A study on the development and applicability of fire risk assessment method for small road tunnels passing only small cars (소형차 전용 도로터널의 화재 위험도 평가기법개발 및 적용성에 관한 연구)

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

  • Post-earthquake risk assessment technique in Korea is developed in 2013 by National Disaster Management Research Institute, at the same time, related manual and standard regulation is distributed to every local government by National Emergency Management Agency. The objectives of this research are to investigate and evaluate the post-earthquake risk assessment of 9.12 Earthquake (M5.8, Gyeongju City, 2016) and 11.15 Earthquake (M5.4, Pohang City, 2017). To suggest and improve the assessment process of post-earthquake risk, first post-earthquake risk assessment method of advanced foreign countries including US, New Zealand and Japan are compared, and post-earthquake evaluation activities in 9.12 Earthquake and 11.15 Earthquake are analyzed. From the results, it is needed to expand the adapted building and structure types and strengthen the earthquake disaster response capacity of local government.

Comparison of Six Observational Methods for Assessing Arm- and Hand-intensive Tasks (어깨 및 팔 동작 부하 측정을 위한 관찰적 기법 비교)

  • This study aims to compare six observational methods for assessing arm- and hand-intensive tasks, based on literature review. The comparison was conducted in viewpoints of body regions, force/external load, motion repetition, other factors including static posture, coupling, duration/break, pace, temperature, precision task, and final risk or exposure level. The number of risk factors assessed was more, and assessment procedure was more complex than the observational methods for assessing whole-body postural loads such as Ovako Working Posture Analysis System(OWAS), Rapid Upper Limb Assessment(RULA), and Rapid Entire Body Assessment(REBA). Due to these, the intra- and inter-reliabilities were not high. A past study showed that while Hand Arm Risk Assessment Method(HARM) identified the smallest proportion of the work tasks as high risk, Strain Index(SI) and Quick Exposure Check(QEC) hand/wrist were the most rigorous with classifying most work tasks as high risk. This study showed that depending on the observational technique compared, the evaluation factors, risk or exposure level, and evaluation results were different, making it necessary to select a technique appropriate for the characteristics of the work being assessed.

  • This paper proposes potentialities of constructing the information system for earthquake hazard management which can manage and analyse earthquake risk and hazard systematically. The experimental results as well as architectural structure investment data for seismicity assessment are built in database and connected with GIS for assessing earthquake safety of building in urban area. For earthquake-resistant performance assessment, we collected and classified building structural data according to assessment criteria using building register, architectural map, digital map, and then complemented database with field survey data. We also suggest GIS-based information system can cope with and manage earthquake hazard effectively, as evaluating earthquake risk by performing detailed earthquake-resistant assessment and determining final assessment scores. The assessment should be processed quickly and accurately by integrating the earthquake hazard information management system with modularization of assessment procedure and method in the future.

  • In this study, the preliminary risk assessment for the underground storage tanks(UST) in Chunchon city was implemented using the geographical information system(GIS). The estimation variables, such as the installation year, storage capacity, the distances from streams, and from groundwater pumping wells, were selected to estimate the relative risk levels. The weighting factors were given to all the estimation variables. Cumulative scores were induced by the combination of all the scores of the corresponding variables using the buffering technique and the overlay analysis in ArcView. Using the these process, the relative risk level of each UST was estimated. Some sites in this study are simplified and reduced because the number of useable data are limited or too enormous. Thus the selection of the comprehensive estimation variables and the proper weighting values are required for the future study. The methodology in this study could be served not only for the preliminary risk assessment of UST but also for the selection of the proper location of new and old UST. And, it can be used for the effective management system of UST.

Risk Assessment of Stationary Hydrogen Refueling Station by Section in Dispenser Module (고정식 수소충전소에서의 Dispenser Module 내 구역별 위험성 평가)

  • Demand for hydrogen as a renewable energy resource is increasing. However, unlike conventional fossil fuels, hydrogen requires a dedicated refueling station for fuel supply. A risk assessment of hydrogen refueling stations must be undertaken to secure the infrastructure. Therefore, in this study, a risk assessment for hydrogen refueling stations was conducted through both qualitative and quantitative risk assessments. For the qualitative evaluation, the hydrogen dispenser module was evaluated as two nodes using the hazard and operability (HAZOP) analysis. The risk due to filter clogging and high-pressure accidents was evaluated to be high according to the criticality estimation matrix. For the quantitative risk assessment, the Hydrogen Korea Risk Assessment Module (Hy-KoRAM) was used to indicate the shape of the fire and the range of damage impact, and to evaluate the individual and social risks. The individual risk level was determined of to be as low as reasonably practicable (ALARP). Additional safety measures proposed include placing the hydrogen refueling station about 100m away from public facilities. The social risk level was derived as 1E-04/year, with a frequency of approximately 10 deaths, falling within the ALARP range. As a result of the qualitative and quantitative risk assessments, additional safety measures for the process and a safety improvement plan are proposed through the establishment of a restricted area near the hydrogen refueling station.

  • A large number of accidents at an underground place have been happening, including the gas explosion under construction of subway, the fires of underground utility and underground shopping malls, and other explosion, at home and abroad recently. These accidents make the function of a city ineffective due to the paralyses of electricity and communications net as well as the loss of property, and cause people to feel unsecured with accompaniment of a heavy of toll of lives. This study suggests safety assessment items and fire protection assessment technique for underground shopping malls by extracting dangerous elements in the management stage through examination of related accidents, documents and present conditions.

  • For efficiently safety management of city gas pipelines, the City-gas Pipeline Management System(CPMS) has been developed to systematically manage and analyze the data collected from 33 city gas companies and to effectively perform internal and external affairs related to gas safety management. The piping information data uploaded to the CPMS is ranked the risk according to the criteria specified in the KGS Code, and the safety management of the piping has performed close inspection according to the risk ranking. However, the criteria for deriving the risk ranking is very simple and lacks relevant grounds, and the reliability for the determination of the close inspection pipeline is no high due to the redundant rank. Therefore, we developed a risk assessment program based on the Reliability Based Design Assessment(RBDA) methodology and tried to derive a reasonable risk ranking by linking it with the CPMS system.

  • Recently security related attacks occur in very diverse ways, aiming at people who operate the system rather than the system itself by exploiting vulnerabilities of the system. However, to the our best knowledge, there has been very few works to analyze and strategically to deal with the risks of social engineering attacks targeting people. In this paper, in order to access risks of social engineering attacks we analyze those attacks in terms of attack routes, attack means, attack steps, attack tools, attack goals. Then, with the purpose of accessing the organizational risks we consider the characteristics and environments of the organizations because the impacts of attacks on the organizations obviously depend on the characteristics and environments of the organizations. In addition, we analyze general attack risk assessment methods such as CVSS, CWSS, and OWASP Risk Rating Methodolog. Finally, we propose the risk access scheme of social engineering attacks for the organizations. The proposed scheme allows each organization to take its own proper actions to address social engineering attacks according to the changes of its environments.

Suggestion of Risk Assessment Methodology by Chemical Accident Based on the Environmental and Residential Receptors (화학사고로 인한 영향범위 내 환경수용체와 공공수용체를 고려한 위험도 분석방법론)

  • The Off-site Risk Assessment (ORA) for preventing chemical accidents estimates the chemical accident risk at chemical plants. The method of estimating the risk is made by multiplying the number of residents within the effect area of the chemical accident and the frequency of accidents at a chemical plant. At present, the ORA does not quantitatively consider environmental receptors when the damage types within the scope of the accident are environmental receptors. In order to solve this problem, this study proposes a method of estimating the risk considering resident and environmental receptors. Through these studies, it was confirmed that the ORA impact for the prevention of chemical accidents requires risk analysis considering environmental receptors in the medium and long term.
