Cost-Benefit Analysis of Electrical Safety Speed-call Service Using Electrical Fire Statistics Analysis and Outcome Analysis Logic Model (전기화재 통계 및 성과 분석 모델을 이용한 전기안전 긴급출동 고충처리 서비스의 비용 편익 분석)

  • Korea Electrical Safety Cooperation(KESCO) have provided the electrical safety speed-call service from 2007 year. Purpose of the service is to reduce discomfort of electricity use and to prevent electrical accident like as electrical fire and shock accident by providing emergency treatment service on fault of the residential electrical facilities notified in the specific house like as a lower-income group and a social welfare facility. But efficiency and economic evaluation of the electrical safety speed-call service is impossible because analysis on the quantitative effect of the service is difficult. This paper presents cost-benefit analysis method and result of the electrical safety speed-call service. The presented cost-benefit analysis method has a two-step process: the first step is to measure quantitative electrical fire prevention effect of the service by using electrical accident statistics and developing outcome analysis logic model of the service effect, and the second step is to analysis cost-benefit(B/C)of the service by calculating quantitative benefit analysis on the measured quantitative electrical fire prevention effect. The results showed that cost-benefit(B/C)of the electrical safety speed-call service is over 4 after 2010 year.

A Study on the Quantitative Rehabilitation Extent Evaluation Method Using High-Order Function Waveform Analysis of EMG Signal (근전도 신호의 고차함수분석법을 이용한 정량적 재활정도 평가에 관한 연구)

  • In this study, in order to quantitatively confirm walking rehabilitation degree, we analyzed EMG pattern simulated abnormal gait and normal gait by applying a curve fitting. We calculated the suitable high-order function for EMG signal, and classified them into 5 groups by using cluster analysis. Depending on the distance from normal pattern group, we listed the pattern group and then the distribution of each variables were confirmed. The amplitude-decreased pattern was the most similar to the normal pattern, but the reversed pattern showed the lowest similarity. Due to the smaller overlapping range, the distribution of the groups were possible to classify using the value of variable. The standard deviation of each term coefficient was compared to indicate the quantitative rehabilitation extent, and the higher value was confirmed as the pattern is close to the normal pattern. Consequently, the representation of quantitative rehabilitation extent is expected to contribute to the more effective rehabilitation method study.

Priority for Developing Emission Factors and Quantitative Assessment in the Forestry Sector (산림부문의 국가온실가스 배출·흡수계수 개발 필요 우선순위 및 정량평가 방법론)

  • This study aimed to suggest priority for developing emission factor (EF) and to develop the methodology of quantitative assessment of EF in the forestry sector. Based on the stock-difference method, 17 kinds of EFs (27 EFs based on forest types) were required to calculate the carbon emission in the forestry sector. Priority for developing EFs followed the standards, which is a development plan by the government agency, importance of carbon stock for greenhouse gas, and EFs by the species. Currently, the most urgent development of EFs was carbon fraction in biomass and carbon stock in dead wood. Meanwhile, the quantitative assessment of EF consisted of 7 categories (5 categories of compulsory and 2 categories of quality evaluation) and 12 verification factors. Category in compulsory verification consisted of administrative document, determination methodology of emission factors, emission characteristic, accuracy of measurement and analysis, and data representative. Category in quality evaluation consisted of data management and uncertainty estimates. Based on the importance of factors in the verification process, each factor was scored separately, however, the score needs to be coordinated by the government agency. These results would help build a reliable and accurate greenhouse gas inventory report of Korea.

Quantitative Evaluation of Nonlinear Shape Normalization Methods for the Recognition of Large-Set Handwrittern Characters (대용량 필기체 문자 인식을 위한 비선형 형태 정규화 방법의 정량적 평가)

  • Recently, several nonlinear shape normalization methods have been proposed in order to compensate for the shape distortions in handwritten characters. In this paper, we review these nonlinear shape normalization methods from the two points of view : feature projection and feature density equalization. The former makes feature projection histogram by projecting a certain feature at each point of input image into horizontal-or vertical-axis and the latter equalizes the feature densities of input image by re-sampling the feature projection histogram. A systematic comparison of these methods has been made based on the following criteria: recognition rate, processing speed, computational complexity and measure of variation. Then, we present the result of quantitative evaluation of each method based on these criteria for a large variety of handwritten Hangul syllables.

  • When a manufacturing system is designed, various kinds of evaluation methods are used for selecting the best alternative. Net present value, inner rate of return and payback period are popular quantitative measures for the economic assessment, but other qualitative measures should be considered for evaluation. The analytic hierarchy process(AHP) has been used as the popular method for the multi criteria decision making problem that considers both quantitative and qualitative criteria. This paper explains the process of economic assessment, and how to use the AHP for evaluating the designs of the assembly lines for lens module installed in mobile phone.

  • DSM Investment Programs are accomplished by KOGAS and KDHC, based on 'Article 15, Rational Energy Utilization Act'. By this act, suppliers are accomlishing DSM Investment Programs with much budget and contribute national DSM. However, there was no assessment systems for the quantitative evaluation of DSM Investment Programs in natural gas and district heating domains, yet. In order to overcome this problem, we constructed the assessment system which select quantitative programs, analyze impact factors, develop logic and equations and computerize this system. With this system, we can give objective and reliable output of DSM Investment Programs and evaluation tool to promote them efficiently. In this paper, we write the development process, method and utilization of this assessment system.

Investigation of a blind-deconvolution framework after noise reduction using a gamma camera in nuclear medicine imaging

  • A gamma camera system using radionuclide has a functional imaging technique and is frequently used in the field of nuclear medicine. In the gamma camera, it is extremely important to improve the image quality to ensure accurate detection of diseases. In this study, we designed a blind-deconvolution framework after a noise-reduction algorithm based on a non-local mean, which has been shown to outperform conventional methodologies with regard to the gamma camera system. For this purpose, we performed a simulation using the Monte Carlo method and conducted an experiment. The image performance was evaluated by visual assessment and according to the intensity profile, and a quantitative evaluation using a normalized noise-power spectrum was performed on the acquired image and the blind-deconvolution image after noise reduction. The result indicates an improvement in image performance for gamma camera images when our proposed algorithm is used.

  • In recent, the abuse of newly-emerging psychoactive drugs, ('designer drugs') is a rapidly increasing problem in Korean society. Quantitative-structure activity relationship (QSAR) is an alternative method to predict bioactivities of new abused compounds. In this study, cathinone-related new designer drugs, 4-methylbuphedrone and 4-methoxy-N,N-dimethylcathinone were tested for prediction of the bioactivity with QSAR model. The bioactivity of 4-methylbuphedrone and 4-methoxy-N,N-dimethylcathinone was similar to those of methylone. These results suggest that the prediction with QSAR model may provide scientific evidences for regulatory decision.

  • The entropy evaluation method for noise sources is one of the evaluation methods for the random number generator that is the essential element of modern cryptographic systems and cryptographic modules. The primary entropy evaluation methods outside of the country are more suitable to apply to hardware noise sources than software noise sources, and there is a difficulty in quantitative evaluation of entropy by software noise source. In this paper, we propose an entropy evaluation method that is suitable for software noise sources, considering characteristics of software noise sources. We select time-dependent noise sources that are software noise sources of Windows OS, and the heuristic analysis and experimental analysis are performed considering the characteristics of each time-dependent noise source. Based on these analyses, we propose an entropy harvest method from the noise source and the min-entropy estimation method as the entropy evaluation method for time-dependent noise sources. We also show how to use our entropy evaluation method in the Conditioning Component described in SP 800-90B of NIST(USA).

A Study on Evaluation of Combat Effectiveness in WMA-EA based on C2 Model (C2모델 기반 전장아키텍처의 전투효과 평가방안)

  • ROK Joint Chiefs of Staff in developing an WMA-EA(Warfighting Mission Area-Enterprise Architecture) tries to create the practical buildup requirements of military power through precise requirements and operational capabilities based on the architectures. However, it is difficult to verify the effectiveness of target architectures and do efficient requirement planning because we cannot know the gap of quantitative combat effectiveness between current and target WMA-EAs. This study presents an evaluation method of combat effectiveness and focuses on combat's positive effects in WMA-EAs. The method proposed is based on C2 model which is appropriate for the evaluation of combat effectiveness in architectures. We verify the effectiveness of the proposed method through a case study of an anti-ship warfare architecture.
