Problems and Improvement of Privacy Impact Assessment (개인정보영향평가의 문제점과 개선방안)

  • It's been almost 6 years since PIA was implemented based on legislation. So I analyzed problems of PIA from the perspective of ITSM 3 elements. I mainly took account of quality improvement of the report when I assessed systems processing personal informations. So, I propose in terms of logical validity improvement of assessment report. The improvements on 4 different outputs for each phase are many cases that I assessed systems processing personal informations. And I propose improvements on qualified assessors having capability of GRC and on process for managing the assessment system. To settle down PIA system as the reasonable and effective assessment system even after 2016, the statutory deadline for completion of PIA, assessors and appointed assessment firms and authorities should cooperate to complete the assessment system.

  • In recent years, business environment is faced with multi uncertainty that have not been suffered in the past. As supply chain is getting expanded and longer, the flow of information, material and production is also being complicated. It is well known that development service industry using application software has various uncertainty in random events such as supply and demand fluctuation of developer's capcity, project effective date after winning a contract, manpower cost (or revenue), subcontract cost (or purchase), and overrun due to developer's skill-level. This study intends to social contribution through attempts to optimize enterprise's goal by supply chain management platform to balance demand and supply and stochastic programming which is basically applied in order to solve uncertainty considering economical and operational risk at solution supplier. In Particular, this study emphasizes to determine allocation of internal and external manpower of developers using S&OP (Sales & Operations Planning) as monthly resource input has constraint on resource's capability that shared in industry or task. This study is to verify how Stochastic Programming such as Markowitz's MV (Mean Variance) model or 2-Stage Recourse Model is flexible and efficient than Deterministic Programming in software enterprise field by experiment with process and data from service industry which is manufacturing software and performing projects. In addition, this study is also to analysis how profit and labor input plan according to scope of uncertainty is changed based on Pareto Optimal, then lastly it is to enumerate limitation of the study extracted drawback which can be happened in real business environment and to contribute direction in future research considering another applicable methodology.

Review on the Recent PM2.5 Studies in China (최근 중국의 초미세먼지 오염 연구 동향)

  • The Korea Ministry of Environment has established an air quality standard for $PM_{2.5}$ in 2012 and it is effective from January 2015. In this study, we review various aspects of $PM_{2.5}$ in China, including its measurement, modeling, source apportionment, and health effect, and suggest future research directions for $PM_{2.5}$ studies in Korea. Measurements studies for $PM_{2.5}$ have examined organic marker compounds and $^{14}C$ as well as inorganic aerosols for distinguishing sources. Modeling results supported that the control of $PM_{2.5}$ pollution in big city needs effective cooperation between city and its surrounding regions. The major $PM_{2.5}$ sources in China have been identified to be secondary sulfur, motor vehicle emissions, coal combustion, dust, biomass burning, and industrial sources, however, they have seasonal dependency. Especially, the severe haze pollution event during January 2013 over eastern and northern China was driven to a large extent by secondary aerosol formation. Short-term exposure to $PM_{2.5}$ is strongly associated with the increased risk of morbidity and mortality from cardiovascular and respiratory diseases, as well as total non-accidental mortality. Considered previous $PM_{2.5}$ studies in China, analysis of specific organic species using online measurement, chamber experiment for secondary aerosol formation mechanism, and development of parameterizing this process in the model are needed to elucidate factors governing the abundance and composition of $PM_{2.5}$ in Korea.

  • In order to reduce the time and cost used in insurance processing, studies have been actively carried out to apply blockchain smart contract technology to car insurance. However, by using traffic data that is insufficient to prove accidents, existing studies are being exposed to the risk of insurance fraud, such as forgery and overstated damage by malicious insurers. To solve this problem, we propose an accident data-based reliability estimation model by using both various types of data through sensors, RSUs, and IoT devices embedded in automobiles and smart contracts. In particular, the regression model was applied in consideration of the weight estimation according to the type of traffic accident data and the reliability estimation model trained according to various accident situations. The proposed model is expected to effectively reduce fraud and insurance litigation while providing transparency in the insurance process and streamlining it is well.

  • In the public certificate technology commonly used in Korea, users have a cumbersome problem of always resetting when they forget their password. In this paper, as a solution to this problem, we propose a secure authentication certificate password recovery protocol using blockchain, PKI, and DID for distributed storage. DID is a schema for protecting block ID in blockchain system. The private key used in the PKI is configured as a user's biometric, for example, a fingerprint, so that it can completely replace the memory of the complex private key. To this end, based on the FIDO authentication technology that most users currently use on their smartphones, the process of authenticating a user to access data inside the block minimizes the risk of an attacker taking over the data.

  • The tap water supply in Korea mainly depends on the surface water. However, the advanced water purification process becomes a necessity due to the deterioration of surface water quality and the risk of accidental spill. High cost of water treatment and public concerns make the decision makers turn to riverbank filtration as an alternative to the surface water. Riverbank filtration has been employed for water supply in many developed countries for more than 150 years. In Korea, riverbank filtration has drawn attention since 1990s as a supply source having potential to stably meet the ever-increasing water demand. Some cities located in the Nakdong River Basin are currently supplying water through riverbank filtration. This work studies the site suitability analysis for riverbank filtration using game theory. Theory of games, which is a branch of applied mathematics used in social sciences (most notably economics), biology, engineering and computer science, was applied to candidate locations for the selection of riverbank filtration site. We proposed a policy game model as a new method adopting a probabilistic approach. The model developed turned out to be an effective tool for site selection.

Development and Application of a Community-based Meal Program Model for the Elderly in Rural Area (농촌지역 노인을 위한 공동 급식프로그램 개발을 위한 시범급식사업 결과의 적용 방안 연구)

  • Improved nutritional intake contributes to maintaining health and quality of life in elderly population and also reducing individual and social medical costs. Most of nutrition assistance programs for elderly, such as congregate or home-delivered meal programs, are not currently serviced in rural communities mainly due to low cost efficiency of program operation. However, the needs and necessity of such programs are presumed to be higher in rural area where the population density of elderly at nutritional risk is relatively high. Therefore, the purpose of this study was to develop a community-based meal program for the rural elderly. In 2007, four rural communities located in Jeon-Nam province were selected and the pilot meal program was applied for three months. Following are key features of the meal program model developed in this study: 1) meal production and service are operated by elderly participants to overcome the voluntary personnel shortage 2) utilization of locally-produced foods is maximized to reduce the meal cost, 3) traditional cooking methods are applied to adjust the food preference of elderly, and 4) foods are serviced on site to minimize the food safety problem possibly caused by delivery process. The pilot programs resulted in high satisfaction with the programs of participating elderly. The community-based meal program model developed in this study is expected to be used as an effective nutrition and health intervention model for the rural elderly.

A Quantitative Analysis Theory for Reliability of Software (소프트웨어 신뢰성의 정량적 분석 방법론)

  • A reliability of software is a type of nonfunctional requirement. Traditionally, a validation of the reliability is processed at the integration phase in software development life cycle. However, it increases the cost and the risk for the development. In this paper, we propose reliability analysis method based on mathematical analytic model at the architecture design phase of the development process as follows. First, we propose the software modeling methodology for reliability analysis using Hierarchical combined Queueing Petri Nets(HQPN). Second, we derive the Markov Reward Model from the HQPN based model. We apply our approach to the video conference system to verify the usefulness of our approach. Our approach supports quantitative evaluation of the reliability.

A Review for the Factors Affecting the Effects of Health Promotion Programs (건강증진 프로그램 효과에 영향을 미치는 프로그램 관련 요소 분석 - 문헌고찰을 중심으로 -)

  • To find out more efficient ways of implementing health promotion programs and to determine the factors affecting the results of various interventions, we reviewed 73 articles un the effectiveness of health promotion programs. These include the papers on the smoking, alcohol, drug abuse, nutrition(obesity) and stress management etc. Specific interventions evaluated in this review are education based on the lecture or video shows, health-related event activities, modifications of policy or the environment, health risk appraisal etc. By using KIHASA Line of Korea Institute of Health and Social Affairs, National Congress Library Database MEDLINE, we identified 201 articles published from 1980 to Jun. 1979 and finally selected 73 papers which contain the implementation process, and result of each program. The factors used in the analysis of the programs are (1) characteristics of participants (2) interventions evaluated (3) research design (4) length of programs and evacuation point (7) outcome indices (6) effect of program evaluated by each author. The study results did not prove positive effect of education based on lectures or video shows etc. Rather, it was suggested that lecture-based education has negative effect on the result. Event activity such as contest or health festivals has positive effect, and policy change or environmental change is closely related to the event activity. Also, the result shows that the overall effect of programs fur the students is less than that of the programs for the others. The programs conducted over, 1-year are mere likely to have positive outcomes than shorter ones. And, the outcomes of the programs with controlled research design such as experimental or quasi-experimental study tend to be evaluated inferiorly to those with non-experimental design.

Attitude of the Korean dentists towards radiation safety and selection criteria

  • Purpose: X-ray exposure should be clinically justified and each exposure should be expected to give patients benefits. Since dental radiographic examination is one of the most frequent radiological procedures, radiation hazard becomes an important public health concern. The purpose of this study was to investigate the attitude of Korean dentists about radiation safety and use of criteria for selecting the frequency and type of radiographic examinations. Materials and Methods: The study included 267 Korean dentists. Five questions related to radiation safety were asked of each of them. These questions were about factors associated with radiation protection of patients and operators including the use of radiographic selection criteria for intraoral radiographic procedures. Results: The frequency of prescription of routine radiographic examination (an example is a panoramic radiograph for screening process for occult disease) was 34.1%, while that of selective radiography was 64.0%. Dentists' discussion of radiation risk and benefit with patients was infrequent. More than half of the operators held the image receptor by themselves during intraoral radiographic examinations. Lead apron/thyroid collars for patient protection were used by fewer than 22% of dental offices. Rectangular collimation was utilized by fewer than 15% of dental offices. Conclusion: The majority of Korean dentists in the study did not practice radiation protection procedures which would be required to minimize exposure to unnecessary radiation for patients and dental professionals. Mandatory continuing professional education in radiation safety and development of Korean radiographic selection criteria is recommended.
