  • Although stochastic programming and feedback control approaches could efficiently mitigate the overdue risks caused by inherent uncertainties in ground conditions, the lack of formal representations of planners' rationales for resource allocation still prevents planners from applying these approaches due to the inability to consider comprehensive resource allocation policies for hard rock tunnel projects. To overcome the limitations, the authors developed an ontology that represents the project duration estimation rationales, considering the impacts of ground conditions, excavation methods, project states, resources (i.e., given equipment fleet), and resource allocation policies (RAPs). This ontology consists of 5 main classes with 22 subclasses. It enables planners to explicitly and comprehensively represent the necessary information to rapidly and consistently estimate the excavation durations during construction. 10 rule sets (i.e., policies) are considered and categorized into two types: non-progress-related and progress-related policies. In order to provide simplified information about the remaining durations of phases for progress-related policies, the ontology also represents encoding principles. The estimation of excavation schedules is carried out based on a hypothetical example considering two types of policies. The estimation results reveal the feasibility, potential for flexibility, and comprehensiveness of the developed ontology. Further research to improve the duration estimation methodology is warranted.

본 논문에서는 이러한 문제점을 해결하기 위하여 ACRFA(Adaptive Client Request Filtering Algorithm)를 제안하고자 한다.

  • A standard paradigm for the allocation of wireless resources in communication demands symmetry, that is, all users are assumed to be on equal footing and hence get equal shares of the system's communication capabilities. However, there are situations in which "prime users" should be given priority, as for example in the transmission of emergency messages. We examine prioritization policies that could be implemented at the physical layer and propose a new one, termed interference priority (IP), which is shown to have excellent performance. We evaluate the performance of these prioritization techniques both in controlled settings and within the context of a full cellular system and discuss the impact of prioritized use of resources on the unprioritized users.

  • Recently, Korean baby boomers, which make up approximately 15% of the total population, have begun to retire. Their economic well being is one of Korea's most important social issues. The purpose of this study was to compare the economic structure of baby boomers' households with that of the prior generation, as well as to analyze the determinants of economic satisfaction from the perspective of "work" and "child educational burden." In addition, group comparisons were made regarding economic resource allocation between baby boomers and the prior generation and within baby boomers of different work and child educational burden statuses. Data from the 2nd wave of the Korean Longitudinal Study of Ageing (KLoSA), including baby boomers and the generation prior to the baby boomers, were used. The major findings were as follows. First, the baby boomers had a different economic structure, level of economic satisfaction, and economic resource allocation when compared to the prior generation. The economic structure of baby boomers in terms of income, expenditure, savings and assets, debts, and trust in policies significantly differed from their counterparts. Second, the determinants of economic satisfaction and the propensity of resource allocation were different depending on whether they worked or had a child educational burden, respectively. Based on these empirical results, policy implications for the future economic well being of baby boomers were provided.

  • There is an emergence of Internet applications that have real-time requirements. These applications require IP to support guaranteed capacity, higher priority and lower packet loss rate. To address this, the Internet Engineering Task Force (IETF) is developing a set of protocols and standards for Integrated Services on the Internet. Using RSVP and policies to manage the allocation of network resources in order to provide different levels of service is a topic of great interest to service providers. Currently, it is not possible to dynamically reallocate resources during an application's session. This paper discusses how policies in conjunction with new service class can provide a more enhanced network resource allocation by allowing for this dynamic reallocation.

  • The fisheries industry has been changed drastically during the so - called Golden Growth Era of Korea. Recently, WTO/DDA agenda drove industries out of their safe refuges toward infinite competitions in the world. This paper aims at finding out distinguished features in the structural changes of fisheries since 70s. Furthermore, policy implications are investigated in order for the fisheries to survive in the outdoors. The paper consists of the following sections. First, we consider why and for what the structural change of fisheries in historical perspective should be investigated. And we introduce how we can approach to the goal in various aspects in the second section. In the third section, we examine the historical change of Korean fisheries in respect of national economy, resource allocation mechanism, industrial structure, and fisheries society. In the fourth section, we extract the development steps in fisheries from the periodic characteristics, using various methods of the above approaches. And we deduce the next step for Korean fisheries in the future. Finally, we conclude that there needs some turning point of fisheries policies in Korea, striving to foster the fisheries industry in the future. As results of empirical analysis in this paper, we find that fisheries industry in Korea has experienced some momentous changes during 30 years, using I/O data of B.O.K. The weight of fisheries sector in the whole economy of Korea increased during early 70s, initially leading the national economy to export - oriented engine for growth. But fisheries sector has shrunk rapidly since late 70s. Almost resources in Korea were allocated to expanding manufacturing industries. Further, fisheries industry has encountered perfect international competitions since the late 90s. This paper draws that fisheries industry in Korea will jump across to next step of qualitative growth in the future. Therefore, we recommend that the policies should be focused on enhancing the industrial competitiveness, switching quantitative growth to qualitative advance in fisheries.

  • Construction planners for hard rock tunnel projects often encounter practical challenges caused by inherent uncertainties in ground conditions and resource constraints. Therefore, planners cannot rapidly generate optimal excavation schedules for the shortest project durations with a given equipment fleet by considering the uncertainties in ground conditions. Although some schedule optimization methods exist, they are not tailored for resource-constrained hard rock tunnel projects. To overcome these limitations, the authors specified a formal Q-learning-based schedule optimization methodology for resource-constrained hard rock tunnel projects. States are defined according to the locations of tunnel faces under excavation. Actions consist of multiple and comprehensive heuristic-based rules, which are efficient methods for resource allocation. Rewards are the time intervals required between current states and next states. After that, the methodology is validated using a case study. The generated Q tables indicate (1) best actions under different states and (2) the shortest remaining durations when the project starts from specific (state, action) pairs. The results demonstrate that the optimal schedules can be obtained by applying the proposed methodology. Furthermore, it is beneficial for planners to rapidly assign optimal rules for each state under one ground condition scenario. The results further show the potential to consider the uncertainties in ground conditions using the information of possible ground condition scenarios provided.

  • Virtualization technologies are being adopted and broadly utilized in many fields and at different levels. In cloud computing, achieving load balancing across large distributed virtual machines is considered a complex optimization problem with an essential importance in cloud computing systems and data centers as the overloading or underloading of tasks on VMs may cause multiple issues in the cloud system like longer execution time, machine failure, high power consumption, etc. Therefore, load balancing mechanism is an important aspect in cloud computing that assist in overcoming different performance issues. In this research, we propose a new approach that combines the advantages of different task allocation algorithms like Round robin algorithm, and Random allocation with different threshold techniques like the VM utilization and the number of allocation counts using least connection mechanism. We performed extensive simulations and experiments that augment different scheduling policies to overcome the resource utilization problem without compromising other performance measures like makespan and execution time of the tasks. The proposed system provided better results compared to the original round robin as it takes into consideration the dynamic state of the system.
