Decision-Making Model Research for the Calculation of the National Disaster Management System's Standard Disaster Prevention Workforce Quota : Based on Local Authorities

  • The purpose of this research is to develop a decision-making model for the calculation of the National Disaster Management System's standard prevention workforce quota. The final purpose of such model is to support in arranging a rationally sized prevention workforce for local authorities by providing information about its calculation in order to support an effective and efficient disaster management administration. In other words, it is to establish and develop a model that calculates the standard disaster prevention workforce quota for basic local governments in order to arrange realistically required prevention workforce. In calculating Korea's prevention workforce, it was found that the prevention investment expenses, number of prevention facilities, frequency of flood damage, number of disaster victims, prevention density, and national disaster recovery costs have positive influence on the dependent variable when the standard prevention workforce was set as the dependent variable. The model based on the regression analysis-which consists of dependent and independent variables-was classified into inland mountainous region, East coast region, Southwest coastal plain region to reflect regional characteristics for the calculation of the prevention workforce. We anticipate that the decision-making model for the standard prevention workforce quota will aid in arranging an objective and essential prevention workforce for Korea's basic local authorities.

A Study on Proper Employment Size of Korea Coast Guard (해양경찰청의 적정 인력규모에 관한 연구)

  • This study aimed to find a proper size of Korea Coast Guard. To attain this goal, this study constructed an experimental standard quota model then calculated the proper number of employees of Korea Coast Guard, The findings of the analysis can be summarized as follows: The formula of the model constructed through reviewing related literature is as folllows: Y(manpowers) = constant + (B $\times$ the number of crimes committed) + (B $\times$ the expenditure in the general account) + (B $\times$ the number of Korea Coast Guard vessels). The proper employment size of Korea Coast Guard calculated using the model was 7,369.

  • This paper describes and assesses the parameterisation of MP, the microplankton compartment of the carbon­nitrogen microplankton­detritus model. The compartment is 'the microbial loop in a box' and includes pelagic bacteria and protozoa as well as phytoplankton. The paper presents equations and parameter values for the autotroph and microheterotroph components of the microplankton. Equations and parameter values for the microplankton as a whole are derived on the assumption of a constant 'heterotroph fraction'. The autotroph equations of MP allow variation in the ratios of nutrient elements to carbon, and are largely those of the 'cell­quota, threshold­limitation' algal growth model, which can deal with potential control of growth by several nutrients and light. The heterotroph equations, in contrast, assume a constant elemental composition. Nitrogen is used as the limiting nutrient in most of the model description, and is special in that MP links chlorophyll concentration to the autotroph nitrogen quota.

Development of the Cyber University's Admission Quota Policy Model (사이버대학 학생정원 관리모형 개발)

  • The Korea Ministry of Education, Science and Technology (MEST) determines admission quota of cyber universities. MEST's decision is made based on each university's physical and administrative capacity for handling admission numbers. However, the unique characteristics of cyber universities (e.g., online teaching and learning environments) are not considered in MEST's current decision process. MEST also lacks specifics in their policies that are required to ensure university's autonomous control for admission number as well as learners' rights and quality assurance. This study intended to improve decision making process on admission quota of cyber universities so as to increase quality assurance of education. The alternative admission quota decision frameworks have been formulated based on (a) the analysis of the current practices of cyber universities, (b) focus group interviews, and (c) recommendations of the expert.

Policy Implications for Introduction of Musical Stage Quota -Focused on In-depth Interviews with Experts- (뮤지컬 '스테이지 쿼터제' 도입에 관한 정책 제언 -전문가 심층 인터뷰를 중심으로-)

  • Debate on the introduction of musical 'stage quota' has been triggered to protect domestic original musical market. In the in-depth interviews with experts, most of the interviewees were in favor of the introduction of this system, ensuring mainly cultural diversity. The proposed model by proponents is that large-scaled national and public theaters(1,000 seats or more) must perform original musicals at least from 20% to 30% of total musical performance days per year set by law until its competitiveness should be ensured. Opponents proposed that government should design musical promotion and funding policy. The study implies that stage quota should carried out since the system is essential, and should be institutionalized through legislation. It is also suggested that government should consider and consult the stakeholders to draft this system reflecting answerers' limitations such as target, quota rate, period to minimize side effects like shrinkage of musical industry.

The Effect of Quota-Levy System on Disability Employment Outcome in Korea (장애인 고용부담금 부과 여부가 장애인 고용성과에 미치는 영향)

  • The object of this article is to examine the effect of the quota-levy system on employment outcome of people with disabilities in Korea. Merging the data from disability employment report of 16,246 businesses in 2011 and the macroeconomic indicators such as regional economic condition, the author analyzes the effect of quota-levy system on employment outcome of persons with disabilities by using Hierarchical Linear Model(HLM). The finding is that imposing the levy on businesses affects employment outcome of people with disabilities but regional economic condition does not. The rate of employees with disabilities of the levied business is 0.7%p higher than that of the other business. The result of analysis implies that employment outcome of people with disabilities is influenced by the quota-levy system rather than regional economic condition.

Evaluating the TAC Policy in the Sandfish Stock Rebuilding Plan (도루묵 수산자원회복계획에서의 TAC정책 평가)

  • This study aimed to evaluate the TAC policy and to examine the effective annual TAC quota in the sandfish stock rebuilding plan using a bioeconomic modelling method. In the analysis, first, a sandfish bioeconomic model was developed by combining a sandfish stock population model and economic models by fishery and second, achieving stock rebuilding targets and changes of fishing revenues by the level of annual TAC quota were examined. Model results indicated that the TAC 1,500ton policy would have the greatest impact on the increase of sandfish stock biomass comparing to the status quo and other TAC policies. In addition, it was evaluated that the total fishing revenues of coastal gillnet and danish seine fisheries could be increased the most in the TAC 2,500ton policy. In both cases of TAC 3,500ton and 4,000ton, the fishing revenues of both fisheries were inversely reduced due to the decrease of catch by coastal gillnet and the decline of market prices by danish seine's excessive catch. Furthermore, they would have a negative impact on sandfish stock biomass.

Fishery Exit Model under Individual Transferable Quota System : An Inquiry into the Economic Efficiency Achievement in Fishery (수산자원 ITQ 하에서의 어업퇴출모형)

  • The primary purpose of ITQ (individually transferable quota) is to reduce the overcapitalization problem in the open-access fishery. It has been argued that the least cost-efficient vessels under ITQ may exit first from the fishing by selling their quotas, thereby also reducing the excess capital. The purpose of this paper is to provide a case when ITQ may prompt the exit of less cost-inefficient vessels in the presence of irreversible exit cost which is proportional to the cost-inefficiency. Real option model is adopted in order to analyze the source of hysteresis associated with fishery exit decision. By linking the interaction between vessels' adjustment costs, cost-efficiency of harvest and uncertainty of fishery return, we show that cost-inefficient vessels will not exit always first from the fishery in contrast to the conventional wisdom. Relevant policy implications is discussed.

Variables influencing older people's participation in exercise - Based on Transtheorethical Model (TM) -

  • The purpose of this study is to identify differences in processes of change, decision making, and self-efficacy by exercise behavioral stages and determine variables significantly affecting the older people's participation in exercises. The subjects of this study included 299 people aged 65 or over who were residents of G and S districts in Busan Metropolitan City. They were selected through purposive quota sampling at colleges and centers for old people and homes in order that they could be evenly distributed over stages of pre-contemplation, contemplation, preparation, action and maintenance. Data were analyzed using descriptive, ANOVA, Logistic Regression. Variables that discriminate between participants and non-participants in exercise include self-reevaluation, reinforcing management, cons and self-efficacy. Thus if variables that discriminate between participant and non-participation in exercise such as self-reevaluation, reinforcing management, cons and self-efficacy are fully considered in designing nursing interventions for inducing old people to become exercise participants, it would provide guidelines for nursing intervention programs as appropriate for the people's exercise stages. Path analysis of the suicidal ideation of Korean adults

  • This study attempted to test the path model that can predict Korean adult suicidal ideation. The subjects were 459 adults aged between 19 and 64 who agreed to this study among quota sampled by the population, sex, and region of the metropolitan city. The path model of collected data was estimated using SPSS 24.0 program and AMOS 22.0. The results of the bias-corrected percentile method for verifying the significance of the mediator effect of the final model showed that suicidal attitude, depression, and stress were found to be mediating effects of health status on suicidal ideation. Suicide attitude and stress were found to mediate the effects of health status on depression. And the effect of drinking on depression was mediated by stress. This result is expected to be used as a practical basis for the development of suicide prevention and intervention programs for adults in the future.
