Research findings indicate that 80% of the respondents intend to live in their home rather than in residential institutions and that the elderly without adult children(55.2%) have less intention for living in their home than the elderly without their spouse(76.4%). Their intention-related factors were the presence of adult children, recognition on community resources for the elderly and perceived number of chronic diseases, when they were presumed to be healthy. When they were presumably weak or ill, socio-economic factors such as home ownership and welfare recipience were found to be more influential factors than family-related variables. • In recent years, the population structure has been changed by the progresses of 6th-industrialization and transportation in farming areas. This study aims to suggest a regional development plan of farming areas in accordance with the demographic changes. Population structure indicators were derived from previous studies and literature review in order to identify the types of farming areas. Demographic indicators separated to depopulation and population growth in farming areas through a standardized scoring method. This research found that the division of economy is not only the most important division in any other regional development divisions but also necessary to develop new sources of non-farm income through traditional culture, natural environment. In the social division, it is necessary to secure the facilities for the formation of a sense of community to multicultural families and existing residents in farming areas. In the environmental division, it is desirable to improve the quality and satisfaction of life for residents such as the sidewalk and park that utilize ecological environment, culture, history for both depopulation and population region. In the physical division, there is a need for improvement of the facilities of basic living infrastructure service such as roads, water supply and sewerage systems. In the institution division, sustainable financial support of the central government policy for farming areas is crucial for the improvement of residential environment in the farming areas of depopulation and population region.

  • There has been a continuous debate on decentralization of welfare. The proponents of decentralization argue that it will enhance the autonomy of local governments and the efficiency in the provision of service. However, the opponents argue that it will lead to the welfare reduction and the increased inequality among localities. This study attempts to deal with the question, focusing on the evaluation of decentralization reform of Roh Government. The main results are as follows: After the decentralization, local governments has undergone hardships in financing the welfare service, while there is no clear evidence that the local autonomy has enhanced. In respect of fiscal role-sharing, local duties has significantly increased because of the insufficient grants-in-aid for decentralization and inappropriate formula in assessing the grants. In respect of functional role-sharing, the decreased role of central government made it difficult for local governments to provide enough residential institution for the elderly and the disabled. To improve the decentralization reform, deliberate reclassification is needed to decide which item should be transferred to localities. Regarding the characteristic of the projects, social services could be transferred in the long run, while central government should take more responsibilities for the income guarantee and protection for the disadvantaged.

Through the case analysis, urban regeneration function and role of multi-dimensional urban planning are identified as connection of places, activation of local economy, expansion of infrastructure and supply of housing. In the institutional sector, private participation is hindered due to the ban on the establishment of the right to hold state property. In addition, it is difficult to utilize the three-dimensional urban space without land securing at a certain rate based on uniform installation standards of the two-dimensional land use plan, and the problem of insufficient interconnection between law and institution is derived. In conclusion, it should actively support and promote the promotion of the three-dimensional facility with the aim of diversifying the regional infrastructure structure and strengthening the urban function. In addition, development of stereoscopic and compound development should be promoted for old urban areas, and parking lots, underground shopping malls, parking lots, etc. should be installed using the subspaces of parks, schools, roads and traditional markets of old residential areas. Finally, cooperation between the central government, the municipalities and the private sector is necessary for the realization of these urban regeneration projects.
