Proposed Approach of Korean Ecological Risk Assessment for the Derivation of Soil Quality Criteria (토양준거치 도출을 위한 국내형 생태위해성평가기법 제안)

  • Ecological Risk Assessment (ERA) supports a decision-making process such as establishment of environmental quality criteria. Soil quality criteria (SQC) are essential to protect soil organisms from the exposure to various soil contaminants. In this study, ERA methodologies of advanced countries for soil pollution were extensively compared to propose the ERA approach suitable for soil ecosystem in Korea. The soil ERAs in European Chemical Bureau(ECB), The Netherlands, and Canada can be classified as deterministic ecological risk assessment (DERA), and probabilistic ecological risk assessment (PERA) based on species sensitivity distribution (SSD). We propose three ERA methods according to abundance and reliability of soil ecotoxicity data. The method considered land use such as residential/agricultural, and industrial/commercial uses. The taxonomic groups of soil organism were classified as 'Class' level including different trophic levels (Magnoliopsida or Liliopsida, Clitellata, and Insecta or Secernentea). This study can be used to estimate the soil quality criteria to protect soil biota.

A Study on the Establishment of Bunkering Safety Zone for Hydrogen Propulsion Ships in Coastal Area (연근해 수소추진선박의 벙커링 안전구역 설정에 관한 연구)

  • This study aims to establish safety zones for bunkering operations of hydrogen propulsion ships in coastal areas through risk assessment and evaluate their validity. Using a 350 kW-class ferry operating in Busan Port as the subject of analysis, with quantitative risk assessment based on accident consequence and frequency analysis, along with a social risk assessment considering population density. The results of the risk assessment indicate that all scenarios were within acceptable risk criteria and ALARP region. The most critical accident scenarios involve complete hose rupture during bunkering, resulting in jet flames (Frequency: 2.76E-06, Fatalities: 9.81) and vapor cloud explosions (Frequency: 1.33E-08, Fatalities: 14.24). For the recommended safety zone criteria in the 6% hose cross-sectional area leakage scenario, It could be appropriate criteria considering overall risk level and safety zones criteria for hydrogen vehicle refueling stations. This research contributes to establishing safety zone for bunkering operations of hydrogen propulsion ships through risk assessment and provides valuable technical guidelines.

  • Risk-based railway safety management has been mandatory in Korea as by relevant laws and regulations enacted since the Railway Safety Act 2004. In particular, the Railway Vehicle Safety Guidance came into effect on Jan 1, 2008 specifies the details of methodology for hazard analysis, risk assessment and safety verification and validation. Fundamentals for success of the risk-based safety management are systematic hazard identification and risk assessment by use of reasonable risk assessment criteria, but the principle of risk-based safety management has not been applied in an effective way to introduction and maintenance of railway vehicle systems because definite risk assessment criteria have not been set down for each railway system or railway network. The purpose of this study is to suggest a risk matrix development principle for risk assessment of domestic urban metro vehicles by analyses of relevant rules and railway operating environment of Korea.

  • Risk assessment should be processed when physical circumstances of airspace such as establishment of new flight procedures or reconstruction of existing airspace are planned to change and one of the alternatives for the change have to be selected. This is an effort to find the best alternative which is able to maintain at or above the acceptable risk level. ICAO and its contracting states provide specialized guidance material for 'Safety Management System' relating to handing airspace matters. These manuals include a conceptual framework for managing safety as well as some of the systemic processes and criteria used to meet the objectives of a State's safety programme. This criteria must be established in compliance with the State's laws and regulations for air safety and for the fulfillment of the State's safety goals. This study is to carry out the risk assessment criteria through literature reviews relevant to the safety management, and to propose the results of criteria to be applicable for establishing flight procedure design process.

Formaldehyde Risk Assessment in Other Household Textile Products (가정용 섬유제품 중 기타 제품류의 폼알데하이드 위해성평가 연구)

  • Background: Appropriateness issues have emerged regarding the non-application of hazardous substance safety standards for items classified as 'other textile products'. Objectives: Testing for formaldehyde (HCHO) and risk assessment were conducted on 'other textiles products' to provide reference data for promoting product safety policies. Methods: Testing was conducted on five items (102 products) classified as 'other textile products' according to relevant standards (textile products safety standards), and the risk of each product was assessed using the evaluation methodologies of the European Centre for Ecotoxicology and Toxicology of Chemicals (ECETOC) and European Chemical Agency (ECHA). Results: Out of the 102 products tested, HCHO was detected above the quantification limit in five. Based on these results, the screening risk assessment indicated that three products exceeded the criteria. Upon reassessing the emission and transfer rates of products exceeding the criteria, it was confirmed that there were no instances of exceeding the criteria. Conclusions: Risk assessment results can be used as supporting data for non-application of hazardous substance standards. However, it is deemed necessary to transition towards a management approach based on risks in order to addressing emerging trends such as convergence/new products.

Water Quality Monitoring and Risk Assessment for Groundwater at Hoengseong, Gangwon-do Province (강원도 횡성지역의 지하수 수질 모니터링 및 인체 위해성 평가)

  • Background: Concerns have been raised regarding the criteria of groundwater, in particular in Gwangwon-do Province where many residents drink groundwater due to the poor supply of tap water and a high nonconformity rate with water quality criteria nationwide. Objectives: Water quality monitoring and risk assessment were conducted for groundwater in Hoengseong, Gangwon-do Province. Methods: A total of 46 items required for meeting drinking water criteria were analyzed from 258 samples collected from March 2017 through August 2018 (152 sites in 2017 and 106 sites in 2018). Risk assessment was conducted for two non-carcinogens (F- and NO3-N), and one carcinogen (i.e., arsenic) based on their high nonconformity to water quality criteria. Results: Water quality analysis revealed that the total proportion of nonconformities was determined to be 27.9%. The nonconformity rate for each content item is as follows: total colony counts (1.6%), total coliform (6.2%), Escherichia coli (1.2%), F- (8.1%), arsenic (4.7%), NO3-N (8.1%), pH (1.2%), manganese (0.4%), and turbidity (5.8%). Risk assessment indicated that fluoride induced a hazard quotient greater than 1 with the 95% UCL (Upper Confidence Limit) concentration of the total 258 sites and average, median, and 95% UCL concentrations of nonconformity sites. For NO3-N, there was no human health risk. For arsenic, the excess cancer risk exceeded the acceptable cancer risk of 1×10-6 with the average and 95% UCL concentrations of total 258 sites and average, median, and 95% UCL concentrations of nonconformity sites. Conclusions: This study suggests that it is necessary to expand water quality monitoring of groundwater and conduct a more detailed risk assessment in order to establish a health care plan for the residents of Hoengseong, Gangwon-do Province.

Theoretical Considerations on the Risk Assessment Criteria for Preventive Safety Management of High-Speed Railway (고속철도의 예방적 안전관리를 위한 위험도 평가 기준의 이론적 고찰)

  • The Railway Safety Management System is based on risk management and the basic purpose of risk management is safety management activities to prevent railway accidents and operational obstacles in advance. In order to manage risk, an acceptable risk standard must be established. This risk criterion is used to evaluate the railway risk with both frequency and severity. In the case of overseas railway or other industrial sectors, various factors are reflected in the main variables that constitute the occurrence frequency, but this is no the case in the domestic railway sector. In particular, the current risk assessment criteria in the railway sector remain at a level that exploits the incidents that have occurred in the past and the severity of the property damage and it dose not properly reflect complex and diverse environmental and situational changes in railway operations. Therefore, in this study, it is possible to calculate the potential occurrence of future events instead of occurrence frequency as a component of the risk assessment criteria, focusing on the High-Speed Railway. In addition to the property damage to the consequence, we suggest a rational methodology, development direction, and theoretical implications for constructing accurate and reasonable risk criteria including actual damage such as human injury and time loss.

A Study on Incidence of Risk Factor for Assessing Maritime Traffic Risk

  • In order to assess risk as a basic step for securing safety, it requires to select risk factors and determine the frequency and the severity of the consequence of each risk factor. This research adopted common risk factors among well-known maritime risk assessment models, and proposed objective criteria to gauge the risk level of each risk factor. The starting points of risk evolution were chosen for criteria according to related studies and seafarers' experience. The rate of risk appearance over the criteria is named as the incidence of risk factor. Therefore, the total risk level is expressed as the combination of incidence of each risk factor and severity. This quantitative method would be applied to measuring and comparing the risk level of target maritime zones, and it would also be useful to survey which risk factor be focused for reducing the total risk of a certain maritime zone.

Adequacy Evaluation of Fish Intake Parameter used for Human Health Risk Assessment to Derive Freshwater Quality Criteria in Korea (국내담수지역 인체위해성기반 준거치 산정에 활용되는 어류섭취량인자 타당성 평가)

  • Water quality criteria for human health protection are derived based on the human health risk assessment. Water quality criteria in Korean freshwater bodies have been derived according to the equations developed by the US Environmental Protection Agency. The equations include the fish intake parameter, which is very important factor that significantly influences on the criteria derivation. So far, several fish intake values were used in human health risk assessment for water quality standards and effluent standards. However, these values are not consistent and they refer to various sources. Therefore, there is a need to suggest the most appropriate value of fish intake parameter to derive freshwater quality criteria in Korea. In this study, national and international fish intake values were widely collected and evaluated to select the adequate value of fish intake parameter that can be applied in Korea. The USEPA presented fish intake parameter as the 17.5 g/day for general adults and sport fishers and 142.4 g/day for subsistence fishers. In Korean reports, wide range values of 2 to 67.7 g/day were suggested as fish intake value. These values included finfish and shellfish intakes in common but had various habits. This study found that the 52.4 g/day suggested in Korean Exposure Factors Handbook published by the Ministry of Environment in 2007 seemed to be the suitable fish intake parameter to derive the freshwater quality criteria in Korea. The value is based on water corrected intakes of finfish and shellfish present in freshwater and coastal areas. We expect that this report can be useful to select suitable fish intake value in human health risk assessment for establishing freshwater quality standard in Korea.

A Safety Assessment by Risk Analysis Method on Wheelchair Occupant in Frontal & Side Impact of Wheelchair Loaded Vehicle (휠체어 탑재 차량의 전방ㆍ측방 충돌시 휠체어 탑승자의 위험도 분석에 의한 안전성평가)

  • In this study, for a safety assessment of wheelchair occupant in frontal and side impact of wheelchair loaded vehicle, a sled impact test was perfumed. Each test was carried out total 6 times, by using Hybrid III 50th-percentile male dummy in light weight and electric wheelchair. We estimate MC(Motion Criteria), CIC(Combined Injury Criteria), HIC(Head Injury Criteria), HNIC(Head and Neck Injury Criteria) based on measured data. Through this study, we make an assessment of risk analysis of wheelchair occupant and wheelchair. Through this study, safety standard of wheelchair is to be evaluated.
