Vacant houses are increasing across the country, but the appropriate measures have not been set up yet. Accordingly, vacant houses are left unattended for a long time, and become deserted to degrade the residential environment. They are often used as the space for the deviation of youth or even for crimes, threatening the safety of rural society. Vacant houses are not only personal properties but also public assets that form the residential environment of a town. Therefore, the problem should be better taken care of with appropriate policies. In this study, the present situation of vacant houses in Korea, the causes of the vacant house and the limits and lessons of the improvement projects were reviewed, along with the vacant house improvement systems in the UK and Japan. The most significant difference between the cases in Korea and other countries are the method of vacant house improvement. In terms of policies and support, Korea focuses on demolition, whereas other countries focus on reuse. In addition, the vacant house improvement projects in Korea are performed mostly by government agencies, whereas local governments and private organizations in other countries cooperate to improve vacant houses and go beyond mere residential environment improvement towards the local revitalization. Based on the study results, the following are proposed to efficiently improve and use the rural vacant houses. First, the Rearrangement of Agricultural and Fishing Villages Act, which allows the vacant houses to be left unattended and not improved, should be revised. Second, the intermediate support organizations that connect the demand and supply should be fostered and supported so that the use of vacant houses can be vitalized and privately led. Third, the best practices of using the vacant houses should be found and promoted, and the vacant house remodeling technique should be developed and propagated. Fourth, a special law should be enacted to comprehensively plan, support and execute the vacant house improvement, as in Japan. Finally, the value of the vacant houses as public properties should be shared in public so that all citizens can participate in addressing the vacant house issue to derive the detailed plans to solve the problem.

Genetic diversity and genetic differentiation in six natural populations of Abies holophylla Max were investigated using ISSR marker system. From 6 ISSR primers, the average percentage of polymorphic loci was 85.6%, and the average expected heterozygosity ($H_e$) was 0.288. From the result of AMOVA, 94.4% of total genetic variation came from the differences among individuals within populations, and 5.6% was caused by those of among-populations. On the basis of Bayesian inference, genetic differentiation (${\theta}^{II}$ and $G_{ST}$) and inbreeding coefficient for all populations were 0.045, 0.038, and 0.509, respectively. The correlation between genetic distance and geographical distance was highly significant at the Mental's test (r = 0.74, P < 0.05). Six populations divided into two groups according to the results of UPGMA and PCA. One group included Namwon, Cheongdo and Mungyeong population. The other was Inje, Hongcheon and Pyeongchang population. Also, in Bayesian clustering analysis, 6 populations were divided into two clusters. But Cheongdo population was assigned into the other cluster unlike those of UPGMA or PCA. Taking the regions based on the results of the cluster analysis into consideration of AMOVA, 3.9% of genetic variation came from the regional difference. The dendrogram from UPGMA could provide the most genetically reasonable explanation for the distribution of Abies holophylla populations in South Korea.

PURPOSES : This study aims to show the difference of the binder aging level in the hot-mix asphalt (HMA) mixture after short-term aging (SA) under different aging conditions, such as mixture temperature and duration in hour. METHODS : Three SA times (i.e., 1 h, 2 h, and 4 h) at two temperatures (i.e., $160^{\circ}C$ and $180^{\circ}C$) were used for the normal mixtures prepared using a PG64-22 asphalt. The field long-term aging (LA) was simulated by applying the same LA procedure (65 h at $110^{\circ}C$) to all compacted specimens, prepared at the air void of 7% using each SA-treated mixture, in a convection oven. The binder aging level was measured in terms of large molecular size by gel-permeation chromatography (GPC) from the mixture and the absolute viscosity (AV) from the recovered binder. The aging levels were evaluated using those two properties after SA and LA, and then compared based on the normal SA (NSA) mixture (1 h at $160^{\circ}C$). The service life reduction caused by SA in various conditions was estimated based on the aging level of the field cores from different locations in various service lives. RESULTS : The results of the laboratory evaluation indicated that the binder of the mixture, which was treated at longer SA time and higher temperature, showed a significantly higher aging level than the NSA mixture. The binder aging level from a longer time, such as 2 h and 4 h SA, or at a higher temperature ($180^{\circ}C$), were estimated to be similar to that of the mixtures, which had already been in field service for several years. CONCLUSIONS : The HMA mixture should be produced at a moderate temperature, such as $160^{\circ}C$, and placed within a limited hauling and queuing time to avoid a significant short-term aging of the binder before placement in the field pavement. The SA for a longer time at a higher temperature than the NSA condition was found to be detrimental to the service life of the asphalt pavement.
As a viable option for retrieval of LST (Land Surface Temperature), this paper presents a DNN (Deep Neural Network) based approach using 148 Landsat 8 images for South Korea. Because the brightness temperature and emissivity for the band 10 (approx. 11-㎛ wavelength) of Landsat 8 are derived by combining physics-based equations and empirical coefficients, they include uncertainties according to regional conditions such as meteorology, climate, topography, and vegetation. To overcome this, we used several land surface variables such as NDVI (Normalized Difference Vegetation Index), land cover types, topographic factors (elevation, slope, aspect, and ruggedness) as well as the T0 calculated from the brightness temperature and emissivity. We optimized four seasonal DNN models using the input variables and in-situ observations from ASOS (Automated Synoptic Observing System) to retrieve the LST, which is an advanced approach when compared with the existing method of the bias correction using a linear equation. The validation statistics from the 1,728 matchups during 2013-2019 showed a good performance of the CC=0.910~0.917 and RMSE=3.245~3.365℃, especially for spring and fall. Also, our DNN models produced a stable LST for all types of land cover. A future work using big data from Landsat 5/7/8 with additional land surface variables will be necessary for a more reliable retrieval of LST for high-resolution satellite images.
Livestock facilities in Korea are on their way of enlargement resulting in increment of livestock manure. When the livestock manure treated inappropriate way during application to the agricultural area, environmental damage can be occurred such as bad smell, water and air pollution. Therefore it is important to make a good management plan for livestock manure treatment. In order to effectively apply organic fertilizer made by livestock manure in terms of quantity and quality, the current status of nutrient in agricultural land should be calculated quantitatively by scientific way. The OECD suggest member countries to calculate the nutrient balance as an agricultural environment indicator which represents the difference between nutrient inputs and outputs of the amount of nutrients in various ways. In this paper, we calculated the nutrient balances according to three cities which have different characteristics such as urban or rural areas. To reduce the nutrient balance, we considered how to reduce the amount of chemical fertilizer by using organic fertilizer made by livestock manure. And public treatment facilities for livestock manure can be a good solution except civil complaints for location selection. Among the options, manure fertilizer application to the agricultural area for cultivation of forage crops was mainly considered to reduce the nutrient balance by decreasing input of chemical fertilizers and increasing output of crop production. Using the field monitoring data, it can be calculated that the daily nitrogen reductions by 116.5 kg/ha and the daily phosphorus increments by 2.7 kg/ha.

For the soft ground construction, the factors not considered in the design stage occurs in the construction stage so that they cause the increase of the construction cost due to the structural stability and the design change. The subject of the study is the construction section of the industrial complex access road made in the Ochang region of Chungcheongbuk-do. The study is concerned with selecting the soft ground handling method such as the replacement method using rock debris and the surcharge reflecting the service load as the soft ground handling measure and analyzing the effect of reducing the construction cost with the stability of structures and the reduction of the construction period. The soft ground in the study section consists of sandy and cohesive soil and is 2.4m to 5.5m deep. It is distributed unevenly between the 1.5m to 5.9m stratums under the ground surface. Settlement is not serious, but the future uneven settlement and difference are expected so that the future settlement behavior is estimated by analyzing the site measurement results after the soft ground treatment. Moreover, in consideration of the regional characteristics and economic efficiency, soil with good quality is replaced with rock debris as the replacement material so that 29% of the construction cost is reduced due to the increase of stability and the reduction of duration. If the estimation of the dispersion of the pore water pressure within the dam body and the change of the underground water level and the relation of the actually measured soft ground with consolidation is studied further on the basis of the study, it is expected that the behavior of the soft ground will be correctly estimated in various site conditions.

The complementary relationship hypothesis for areal evapotranspirations was validated in the regional-scale area of multipurpose dam basins in Korea and the long-term water balances were indirectly identified. Annual actual evapotranspiration ($ET_A$) was assumed the difference between total annual precipitation and total annual inflow and the available moisture was assumed the total precipitation. The seasonally varying pan coefficient (kp) is estimated as the ratio of the $ET_{pan}$ and the evapotranspiration calculated by FAO Penman-Monteith equation ($ET_{PM}$). The complementary relationships using ground observation data of $ET_P$ and $ET_A$ in the multipurpose dam basins follow generally the typical pattern that $ET_P$ and $ET_A$ is complementary and converges to equivalent evapotranspiration ($ET_W$) under the extreme wet environment. However, $ET_A$ of Juam dam was estimated relatively greater than other basins and exceeds even $ET_P$ at certain range with high moisture availability, which can be understood as the results of possible over-estimation of precipitation or under-estimation of dam inflow. It is expected that the use of evapotranspiration complementary relationship for validating hydrological water balances will contribute to controlling uncertainties in estimating dam inflows during flood season in particular.
The native ecological environment and aromatic constituents of Korean wild Codonopsis lanceolata and one Japanese strain were investigated to find Codonopsis lanceolata strains showing high aromatics, and to know regional differences among these strains. The results were as follows : There were no remarkable differences among the Korean wild C. lanceolata strains in ecological environments. Recovery yield of essential oils was highest in Togyusan strain with 0.009%. Difference in protein band patterns among these strains was not recognized, and peroxidase and esterase pattern changes were appeared in different collected regions at the leaf and root tissues. Major aromatic constituents were 11 kinds of aliphatic alcohols such as trans-2-hexenal, 1-hexanol, cis-3-hexanol, and trans-2-hexanol. And Togyusan strain, Sobaeksan strain, and Kayasan strain have the highest aliphatic alcohols of plant essential oils. In particular, BHT(butylated hydroxytoluene), one of the antioxidants, was detected in Chirisan strains.

This study was conducted to evaluate the distribution characteristics of $PM_{10}$ and heavy metals concentrations in the ambient air of Gyeonggi-do area by region and season from February, 2013 to March, 2014. The regression model for the prediction of formation characteristics and contamination degree of $PM_{10}$ and heavy metals by correlation analysis and regression analysis for using the multivariate statistical analysis was also established. The main wind direction during the investigation period was South East (SE) and West South West (WSW) winds, and the concentration of $SO_2$ at Ansan with industrial region showed 1.6 times higher than Suwon, Euiwang with residential region. The concentrations (median) of Pb, Cu and Ni at Ansan showed 3.2~4.5, 1.9~2.2 and 1.7~2.6 times respectively higher than those at Suwon. By the seasonal concentration variation, the concentrations of $PM_{10}$, Pb, Fe and As in winter and spring (December to May) showed 1.7, 1.9, 1.9 and 2.7 times respectively higher than those in summer and fall (June to November). As, Fe and $PM_{10}$ had a big difference by the seasonal factors, and Cu and Ni were evaluated to be influenced by the regional factors. From the results of correlation analysis among the target items, the correlation coefficient of PM and Mn had 0.82 (p/0.01) and that of Fe and Mn had 0.82 (p/0.01), which showed high correlation. And the correlation coefficients for $SO_2$ and Pb, CO and $PM_{10}$ were 0.66 (p/0.01) and 0.62 (p/0.01) respectively. The multiple linear regression models for $PM_{10}$, Pb, Cu, Cr, As, Ni, Fe and Mn were established by independent variables of CO, $SO_2$ and meteorological factors (wind speed, relative humidity). In the regression models, independent variable $SO_2$ was in cause-and-effect relationship with all dependent variables, and $PM_{10}$, Fe and Mn were influenced by CO and wind speed, and Pb, Cu, Ni and As had a main factor of $SO_2$.
For urban regeneration, the direction and vision of the correct regeneration policy should be established. Therefore, the regeneration policy of local small and medium cities should be able to increase the collective efficacy of local residents from the uniform physical redevelopment policy or budget support. The first purpose of this study is to investigate the present decline in the degree of decline of old urban residents in small and medium cities, Social Environment population education welfare Culture, and so on, revealing the difference in the pattern and degree of decline among the various sectors. Second, the purpose of this study is to investigate the causal relationship between the perceived decline of old residents and the influence of local residents on collective efficacy and attitudes toward rehabilitation projects. The subjects of the study were 309 questionnaire respondents who responded to the questionnaire of D city in Gyeonggi - do. For statistical analysis, SPSS 22.0 and AMOS 22.0 were used and statistical significance was judged based on significance level .05. The implications of this study are the research data necessary for the regeneration policy of local small and medium cities. The implications of this study are to investigate the level and characteristics of urban decline by integrating various phenomena of qualitative factors as well as quantitative factors of decline An alternative to developmental policies that address regional disparities can be suggested.
