Background: In the process of discussion on the possibility of using radionuclide-contaminated soil and debris generated by radiation disasters, a strategy for the proper management of radiation exposure protection while considering the source of the contaminated materials is necessary. Materials and Methods: The radiological protection criteria that are likely to be applied to the source-related approach based on the International Commission on Radiological Protection recommendations and the International Atomic Energy Agency safety standards are summarized. We proposed five interpretations of radiation protection to contribute to the promotion of discussion on the possibility of using a part of low-level-radionuclide-contaminated soil and debris in the post-accident rehabilitation. Interpretations I to III are based on the idea of "using a reference level to protect the public in post-accident rehabilitation," whereas IV and V are based on the idea of "using the dose constraint to protect the public in the post-accident rehabilitation when the sources are handled in a planned activity." The former idea is subdivided into three based on the definition of the source, which is managed by the reference level, and the latter idea is divided into two depending on whether or not additional dose from using contaminated materials is deemed acceptable. Results and Discussion: To confirm the applicability of the five interpretations presented, we suggested the concrete values of protection criteria via two feasible cases. In this case study, we proposed radiation protection by the dose constraint based on the Interpretation IV and chose 1 mSv/yr for the public and 20 mSv/yr for workers dealing with radionuclide-contaminated materials. Conclusion: We concretely and systematically demonstrated how the concept of radiation protection can be applied to the process of discussion on the possibility of using radionuclide-contaminated materials within the framework of an international system of protection. This study's findings can provide necessary information to discuss the possibility of using radionuclide-contaminated materials as an alternative option for recovery and reconstruction after a radiation disaster from the viewpoint of radiation protection.
Marking the first anniversary of the Fukushima nuclear accident, which took place on March 11th, 2011, the level of adolescent awareness and understanding of radiation was surveyed, and the results were then compared with those for adults with the same questionnaires conducted at similar times. A qualitative survey and frequency analysis were made for the design of the study methodology. Those surveyed were limited to 3rd grade middle school students, 15 years of age, who are the future generation. The questionnaire, which is a survey tool, was directly distributed to the students and 2,217 answers were analysed. The questionnaires were composed of 40 questions, and it was found that Cronbach's coefficient was high with 'self awareness of radiation' at 0.494, 'risk of radiation' at 0.843, 'benefit of radiation' at 0.748, 'radiological safety control' at 0.692, 'information sources of radiation' at 0.819, and 'impacts of Fukushima accident'. The results of the survey analysis showed that the students' knowledge of radiation was not very high with 67.4 points (69.5 points for adults) calculated on a maximum scale of 100 points (converted points). The impacts of the Fukushima nuclear accident were found to be less significant to adolescents than adults, and the rate of answer of "so" or " very so" in the following questions demonstrates this well. It was also shown that the impacts of the Fukushima accident to adolescents were comparatively low with 27.0% (38.9% for adults) on the question of "attitude changed against nuclear power due to the Fukushima accident," 65.7%(86.6% for adults) on the question of "the damages from the Fukushima accident was immeasurably huge," and 65.0% (86.3% for adults) on "the Fukushima accident contributed to raising awareness on the safety of nuclear power plants". The adolescents had a high rate of "average" answers on most of the questions compared with adults, and it can be construed that this resulted from adolescent awareness of radiation not being firmly rooted on themselves. This study was the first of its kind for surveying adolescents regarding the level of awareness of radiation after the Fukushima accident, and the results were compared with the survey results of adults, and they are expected to greatly contribute toward establishing a radiation policy by the government in the future.

It has been about 5 years since the Fukushima nuclear power plant accident, which contaminated large area with radioactive materials. It is necessary to assess radiation dose to establish evacuation areas and to set decontamination goal for the large contaminated area. In this study, we assessed temporal trend of radiation dose to the public living in the large area contaminated with radioactive materials after the Fukushima nuclear power plant accident. The dose assessment was performed based on Chernobyl model and RESRAD model for two evacuation lift areas, Kawauchi and Naraha. It was reported that deposition densities in the areas were $4.3{\sim}96kBq\;m^{-2}$ for $^{134}Cs$, $1.4{\sim}300kBq\;m^{-2}$ for $^{137}Cs$, respectively. Radiation dose to the residents depended on radioactive cesium concentrations in the soil, ranging $0.11{\sim}2.4mSv\;y^{-1}$ at Kawauchi area and $0.69{\sim}1.1mSv\;y^{-1}$ at Naraha area in July 2014. The difference was less than 5% in radiation doses estimated by two different models. Radiation dose decreased with calendar time and the decreasing slope varied depending on dose assessment models. Based on the Chernobyl dosimetry model, radiation doses decreased with calendar time to about 65% level of the radiation dose in 2014 after 1 year, 11% level after 10 years, and 5.6% level after 30 years. RESRAD dosimetry model more slowly decreased radiation dose with time to about 85% level after 1 year, 40% level after 10 years, and 15% level after 30 years. The decrease of radiation dose can be mainly attributed into radioactive decays and environmental transport of the radioactive cesium. Only environmental transports of radioactive cesium without consideration of radioactive decays decreased radiation dose additionally 43% after 1 year, 72% after 3 years, 80% after 10 years, and 83% after 30 years. Radiation doses estimated with cesium concentration in the soil based on Chernobyl dosimetry model were compared with directly measured radiation doses. The estimated doses well agreed with the measurement data. This study results can be applied to radiation dose assessments at the contaminated area for radiation safety assurance or emergency preparedness.
Purpose: This study identifies accident sequences from the past accidents in order to help the risk analysis application to the external radiotherapy. Materials and Methods: This study reviews 59 accidental cases in two retrospective safety analyses that have collected the incidents in the external radiotherapy extensively. Two accident analysis reports that accumulated past incidents are investigated to identify accident sequences including initiating events, failure of safety measures, and consequences. This study classifies the accidents by the treatments stages and sources of errors for initiating events, types of failures in the safety measures, and types of undesirable consequences and the number of affected patients. Then, the accident sequences are grouped into several categories on the basis of similarity of progression. As a result, these cases can be categorized into 14 groups of accident sequence. Results: The result indicates that risk analysis needs to pay attention to not only the planning stage, but also the calibration stage that is committed prior to the main treatment process. It also shows that human error is the largest contributor to initiating events as well as to the failure of safety measures. This study also illustrates an event tree analysis for an accident sequence initiated in the calibration. Conclusion: This study is expected to provide sights into the accident sequences for the prospective risk analysis through the review of experiences.
Background: Fukushima Medical University (FMU) is located 57 km northwest of the Fukushima Daiichi Nuclear Power Plant. Our laboratory has been conducting environmental radiation measurements continuously before and after the nuclear accident. We aimed to report the observed behavior of radiation originating from the released radioactive materials due to the accident, predict future trends, and disseminate the results to the local residents. Materials and Methods: Measurements of the counting rate by a diameter of 76 mm and a length of 76 mm thallium-doped sodium iodide (NaI[Tl]) scintillation detector (S-1211-T; Teledyne Brown Engineering Environmental Services) in the central part of the laboratory, and the dose rate outward at the window by NaI(Tl) scintillation detector and digital processor (EMF211; EMF Japan Co. Ltd.) were conducted. Results and Discussion: Measurements by Teledyne S-1211-T showed that in the early stages, radiation from radioactive isotopes with short half-lives was dominant, while radiation from radioactive isotopes with longer half-lives became dominant as the measurement period became longer. Through nonlinear least squares regression, both short and long half-lives were successfully determined. It was also possible to predict how the radiation dose would decrease. The environmental radiation trends around FMU were measured by the EMF211. Both measurements were affected by rainfall and snow accumulation. Decontamination work on the FMU campus impacted measurements by the EMF211 especially. Conclusion: The results of two types of measurements, one at the center and the other at the window side of the laboratory, were presented. By applying a simplified model, radiation from radioactive isotopes with short and long half-lives was identified. Based on these results, future trends were predicted, and the information was used for public communication with the local residents.
Background: The radionuclides released by the Fukushima Daiichi Nuclear Power Plant (FDNPP) accident 9 years ago are still being monitored by various research teams and the Japanese government. Comparison of different surveys' results could help evaluate the exposure doses and the mechanism of radiocesium behavior in the urban environment in the area. In this study, we clarified the relationship between land use and temporal changes in the ambient dose rates (air dose rates) using big data. Materials and Methods: We set a series of 1 × 1 km2 meshes within the 80 km zone of the FDNPP to compare the different survey results. We then prepared an analysis dataset from all survey meshes to analyze the temporal change in the air dose rate. The selected meshes included data from all survey types (airborne, fixed point, backpack, and carborne) obtained through the all-time survey campaigns. Results and Discussion: The characteristics of each survey's results were then evaluated using this dataset, as they depended on the measurement object. The dataset analysis revealed that, for example, the results of the carborne survey were smaller than those of the other surveys because the field of view of the carborne survey was limited to paved roads. The location factor of different land uses was also evaluated considering the characteristics of the four survey methods. Nine years after the FDNPP accident, the location factor ranged from 0.26 to 0.49, while the half-life of the air dose rate ranged from 1.2 to 1.6. Conclusion: We found that the decreasing trend in the air dose rate of the FDNPP accident was similar to the results obtained after the Chernobyl accident. These parameters will be useful for the prediction of the future exposure dose at the post-accident.
