  • This study investigates the problems of cultivating and revitalizing traditional market through Busan Yeongdo-gu Namhang-Market, cultural-tourism market type. The study's result shows culture-tourism market should establish integrated regeneration plans to satisfy residents, traders, and tourists with the security of public facilities considering local franchise specializing street, open space, and living area.

  • The purpose of this study is to investigate whether the plan reflecting the place in cultural regeneration was implemented and whether it was a change of place in culture through culture analyze. Mullae-dong has changed its urban structure into a textile factory, a manufacturing industry, an ironworks+artistic complex, and the Mullae art factory has been organizing a festival that has been created by artists and residents alike in the Mullae creative village. However, prior to the creation of the Mullae art factory in the social element, self-sustaining programs of Mullae creative villages were derived, but now commercial space is mainly derived. Therefore, it is necessary to plan for coexistence of ironworks, cultural space and commercial space rather than expanding into commercial space. Geumcheon-gu Geumcheon-gu Geumcheon Art Factory has become an integrated complex where various industries coexist in industrial complex. Geumcheon Art Factory also holds an artist support program every year and actively works as an international creative exchange center in Seoul. However, programs that act as a mediator are not implemented since 2014, and the Open Studio stops once a year. Therefore, Geumcheon-gu needs to expand programs that can include local programs and programs that can be combined with local cultural media.

  • Purpose : This research aims to present policy plans for community vitality in the field of the urban regeneration project by analyzing aspects for vitality via domestic and abroad city policies and cases. Methods: The research method works as follows: The first step is 1) to introduce the concept of evaluation matrix to analyze cases of urban generation, 2) to apply to the proposed evaluation matrix, and then 3) to analyze communities' decline diagnosis, counterstrategies, and promotion process. And the second step is to draw features and evaluation of cases and to present the policy plan for communities' vitality with the urban regeneration project in South Korea via a comprehensive analysis. Result : This research confirmed the fact that when different sectors is expanded toward a mutual cooperation, communities are vitalized, having a mutual effect on other related sectors by taking a part in the community positively. Especially in the base of each characteristic and estimation, when various activities and socio-economic programs with residents are promoted in the integrated system, communities are successful. Through this results we present four policy plans for community vitality of the urban regeneration project in South Korea.

A Study on Public Developer's Role through Urban Regeneration Projects in Japan (일본 도시재생사업에서 공공시행자의 역할에 대한 고찰)

  • This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.

  • In recent years, various perspectives on the sustainable regeneration based on culture, history, identity, and the ecosystem have arisen in attempt to harmonize the environmental, economic, and social issues of the city. However, these ideas did not consider the importance of urban structure for sustainable regeneration. This research attempts to reveal the fundamental characteristics of sustainable regeneration of Lubbock, Texas in the United States through the analysis of urban structure, city planning and city regeneration planning. Despite the 300% expansion of city area in the 1950s, since the 1970s Lubbock's civic center has decreased in population due to middle class migration into southwestern and western suburbs. In the 1980s, a redevelopment organization was established, and a private sector-centered regeneration plan was implemented. In this study, a new approach for urban regeneration was introduced, resulting in strategies focusing on the linkage of urban regeneration into the characteristics of the entire city.

  • This study aims to review the differences in urban regeneration independently implemented by the government (Ministry of Land, Infrastructure, and Transport, MOLIT) and Seoul based on related laws and ordinances, and to draw out the implications of Korean urban regeneration's directions. The results are as follows. First, Seoul has constantly responded to the revision of the Urban Regeneration Act by adjusting and specifying the contents of ordinances, and especially, there have been efforts to enhance regional characteristics suitably for the circumstances of Seoul. Second, in the urban regeneration of Seoul, the budgets including the matching ratio of national and local subsidies shall be changed according to the standards of the MOLIT in changing designating places after the selection of the urban regeneration by the ministry, and this procedure and these implementation methods cause confusion to Seoul and local governments. Third, there were differences in the results of comparing the budgets and support methods of the "Gaggum Housing Project" of Seoul and "New Deal Housing Repair Project" of the MOLIT, which caused conflicts due to the differences in the project implementation and support standards, and the arbitrary interpretation of the guidelines. Although the urban regeneration greatly contributed to the revelation and conservation of regional characteristics, it might be necessary to establish systems that can enhance citizens' awareness and compensate the efficient contents needed for each region in the future.

A Study on the Planning Indicator for Carbon Neutral Green City (탄소중립 녹색도시 구현을 위한 계획지표 설정에 관한 연구)

  • The aim of this dissertation is establishing internal indicator list for achieving policy goal of Carbon Neutrality Green City. First of all, it started to construct the basic system of planning indicator based on through comprehension of current studies such as advanced researches, government guidelines and green building certifications. And then it was set up final indicator list through inspecting FGI (Focus Group Interview), Verification of suitability, and Analysis of importance). As a result of this research, the planning indicator divided three steps and there were classified four fields in the top-level; Green Land and Ecology, Green Energy, Green Resource and Transportation, Green Living and Institution. According to the data, it deducted four items (ratio of green land, site plan, heat island and management of climate, base of nature ecology) and twelve index in the field of green land and ecology, three item(energy conservation and self-supporting, energy efficiency, new regeneration energy) and twelve index in the field of green energy and regeneration, five items(water resources utilize and circulation, other resource reduction and circulation, public transportation, green transportation plan) and fifteen index. Totally, Planning Indicators of forty nine were deducted. Therefore, there was the result of importance analysis that the indicators of plan and maintain management as the side of space for carbon neutrality were more appreciated than carbon reduction of individual building.

A Study on the Temporary Space Use for Urban Regeneration Strategy (도시재생 전략으로서 일시적 공간 활용에 관한 연구)

  • Currently, urban regeneration is carried out mostly in a permanent and fixed way of planning, and due to the nature of the master plan, it is limited to immediately accepting the opinions of residents. In this study, the factors of idle space were derived based on a temporary use strategy, and the direction of idle space was presented by comparing the importance of experts with the survey of residents' perceptions and preferences. As a result, residents preferred to improve the aging physical environment first because of the target location characteristics, while experts ranked it in line to reflect the importance of the use of temporary uses that can quickly improve the urban environment. Therefore, it is desirable to recognize the importance of the temporary use strategy and to refine the priorities of the two groups and conduct a temporary test to derive the optimal utilization measures and reflect them in the master plan. In order to implement a temporary use strategy in the future, it is necessary to present a space utilization plan that reflects detailed prior investigation through analysis of target location characteristics and usage patterns.

Estimation of Nutrients Transport in Kamak Bay using the Eco-hydrodynamic Model (생태계모델을 이용한 가막만의 영양염 거동 특성 평가)

  • The three-dimensional eco-hydrodynamic model was applied to estimate the physical process in terms of nutrients and net uptake(or regeneration) rate of nutrients in Kamak Bay for scenario analysis to find proper management plan. The estimation results of the physical process in terms of nutrients shelved that transportation of nutrients is dominant in surface level while accumulation of nutrients is dominant in bottom level. In the case of dissolved inorganic nitrogen, the results showed that the net uptake rate was 0∼60 mg/㎡/day in surface level(0∼3m), and the net regeneration rate was 0.0∼10.0 mg/㎡/day in middle level(3∼6m) and above 10mg/㎡/day in bottom level(6m∼below). In the case of dissolved inorganic phosphorus, the net uptake rate was 0.0∼3.0 mg/㎡/day in surface level, and the net regeneration rate was 0.5∼1.5 mg/㎡/day in middle level and 1.0∼3.0 mg/㎡/day in bottom level. These results indicates that net uptake and transport of nutrients are occurred predominantly at the surface level and the net generation and accumulation are dominant at bottom level. Therefore, it is important to consider the re-supplement of nutrients due to regeneration of bottom water.
