Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.

Analysis of Functional Appraisal Process in Electronic Record Environments (전자기록 환경에서의 기능평가 프로세스 분석)

  • This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

  • Digitalization of public administration information shall be accelerated more. When information exists both in the form of electronic and paper record, even the disclosure of paper record make it possible the access to public administration information itself, but there may some needs for the disclosure of electronic record in applicant's situation. Similarly, when only electronic record exists, there may be some problem about whether to disclose the record as print-out or as being electronic format itself. Thus, the method and format of disclose are very sensitive issues, and it is very important to clarify who has the competence to decide the method and format of disclosure, applicant or the public agency. In making any record available to an applicant under the EFOIA in America, the public agency shall provide the record in any form or format requested by the applicant, if the record is readily reproducible by the agency in that form or format. And for the convenience of the applicant with sensory disability, the AIA in Canada also permits the right to access to information in an alternative format. It is desirable also in our country that disclosure of information is done by public agencies in the format that applicant wants, as possible. In the meantime, we should consider the costs and technological restrictions corresponding to the change of format of information to the format that applicant specifies. In the case of electronic record, efforts required for searching cause some hard problems. Information disclosure system requires disclosure of record that exists at the demand point, and creation of new record that does not exist at that them is not required on the public agency. For the search of electronic information, we need some code or program. So, if we evaluate that act of coding or programming as creation of new record, demand on disclosure of electronic record becomes impossible, in fact. Therefore, when we include electronic record as the object of information disclosure system, we need to clarify the degree of reasonable efforts for searching the information included in that record, as long as possible, although it is very difficult problem. Also, we should consider the way to make it permitted to demand the disclosure of electronic record by FAX or E-mail. Disclosure of electronic record itself by E-mail is not generalized yet, even in America or Canada. There are many technological and legal problems to solve, before permitting or enforcing the disclosure of electronic record by E-mail. But, it is desirable to expand the method of disclosure to including disclosure by E-mail in possible spheres. Also, as well as disclosure on demands, we need to expand electronic access to information, so far as possible, in the process of information offer.

  • Destruction appraisal system improved with the enactment of the 1999 Public Records Management Act has the strategic concepts to prevent loss of important records with prohibiting the destruction in creation organization of records. But destruction appraisal carried out in record center realistically has the big difference with destruction appraisal system intended by Public Records Management Act. Therefore this article intends to explore the importance of destruction appraisal system through a review of the record appraisal system, and investigates operation status of destruction appraisal system in record center and operational issues. And it intends to explore scheme for practical application of destruction appraisal system based on actual cases of destruction appraisal which operates as a model.

Electronic Medical Record Modification Prevention Protocol (전자의무기록 변경 방지 프로토콜)

  • Medical records are very important records and should not be modified after creation. The current medical records are liable to improper modification. With the development of information technology, electronic medical records (EMR) are used widely. For the EMR, cryptographic primitives may be used to develop techniques to prevent medical record modofication. In this research, a technique to prevent improper medical record prevention is proposed. It uses crytographic primitives such as linked hash, digital signature, and electronic notarization. A prototype system is also developed for performance analysis. The proposed method makes the medical record modification impossible with a small amount of additional cost.

  • Automation can help organisations implement authentic and reliable record management practices, through the improved tracking of records through their life cycle as well as the consistent application of records schedules and descriptive standards. Maintaining evidence through authentic and reliable records is a cornerstone of good business practice and helps ensure a valuable record for society. This paper provided understanding of establishing records and archives management system(ARMS) with the case of the Jogye order of Korean buddhism. This system was designed to control records in the whole step from creation to preservation so that it automatized process to organize and control current records and to preserve archives. This system covers a wide range of archival functions including appraisal, arrangement and description, transfers, access, location and space management, microfilm management and destruction. This system will be applied records management of similar organization because of designing from the archival scientific point of view. Also, development process of this system will help archivist to build ARMS based on archival needs of institution.

A Study on Appraisal in Electronic Records Environment (전자기록 환경에서의 평가에 관한 연구)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In electronic records environment, however, appraisal is different from traditional appraisal system that mainly is based on paper records. Since electronic records don't have physical entity and strongly depend on computer technologies, archivists fall into various dilemma in appraisal of electronic records. Moreover, because creation environment of electronic records is remarkably complex and diversified, appraisal of electronic records cannot be done until the later stages of the life cycle of the records. In Korea, appraisal system is founded on the Tables of Transaction for Records Scheduling through which disposal activities of all records are definite in a concrete form. However, there are little institutional infrastructures associated with appraisal of electronic records. Therefore this paper will intend to analyze characteristic features about appraisal of electronic records as a preliminary study for establishing appraisal system of electronic records in Korea. For this purpose, I have firstly compared creation environment of electronic records with traditional creation environment mainly based on paper records, and analyzed differences between appraisal of electronic records and traditional appraisal system based on paper records in view of recordness of electronic record. then I have examined functional appraisal that focuses on functions and activities in which the records are created and used, and discussed about main issues in relation to establishing appraisal system of electronic records.

Statues and Improvement of Electronic Medical Record System in Traditional Korean Medicine

  • Objectives: The study was to survey use of electronic medical records in subjects of Korean medicine doctors working for Korean medicine organizations and to contemplate ways to develop utilization of electronic medical records. Methods: On August 2017, it conducted online self-reported survey on subjects of Korean medicine doctors at Korean hospitals and clinics who agreed to participate in the study. A total 40 doctors in hospital and 279 doctors in clinic were included. The surveyed contents include kinds of electronic chart, reason for not using electronic medical records and problems with creation of medical records. Results: It finds that 100% of those working at Korean medicine hospitals and 86.4% of those at Korean medicine clinics have used electronic medical records. Subjects answered the biggest reason for not using electronic medical records was inconvenience. The most serious problems with creation of electronic medical records at Korean medicine organizations found in the study include there was no method of creation of medical records and no standardized terminology for use in electronic medical records. Conclusion: For utilization of electronic medical records at Korean medicine organizations, standardization of terminology, development of EMR in favour of its users and development of strategy that motivates use of EMR are required.

Evaluating Records and Their Descriptive Elements in the Records Management of Korea on the Basis of the Characteristics of a Record and Recordkeeping Metadata Standards (기록의 속성과 메타데이터 표준을 통해 본 한국의 기록·기록기술)

  • ISO 15489:2001 addresses the principles and requirements with which organizations, both public and private, should comply on the management of their records to ensure that adequate records are created, captured and managed. The standard defines the characteristics that a record should have through records management system as follows: authenticity, reliability, integrity, and usability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Integrity refers to ensuring that a record is complete and unaltered. Usability means that records can be located, retrieved, presented and interpreted. In order to have these characteristics, a record should be persistently linked to the metadata necessary to document a transaction. Metadata is "data describing context, content and structure of records and their management through time." Metadata ensure the creation and maintenance of authentic, reliable and usable records and the protection of the integrity of those records. It could be implemented by creating and capturing records management metadata in systems that create and manage records. There have been some projects and standard initiatives to identify a core set of records management metadata. Included are the Australian Recordkeeping Metadata Standard and the British Metadata Standard which is part of the Requirements for Electronic Records Management System. Recently ISO/TS 23081-1 is published to implement metadata requirements within the framework of ISO 15489. Public records management system in Korea is ruled by the Act on the Management of Archives by Public Agencies and Administrative Records Management Regulation. This article evaluates records and their descriptive elements captured and maintained by the records management system in Korea on the basis of the international metadata standards.

A Study on Testing the Korean Cataloguing Rules through Analyzing the RDA Test (RDA 테스트 분석을 통해 본 한국목록규칙의 테스트 방안에 관한 연구)

  • This study was for suggesting the test methods in the revision process of the cataloging rules to understand the problem of draft cataloging rules and to apply the new cataloging rules correctly in libraries instead of collecting the opinions by the traditional seminar and conference in the process of revising KCR, KCR2, KCR3, KCR4. For this study, the literature review and the case study were used as the research methods. The case study was based on the US RDA Test by US RDA Test Coordinating Committee. The evaluation areas of the test were cataloging rules, record creation and system development by reflecting the new cataloging rules, user, and cost. The data for the analysis was the creation of bibliographic records and authority records by librarians, and the question investigations that were the use of institutions, librarians, and users. This study would contribute to revise the cataloging rules in future by analyzing the errors of applying new rules to bibliographic record and by investigating the difficulties of applying rules in completing the bibliographic record. Also, the libraries could be easy to decide to implement the new rules from the creation time of bibliographic record by new rules and the learning curve of new rules.
