution in subsequent manner. A promoting strategy will be suggested through the implication of core elements in the reestablished stages.

A Location Model and Algorithm for Visiting Health-care Districting for the Rural Elderly (농촌지역 노년인구를 위한 방문 의료서비스 구역 설정 모델 및 알고리즘)

  • As accessibility to health-care service in less populated rural areas is geographically limited and demand for public health-care by the aging is increasing, a new approach for health-care service such as a home care service is becoming more popular. For a home care service, health-care personnels directly visit to location of health-care clients. Such changes in provision of health services require developing innovative and scientific approaches for efficient allocation of health resources and managing services by public health-care organizations. The purpose of this study is to formulate a location model for visiting health-care districting for the rural elderly and to develop an Automated Zoning Procedure (AZP) to solve this model. Mobility, workload balance and contiguity criteria are considered in the model. Three different objective functions are evaluated; 1) minimizing the sum of network distance between the unit areas in a district, 2) maximizing spatial interaction between the unit areas in a district, and 3) minimizing tour distance that visits each unit area exactly once in a district. The AZP for solving the model is developed and applied to a rural area. The application results demonstrate that the AZP can generate different districting systems for each objective functions.

Rural Telematics and the Possibilities for Regional Development: The Case of Information Model Village in Weonju, Korea (농촌지역의 정보화와 지역발전: 원주 정보화시범마을 사례)

  • This study aims to reveal the capacity of impacts that the diffusion of networked computer in rural areas, or so-called rural telematics, has on regional development schemes. It is accomplished mainly by a case study of a small rural village near the city of Weonju, Korea, which has been recently designated as an information model village by the provincial government and given supports for information infrastructure. The case study shows that although the residents'computer use is confined to a very elementary level in every respect of using internet, e-mails, and visiting village portal site, there is high potential that extended use of networked computer would bring positive changes in life-styles and community formulation, and hence new possibilities of regional development. These positive moves will be possible by increasing economic, social and cultural benefits that the residents receive from using computer facilities. One of the important prerequisites is to transform external motivation to internal one and to lead the residents to a more active use of computers.

The Types and Characteristics of Rural Housing in Jeju Island (제주도 촌락 가옥의 유형과 특성에 관한 연구)

  • The studies on the rural housing have focused on folk housing, but this study focuses on the contemporary rural housing with special reference to the roof types/materials and the outer wall materials. The research area of this study is the fourteen rural settlements in Jeju Island. The hip roof type, the hip/flat roof type, the simple-flat roof type, the gable roof type, and the eyebrow-and-flat roof type are the most frequent roof types. Among the roof materials, the precoated steel plate, the artificial slate, the cement, the cement/roof tile, and the cement/artificial slate are the most frequent materials. The cement holds more than a half of the outer wall materials, and the cement/basalt rock, the tile/cement, the tile, and the diverse siding are the next frequent outer wall materials. The comparison of the rural housing reveals that there are some clear differences between Jeju Island and Gyeongnam Province in terms of the roof types and the outer wall materials.

Problems and Improvements of Urban-to-rural Migration Policy in Gyeongbuk Province (경상북도 귀농·귀촌정책의 문제점과 개선방안)

  • This study explores the status, characteristics and problems of urban-to-rural migration policy in Gyeongbuk Province, and suggests some improvements based on this analysis. Gyeongbuk Province enacted local ordinances related to urban-to-rural migration for the first time in Korea, and has expanded the area of its own projects in addition to the central government's support projects. Consequently, the degree of satisfaction for the support projects in Gyeongbuk Province is higher than in other provinces. Problems of the support projects for urban-to-rural migration are the lack of role sharing between central and lower level local government, and the lack of connectivity among the relevant departments; the non-reflection of regional characteristics and attributes of urban-to-rural migrants (household); and the insufficient satisfaction of policy demands by non-agricultural urban-to-rural migrants. Improvements for these problems include establishing governance that involves urban-to-rural migrants in addition to the existing policy actors, and institutionalizing the project to properly embed this governance in the region. In addition to economic and physical support, diverse programs based on the adaptive cycle, 'non-agricultural rural jobs' for nonagricultural urban-to-rural migrants, and support programs for professional competency enhancement contributing to rural communities should be developed.

Transnational Marriage Migration and the Geography of New Ethnicity in Korea (한국의 초국적 결혼이주와 신민족성의 지리)

  • The drastic growth of transnational marriage since the mid-1990s has been a new challenge to Korea. This article aims to provide a comprehension of new ethnicity by focusing on transnational marriage migration in Korea. A steep increase of foreign brides from China and Southeast countries such as Vietnam and the Philippines can be understood in terms of globalization from below. In this context, Korean trend is similar to Taiwan and Japanese ones. But, there are also some differences between them. The inflow of foreign brides has been gradually weakened since 2005 in Korea, as Taiwan has experienced since 2003. In the ratio of foreign brides among total marriage in Korea, rural area show in average two-fold higher than urban areas. However, most foreign brides have settled down in urban areas in aspect of absolute number. Korean Chinese wives most densely concentrate in urban area, followed by Chinese wives, Nevertheless, there are significant differences among foreign brides' residential areas with their nationalities. In this point, the geography of new ethnicity with foreign brides in Korea is likely to be a multi-dimensional space.

Jeong Da-san(정다산), His View of Economic Geography - Focused on Mokminsimseo(목민심서) - (목민심서(牧民心書)의 경제지리)

  • Da-san Jeong Yak-yong(정약용) was one of the notable realist in the late 18th century, the second half of Chosun Dynasty. He accentuate the need of national riches and stabilization of the public welfare through his reformat proposal on actual condition. He regarded geography as the necessary knowledge to achieve the national riches and stabilization of the people's livelihood. We can read the contents on agricultural policy and encouragement of farming in Mokminsimseo(목민심서). In Mokminsimseo(목민심서), as coverage on economic geography, he present various policy of encouragement of agriculture as device of agricultural promotion and urges governors initiative on this. On policy of encouragement of agriculture, he insisted that the farmers have side job like horticulture, sericulture and live-stock farming far their rural economy. In sum, Da-san Jeong Yak-yong regarded economic geography as a important subject under realism which aims at improving and reforming contemporary world against 주자학 oriented Confucian classics.

Depopulation and Aging of Rural Areas in Korea - A Case Study of Goryeong-gun, Gyeongsangbuk-do (고령군의 인구감소와 고령화)

  • Demographic change is the best indicator to be able to show the rural change exactly and thus becomes the factor to be considered by all means in the setting-up process of the rural development policy. First of all, this paper is concerned with the two main themes, depopulation and aging process of Goryeong-gun(county), after a brief consideration of the demographic trends in rural areas of Korea. And then it will analyze the population structures of 8 administrative districts of Goryeong-gun(1 Eub, 7 Myeons) to reveal the areal differentiation of rural demographic change. Like other rural areas in Korea, Goryeong-gun experienced a sharp depopulation and aging during last several decades, and it represents typical rural backward areas in Korea. But within the same county, the process of population change differs from district to district. On the basis of several demographic indicators, 8 administrative districts(Eub and Myeons) in Goryeong-gun can be classified into 4 types of population change, namely 'type with stagnant population' like Goryeong-eub, 'type with increasing population' like Dasan-myeon, 'type with decreasing population' like Seongsan-myeon Gaejin-myeon Sangrim-myeon, 'type with rapidly decreasing population' like Deokgok-myeon Unsu-myeon Ugok-myeon. It highlights the need to develop differentiated rural policies according to relevant regional conditions.
