Analysis of Likelihood of Failure for the Thinning of Hydrochloric Acid Corrosion through Risk-Based Inspection using API-581 BRD (API-581 절차에 의한 위험기반검사에서 염산부식의 두께감소에 의한 사고발생 가능성 해석)

  • To propose a cause analysis method of pressurized facilities, a likelihood of failure (LOF) for the thinning module by hydrochloric acid corrosion was analyzed through the risk-based inspection (RBI) using API-581 BRD. For this investigation, the technical module subfactor (TMSF), as a main factor of the LOF, was estimated, and the effects of parameters on the TMSF were analyzed quantitatively. As a result, we found that the TMSF increased with increasing chloride ion concentration and temperature, but it decreased with increasing thickness of the facilities, inspection number and inspection effectiveness. Also, the TMSF showed a relatively low value for the monitoring system implemented and the overdesign factor>1.5. In this condition, the TMSF changed sensitively with the inspection number, the inspection effectiveness and the overdesign factor, and its magnitude varied with the monitoring system.

Quantitative Risk Assessment of the Chemical Facilities by KS-RBI Program (위험기반검사 프로그램에 의한 화학설비의 정량적 위험성 평가)

  • Damage ranges of accidents of the chemical facilities were estimated by the KS-RBI(Ver.3.0) program supporting the quantitative cause analysis, and the consequences were compared with the results of K-CARM(Ver2.0) program which assesses the quantitative risk in an usual method. As a result we found that the consequences of the KS-RBI program were similar to those of the K-CARM program. Therefore, the KS-RBI program could be applied to the quantitative risk assessment. In addition, it can be safely said that through appling the damage ranges of accidents by weighted average, industrial sites can come up with the effective plans of mitigation and emergency.

Highway Bridge Inspection Period Based on Risk Assessment (위험도평가에 의한 고속도로 교량의 점검주기)

  • Risk Based Inspection (RBI) Period was proposed for highway bridges in Korea. Hazard factors affecting bridge condition deterioration were found by analyzing condition data from Highway Bridge Management System (HBMS). Certain level of correlations between those factors and condition deterioration were found. They are used to evaluate hazard score. Summarizing several hazard factors, final hazard is classified as three level;high, moderate, low. Vulnerability is assessed only by the current state of bridge. Then, risk matrix is suggested for inspection periods. Inspection periods of the bridges with grade C, D, and E are maintained the same as before. But, those of grade A and B with moderate and high hazard score are elongated to maximum 6 years while the maximum inspection period is three years at present. By adjusting inspection period according to risk assessment, it was shown that 27% of average inspection manpower can be saved.

  • 현행 우리나라의 검사제도는 사업장의 자율관리 능력을 고려하지 않고, 설비의 노후화 및 위험도와 무관하게 획일화된 방식으로 적용하여 설비의 안전성을 확보하지 못할 뿐만 아니라 정기 및 자체 검사를 병행하여 많은 불편이 있다. 따라서 사업장의 불편을 해소하고, 설비의 안전성과 신뢰도를 높일 수 있는 위험기반검사(risk based inspection, RBI)를 국내 실정에 적합하게 도입하기 위하여 사업장, 정부 및 관련 기관에서 향후 추진해야할 방향에 대하여 분석하였다. 국내에서 위험기반검사 제도가 정착될 수 있기 위해서는 먼저 법적 근거가 마련되어야 하며, 법적 제도가 마련되면 사업장에서 RBI를 적용 시 이를 검증하고, 관리할 수 있는 인증기구의 설치가 필요하다. 또한 위험기반검사를 수행하는 사업장에 대해서는 공정안전이행수준과 같은 위험기반검사 이행수준평가를 도입하고, 차등 적용하여 사업장을 관리하는 것이 바람직하다.

  • The proportion of natural gas-fueled power generation is expanding due to the change of domestic energy policy pursuing reduction of dust and increasing clean energy consumption. Natural gas fuels used for the combined-cycle power plants and the district-heating power plants are operated at high temperature and high pressure in the fuel supply system. Accidents due to leakage of the gas such as fire and explosion should be prevented by applying risk management techniques. In this study, risk assessment was performed on the natural gas fuel supply system of a combined power plant based on the API RP 581 RBI code. For the application of the API RBI code, lines and segments of the evaluation target system were identified. Operational data and input information were analyzed for the calculations of probability of failure and consequence of failure. The results of the risk assessment were analyzed over time from the initial installation time. In the code-based evaluation, the gas fuel supply system was mainly affected by thinning, external damage, and mechanical fatigue damage mechanisms. As the operating time passes, the risk is expected to increase due to the external damage caused by the CUI(Corrosion Under Insulation).

  • Consequence analysis of flammable materials that affect to a risk of facilities was studied at the risk based inspection using API-581. We found that consequence areas (damage area of equipment and fatality area) by release accident of flammable materials showed high value for the case of liquid phase and auto-ignition likely, and that consequence areas of flammable gases decreased as temperature increased and the pipe diameter and pressure decreased at continuous release.

  • Accidental releases of toxic gases heavily affect to the risk of process facilities. In this research, consequence analysis for accidental releases of ammonia and chlorine gases was studied using the risk based inspection, based on API-581 BRD. It was found out that consequence areas (toxic areas) decrease as temperature increases and as the pipe diameter and pressure decrease. For the same release condition, the toxic area by the release of chlorine gas was larger than that by the release of ammonia gas.

  • To use pressurized facilities safely and effectively, a likelihood of failure (LOF) for the brittle fracture was analyzed quantitatively through the risk based inspection using API-581 BRD. We found that for the case of the low temperature/low toughness and the temper embrittlement, the technical module subfactor (TMSF) showed high value for the A impact curve, low temperature, and the no post weld heat treatment. But the risk didn't significantly change at the $855^{\circ}F$ embrittlement, and the LOF far the sigma phase embrittlement showed high value at low temperature of the high sigma.
