  • In order to provide the tailored maritime administration service for fishermen, the Korea coast guard services related to fishermen are analyzed. The familiarity of fishermen with the services is made up questions and analyzed. The programs to enhance perception, kindness, satisfaction, reliability on the services are proposed.

  • To develop gas-distinguishing sensor system, it is highly required to integrate multiple sensors for effective detection of a single targeted gas or mixture of gases. In addition, it is important to collect the reliable data from individual sensors into one integrated measuring device. Collecting the data of toxic gases on the spot should be done without inhalation. We suggest simple wirelessly running system for data collection that guarantees both reliability of data sources and safety. Here, we made a multi-gas measuring instrument(device) combined with Bluetooth module which provides a safe and precise big data accumulation system.

Estimation of Partial Safety Factors and Target Failure Probability Based on Cost Optimization of Rubble Mound Breakwaters (경사식 방파제의 비용 최적화에 기초한 부분안전계수 및 목표파괴확률 산정)

  • The breakwaters are designed by considering the cost optimization because a human risk is seldom considered. Most breakwaters, however, were constructed without considering the cost optimization. In this study, the optimum return period, target failure probability and the partial safety factors were evaluated by applying the cost optimization to the rubble mound breakwaters in Korea. The applied method was developed by Hans F. Burcharth and John D. Sorensen in relation to the PIANC Working Group 47. The optimum return period was determined as 50 years in many cases and was found as 100 years in the case of high real interest rate. Target failure probability was suggested by using the probabilities of failure corresponding to the optimum return period and those of reliability analysis of existing structures. The final target failure probability is about 60% for the initial limit state of the national design standard and then the overall safety factor is calculated as 1.09. It is required that the nominal diameter and weight of armor are respectively 9% and 30% larger than those of the existing design method. Moreover, partial safety factors considering the cost optimization were compared with those calculated by Level 2 analysis and a fairly good agreement was found between the two methods especially the failure probability less than 40%.

  • In structural health monitoring, the safety of structural members are assessed by the level of stress measured by various strain sensors based on different sensing mechanisms. Since most existing strain sensors used for health monitoring system can cover a relatively small range of structural members, it is very difficult to measure the maximum value of the member subjected to varying amount and types of loads with those point sensors. The reliability of assessed safety of a member may be improved by increasing the number of sensors. It may not be also realistic to increase the number of sensors to overcome these drawbacks. In this paper, a stress measuring method for beam-column members is developed by estimating the maximum stress based on the average strains obtained from long gauge sensor. The average strain from long gage fiber optic sensor is transformed into the maximum strain by multiplication of the modification factor derived in this research.

  • Purpose: In this paper, we propose a design technique for the safety characterization grounding in the construction of the photovoltaic power generation complex which can be useful and useful as an alternative power energy source in our society. In other words, we will introduce the application of safety grounding for each application, which can improve and optimize the reliability of the internal grid from the cell module to the electric room in the photovoltaic power generation complex. Method: We analyze the earth resistivity of the soil in the solar power plant and use the computer program (CDEGS) to analyze the contact voltage and stratospheric voltage causing the electric shock, and propose the calculation and calculation method of the safety ground. In addition, we will discuss the importance of semi-permanent ground electrode selection in consideration of soil environment. Results: We could obtain the maximum and minimum value of ground resistivity for each of the three areas of the data measured by the Wenner 4 - electrode method. The measured data was substituted into the basic equation and calculated with a MATLAB computer program. That is, it can be determined that the thickness of the minimum resistance value is the most favorable soil environment for installing the ground electrode. Conclusion: Through this study, we propose a grounding system design method that can suppress the potential rise on the ground surface in the inner grid of solar power plant according to each case. However, the development of smart devices capable of accumulating big data and a monitoring system capable of real-time monitoring of seismic changes in earth resistances and grounding systems should be further studied.

  • The domastic hard shoulder running(HSR) System has been gradually expanding since its initial implementation in September 2007 with the aim of increasing capacity and resolving congestion. Hard Shoulder is used as a space for driver's visual comfort and a place for vehicles to evacuate in case of emergency, but it is replaced by a space for driving when the HSR System is implemented. Therefore, it was intended to determine the improvement effect before and after implementation of the HSR system through safety analysis and mobility analysis. The safety analysis analyzed the impact of traffic accidents by comparing HSR sections and similar sections. The mobility analysis was to determine the improvement effect by quantifying the speed and traffic volume changes before and after HSR System implementation. According to safety yanalysis, there is no effect of reducing traffic accidents when implementing the HSR System. In mobility analysis, the implementation of the HSR System significantly improved the speed of traffic during peak hours and significantly reduces slow and delay hours.

  • The piping system accounts for a large portion of the machinery structure of a plant, and is considered as a very important mechanical structure for plant safety. Accordingly, it is used in most energy plants in the nuclear, gas, and heavy chemical industries. In particular, the piping system for a nuclear plant is generally complicated and uses the reactor and its cooling system. The piping equipment is exposed to diverse loads such as weight, temperature, pressure, and seismic load from pipes and fluids, and is used to transfer steam, oil, and gas. In ultrasound infrared thermography, which is an active thermography technology, a 15-100 kHz ultrasound wave is applied to the subject, and the resulting heat from the defective parts is measured using a thermography camera. Because this technique can inspect a large area simultaneously and detect defects such as cracks and delamination in real time, it is used to detect defects in the new and renewable energy, car, and aerospace industries, and recently, in piping defect detection. In this study, ultrasound infrared thermography is used to detect information for the diagnosis of nuclear equipment and structures. Test specimens are prepared with piping materials for nuclear plants, and the optimally designed ultrasound horn and ultrasound vibration system is used to determine damages on nuclear plant piping and detect defects. Additionally, the detected images are used to improve the reliability of the surface and internal defect detection for nuclear piping materials, and their field applicability and reliability is verified.

  • On sites where explosives are used, the effects of noise and vibration produced by the blast wave are subject to a number of operational restrictions. Recently, the number of civil complaints has increased and the standard of environmental regulations on secure goods has been greatly tighten. Therefore, work is generally carried out by machine excavation in case of close proximity of safety thing. Machine excavation methods have the advantage as reducing noise and vibration compared to blasting methods, but depending on the conditions of rock intended to be excavated, they are sometimes less constructive than planned. In general, the closer a rock type is to hard rock, the less constructible it becomes. In this paper, we are going to explain the construction of a construction section with a close proximity to a safety thing using electronic detonators. While the project site was designed with a machine excavation methods due to the close(9.9m) proximity of safety thing(the railroad), construction using electronic detonators was reviewed as an alternative method for improving rate of advance time and construction efficiency when expose to hard rock. Through blasting using electronic detonators, construction and economic efficiency were maximized while minimizing impact on surrounding safety things. Because $HiTRONIC^{TM}$, which is produced by Hanwha, has innovative stability and high explosion reliability, it is able to explode with high-precision accuracy. Electronic detonators are widely used in construction sites of railway or highway, other urban burrowing areas and large limestone mines.

The Development of a Quality Measurement Tool for a Contract-Managed Hospital Foodservice (병원 위탁급식 품질관리를 위한 품질평가도구 개발)

  • The purposes of this study were: a) to develop the a quality measurement tool for the contract-managed hospital foodservice, and b) to evaluate their performance with the developed quality measurement tool, and c) to verify the reliability and validity of the quality measurement tool. The developed quality measurement tool comprised two parts, which were foodservice management and medical nutrition care service. The foodservice management part was classified into six functional categories which were Menu, Procurement and Storage, Production and Distribution, Facility and Utility, Sanitation and Safety, and Management and Evaluation. The medical nutrition care service part indicated the medical nutrition care provided. Quality measurement tool had 91 standards and 324 indicators. The quality measurement tools were distributed to the hospital foodservice manager employed by the foodservice company. The 324 indicators were measured by foodservice manager on the 5-Likert-type scales, and then adapted to a 100 point scale. The SPSS Ver. 11.0 was used for statistical analysis. The categories whose scores were evaluated as being high were Procurement', General Sanitation', Personal sanitation' and Waste' and the categories whose scores were evaluated as being low were Diet Order Manual', Standard Recipe', Appropriateness (Facility and Utility)', Check (Facility and Utility)'and Information Management'. All the categories of medical nutrition service were evaluated as having seriously low scores. Therefore, it was necessary for the contract-managed hospital foodservice to improve its performance in the area of medical nutrition care service. For the verification of the developed quality measurement tool, the reliability obtained by calculating Cronbach's α was 0.8747, and the content validity was also proved by scrutiny of the modification of the Professional group's techniques. Remanufacturing Process Design for Automotive Alternator (자동차 교류발전기의 재제조 프로세스 설계)

  • This paper outlines a systematic guideline for remanufacturing process using the Failure Mode and Effect Analysis (FMEA) method in order to estimate the reliability and quality of the remanufactured alternator. The method is just a tool to help, but the remanufacturer must determine the optimal remanufacturing process and specific inspection and production that will turn the alternator as-good-as new and place the product into the market with reliability and quality equal to a new product. FMEA is a method that is widely used in industry and has shown its value and effectiveness in the above remanufacturing case study. Actions taken often result in a lower severity, occurrence or detection rating. Redesign may result in lower severity and occurrence ratings while inserting validation controls and maintenance can reduce the detection rating. The revised ratings are recorded with the originals on the FMEA template form. After these corrective actions and revisions have been established, evaluation of the ranks can be repeated, until the redesign and control parameters comply with safety standards.
