A Study on Greenhouse Farmers' Willingness to Pay of Agricultural Water Supply through Pipeline (관수로 농업용수 공급에 대한 시설재배 농가의 비용 지불의사 연구)

  • In this study, we estimate the greenhouse farmers' willingness to pay of agricultural water supply through pipeline. First, in the questionnaire design, orthogonal design and block design were used to enhance the ease of survey. Second, the theoretical model was constructed through the setting of the probability utility function, and the parameters were estimated by using the conditional logit model. Third, all of the estimation coefficients were statistically significant at the 1% significance level. The results of analysis are summarized as follows. First, the probability of selection is increased when maintenance is carried out by Korea Rural Community Corporation or local government. Second, the probability of selection is increased when agricultural water supply through pipeline is higher than the current level. Third, if the Korea Rural Community Corporation carries out maintenance management, the marginal willingness to pay is 44 won per ton. And if the local government carries out maintenance management, the marginal willingness to pay is 25 won per ton. Fourth, according to the quality level of agricultural water supply, the marginal willingness to pay is 101 won, 114 won and 120 won per ton, respectively. This study can be used as a basic data on the cost setting for agricultural water supply through pipeline.

Suggestion of the Post-Environmental Evaluation of Road-side Cut Slope after Revegetation Works (도로비탈면 녹화공사의 사후환경평가 항목 제언)

  • This research was thereby made to study and analysis ecological, landscape, and stability qualities of roadside cut Slopes in expressways and national highways that went through revegetation works. Also, evaluation items and framework for integrated assessment of plant structure and restored state for the maintenance were suggested. Following is the summary of the result. firstly, for stabilization of introduced native plant species on roadside cut slops, assessment on the post-project environmental management through long-term monitoring and maintenance works must be made. It signifies a form of authentic recovery and restoration by the native plants. second, current evaluation framework on the test beds is well managed with clear evaluation standards and table while its method of assessing the post management with only test bed results lacks conformity with this study site. Newly developed evaluation framework on the post construction sites is estimated to be used as assessment standards on any roadside construction sites. Third, after site investigation distinction was observed among different revegetating construction types in the long-term perspective. Due to the different duration time of vegetation state between seed-spray measures(degraded in time) and layer-spray measure(maintained), the use of coarse straw-mat mulching work or Coir net was suggested in long term maintenance of cut slopes. forth, segmentation of post environmental assessment is organized into three large categories of "ecological", "stabile", and "landscape" qualities regarding post restoration quality and stability of slope through native plants with which categories marks 50, 30, 20 points of rates. fifth, components of the post environmental assessment were segmented in twelve categories driving results from former experimental construction and newly focused items on site. In the future, it is possible to propose a customized assessment method considering the location and location of construction work if the research on the application of post-environment assessment methods for road construction surface recording is conducted systematically.

  • In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

Differences in Facilities of Natural Recreation Forests Developed by Public and Private Bodies (개발주체별 자연휴양림 시설물의 차이)

  • The purpose of this paper is to investigate the difference in facilities of natural recreation forests developed by public and private body to answer the research that what is the difference in development of natural recreation forest between public and private developer\ulcorner After reviewing the literatures, developer's decision-making and motivation of investment, and the planning process of natural recreation forest, we had constructed th conceptual framework and have found the hypothesis of this research. Using data on development status of natural recreation forests and questionnaire surveying of 625 visitors from 9 among 72 natural recreation forests in Korea, We analyzed the data through the comparison of quantity of facilities per 1000 visitors and logistic regression method for quality of facilities. We have found that 1) the six facilities have been turned out to be statistically significant in determining the difference of public and private recreation forests. i.e., infrastructure including roads, maintenance and information and lodging and evacuation, indoor education, outdoor education, and shopping, 2) public recreation forests are well equipped such basic facility as roads, maintenance and information, lodging and evacuation while private recreation forests are well equipped such facility as indoor education, outdoor education, and shopping, and 3) the importance of such facility as roads, maintenance and information, lodging and evacuation, outdoor education, and shopping have been turned out to have 1.99, 2.26, 1.99, 3.01 and 2.24 times more important than that of indoor education, respectively. We can conclude that public recreation forest seems to be equipped with the facilities for sound recreational opportunities for general public, and private recreation forest turned out to have more facilities for pursuit of profits, installed basic facilities for user convenience and service, and special facilities for attracting user and raising revenue. Using the results of this research, we can make a guideline for a market positioning, and standards and provisions of natural recreation forests. We suggest that the relationship between user-satisfaction and recreation facility is needed to be examined in the future research.

  • The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.

  • Complexity and maintenance cost of software increase as much as software has been evolved, therefore importance of software maintenance recently arise. There are many signs that are difficulties to maintain software, called bad smell, in a large-scale software. The bad smell should be removed to improve maintainability. Recently, many software refactoring methods have researched to terminate the bad smell. In this paper, we propose how to identify long parameter list, which causes bad smell, and how to solve the problem for increasing software maintainability. In our approach, we classify the parameters for creating new objects by measuring semantic similarity among them. This is evaluated by experienced software developers, and the result is statistically verified.

Factors associated with advanced airway management while performing cardiopulmonary resuscitation for out-of-hospital cardiac arrest patients by 119 EMT (병원 외 심정지 환자에서 119 구급대원의 전문기도유지술 시행에 영향을 미치는 요인)

  • Purpose: Advanced airway maintenance improves the quality of cardiopulmonary resuscitation (CPR) for out-of-hospital cardiac arrest (OHCA) patients. In this study, we evaluate the factors associated with advanced airway management while performing CPR for out-of-hospital cardiac arrest patients by 119 emergency medical technicians (EMTs). Methods: The observational analysis method was used ro retrospectively collect data from 119 rescue run sheets. This study was conducted in a fire station in Seoul, Korea. The subjects of this study were defined as OHCA patients who received CPR from July 2016 to June 2018. We divided the subjects into two groups according to whether advanced airway maintenance was performed or not, and then compared and analyzed both groups. We performed logistic regression analyses for characteristics that differed significantly between groups. Results: Out of 188 OHCA patients, 146 (77.7%) had received advanced airway management. Statistically significant differences in the logistic analysis were found regarding the total number of EMT professionals (adjusted odds ration [aOR]: 1.955; 95% confidence interval [CI]: 1.227-3.115; p=0.005) and scene-time (aOR:1.119;95%CI:1.019-1.228;p=0.019). Conclusion: Advanced airway maintenance while performing CPR for OHCA patients by EMT associated primarily with ensuring an adequate numbers of EMT professionals and sufficient scene time.

A study on imaging device sensor data QC (영상장치 센서 데이터 QC에 관한 연구)

  • Currently, Korea is an aging society and is expected to become a super-aged society in about four years. X-ray devices are widely used for early diagnosis in hospitals, and many X-ray technologies are being developed. The development of X-ray device technology is important, but it is also important to increase the reliability of the device through accurate data management. Sensor nodes such as temperature, voltage, and current of the diagnosis device may malfunction or transmit inaccurate data due to various causes such as failure or power outage. Therefore, in this study, the temperature, tube voltage, and tube current data related to each sensor and detection circuit of the diagnostic X-ray imaging device were measured and analyzed. Based on QC data, device failure prediction and diagnosis algorithms were designed and performed. The fault diagnosis algorithm can configure a simulator capable of setting user parameter values, displaying sensor output graphs, and displaying signs of sensor abnormalities, and can check the detection results when each sensor is operating normally and when the sensor is abnormal. It is judged that efficient device management and diagnosis is possible because it monitors abnormal data values (temperature, voltage, current) in real time and automatically diagnoses failures by feeding back the abnormal values detected at each stage. Although this algorithm cannot predict all failures related to temperature, voltage, and current of diagnostic X-ray imaging devices, it can detect temperature rise, bouncing values, device physical limits, input/output values, and radiation-related anomalies. exposure. If a value exceeding the maximum variation value of each data occurs, it is judged that it will be possible to check and respond in preparation for device failure. If a device's sensor fails, unexpected accidents may occur, increasing costs and risks, and regular maintenance cannot cope with all errors or failures. Therefore, since real-time maintenance through continuous data monitoring is possible, reliability improvement, maintenance cost reduction, and efficient management of equipment are expected to be possible.

An Study on Effective Maintenance and Operation System of Fiber Optic Lines (효과적인 광선로 유지 보수를 위한 시스템 개발에 관한 연구)

  • As the physical layer on telecommunication network is replaced fiber optic lines, it is increased the need of systematic maintenance for fiber optic lines. Korea Telecom has developed FLOMS in order to establish maintenance processes for optical fiber lines. FLOMS has functions which manages optical facilities and tests optical fiber lines automatically. As a resuls, this system can check and/or report a fault. Operator, who is reponsible for management of optical fiber lines, can test the characteristics of optical fiber lines remotely using FLOMS. As interpoerable with Digital Transmission Management System, FLOMS provides efficient management for optical fiber lines. This system improves the work process to find fault location fast, detect the degradation of fiber quality, and make database of optical facilities efficiently.

Inspection of A Deteriorated Bridge Pier Cap Using Common Nondestructive and Destructive Test (파괴 및 비파괴 검사를 이용한 노후 교량의 교각 두부 조사)

  • Nondestructive testing techniques have been historically and commonly used to evaluate the quality of existing concrete structures. The techniques utilized included visual inspection, hammer sounding, Schmidt hammer rebounding, and ultrasonic pulse velocity testing including tomographic imaging. Results of the nondestructive tests were used to determine areas to be tested with local destructive tests. These tests included concrete compressive strengths, chloride testing, and petrographic testing. The overall results indicate that inside core of each of the pier caps are healthy. On all of the pier caps, extensive exterior concrete layer rehabilitation needs to be completed. This paper shows the application and interpretation of common nondestructive testing techniques and the consequent repair, rehabilitation, maintenance decisions and safety assesment.
