A Study on the Evaluation Index of Crown Height given Marine Environmental Factors and Ship Characteristics (해상 환경 및 선박 특성을 반영한 마루높이 평가지표에 관한 연구)

  • Korea has recently selected twenty-two ports for reinforcement breakwater installation of protection facilities, due to rise sea level caused by global warming and increase in the number of typhoon and tsunami. In addition, due to consistent enlargement of ship size, dredging for depth of water for large vessel's berthing and enlargement of berth is under construction. However, no definite construction plan for the reinforcement and lengthening of crown height, which has close relationship with the safe mooring of ships. In this study, domestic and foreign design criteria of crown height were analyzed, and the crown height evaluation index and evaluation method were developed by dividing it into environment and ship elements. In particular, in the case of ship evaluation index, each step was set up in 4 steps according to domestic and foreign regulations, weighted by each step, and the safety level of crown height was evaluated. As a result of the mooring safety simulation of the 100,000 ton cruise ship, the appropriate minimum crown height standard was derived to be 3 m above A.H.H.W. The results of this study are expected to be used as basic data to propose the crown height standard reflecting ship characteristics.

A Study on the Necessity to Revise the Standards for the Main Dimensions of Liquefied Gas Carriers (액화가스운반선 주요치수에 대한 기준 개정 필요성에 관한 연구)

  • Recently, the demand for liquefied gas has been increasing for various reasons, including environmental problems, and as a result, transportation of liquefied gas through a ship is increasing, and several terminals are also being constructed to accommodate it. The size of the terminal to be constructed shall follow the result if the target ship is clearly determined. Otherwise, the size of the vessel that the terminal intends to accept shall be determined, and then, the dimensions of the vessel given in the regulations or standards shall be used. In this regard, it was found that the main dimensions of the proposed vessels are substantially different from those actually operating and the standard for large-sized vessels has not been established in the process of determining the size of the target vessel by using the "Port and Fishing Port Design Standards" and commentary(2017), which recently is most commonly used as port design criteria in order to construct the liquefied gas terminal. Because of these problems, a revision of the standard for the major dimensions of liquefied gas carriers was proposed through an analysis of the current status of ships in service, as there could be many differences between interested parties in determining the size of the target ships and terminals and evaluating the safety of terminals. It is expected that the proposed revision will be used as a more appropriate and realistic criterion for determining the size of ships and terminals in the future and will prevent unnecessary terminal construction costs.

Structural Stiffness Analysis on Doors having Pyramidal Truss Cores in an Urban Transit Vehicle (피라미드 트러스 심재를 채용한 도시철도차량 출입문의 구조강성평가)

  • A preliminary study was carried out to investigate the feasibility of replacing honeycomb cores with pyramidal truss cores in the doors of urban transit railway vehicles. The doors in current operation are sandwich structures comprising a honeycomb core and reinforcements between two facesheets. The structural requirements of doors for urban transit vehicle are specified in the KRS and KRT and standards, according to which the deflections from three-point bending tests must be limited. To this end, two types of pyramidal truss cores with equivalent mass to a honeycomb core were designed. The structural stiffness of doors with pyramidal truss cores and honeycomb cores were numerically calculated via finite element analysis. The three-point bending models were constructed and simulated, and then the calculated deflections were compared with the requirements specified in the regulations. The results show that doors with pyramidal truss cores satisfied the stiffness requirements, although their deflections were 2.5% larger than that of the honeycomb cores. Therefore, the pyramidal truss cores could replace the aluminum honeycomb cores, and their multi-functional capability could be exploited.

A study on the concentration and health risk of trihalomethanes in drinking water (음용수중 Trihalomethane의 오염과 그 위해성에 관한 조사연구 - 주요 14개도시를 대상으로 (1988. 9-1989. 2) -)

  • This study was conducted as a nationwide survey In Korea to determine the THM (trihalomethane) concentration levels in the drinking water of 14 selected cities. The survey was underdtaken in one city (Kwangju) during September and October of 1988 and 14 cities in January through February of 1989. The results were as follows : 1. The $KMnO_4$ consumption was 10.6mg/l-11.6mg/l in Pusan and Ulsan, exceeding the drinking water standard of 10mg/l. Pusan, Inchon, Kwangju, Ulsan, Mokpo and Junju areas also exceeded the ammonia nitrate standard of 0.5mg/l. Other tap waters surveyed were detected below the drinking water standards. 2. The THM concentrations of tap water measured in January and February of 1989 were detected in the range $1.20{\mu}g/l-150.8{\mu}g/l$. 3. In the comparative study of the THM concentration of tap water measured in the Kwangju area during September and October of 1998, the average THM concentation of $145.63{\pm}70.72{\mu}g/l$ showed a sixfold increase compared to that of $23.8{\pm}8.31{\mu}g/l$ surveyed in January and February 1989. 4. The proportion of the four THM compounds found in tap water was bromoform, 47% ; chloroform, 30% ; chlorodibromomethane, 13% ; and dichlorobromomethane, 10%. 5. Since the results indicate that the concentration of bromoform was 2-10 times higher than that of chloroform measured in the seaside district of Pusan, Ulsan and Cheju Island, it is reasonable to assume that the raw water was somehow Influenced by seawater. 6. The average lifetime cancer rate of the population exposed to chloroform measured in the surveyed areas was 17 cancer incidences per 1 million population. From the above results, the existence of THM in the distribution systems seems to be inevitable, since chlorine disinfection is performed in water treatment plants In our country. There seems to be a trend of increasing. THM cncentrations due to the contamination of raw water. In order to establish my form of regulations, health risk assessment is an imminent subject.

A Study on the Food Consumption Rates for Off-site Radiological Dose Assessment around Korean Nuclear Power Plants (국내 원자력발전소 주변 주민의 방사선량 평가를 위한 음식물 섭취율 설정 연구)

  • The internal dose by food consumption mostly accounts for radiological dose of public around nuclear power plants (NPPs). But, food consumption rates applied to off-site dose calculation in Korea which are the result of field investigation around Kori NPP by the KAERI (Korea Atomic Energy Research Institute) in 1988, are not able to reflect the latest dietary characteristics of Korean. The food consumption rates to be used for radiological dose assessment in Korea are based on the maximum individual of US NRC (Nuclear Regulatory Commssion) Regulatory Guide 1.109. However, the representative individual of the critical group is considered in the recent ICRP (International Commission on Radiological Protection) recommendation and European nations' practice. Therefore, the study on the re-establishment of the food consumption rates for individual around nuclear power plant sites in Korea was carried out to reflect on the recent change of the Korean dietary characteristics and to apply the representative individual of critical group to domestic regulations. The Ministry of Health and Welfare Affairs has investigated the food and nutrition of nations every 3 years based on the Law of National Health Improvement. The statistical data such as mean, standard deviation, various percentile values about food consumption rates to be used for the representative individual of the critical group were analyzed by using the raw data of the national food consumption survey in $2001{\sim}2002$. Also, the food consumption rates for maximum individual are re-estimated.

Analysis on the Driving Safety and Investment Effect using Severity Model of Fatal Traffic Accidents (대형교통사고 심각도 모형에 의한 주행안전성 및 투자효과 분석)

  • In this study, we discuss a fatal accident severity model obtained from the analysis of 112 crash sites collected since 2000, and the resulting relationship between fatal accidents and roadway geometry design. From the 720 times computer simulations for improving driving safety, we then reached the following conclusions:. First, the result of cross and frequency-analyses on the car accident sites showed that 43.7% of the accidents occurred on the curved roads, 60.7% on the vertical curve section, 57.2% on the roadways with radius of curvature of 0 to 24m, 83.9% on the roads with superelevation of 0.1 to 2.0% and 49.1% on the one-way 2-lane roads; vehicle types involved are passenger vehicles (33.0%), trucks (20.5%) and buses (14.3%) in order of frequency. The results also show that the superelevation is the most influencing factor for the fatal accidents. Second, employing the Ordered Probit Model (OPM), we developed a severity model for fatal accidents being a function of on various road conditions so as to the damages can be predicted. The proposed model possibly assists the practitioners to predict dangerous roadway segments, and to take appropriate measures in advance. Third, computer simulation runs show that providing adequate superelevation on the segment where a fatal accident occurred could reduce similar fatal accidents by at least 85%. This result indicates that the regulations specified in the Rule for Road Structure and Facility Standard (description and guidelines) should be enhanced to include more specific requirement for providing the superelevation.

A Study on the Improvement of Performance Testing System of Domestic Surveying Equipment (국내 측량장비 성능검사제도 개선방안 연구)

  • In this paper, we proposed the improvements for performance test and surveying equipment regulations, standards, methods and procedures, depending on the need of improving the legal system for surveying equipment in a diverse and sophisticated surveying industry. This research was performed first investigating the existing legal systems(Act on the establishment and management of spatial data, Framework act on national standards, ISO 17123, JIS B 7912) with respect to the surveying equipment performance testing and the research for IOS and KOLAS suggested the improvements on the application for the surveying equipment performance testing standard. More exactly, first, two years were presented for the surveying equipment performance testing cycle considering the precise accuracy of the instrument stability, purpose and frequency of use, etc. Second, the abolition of the measurement distance by grade and the upward or cross-grade adjustment of the single prism standards about the light wave rangefinder and total station were suggested for the improvement on survey equipment performance criteria. Third, since the main function of total station is focused on a three-dimensional coordinate measurement due to the improvement of surveying equipment performance testing, it was proposed to use the precision(repeatability) of the coordinate measuring method as an evaluation method.

Tissue Fluid Enzyme-Linked Immunosorbant Assay for Piglets Experimentally Infected with Toxoplasma gondii and Survey on Local and Imported Pork in Korean Retail Meat Markets

  • To investigate the prevalence of Toxoplasma gondii in pork on the market in Korea, an in-house enzyme-linked immunosorbent assay for tissue fluid (CAU-tf-ELISA) was developed using a soluble extract of T. gondii RH strain tachyzoites. As the standard positive controls, the piglets were experimentally infected with T. gondii: Group A (1,000 cysts-containing bradyzoites), Group B (500 cysts-containing bradyzoites) and Group C ($1.0{\times}10^3$ or $1.0{\times}10^4$ tachyzoites). The CAU-tf-ELISA demonstrated infection intensity-dependent positivity toward tissue fluids with average cut-off value 0.15: 100% for Group A, 93.8% for Group B and 40.6% for Group C. When tissue-specific cut-off values 0.066-0.199 were applied, CAU-tf-ELISA showed 96.7% sensitivity, 100% specificity, 100% positive and 90.0% negative predictive values. When compared with the same tissue fluids, performance of CAU-tf-ELISA was better than that of a commercial ELISA kit. Of the 583 Korea domestic pork samples tested, anti-T. gondii antibodies were detected from 9.1% of whole samples and 37.9% from skirt meat highest among pork parts. In the 386 imported frozen pork samples, 1.8% (skirt meat and shoulder blade) were positive for anti-T. gondii antibodies. In Korea, prevalence of anti-T. gondii antibodies in the pork on retail markets appeared high, suggesting that regulations on pig farming and facilities are necessary to supply safe pork on the tables.

A Study on the Current Nutritin Labeling Practices for the Processed Foods Retailed in the Supermarket in Korea (시판 포장가공 식품의 영양표시 현황에 관한 조사연구)

  • Our current food hygiene law mandates nutrition label (NL) for the special nutrition foods, health support foods, instant foods, and foods with certain nutrient emphasized note, only. Currently more processed foods are bearing nutrition labels though the format is quite inconsistant. This study examined the status on current nutrition labeling practices for the processed foods that are retailed in the supermarket. The obtained information was assessed in the aspects of numerical data presentation on nutrients content, descriptive terms, health claim, and the format. The results are summarized as follows. 1) Foods with NL are limited to the food category specified by current hygiene law while voluntary nutition labeling is few. 2) Descriptive terms such as free, low, and sufficient are not substantiated with quantitative data. The efficacy of microelements which has not been clalified yet are overemphasized but major nutrients are ignored. 3) The regulations for the descriptive terms are set on the base of the nutrient content per 100g or 100ml under current nutrition labeling act. It would mislead consumers thus the definition for these descriptor be better set on the unit of the amount of food customary eaten at one time. For this the standard serving size should be set officially. 4) Quantitative nutrition information given on food products is difficult to compare because of the lack in formality. The title of NL, load and kinds of nutritents, order of nutrients listed, the unit of expression, RDA comparision, and reference RDA are inconsistant among the foods similar in dietary property. Uniform format is needed to give NL the credibility and usefulness. Proividing nutrition information to the consumers with NL is a worldwide practice though its efficacy has been controversial. Under newly legistered health promotion law in Korean nutrition education is esxpected to take part in to improve national nutrition condition and NL would education is expected to take part in to improve national nutrition condition and NL would be a potent tool for public nutritions education. It appears to be the time to mandate NL to all the processed foods in the market. The result of present study would initiate further consumer experiments related to NL. Various interest groups such as food and nutrition professions, public health organizations, government regulatory agencies, food producers and marketers, and consumer groups need to particepate and communicate for the legislation of NL and the development of NL format.

A Study on the Effect Analysis and Improvement of Cardiopulmonary Resuscitation on Life-rafts (구명뗏목에서의 비상대응 심폐소생술의 효과 분석 및 개선에 관한 연구)

  • Offshore working environments such as ships, offshore oil and gas plants, and offshore wind turbines are isolated and directly exposed to rough seas, which pose high risks of safety accidents. Therefore, all workers in offshore plants should be able to cope with emergency situations and must be qualified according to relevant laws and regulations such as the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and Offshore Petroleum Industry Training Organization (OPITO) standards. In particular, marine workers should be able to perform cardiopulmonary resuscitation (CPR) in isolated locations or enclosed and confined spaces such as those in life-boats, life-rafts, rescue-boats, etc. Because the floor material is made of rubber, it may be difficult to perform chest compressions in life-rafts used to escape from emergency situations in ships or offshore plants. Chest compressions performed on life-rafts may reduce the accuracy of CPR and increase fatigue for those providing aid. To measure the accuracy and fatigue of those performing CPR in life-rafts, 15 experimenters with more than five years of experience as first aid instructors were exposed to different CPR environments in a marine safety training center equipped with an artificial wave generator. The results showed that the accuracy of CPR in the classroom was 99.6 %, but that in various life-raft environments was only 84 %. T-verification of the two sites confirmed the reduced accuracy of CPR performed on life-rafts. CPR on life-rafts should be performed in groups of two and with the use of automated chest compression devices.
