A Study on the Current Status and Development Strategies of Community Information Services in Public Libraries: Focusing on the Chungcheong Region (공공도서관의 지역정보서비스 현황과 발전방안에 관한 연구 - 충청지역을 중심으로 -)

  • This study aims to examine community information services provided by public libraries to explore strategies for their future development and enhance these services for the sustainability of local communities. The study categorized local information services into 17 categories and identified 60 detailed types. An analysis of 116 public libraries in the Chungcheong region revealed that 36% of the libraries offered community information services, while 64% did not. Among the 17 categories, the services provided were primarily concentrated on history/culture, employment, leisure, administrative information, education, and village communities. In eight areas experiencing population decline, the provision of community information services was notably lacking, highlighting the need to actively develop these services to support community sustainability. The study proposes expanding the concept of locality and diversifying service categories, conducting user needs assessments to reflect local residents' interests, strengthening human resource cooperation, and establishing digital archives of local materials in collaboration with related institutions.

A Study on the Improvement Plans of Records Management for Temporary Agencies based on Regulations and Current Status Analysis (한시기관 기록물 관리 법령 및 현황 분석을 통한 개선방안 연구)

  • With the increase of the establishment of temporary institutions in accordance with social issues, the importance of managing records that reflect the characteristics of temporary institutions is highlighted. However, because of the ambiguity of laws related to records management, the limited number of employees, and the lack of awareness of records management by temporary institutions, the records management has not been carried out properly. Therefore, this study seeks to identify the gaps between statutes and practices and derive improvement measures for them. As such, the concept and characteristics of temporary institutions were identified through requests for disclosure of information. Moreover, the status of the administrative committee and the records management status of various temporary organizations were determined as well. Finally, improvement measures were drawn and proposed in terms of law, system, and record management by selecting relevant institutions in accordance with the Act and conducting in-depth interviews. This study is significant as it monitored the entire process of managing the records of existing time organizations and will serve as the basis for efficiently managing the future ones.

  • Recently large amounts of customer information has leaked ranging from public institutions to the large-scale of portals, and similar information leakage incidents owing to the absence of personal information management have subsequently occurred. Therefore, the security infrastructure in which leakage of internal data can be blocked fundamentally is emerging as a key issue. An integrated identity and access management architecture which performs user access and its rights management, authentication and audit of the business systems is more important to improve the efficiency of business. In addition, this approach is emerging as a safe and effective ways for identity and access rights management. In this paper, we analyze how an integrated approach for identity and access management to improve the efficiency of the computational work and to strengthen the security in local government administration should be constructed, and proposed the preferred solution.

A Case Study on Establishing the Records Management System in the KDI School (KDI 대학원의 기록관리 체계구축에 관한 사례연구)

  • This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.

Study on Integrated Plan for Records Management based on Knowledge Management (지식경영을 기반으로 하는 기록관리 통합 운영방안에 관한 연구)

  • Although Korea's records management has achieved administrative development not only in private companies but also in public institutions, administrators and employees still lack awareness in records management. Nevertheless, knowledge management has been studied for a long time as a pillar of administration. Thus, this study compared and analyzed the records management process suggested in ISO 15489-1:2016 and the knowledge management process. In addition, by comparing and analyzing the records management components suggested by ISO 30301 and those of knowledge management suggested by ISO 30401, it was confirmed whether records management could be an axis of management similar to knowledge management. Moreover, an integrated model of records management and knowledge management was presented based on the comparative analysis of processes and management elements, and its implementation was presented from administrative and information governance perspectives.

A Study on the Analysis and Improvement of Cultural Programs in Small Libraries: The Case of Seoul Metropolitan City (작은도서관 문화프로그램 활성화에 관한 연구 - 서울시를 중심으로 -)

  • In an attempt to study the current status and ways to revitalize cultural programs in small libraries, this study surveyed 142 small libraries based in the Seoul. Two most important functions of both public and private small libraries were found to be the loan/return of materials and cultural programs; over 50% of small libraries are operating cultural programs. It was also found that institutions that did not operate the cultural programs were aware of the necessity. Both public and private small libraries were operating one to three cultural programs, and their types varied from cultural refinement to reading-related programs. There was a higher rate of answers stating that the person in charge of operating cultural programs for public small libraries were administrative personnels, while the chief librarian was the person in charge for private small libraries. The hardships both types of libraries encountered were found to be budget-related and on securing manpower.

  • Objectives: This study was performed in order to investigate by questionnaire the factors affecting the occupational satisfaction of work-environment measurement workers, as well as to suggest fundamental materials for systematic, administrative and economic improvements which are necessary to create a vision for the future. Material and Methods: A structured questionnaire was used at a total of 152 institutions and 1,254 work-environment measurement workers throughout the country from February to September 2012. Responses came from 97 institutions (64%) and 941 work-environment measurement workers (75.1%). The factors affecting the job satisfaction of work-environment measurement workers were statistically evaluated through $x^2$-test and ordinal logistic regression analysis. Results: Major factors affecting the job satisfaction of workers in relation to work-environment measurement were working, financial, and psychological conditions (p<0.05). Conclusions: Considering the results of this study, the improvement of labor conditions should be undertaken because workers engaged in work-environment measurement are fundamental to occupational health.

A Case Study of Scientific Culture Programs of Government-Funded Research Institutions in Science and Technology; Focusing on Institutions Located in Daedeok Innopolis (과학기술계 정부출연연구기관의 과학문화 프로그램 실태조사 - 대덕연구개발특구 소재 기관을 중심으로 -)

  • The scientific culture programs of 13 Government-supported Research Institutes in the field of Science and Technology (GRIST) in Daedeok Innopolis are studied and classified according to the activities and operational types of programs conducted by GRIST over the past three years (2017~19). The total 150 scientific and cultural programs of GRIST were operational with annual average of 11.5 programs per institution. Science festival and field trip, as a scientific culture activity, account for 72%. By means of operational entity, the programs were identified as 68(45.3%) for PPOI(Programs Planned and Operated by Institute) and 82(54.7%) for PCPI(Programs Contributed and Participated by Institute). Also the 87.2% of all participants were elementary, middle, high school, and college students and the program for adult participants was none. From this study, we suggest that open lab type of science festival programs, which organized and operated by each GRIST, to inform ongoing and advanced research for public understand of research (PUR) and science concerts for targeting adult audiences.

The Technological Method for Safe Processing of Sensitive Information in Network Separation Environments (망분리 환경에서 민감정보를 안전하게 처리하기 위한 기술적 방안)

  • Companies that handle sensitive information, led by public institutions, establish separate networks for work and the Internet and protect important data through strong access control measures to prevent cyber attacks. Therefore, systems that involve the junction where the Intranet(internal LAN for work purposes only) and the Internet network are connected require the establishment of a safe security environment through both administrative and technical measures. Mobile Device Management(MDM) solutions to control mobile devices used by institutions are one such example. As this system operates by handling sensitive information such as mobile device information and user information on the Internet network, stringent security measures are required during operation. In this study, a model was proposed to manage sensitive information data processing in systems that must operate on the Internet network by managing it on the internal work network, and the function design and implementation were centered on an MDM solution based on a network interconnection solution.

A Study on the Designated Manager System of Public Libraries in Japan (일본 공립도서관 지정관리자제도 연구)

  • The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.
