  • The risk assessment model is an important subsystem for effective establishment and operation of EMS (environment management system). In case of poor risk assessment long-term and large-scale failure expense might be brought. Managing policy, target and other indices based on risk assessment can guarantee successful EMS. In this paper, we aim at comparative analysis of various risk methods and propose an alternative risk assessment model for EMS.

  • 본 연구에서는 철도사고 위험분석 및 위험도 평가절차에 따라 철도건널목사고에 대한 정량적인 위험도평가를 위한 모델을 사건수목 및 고장수목 분석기법을 이용하여 개발하였다. 위험사건이 발생하여 인명피해로 결과하는 과정에서의 영향인자들을 분석하여 사고진전 시나리오를 구성하였으며, 고장수목분석(FTA, Fault Tree Analysis)을 이용하여 시나리오 경로별 발생확률을 산정하고, 사건수목분석(ETA, Event Tree Analysis)을 이용하여 심각도 값을 산정함으로써 이들의 조합으로 위험도를 산정하는 위험도 평가 모델을 제시하였다. 또한 실제발생한 위험도값과 개발모델을 이용하여 산정된 위험도값의 비교를 통하여 개발모델의 신뢰성 및 타당성을 검증하였다.

Ergonomics Risk-Assessment Methods in Shipbuilding: Application of OWAS Considering Work load and Frequency for Risk Factor Analysis of WMSDs

  • Objective: The aim of this paper is to introduces Hyundai Heavy Industry's ergonomic risk assessment tool, H-OWAS, which is considering work load and frequency compared to the OWAS. Background: As prevalence of work-related musculoskeletal disorders(WMSDs) in ship building industries has been much higher than that in other industries, most of the large scaled corporations have implemented their own prevention program since legislation on the prevention of WMSDs had introduced in 2003. Method: This paper introduces WMSDs prevention program, HEMP(HHI Ergonomics Management Program) which consists of risk assessment, improvement efforts of working environments, medical treatment and training/evaluation and describes how to operate the program. We also describe application of OWAS method considering work load and frequency for risk factor analysis(H-OWAS) and shows methodology for assessing the ergonomic risk factor. And comparison of the assessment results between OWAS and H-OWAS is carried out by statistical analysis. Result: There was statistically significant difference in the assessment results between OWAS and H-OWAS, and regression shows H-OWAS explains the borg's scale of perceived exertion more clearly than OWAS. Conclusion: H-OWAS has been proved more effective tool than OWAS to evaluate ergonomic risk factor under real working condition. Application: H-OWAS can be widely applied to the many other companies when implementing the ergonomics risk assessment.

초도양산 군수품에 대한 정량적 위험등급평가 방안 연구 (A study on the quantitative risk grade assessment of initial mass production for weapon systems)

  • Purpose: The purpose of this paper is to study quantitative risk grade assessment for objective government quality assurance activities based on risk management in initial mass production for weapon systems. Methods: The Defense quality management regulations and foreign risk assessment documents are referred to analyze problems performing quality assurance actives. The failure rate data, maintainability and cost of products have been studied to quantify the risk Likelihood and impact. The analyzed data were classified as risk grade assessment through K-means Cluster Analysis method. Results: Results show that a proposed method can objectively evaluate risk grade. The analyzed results are clustered into three levels such as high, middle and low. Two products are allocated high, eleven low and seven middle. Conclusion: In this paper, quantitative risk grade assessment methods were presented by analyzing risk ratings based on objective data. The findings showed that the methods would be effective for initial mass production for weapon systems.

Case Studies of Risk Assessment in Analyzing Risks Associated with MSDS

  • Objective: This study aims to suggest different approaches in analyzing risks associated with musculoskeletal disorders (MSDS) for risk assessment. Background: Upon concluding that the changes in the industrial environments have made it hard to regulate diverse risk factors, the government has implemented a policy for risk assessment. Method: This study has proposed a method, creating programs using Excel that perform qualitative or quantitative analysis, for evaluating risk factors in risk assessments and has applied this in manufacture and service industries. Results: To verify the validity of the developed program, risk assessment has been performed on restaurant chefs as an example. For quantitative evaluation, the study has suggested approaches using the results for REBA evaluation and the analysis report on the work scenes of a fitting-shop in a shipbuilding industry. Application: Constructing and adapting a system using Excel in evaluating risk factors for risk assessments as this study suggests, is expected to contribute to revitalizing risk assessments.

  • The Ministry of Science, ICT and Future Planning made law for Pre-Hazard Risk Analysis in December 31, 2014 to protect researchers from continuing accidents in laboratory. Conducted before an experiment, Pre-Hazard Risk Analysis finds hazards of the experiment and rules to manage the hazards.So the Pre-Hazard Risk Analysis can support laboratory safety system by prevent accidents in laboratory. Pre-Hazards Risk Analysis is newly created system so that executors need Guidelines to perform this analysis properly. This study is to develop guide tool for Pre-Hazard Risk Analysis by analyzing other risk assessment systems; PSM, Off-site Consequence Assessment, laboratory safety system. Also, this study suggested how to establish database for Pre-Hazard Risk Assessment by analyse KRAS.

전과정평가에 있어 확률론적 건강영향분석기법 적용 -Part II : 화학제품의 환경부하 전과정평가에 있어 건강영향분석 모의사례연구 (Application of Probabilistic Health Risk Analysis in Life Cycle Assessment -Part I : Life Cycle Assessment for Environmental Load of Chemical Products using Probabilistic Health Risk Analysis : A Case Study)

  • Health risk assessment is applied to streamlining LCA(Life Cycle Assessment) using Monte carlo simulation for probabilistic/stochastic exposure and risk distribution analysis caused by data variability and uncertainty. A case study was carried out to find benefits of this application. BTC(Benzene, Trichloroethylene, Carbon tetrachloride mixture alias) personal exposure cases were assumed as production worker(in workplace), manager(in office) and business man(outdoor). These cases were different from occupational retention time and exposure concentration for BTC consumption pattern. The result of cancer risk in these 3 scenario cases were estimated as $1.72E-4{\pm}1.2E+0$(production worker; case A), $9.62E-5{\pm}1.44E-5$(manger; case B), $6.90E-5{\pm}1.16E+0$(business man; case C), respectively. Portions of over acceptable risk 1.00E-4(assumed standard) were 99.85%, 38.89% and 0.61%, respectively. Estimated BTC risk was log-normal pattern, but some of distributions did not have any formal patterns. Except first impact factor(BTC emission quantity), sensitivity analysis showed that main effective factor was retention time in their occupational exposure sites. This case study is a good example to cover that LCA with probabilistic risk analysis tool can supply various significant information such as statistical distribution including personal/environmental exposure level, daily time activity pattern and individual susceptibility. Further research is needed for investigating real data of these input variables and personal exposure concentration and application of this study methodology.

원자력발전소 위험도 평가를 위한 인간신뢰도분석 (Human Reliability Analysis for Risk Assessment of Nuclear Power Plants)

  • Objective: The aim of this paper is to introduce the activities and research trends of human reliability analysis including brief summary about contents and methods of the analysis. Background: Various approaches and methods have been suggested and used to assess human reliability in field of risk assessment of nuclear power plants. However, it has noticed that there is high uncertainty in human reliability analysis which results in a major bottleneck for risk-informed activities of nuclear power plants. Method: First and second generation methods of human reliability analysis are reviewed and a few representative methods are discussed from the risk assessment perspective. The strength and weakness of each method is also examined from the viewpoint of reliability analyst as a user. In addition, new research trends in this field are briefly summarized. Results: Human reliability analysis has become an important tool to support not only risk assessment but also system design of a centralized complex system. Conclusion: Human reliability analysis should be improved by active cooperation with researchers in field of human factors. Application: The trends of human reliability analysis explained in this paper will help researchers to find interest topics to which they could contribute.

Application of Toxicogenomic Technology for the Improvement of Risk Assessment

  • Recently, there has been scientific discussion on the utility of -omics techniques such as genomics, proteomics, and metabolomics within toxicological research and mechanism-based risk assessment. Toxicogenomics is a novel approach integrating the expression analysis of genes (genomic) or proteins (proteomic) with traditional toxicological methods. Since 1999, the toxicogenomic approach has been extensively applied for regulatory purposes in order to understand the potential toxic mechanisms that result from chemical compound exposures. Therefore, this article's purpose was to consider the utility of toxicogenomic profiles for improved risk assessment, explore the current limitations in applying toxicogenomics to regulation, and finally, to rationalize possible avenues to resolve some of the major challenges. Based on many recent works, the significant impact toxicogenomic techniques would have on human health risk assessment is better identification of toxicity pathways or mode-of-actions (MOAs). In addition, the application of toxicogenomics in risk assessment and regulation has proven to be cost effective in terms of screening unknown toxicants prior to more extensive and costly experimental evaluation. However, to maximize the utility of these techniques in regulation, researchers and regulators must resolve many parallel challenges with regard to data collection, integration, and interpretation. Furthermore, standard guidance has to be prepared for researchers and assessors on the scientifically appropriate use of toxicogenomic profiles in risk assessment. The National Institute of Toxicological Research (NITR) looks forward to an ongoing role as leader in addressing the challenges associated with the scientifically sound use of toxicogenomics data in risk assessment.

휴먼에러를 중심으로 한 위험요인 도출 방법론에 관한 연구 (A Study on the Risk Assessment System for Human Factors)

  • Human error is one of the major contributors to the accidents. A lot of risk assessment techniques have been developed for prevention of accidents. Nevertheless, most of them were interested in physical factors, because quantitative evaluation of human errors was difficult quantitatively. According to lack of risk assessment techniques about human errors, most of industrial risk assessment for human errors were based on data of accident analysis. In order to develop an effective countermeasure to reduce the risk caused by human errors, a systematic analysis is needed. Generally, risk assessment system is composed of 5 step(classification of work activity, identification of hazards, risk estimation, evaluation and improvement). This study aimed to develop a risk identification technique for human errors that could mainly be applied to industrial fields. In this study, Ergo-HAZOP and Comprehensive Human Error Analysis Technique were used for developing the risk identification technique. In the proposed risk identification technique, Ergo-HAZOP was used for broad-brush risk identification. More critical risks were analysed by Comprehensive Human Error Analysis Technique. In order to verify applicability, the proposed risk identification technique was applied to the work of pile head cutting. As a consequence, extensive hazards were identified and fundamental countermeasures were established. It is expected that much attention would be paid to prevent accidents by human error in industrial fields since safety personnel can easily fint out hazards of human factors if utilizing the proposed risk identification technique.
