An outline of an Artificial Neural Network (ANN) model for bridge condition rating and the results of a pilot study are presented in this paper. Most BMS implementation systems involve an extensive range of data collection to operate accurately. It takes many years to effectively implement a BMS using existing methodologies. This is due to unmatched data requirements. Such problems can be overcome by adopting the ANN model presented in this paper. The objective of the proposed model is to predict bridge condition ratings using historical bridge inspection data for effective BMS operation.

Because bridges are major national infrastructure, regular safety inspections or diagnoses for bridges have been conducted in accordance with the "Special Act on the Safety and Maintenance of Facilities." Accordingly, the condition and safety assessments of the bridge are conducted to derive the condition and safety rating, respectively. A lower result is determined to be the safety grade of the bridge. In this study, the relationship between the condition rating and safety rating, which are the core of the bridge safety grade, was analyzed by the representative superstructure types of bridges, such as RC slab, PSCI girder, Steel box girder, Rhamen, and Preflex girder, to identify the correlation status and range between each rating. A reasonable improvement direction for establishing existing maintenance policies was suggested by proposing an alternative plan to change the proper implementation cycle of the inspection and diagnosis of bridge superstructure types. As a result of the research, it is necessary to adjust the inspection and diagnosis cycle according to the superstructure type and safety grade. In addition, maintenance policies need to be improved through detailed research on more diverse bridge types in the future.

In current bridge management systems (BMSs), load and speed restrictions are applied on unhealthy bridges to keep the structure safe and serviceable for as long as possible. But the question is, whether applying these restrictions will always decrease the internal forces in critical components of the bridge and enhance the safety of the unhealthy bridges. To find the answer, this paper for the first time in literature, looks into the design aspects through studying the changes in demand by capacity ratios of the critical components of a bridge under the train loads. For this purpose, a structural model of a simply supported bridge, whose dynamic behaviour is similar to a group of real railway bridges, is developed. Demand by capacity ratios of the critical components of the bridge are calculated, to identify their sensitivity to increase of speed and magnitude of live load. The outcomes of this study are very significant as they show that, on the contrary to what is expected, by applying restriction on speed, the demand by capacity ratio of components may increase and make the bridge unsafe for carrying live load. Suggestions are made to solve the problem.

A method to determine the initial force of external tendon is proposed to improve the load carrying capacity in existing steel-concrete composite bridges. This method is applied to tensioning external tendons prior to and after concrete replacement for strengthening composite girders. A procedure to determine the number of tendon and initial tendon force is described with the proposed rating factor, which considers the increment of tendon force due to live loads. The method is applied to the improvement of rating factor in an existing composite bridge and its validity is confirmed.

This paper is intended to show some new approaches and concepts for the development of system model and prototype software for computer-aided Monitoring and Assessment(M&A) of grand bridges. The system model that incorporates optimal strategies for M&A of grand bridges is suggested. Reliability models are developed and a reliability-based capacity rating method is established for the evaluation of the bridge safety and reliability based on the real responses measured from a series of field load tests. Based on the proposed models, an integrated prototype software is then developed for computer-aided M&A of grand bridges under the environment of the graphic user interface, which is successfully applied to the M&A of an existing cable-stayed bridge. It may be stated that the system model and prototype software developed in this paper can be utilized and implemented in the development of the computer-aided M&A system for cable-stayed and suspension bridges.

This study proposes a bridge evaluation system for indivisible permit vehicles such as hydraulic cranes. The permit loads for the bridge evaluation are divided into three categories: routine permit loads, special permit 1 loads, and special permit 2 loads. Routine permit and special permit 1 vehicles are allowed to cross a bridge with normal traffic. For these two permits, the standard lane model in the Korean Highway Bridge Design Code was adopted to consider normal traffic in the same lane. Special permit 2 vehicles are assumed to cross a bridge without other traffic. Structural analyses of two prestressed-beam bridges and two steel box girder bridges were conducted for the proposed permit loads. The rating factors of the four bridges for all permit loads were calculated as sufficiently large values for the moment and shear force so that crossing the bridges can be permitted. A reliability assessment of the bridges was performed to identify the reliability levels for the permit vehicles. It was confirmed that the reliability level of the minimum required strength obtained by the load-resistance factors yields the target reliability index of the design code for the permit vehicles.

RC Slab bridges in Korea account for more than 70% of the total bridges for more than 20 years of service. As the number of aging structures increases, the importance of safety diagnosis and maintenance of structures increases. For highway bridges, cracks are a main cause of deck deterioration, which is very closely related to the decrease in bridge durability and service life. In addition, the damage rate of expansion joints and bearings accounts for approximately 73% higher than that of major members. Therefore, this study defined damage scenarios combined with devices damages and deck deterioration. The stress distribution and maximum stress on the deck were then evaluated using design vehicle load and daily temperature gradient for single and combined damage scenarios. Furthermore, this study performed damage-spread analysis and predicted condition ratings according to a deck deterioration model generated from the inspection and diagnosis history data of cracks. The heterogeneous damages combined with the member damages of expansion joints and bearings increased the rate of crack area and damage spread, which accelerated the time to reach the condition rating of C. Therefore, damage to bridge members requires proper and prompt repair and replacement, and otherwise it can cause the damage to bridge deck and the spread of the damage.

Bridges are critical and valuable components in any road and rail transportation network. Therefore bridge remediation has always been a top priority for asset managers and engineers, but identifying the nature of true defect deterioration and associated remediation treatments remains a complex task. Nowadays Decision Support Systems (DSS) are widely used to assist decision makers across an extensive spectrum of unstructured decision environments. The main objective of this research is to develop a requirements-driven methodology for bridge monitoring and maintenance which has the ability to assess the bridge condition and find the best remediation treatments using Simple Multi Attribute Rating Technique (SMART); with the aim of maintaining a bridge within acceptable limits of safety, serviceability and sustainability.
본 논문은 교통하중에 대한 강사장교의 체계신뢰성에 기초한 체계적이며 실용적인 내하력평가 및 여용성평가 모형을 제안하였다. 고량 주형과 주탑의 조합상관 한계상태에 기초한 내하력평가를 위하여 개선된 조합상관식에 기초한 LRFR(Load and Resistance Factor Rating) 방법과 신뢰성에 기초한 시스템수준의 평가를 위해서 목표체계신뢰성지수의 항으로 표현되는 등가시스템저항강도에 의한 접근방법을 제안하였다. 또한 시스템의 여용성을 정의하기 위해서 체계신뢰성해석의 결과와 내하력평가 결과를 이용한 실제적인 시스템여용성 평가방법을 적용하였다. 제안한 체계신뢰성에 기초한 평가방법은 기존의 요소신뢰성 방법에 비해 구조물의 여용성을 충분히 반영하는 상당히 합리적이며 실제적인 결과를 보여주는 실용적인 방법으로 판단된다.
Residual Deformation Analysis(RDA) is a new method for ratings of the continuous bridges. The RDA makes it possible to expand the inelastic steel girder bridge design method set forth in the American Association of State Highway Officals'(AASHTO) Guide Specifications for Alternate Load Factor Design Procedures for Steel Beam Bridges Using Braced Compact Sections(1986) into an inelastic rating method. It is a method to assess the residual moments and deformations that are set up in a beam that has been loaded into the post-elastic range This method combines classical elastic conjugate beam theory with linear moment-rotation relationships for midspan inelastic positive moment. The limit state is inelastic serviceability limit. which is defined as the ratio of the span to midspan inelastic deflection(C=L/D).
