With the advent of the Free Trade Agreement between Korea and the U.S. and an increase in trade volume between the two countries, the possibility of commercial disputes has escalated among international merchants. It has been well-known that arbitration as an alternative dispute resolution is an efficient way to resolve international commercial disputes. When arbitral awards are enforced in the judicial system, the court will inevitably have to be involved with the enforcement procedures. The court is a typical legal entity to confirm arbitral awards. Through a confirmation process, the winning party obtains the same legal status of final judgment rendered by the court. However, a winning party in arbitration will have to overcome a legal hurdle in the enforcement process of arbitral awards. This article aims to investigate how the courts control the arbitration practices and what the basic legal issues in the enforcement of arbitral awards are. The US Federal Arbitration Act is investigated, while relevant cases are reviewed and updated for legal analysis.

Occupational Safety and Health Act provides that industrial safety helmets are personal protective equipment(PPE) to protect heads against falls from a height. Relevant domestic regulations are distinguished and different from other countries' cases. This study investigated industrial safety helmet's protective purposes and characteristics related to falls and the notion of fall prevention. A comparative analysis of regulations on safety helmets and fall prevention as well as standards on safety helmet's impact test requirements is followed by a literature review. It is also suggested that the term "fall" related to safety helmets should be changed to "impact on the upper part of head" in domestic regulations and standards.

In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.

In this study, we analyze technical requirements for a 50m unmanned airship order to assure safety in the test flight operation. The 50m class unmanned airship developed by Airship Group in Korea Aerospace Research Institute(KARI). The 50m class unmanned airship was developed as a scale-down model of 200m class stratosphere unmanned airship. This study reviews specifications and characteristics of 50m class unmanned airship and develops Airworthiness Requirements on the basis of current effective Aviation Act, Airworthiness standards, and relevant international documents. The developed requirements can be applied to the safety assessment of the 200m class stratosphere unmanned airship.

Electronic methods are already used in money transfer and credit cards transactions and electronic money and checks, which can substitute cash and coins, are being discussed. Recently, the Acts of Electronic Draft have been enacted, in order to make the money in the market flow efficiently. Also electronic bill of lading has been adopted for the practical use of international shipments. However, despite of the effort from the academia and practice, investments to stocks, especially in the stock exchange, is not quite perfectly electronic. Japan enacted a relevant act in 2004 which make its stock market totally dematerialized. This writing summarizes some issues in interpretation that arise in the course of operation of the Stock Electronic Registration System at the present time of 6 months after it came into effect and its purpose, by doing so, is to prevent in advance the kind of problems in introducing the similar system to Korea.

The aim of this study is to provide readers with the development strategies in terms of the Ancient Capital Plan through its status analysis and field survey. In particular, This study is expected to contribute to establish reasonable policies and prepare with development strategies of ancient capital Buyeo. The followings are specific conclusions : Firstly, Ancient Capital Preservation Plan and boundaries of district designation should be reasonably adjusted. Secondly, The relevant Act Ancient Capital Preservation and Promotion should be revised corresponding to the present state. Thirdly, exclusive organization should be established and kept consistently to produce experts. Fourthly, strategies for revitalizing Historical and Cultural Environment are required for the future. Fifthly, it should be mentioned how Cultural heritage and people in region should co-exist. Therefore life benefit and welfare for the peoples should follow. Sixthly, the commercial environment and cultural tourism environment should be improved.

In this study, fragility curves of continuous buried pipelines subjected to transverse PGD (permanent ground deformation) due to liquefaction are proposed. For the waterworks system, continuos buried pipelines made of ductile iron, poly ethylene, and poly vinyl chloride are analyzed and fragility curves are drawn. Fragility curves are based on the repetitive analyses results and formulated with the dominant factors of behaviour of buried pipeline. With the use of fragility curves, engineers can estimate the status of damage of buried pipeline without overall knowledge of relevant features. Especially, fragility curves proposed in this study will act as a major module of earthquake loss estimation method. Moreover, critical value of magnitude and width of transverse PGD (by which the full damage status of buried pipelines are induced) are estimated. With the use of regression curves of these values, pre evaluation of seismic safety of buried pipelines located within liquefaction hazardous region will be possible.

This paper presents a first year report of an ongoing multi-year project to develop a systolic parallel simulation system for dynamic traffic assignment. The fundamental approach to the simulation is systolic parallel processing based on autonomous agent modeling. Agents continuously act on their own initiatives and access to database to get the status of the simulation world. Various agents are defined in order to populate the simulation world. In particular existing modls and algorithm were incorporated in designing the behavior of relevant agents such as car-following model headway distribution Frank-Wolf algorithm and so on. Simulation is based on predetermined routes between centroids that are computed off-line by a conventional optimal path-finding algorithm. Iterating the cycles of optimization-then-simulation the proposed system will provide a realistic and valuable traffic assignment. Gangnum-Gu district in Seoul is selected for the target are for the modeling. It is expected that realtime traffic assignment services can be provided on the internet within 3 years.
