Small hydropower is one of the many types of new and renewable energy, which South Korea is planning to develop, as the country is abundant in endowed resources. In order to fully utilize small hydropower resources, there is a need for greater precision in quantifying small hydropower resources and establish an environment in which energy sources can be discovered using the small hydropower geographic information system. This study has given greater precision to calculating annual electricity generation and installed capacity of small hydropower plants of 840 standard basins by inquiring into average annual rainfall, basin area and runoff coefficient, which is anticipated to promote small hydropower resources utilization. Small hydropower geographic information system was also established by additionally providing base information on quantified small hydropower resources and analysis function and small hydropower generator status, rivers, basin, rainfall gauging station, water level gauging station etc., all of which were not provided by the domestic hydropower Resources Map System. Established GIS small hydropower energy system can be used to basic information for active uses of small hydropower energy which is scattered to the entire country.

In this study the very short-term rainfall forecasting and storm water forecasting using the weather radar data were implemented in an urban stream basin. As forecasting time increasing, the very short-term rainfall forecasting results show that the correlation coefficient was decreased and the root mean square error was increased and then the forecasting model accuracy was decreased. However, as a result of the correlation coefficient up to 60-minute forecasting time is maintained 0.5 or higher was obtained. As a result of storm water forecasting in an urban area, the reduction in peak flow and outflow volume with increasing forecasting time occurs, the peak time was analyzed that relatively matched. In the application of storm water forecasting by radar rainfall forecast, the errors has occurred that we determined some of the external factors. In the future, we believed to be necessary to perform that the continuous algorithm improvement such as simulation of rapid generation and disappearance phenomenon by precipitation echo, the improvement of extreme rainfall forecasting in urban areas, and the rainfall-runoff model parameter optimizations. The results of this study, not only urban stream basin, but also we obtained the observed data, and expand the real-time flood alarm system over the ungaged basins. In addition, it is possible to take advantage of development of as multi-sensor based very short-term rainfall forecasting technology.

This study was conducted to redetermine the rainfall erosion factor (R factor) in USLE for the estimation of soil loss at Korea. The redetermined R factor may be applied more precisely to interpret the changes of regional/yearly/seasonal patterns, including the amount of rainfall and the kinetic energy of rainfall, in Korea. This study calculated the R factors based on 60-minute precipitation data from 60 sites covering the whole country for 30 years from 1981 to 2010. As a result, the annual mean rainfall was $4,147MJ\;mm\;ha^{-1}\;yr^{-1}\;hr^{-1}$ in Korea. Coastal regions of Jeonnam and Gyeongnam, northwest regions of Gyeonggi, and Seoul had the greater values of R factor compared to other regions. The annual mean R factors for every decade were 3,988, 4,085, and $4,370MJ\;mm\;ha^{-1}\;yr^{-1}\;hr^{-1}$ in 1981~1990, 1991~2000, and 2001~2010, respectively. Generally, the R factors had an increasing tendency over and over pest decades. The ratios of summer R factor to total annual mean R factor were 69.8% (1981~1990), 73.7% (1991~2000), and 74.2% (2001~2010). We found that the absolute values and the relative ratios of summer rainfall are gradually increased.
This paper presents the methodology to analyze flow duration characteristics and performance prediction for small hydro power(SHP) plants and its application. The flow duration curvecan be decided by using monthly rainfall data at the most of the SHP sites with no useful hydrological data. It was proved that the monthly rainfall data can be characterized by using the cumulative density function of Weibull distribution and Thiessen method were adopted to decide flow duration curve at SHP plants. And, the performance prediction has been studied and development. One SHP plant was selected and performance characteristics was analyzed by using the developed technique. Primary design specfications such as design flowrate, plant capacity, operational rate and annual electricity production for the SHP plant were estimated. It was found that the methodology developed in this study can be a useful tool to predict the performance of SHP plants and candidate sites in Korea.
To estimate the nutrients delivery characteristics of Chogang stream to Keum River, sediment and soil characteristics were analyzed in the stream and in the stream bank. Along the stream, soil samples from river sediment were collected and tested monthly for phosphorus and nitrogen concentrations. Nitrogen concentration in the sediment is much lower than that of soil in the river bank especially in summer presumably due to the high desorption characteristics of nitrogen by the increasing rainfall energy during summer. Instead, the concentrations of phosphorus were similar for the sediment and the soil in the river bank due to the strong adsorption characteristics of phosphorus. Batch tests were performed to evaluate the desorption potential of the sediments. Universal Soil Loss Equation (USLE) was applied to quantify soil erosion in each watershed due to rainfall. It was estimated that approximately 25% of total phosphorus by mass basis could be released from the sediment if the water was disturbed vigorously. The mass load of nitrogen and phosphorus into the Chogang Stream from the watershed were evaluated from the USLE and release ratio of phosphorus.
The model to predict flow duration characteristics and performance for small scale hydro power(SSHP) plants is studied to analyze the effects of rainfall condition. One existing SSHP plant was selected and performance characteristics was analyzed by using the developed model. The predicted results from the model developed show that the data were in good agreement with operational results of existing SSHP plant. The results show that both the scale parameter and the shape parameter have large effects on the performance of SSHP sites. And also it was found that the model developed in this study can be a useful tool to predict the performance of SSHP sites.
Ecological society and energy conservative systems has become a subject of world wide attention. To examine the technologies of such systems as resource recycling society, this study is proposed for using rainwater as energy source and water resources in urban area. Useful informations for planning of utilizing rainfall as energy source, water resources, emergency water and controlling flood are discussed with model systems in urban area. It is calculated that the rate of utilizing rainwater, amounts of utilizing rainwater, substitution rate of supply water, amounts of overflow rainwater according to rain storage tank volume. By applying the past weather data, The optimum volume of rain water storage was calculated as 200m$^3$ which mean no benefits according to the increase of storage tank volumes. For optimum planing and control method at the model system, several running method of rainwater storage tank was calculated. The optimum operating method was the using weather data as 3hours weather forecast.
Feasibility assessment for small hydropower plants using diversion weirs located in stream for agricultural purpose has been studied. The model, which can predict flow duration characteristic of stream, was developed to analyze the inflow caused from rainfall. And another model to predict hydrologic performance for small hydropower plants is established. Preliminary survey was performed identifying several candidate sites, and two sites were selected finally for actual site reconnaissance. During the course of site survey, generating capacity, construction and equipment cost, and payback through life time of each sites were calculated for economical feasibility analysis. The results of this study have estimated that the small hydropower plants using diversion weirs for agricultural purpose may offer better opportunities in future with increasing fuel cost and nation's energy policy.
The hydrologic performance characteristics of small hydro power(SHP) sites located in four major river systems have been studied. The model, which can predict flow duration characteristic of stream, was developed to analyze the variation of inflow caused from rainfall condition. And another model to predict hydrologic performance for SHP plants is established. Monthly inflow data measured at Andong dam for 32 years were analyzed. The predicted results from the developed models in this study showed that the data were in good agreement with measured results of long term inflow at Andong dam. The results from hydrologic performance analysis for SHP sites located on five major river systems based on the models developed in this study show that the specific design flowrate and specific output of SHP site have large difference between the river systems.

To measure effects of surface cover on runoff and sediment discharge reduction using rainfall simulator, four(5 m${\times}$30 m scale) plot experiments were conducted in this study. Surface covers made with straw mat, Polyacrylamide (PAM), chaff, and sawdust were simulated 4 times under 31.1~44.4 mm/hr rainfall intensities. Compared with results from control plot, the time of runoff generation is delayed and outflow volume decreased with surface cover. Effects on runoff reduction of straw mat, PAM, sawdust and chaff ranged 4.7~81.5 % and runoff rate reduced by 6.5~76.1 % respectively, when compared with those from control plot. The percentage of decrease in sediment discharge were 99.7~99.8 % from straw mat+sawdust+PAM plots, 85.9~95.6 % from straw mat+PAM plots, and 98.5~99.4 % from straw mat+chaff+PAM plots. The runoff, sediment discharge, and SS concentration reduction efficiencies of the cover materials were outstanding when compared to control plot. It was analyzed that reduction of runoff and sediment discharge were mainly contributed by decrease in rainfall energy impact and flow velocity and increase of infiltration due to the surface cover materials. The results could be used as a base for the development of best management practices (BMPs) to reduce runoff, sediment discharge from sloping field.
