A robust estimator for interpolating spatially distributed regionalized variables is introduced. It reduces outlier effects on ob-taining correlation between spatial lags and the correlation between spatial lags and the corresponding semi-variances and produces a significaantly improved semivariogram com-pared with those of conventional estimators. This estimator is applied to a field experimental data set.

The application of the Log-Pearson Type m distribution recommended by Water Resources Council, U. S. A. for flood frequency analysis requires the estimation of the regionalized skew coefficient. In this study, regionalized skew coefficients are estimated using a weighted regression model which relates at-site skews based on logarithms of observed annual flood peak series to both basin characteristics and precipitation data in the Han river and the Nakdong river basin. The model is developed with weighted least squares method in which the weights are determined by separating residual variance into that due to model error and due to sampling error. As the result of analysis, regionalized skews are estimated as - 0.732 and - 0.575 in the Han river and the Nakdong river basin, respectively.

Abstract A regionalized daily streamflow model using a modified retention parameter in the SCS method was developed to predict the daily streamflow of a natural series for Korean watersheds. Model verification showed that it is possible to use the model for extending short period records in a gaged watershed or for predicting daily streamflow in any ungaged watershed, with reasonable accuracy by simply inputing the name of the watershed boundary, the watershed size, the latitude and longitude of the watershed, and the daily areal rainfall.

Evapotranpiration (ET) is one of the important factor in Hydrological cycle and irrigation planning. In this study, temperature-based artificial neural network (ANN) model for daily reference crop ET estimation was developed and compared with reference crop evapotranpiration ($ET_0$) from FAO-56 Penman-Monteith method (FAO-56 PM) and parameter regionalized Hargreaves method. The ANN model was trained and tested for 10 weather stations (5 inland stations and 5 costal stations) and two input climate factors, maximum temperature ($T_{max}$), minimum temperature ($T_{min}$), and extraterrestrial radiation (RA) were used for training and validation of temperature-based ANN model. Monthly reference ET by the ANN model also compared with parameter regionalized Hargreaves method for ANN model applicability evaluation. The ANN model evapotranspiration demonstrated more accordance to FAO-56 PM evapotranspiration than the $ET_0$ from parameter regionalized Hargreaves method(R-Hargreaves). The results of this study proposed that daily reference crop ET estimated by the ANN model could be used in the condition of no sufficient climate data.

The major purpose of this study is to develop a regionalized regression model, which predicts flood peaks from the characteristics of the ungaged catchments, through the regional flood frequency analysis for the selected stage gauging stations located on several natural rivers of Korea. The magnitude and the frequency of flood peaks with specified recurrence intervals were estimated from the flood frequency analysis on the 28 selected stage gauging stations distributed on the five major rivers of Korea. The results of the analysis were compared with the predictions from the two different flood frequency models. From the statistical evaluation of these models, it was revealed that the POT model (Peaks Over a Threshold model), which is based on the partial duration method, is more effective in predicting flood peaks from short period records than the ANNMAX model (ANNual MAXimum model) which is based on the annual maximum series method. A regionalized regression model was developed to facilitate the estimation of design floods for ungaged catchments through the regression analysis between flood peaks and the topographic characteristics of the catchments assumed to be important in runoff processes. In addition to this, the correlation diagrams are presented which show the relationships between flood peaks with specified recurrence intervals and the major characteristics of the catchments.
This paper presents a regionalized time slotted channel hopping (TSCH) slotframe-based aerial data collection using wake-up radio. The proposed scheme aims to minimize the delay and energy consumption when an unmanned aerial vehicle (UAV) collects data from sensor devices in the large-scale service area. To this end, the proposed scheme divides the service area into multiple regions, and determines the TSCH slotframe length for each region according to the number of cells required by sensor devices in each region. Then, it allocates the cells dedicated for data transmission to the TSCH slotframe using the ID of each sensor device. For energy-efficient data collection, the sensor devices use a wake-up radio. Specifically, the sensor devices use a wake-up radio to activate a network interface only in the cells allocated for beacon reception and data transmission. The simulation results showed that the proposed scheme exhibited better performance in terms of delay and energy consumption compared to the existing scheme.

A water resource plan is routinely based on a natural flow and can be estimated using observed streamflow data or a long-term continuous rainfall-runoff model. However, the watershed with the natural flow is very limited to the upstream area of the dam. In particular, for the ungauged watershed, a rainfall-runoff model is established for the gauged watershed, and the model is then applied to the ungauged watershed by transferring the associated parameters. In this study, the GR4J rainfall-runoff model is mainly used to regionalize the parameters that are estimated from the 14 dam watershed via an optimization process. In terms of optimizing the parameters, the Bayesian approach was applied to consider the uncertainty of parameters quantitatively, and a number of parameter samples obtained from the posterior distribution were used for the regionalization. Here, the relationship between the estimated parameters and the topographical factors was first identified, and the dependencies between them are effectively modeled by a Copula function approach to obtain the regionalized parameters. The predicted streamflow with the use of regionalized parameters showed a good agreement with that of the observed with a correlation of about 0.8. It was found that the proposed regionalized framework is able to effectively simulate streamflow for the ungauged watersheds by the use of the regionalized parameters, along with the associated uncertainty, informed by the basin characteristics.

Curve Numbers (CN) for the combination of land use and hydrologic soil group were regionalized at Imha Watershed using Long-term Hydrologic Impact Assessment (L-THIA) coupled with SCE-UA. The L-THIA was calibrated during 1991-2000 and validated during 2001-2007 using monthly observed direct runoff data. The Nash-Sutcliffe (NS) coefficients for calibration and validation were 0.91 and 0.93, respectively, and showed high model efficiency. Based on the criteria of model calibration, both calibration and validation represented 'very good' fit with observe data. The spatial distribution of direct surface runoff by L-THIA represented runoff from Thiessen pologen at Subi and Sukbo rain gage station much higher than other area due to the combination of poor hydrologic condition (hydrologic soil C and D group) and locality heavy rainfall. As a results of hydrologic condition and treatment for land use type based on calibrated CNs, forest is recommended to be hydrologically modelled dived into deciduous, coniferous, and mixed forest due to the hydrological difference. The CNs for forest and upland showed the poor hydrologic condition. The steep slope of forest and alpine agricultural field make high runoff rate which is the poor hydrologic condition because CN method can not consider field slope. L-THIA linded with SCE-UA could generated a regionalized CNs for land use type with minimized time and effort, and maximized model's accuracy.
An extension of TOPMODEL was developed for rainfall-runoff simulation in agricultural watersheds equipped with tile drains. Tile drain functions are incorporated into the framework of TOPMODEL. Nine possible flow generation scenarios are suggested for tile drained watershed and applied in the modeling procedure. In the model development process, the traditional physically based storage approach and a new approach using a transfer function for the simulation of the flow in the unsaturated zone were compared. In order to provide better insight into the simulation process, a regionalized sensitivity analysis was performed to test the performance of the model and to compare the behavior of the transfer function to that of the simple storage related formulation. The results of analysis show good performance of the transfer function approach. Since the rainfall-runoff response pattern tends to vary seasonally, seven events distributed throughout a year were used in the sensitivity analysis to investigate the seasonal variation of the hydrologic characteristics. It is found that the sensitivity of each parameter described by the model are varied seasonally.
This paper presents, from a broad perspective, the manner in which various types of clusters and options for regional development have evolved in Korea over the past decade, with particular emphasis on who have taken initiative in establishing the clusters. Characterized by not only progress but also setbacks, two distinctive patterns have emerged: centralized de-concentration and regionalized concentration. Both the Korean government and numerous localities have continuously extended efforts to create different clusters, technology parks, special districts, etc. In many cases, local or regional governments have competed intensely for clusters to be located in their jurisdictions; in particular, concerted efforts to convince national governments to set up special districts have been witnessed. On the other hand, major localities have made their own efforts to generate large- and small-scale clustering projects. It remains to be seen how different outcomes or effectiveness these two approaches will make in the future. Following the review of relevant literature and practices, I examine the well-known national campaign and projects in the previous administration in Korea in the context of 'de-concentration' of economic values and resources. Thereafter, other cases initiated mostly by local governments are discussed; some of these clustering efforts and regional projects have fared well thus far, but some haven't. In the case of Daegu, the progress of some critical projects, such as the Daegu Technopolis and a Free Economic Zone, is elaborated.
