  • The concept of Regional Innovation System(RIS) has been developed with the accumulation of empirical research and the reflection on the political and economic environments. It is widely used as a nonnative concept to tackle the problem of regional disparities by enhancing regional innovative development. However, it seems that there is a gap between the theoretical framework of RIS and its actual application in reality. This paper attempts to extend our knowledge about RIS with critical viewpoint. It tries to unravel some values that RIS implies and its theoretical limitations, which were found through the evolution of RIS such as its theoretical roots, the development of its research and policy; and an example of its building in practice.

  • This paper deals with the regional asymmetries of MERCOSUR and regional development cooperation for its solution. Through the formation of a common market, the countries of Southern Cone expected to grow evenly. However MERCOSUR had structural asymmetry from the beginning and exposed policy asymmetry over time. It is basically due to the overwhelming influences of Brazil on MERCOSUR. With regard to asymmetries, Paraguay calls for special and differential treatment. Uruguay wants equitable application of market liberalization. Argentine emphasizes production integration based on the development of value chains. In the issue of asymmetries, while Paraguay, Uruguay and Argentine act as petitioners, Brazil is capable of selecting the initiatives. Under these circumstances MERCOSUR has established FOCEM as regional redistribution mechanism. FOCEM has achieved some results as seen in Paraguay, but there are still problems such as financial limitations and lack of enforcement. In oder to activate the redistributive mechanism for regional integration and to coordinate the policies to resolve regional disparities, transnational governance is essential but all member countries are reluctant to it. To date, regional asymmetries or development gaps have persisted and disparities in individual countries remains a problem.

  • Background: Suicide is one of important health problems in Korea. Previous studies showed factors associated with suicide in individual levels. However, suicide was influenced by society that individuals belong to, so it was required to analyze suicide in local levels. The purpose of this study was to analyze the regional disparities of suicide mortality by gender and the association between local characteristics and suicide mortality. Methods: This study included 229 city county district administrative districts in Korea. Age- and sex-standardized suicide mortality and age-standardized suicide mortality (male/female) were used as dependent variables. City county district types, socio-demographics (number of divorces per 1,000 population, number of marriages per 1,000 population, and single households), financial variable (financial independence), welfare variable (welfare budget), and health behavior/status (perceived health status scores and EuroQol-5 dimension [EQ-5D]) were used to represent the local characteristics. We used hot-spot analysis to identify the spatial patterns of suicide mortality and negative binomial regression analysis to examine factors affecting suicide mortality. Results: There were differences in distribution of suicide mortality and hot-spot regions of suicide mortality by gender. Negative binomial regression analysis provided that city county district types (city), number of divorces per 1,000 population, financial independence, and EQ-5D had significant influences on the age- and sex-standardized suicide mortality per 100,000. Factor influencing suicide mortality was the number of divorces per 1,000 population in both male and female. Conclusion: Study results provided evidences that suicide mortality among regions was differed by gender. Health policy makers will need to consider gender and local characteristics when making policies for suicides.

  • This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

  • As people get aged, we need to pay more attention to the elderly living condition with respect to welfare policy. The present study focuses on housing condition of elderly people living in rural area, and analyzes its determinants, periodical difference, and regional disparities, incorporating an index of minimum housing standard. This study applies multi-level logit model that has a strong statistical advantage that can take random aspects of household and regional context into account. We found that married couple household, presence of economically-active family members, higher education, specialized profession, migration and higher level of land price tend to lower the probability of residing in substandard housings. We also found that housing conditions for elderly people prove to be different by regions and it is particularly noticeable in mountainous rural areas in Gyeongsangnam-do and Gyeongsangbuk-do with the poorest elderly housing conditions. Results also implies that housing welfare policies should be implemented differently considering the target groups based on regional differences. We conclude with some additional policy implications for the elderly living in rural areas.

  • We find that institutional quality of an individual country was highly and significantly correlated with its economic performance in the euro area. We argue that governance reforms proposed at present do not suffice to resolving the fundamental problems of the EMU governance system unless disparities of institutional quality in member states are dissolved. Regarding regional integration, East Asia is far behind the Eurozone not only in institutional elements of the governance system but also in institutional quality at the level of individual nations.

In this research, authors propose the methodological tools for presenting a standard form of evaluation of social and economic development in the regions of Kazakhstan. In this study used methods, which based on measuring disproportions between the levels of economic and social development of the regions, as well as disproportions between the republican and regional levels. According to the author's methodological approach, complex and integral indexes have calculated over the period 2012-2017 for a number of indicators adapted to the conditions of Kazakhstan. The calculated indexes proposed to use as instruments for measuring the level of the social and economic development. In addition, according the obtained indexes and the results of their ranking can be the basis for the development of regional programs and management decisions. This will improve the targeted support of the population in backward regions in order to ensure inclusive development and improve the quality of life of the population.

  • Purpose: Ensuring prompt and consistent 119 emergency services for all citizens is crucial and requires every region to adhere to prescribed deployment standards Methods: This study assessed the compliance with 119 emergency resource deployment standards in 229 districts (si-gun-gu) by analyzing data from 18 fire headquarters as of December 31, 2022. Results: At the Sigun-gu level, 16 areas (7%) did not meet the fire station standards. Among the 229 si-gun-gu, 25 (10.9%) failed operational ambulance standards, and 114 (49.8%) did not meet the 119 first responder standards. Areas lacking fire station standards had lower financial self-sufficiency and higher elderly and single-person elderly household proportions (p<.05). Areas not meeting ambulance standards had lower proportions of these populations, but higher financial self-sufficiency. In addition, areas that did not meet the 119 first-responder standards had greater financial autonomy (p<.05). Areas meeting only basic fire station standards had higher proportions of elderly and single-person households and lower financial self-sufficiency. Areas meeting only ambulance standards had lower financial autonomy, whereas those meeting only emergency medical technician standards had lower financial self-sufficiency and a higher elderly proportions (p<.05). Conclusion: Si-gun-gu, with a large elderly population and poor finances, often fails to meet fire station standards and meets only the basic criteria. Continuous monitoring and targeted management are crucial for reducing disparities in 119 resource allocation and improving the overall deployment.

  • In this study, we distinguished urban and rural areas in Naju-si, Jeollanam-do, grasped the characteristics of those areas, and investigated the depression-related factors in Naju-si based on this. This study used Community Health Survey data from 2017 to 2019. To investigate the factors affecting the depression in Naju-si local residents, the odds ratio was calculated using a complex sample logistic regression model. As a result of confirming the factors affecting the prevalence of depression in Naju-si residents, the risk of depression was significantly higher at 1.59 (95% confidence interval [CI], 1.02-2.50) for women, 2.14 (95% CI, 1.20-3.83) for recipients of basic livelihoods, 2.35 (95% CI, 1.46-3.79) for those who did not practice walking, and 2.00 (95% CI, 1.23-3.26) for those who slept less than 5 hours. It is necessary to select high-risk groups as a regional-specific project to resolve the mental health disparities in Naju-si and to intervene in early depression prevention through support for mental health support services.
