Improvement Strategies for the Standard Records Management System of Korea (표준기록관리시스템의 개선전략 연구)

  • The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.

  • Records related to a certain cultural heritage are concrete evidence that prove the value of the cultural heritage and become a criterion for long-term preservation of its records. The value of the records is as important as cultural heritage value. In the case of specific cultural heritage with national or socially important values, various studies are conducted on cultural heritage as one theme, and various programs about cultural heritage are developed. However, it is difficult to grasp the scope, record types, and contents of the records because they have been distributed and managed in many institutes. They also appear in various forms. As a solution to these problems, this study collected records of a major cultural heritage with social and historical values such as Hwangnyongsa from 11 public institutions and web services and analyzed the types of records, activities related to the records, and metadata. Through data analysis, an ontology that can understand the range and relationship of the entire record was suggested so that the record can be understood with a focus on specific cultural heritage.

A Study on the Integrated Services for Cultural Heritage Archives (문화유산 아카이브 통합 서비스에 관한 연구)

  • This study aims to suggest the ways of integrated services for Cultural Heritage Archives that belong to the Cultural Heritage Administration. To this end, the study analyzed the archives of major affiliated organizations of the Cultural Heritage Administration that manage and preserve Korean cultural assets. A cultural asset metadata based on the multiple entity model and applicable data link model standard was suggested for the integrated service of high-value-added cultural heritage information resources.

  • Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city's project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city's urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.

  • This study aimed to analyze the quality concepts and requirements of digital records as evidence and to find an implication to develop requirements for trusted digital records with securing authoritative qualities. To this end, this study compared requirements of records domain linking records process, records metadata and records systems with judicial domain on digital evidence, and identified the records requirements to secure the legal admissibility linking records and judicial domain. This study analyzed the relationship of quality concepts between digital records and digital evidence, found the legal admissibility is highly related to the reliability, and derived that it needs the measure to secure the reliability at the stage of records creation and capture. To prove authenticity of digital evidence, this study identified importance of records process, records metadata and records system, and proposed the necessity of measurement to secure records' evidence.

Metadata Design and Machine Learning-Based Automatic Indexing for Efficient Data Management of Image Archives of Local Governments in South Korea (국내 지자체 사진 기록물의 효율적 관리를 위한 메타데이터 설계 및 기계학습 기반 자동 인덱싱 방법 연구)

  • Many local governments in Korea provide online services for people to easily access the audio-visual archives of events occurring in the area. However, the current method of managing these archives of the local governments has several problems in terms of compatibility with other organizations and convenience for searching of the archives because of the lack of standard metadata and the low utilization of image information. To solve these problems, we propose the metadata design and machine learning-based automatic indexing technology for the efficient management of the image archives of local governments in Korea. Moreover, we design metadata items specialized for the image archives of local governments to improve the compatibility and include the elements that can represent the basic information and characteristics of images into the metadata items, enabling efficient management. In addition, the text and objects in images, which include pieces of information that reflect events and categories, are automatically indexed based on the machine learning technology, enhancing users' search convenience. Lastly, we developed the program that automatically extracts text and objects from image archives using the proposed method, and stores the extracted contents and basic information in the metadata items we designed.

A Study on the Management Status of Fire Services Records of Local Government in the Metropolitan Area (광역지방자치단체 소방기록물 관리 현황 분석)

  • The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

Redesign of the Records Management Process at the Production Stage for Long-Term Electronic Records Preservation: A Focus on Cloud On-Nara System (전자기록의 장기보존을 위한 생산단계의 기록관리 프로세스 재설계: 클라우드 온-나라 시스템을 중심으로)

  • Deficiencies are present in records management during the production stage of long-term electronic records preservation. As such, this study seeks to address these issues by introducing Cloud On-Nara System (On-Nara Document 2.0) at records management sites and providing various systems and linked services. In particular, the factors that degrade the continuity of long-term preservation in the records management process, from the production to the utilization of electronic records, in On-Nara Document 2.0 were identified, and the causes were analyzed in compliance with ISO 15486-1:2016 and the Public Records Act. As a result, in redesigning the records management procedure, the organization of the records management hub between systems and the conversion of the document preservation format for long-term preservation were proposed. Moreover, the application of consistent production format selection criteria and the reinforcement of the production and management of granular metadata were recorded. These measures were proposed in an effort to reestablish management methods.

A Study of System Design for Management the Confidential Records (비밀기록을 관리하기 위한 시스템 설계 연구)

  • With the enactment of regulations on confidential records management, the management of confidential records has become more important than ever. However, there remains no management method in the field of records management that takes the feature and values of confidential records into consideration. For this, this study processed electronically confidential records managed in a non-electronic environment. In addition, we developed a system that will allow public institutions to manage confidential records independently, that will prevent loss of information because of loss of or damage to the confidential records, and that can be used conveniently in the digital security environment of authorized users to establish a foundation for commercial management. In this study, we analyzed the system configuration requirements according to the international standard for the records management of a confidential records management system and system-related issues such as system design based on the analyzed requirements, system security and encryption, and metadata, the overall process of establishing and outputting secret management records and standard management.

  • This case focuses on the Seoul Credit Guarantee Foundation, which applied RFID technology as a record management system for efficient record management by identifying the characteristics of the agency's work that requires the management of large and similar nonelectronic records. When issuing RFID tags in conjunction with the business system, the records management system automatically obtains metadata from the system and secures it as a list, and records management personnel actively use it as the basis for overall records management tasks. To that end, the company reorganized its business processes, designed functions that reflect its unique business, and established infrastructure. These resulted in easier identification of the output and holding volume of accurate records, and work efficiency. Finally, people in charge of the work increased their awareness of records management.
