For optimal irrigation reservoir operation during flood and normal period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. We developed Open Water Management Program (OWMP) with an open architecture to deal with newly arising upgrade problems for optimal management of irrigation reservoir. And we evaluated the applicability of OWMP to estimate daily runoff from an agricultural watershed including irrigation reservoirs, and analyzed behaviour of irrigation reservoirs as irrigation water requirements considering frequency analysis of reservoir storage and frequency analysis water requirements for effective management of reservoir. When we executed OWMP with data produced from an experimental field, IHP basins, the mean relative errors of application of daily runoff and irrigation water requirement were less than 5%. We also applied OWMP to a Seongju irrigation reservoir to simulate daily runoff, storage and water requirement from 1998 to 2002, and the mean model efficiency between measured and simulated value was 0.76. Our results based on the magnitude of relative errors and model efficiency of the model simulation indicate that the OWMP can be a tool nicely adapted to the effective water management of irrigation reservoir for beneficial water use and flood disaster management.
To investigate removal effects of nutrients in stormwater runoff by soil of riparian protection zone, soil column experiment was conducted for 20 months. Artificial stormwater runoff containing phosphate and nitrate was applied on the surface of soil column twice a week, and phosphate and nitrate concentrations were measured from the leached water. Soil of riparian protection zone reduced the released amount of infiltrated water to the surrounding water. After infiltration of 1m depth of soil column, average removal rates of phosphate and nitrate were 97.7 % and 74.7 %, respectively. As main mechanisms of phosphate are adsorption to soil particle and utilization by plants, periodical replacement of soil and harvesting of plant at the end of growing season are required. For the removal of nutrients in stormwater runoff by the soil layer, soil of riparian protection zone has higher hydraulic conductivity to infiltrate stormwater. Sandy soil having hydraulic conductivity of about $1{\times}10^{-2}cm/s$ range might be appropriate for this purpose.
Water cycle analysis in the Cheonggyecheon watershed(river length: 13.75 km, area: $50.96\;km^2$) was performed using WEP model, a physically based distributed rainfall-runoff model. As the application results of the model, the hydrological characteristics of the Cheonggyecheon watershed are significantly consistent with those of a typical urbanized watershed. The direct runoff from the watershed was larger and the evapotranspiration. was lower, and the response of runoff to rainfall was occurred very fast, as compared to forest watersheds. The river channel routing simulation results are similar to the change pattern and scale of the field data. The possible supply period of instream flow from Cheonggyecheoon watershed itself was estimated using WEP. According to the WEP simulation results for the annual water balance of the Cheonggyecheon watershed in 2002, the amount of direct runoff, infiltration and evapotranspiration were 830 mm, 388 mm and 397 mm respectively for an annual precipitation of 1,388 mm. The runoff to rivers was 1,288 mm. And the proportion of direct runoff, intermediate runoff and groundwater runoff were $67.6\%,\;12.7\%$ and $19.7\%$ respectively.

In the forthcoming 21C, the barometer of cultural lives depends on that the water demand will increase or not. On the opposite site of that, the small watersheds will influence directly on how to cover the surface of watersheds with land use, no planning developing watersheds, and the rearrangement of small rivers. Espacially as the exordinary climatic phenomena, water resources and water content of the small watersheds will be confused oil exactly not to make a plan of water resources. This study area has four small watersheds groups in Gangwon-Do Province, that is, group I five small river watersheds including Changchoncheon etc., group II fiver rivers watersheds including to Hwalsanmogicheon etc., group III five small river watersheds including Singicheon etc., group IV including to Sabulanggolcheon etc. According to the land use such as dry field(or farm), ice field, forest land, building lot arid others, in small watersheds, the amount of runoff will be impacted by precipitation. The comparison between the runoff was getting from Kajiyama Formular and calculated runoff from multi-linear regressed equations by land use percentage was performed. Its correlation which was estimated by coefficient of correlation will be accepted or not, as approched 1.00000 values. As the monthly water resources amount is estimated by multi-linear regressed equations, we make a plan to demand and supply the water quantity from small river watersheds during any return periods.

Unmeasured value of water for human lives is widely approved, but the water as one of natural resources cannot be evaluated with ease since it changes itself ceaselessly by flowing-out or transforming the phase. Major objectives of the study concerned consequently with investigating its potentiality and evaluating its time seriesly availabity in a volumatic unit. And the study was performed to give the accurate original data to the planners concerned. Some developed rational methods of predicting runoff related to hydrological factors as precipitation, were to be discusseed for their theorical background and to be introduced whether they needed some corrections or not, comparing their estimation with actual runoff from synthetic unit-hydrograph methods. To do so, the study was performed to select Kongju Station, located at the watershed of the Keum River, and to collect such hydrological data from 1962 to 1972 as runoff, water level, precipitation, and so on. On the other hand, the hydrological characteristics of runoff were concluded more reasonably in numerical values, with calculating the the ratio of daily runoff to annual discharge of the flow in percentage, as. the distribution ratio of runoff. The results of the study can be summarized as follows; (1) There needed some consideration to apply the Kajiyama's Formula for predicting monthly runoff of rivers in Korea.(2) The rational methods of predicting runoff might be recommended to become less theorical and reliable than the unique analyzation of data concerned in each given water basin. The results from the Keum River prepared above would be available to any programms concerned. (3) The most accurate estimation for runoff could be suggested to synthetic unithydrograph methods calculated from the relation between each storm and runoff. However it was not contained in the study. (4) The relations between rainfall and runoff at KongJu Station were as following table. The table showed some intersting implications about the characteristics of runoff at site, which indicated that the runoff during three months from July to September approached total of 60% of quantity while precipitation concentrated on the other three from June to August. And there were some months which had more amount of runoff than expected values calculated from the precipitation, such as Febrary, March, August, September, Octover, and December, shown in the table. Such implications should be suggested to meet any correction factors in the future formulation concerned with the subjects, if any rational methods would be required.

Three types of land use were investigated to describe the effect of land use on both surface and ground water quality. Typical land uses of a grazing pasture, Sudan grass field and paddy in Kangwon province were selected and flumes and monitoring wells were installed. Land managements were carefully monitored, water samples were collected periodically and analyzed with respect to nitrate, TP and TKN at a laboratory of Kangwon Provincial Institute of Health and Environment from August, 1993 to May, 1994. Runoff from the pasture was formed mostly with seeping subsurface flow in the lower areas of the pasture. A few overland flows were observed during heavy storms, and when it occurred, runoff increased sharply. For the Sudan grass field, runoff was formed with overland flow. Nitrate concentration in runoff from both land uses seemed not affected by runoff and ranged from 0.241 to 4.137mg'/1. TP and TKN concentrations from the pasture were affected by overland flow. When overland flow occurred, TP and TKN concentrations abruptly increased to 5.726 and 12.841mg/1, respectively, from less than 1.0mg/l. However, these concentrations from the Sudan grass field were quite stable ranging from 0.191 to 0.674mg/l for TP and 0A70 and 1.650mg/l for TKN. Nitrate concentration was significantly affected by land use(Sudan grass field) and the concentration increase reached about 2mg/l per lOOm ground water flow. Nitrate concentration from a well located in the middle of rice fields also was significantly higher than that measured from a well located relatively undisturbed mountain toe area. TP and TKN concentrations in shallow ground water affected by the depth of the monitoring wells. The deeper the monitoring wells, the less TP and TKN concentrations were measured.
In order to support the basic information for planning and performing the environment management such as Total Maximum Daily Loads (TMDLs), it is highly recommended to understand the spatial distribution of water quality and runoff data in the unit watersheds. Therefore, in the present study, we applied Self-Organizing Map (SOM) to detect the characteristics of spatial distribution of Biological Oxygen Demand (BOD) concentration and runoff data which have been measured in the Yeongsan, Seomjin, and Tamjin River basins. For the purpose, the input dataset for SOM was constructed with the mean, standard deviation, skewness, and kurtosis values of the respective data measured from the stations of 22-subbasins in the rivers. The results showed that the $4{\times}4$ array structure of SOM was selected by the trial and error method and the best performance was revealed when it classified the stations into three clusters according to the basic statistics. The cluster-1 and 2 were classified primarily by the skewness and kurtosis of runoff data and the cluster-3 including the basic statistics of YB_B, YB_C, and YB_D stations was clearly decomposed by the mean value of BOD concentration showing the worst condition of water quality among the three clusters. Consequently, the methodology based on the SOM proposed in the present study can be considered that it is highly applicable to detect the spatial distribution of BOD concentration and runoff data and it can be used effectively for the further utilization using different water quality items as a data analysis tool.
Hydrologists have tried to develop monthly runoff simulation models which are important factor in wafer resources planning. One of the models called Kajiyama formu]a is widely used for monthly runoff simulation in Korea. In recent work by Xiong and Guo (1999), they suggested Two-parameter monthly water balance model to simulate the runoff and showed that the model can be used for the water resources planning program and the climate impact studies. However, they estimated two parameters of transformation of time scale, c and of the field capacity, SC by the trial and error method. Therefore, the purpose of this study is to suggest the estimation methodologies of c and SC, and compare Kajiyama formula with a Two-parameter monthly water balance model to simulate the runoff in Han river and IHP representative basins in Korea. The c is estimated by using the relationship of actual and potential evaporations, and SC is estimated from association with CN. We show that the estimated c and SC can be used as the initial or optimal values in the model.

In recent years, increases in impervious areas with rapid urbanization and land use changes are causing numerous hydrologic and environmental problems. In this study Low Impact Development (LID) was applied to investigate changes in runoff and peak runoff with LID plans. SWMM 5.0 was used to simulate LID Integrated Management Practices (IMPs) at study area. The SWMM estimated total runoff volume with conventional land use planning is (82.3%, 46.44 mm), (99%, 73.16 mm) greater than total runoff before urbanization, while total runoff with LID is (11.1%, 46.44 mm), (49%, 73.16 mm) greater than those before urbanization. With the LID adoption in land use planning, pervious area increases by 49.8% compared with that from the conventional urban land use planning, resulting in (32.7%, 46.44 mm), (23.6%, 73.16 mm) decrease in total runoff, and (32.6%, 46.44 mm), (18.5%, 73.16 mm) decreases in peak rate runoff. The results obtained from this study indicate that peak rate runoff, time to peak, and total runoff can be reduced with the LID in urban land use planning because the LID secures pervious areas with various LID IMPs. The SWMM simulated result using design storm data and the US EPA suggested CN values for various LID IMPs implies that how environment-friendly urban land use planning with the LID adoption is important for sustainable development at urbanizing watershed.

The objective of this study was to evaluate of the Tank model in simulating runoff discharge from rural watershed in comparison to the SWAT (Soil and Water Assessment Tool) model. The model parameters of SWAT was calibrated by the shuffled complex evolution-university Arizona (SCE-UA) method while Tank model was calibrated by genetic algorithm (GA) and validated. Four dam watersheds were selected as the study areas. Hydrological data of the Water Management Information System (WAMIS) and geological data were used as an input data for the model simulation. Runoff data were used for the model calibration and validation. The determination coefficient ($R^2$), root mean square error (RMSE), Nash-Sutcliffe efficiency index (NSE) were used to evaluate the model performances. The result indicated that both SWAT model and Tank model simulated runoff reasonably during calibration and validation period. For annual runoff, the Tank model tended to overestimate, especially for small runoff (< 0.2 mm) whereas SWAT model underestimate runoff as compared to observed data. The statistics indicated that the Tank model simulated runoff more accurately than the SWAT model. Therefore the Tank model could be a good tool for runoff simulation considering its ease of use.
