Analyzing Public Transport Network Accessibility

  • Due to the traffic congestion and public-oriented transportation policies of Seoul, public transportation is receiving attention and being used increasingly. However, current transport routes configuration is showing unbalanced accessibility throughout the city area creating differences in time, expenses and metal burden of users who travel the same distances. One of the reasons is that transport route planning has been partially empirical and non-quantitative tasks due to lack of relevant methods for assessing the complexity of the transport routes. This paper presents a method to compute the connectivity of public transport system based on the topological structure of the network of transport routes. The main methodological issue starts from the fact that the more transfers take place, the deeper the connectivity becomes making that area evaluated as less advantageous as for public transport accessibility. By computing the connectivity of each bus or subway station with all others in a city, we can quantify the differences in the serviceability of city areas based on the public transportation. This paper is based on the topological interpretation of the routes network and suggests an algorithm that can automate the computation process. The process is illustrated using a simple artificial network data built in a GIS.

The Relationship Between Congestion Pricing and In-vehicle Crowding Level in Public Transport (혼잡통행료 징수와 대중교통 차내 혼잡수준의 관계)

  • In studies involving public transport, social welfare improvement is simply explained by the increase in public transport demand. However, the increase in the demand for public transport is mostly observed by the change in the frequency of public transport service, and in-vehicle crowding in public transport has not been an object of concern. This study examines and tries to reveal the cause of the changes of the social welfare and in-vehicle crowding of the changing public transport from imposing congestion pricing. We observe that congestion pricing increases in-vehicle crowding in public transport. This predictable phenomenon is more exacerbated in case of not operating bus-only lane. It should be noted that in-vehicle crowding is more increased in suburban, but in First-best toll system it tends to get worse less than it in other congestion pricing systems. We identify that the change of in-vehicle crowding is affected by the change of proximity of the housing to workplace, the number of commuting trips, and unpredictable distortion effect of the congestion charge.

Assesment of Indoor Air Quality within Public Transport Vehicles operating in specified locations throughout Seoul (서울 일부 지역 교통수단의 실내 공기질 평가)

  • This paper was conducted concerning the degree of indoor air quality in public transport vehicles such as taxicabs, buses and subway trains, as sampled through the active participation of drivers and passengers in Seoul between 13th August 2005 and 2nd November 2005. The results were summarized as follows: 1. Among the measured substances especially respirable particulate matters ($PM_{10}$), total bacteria counts (TBC) and carbon dioxide ($CO_2$) exceeded the standard level of $150{\mu}g/m^3,\;800CFU/m^3$ and 1000ppm. 2. The concentration of carbon dioxide ($CO_2$) in taxi recorded 2491ppm, which is more than the standard amount of 1000ppm. This level was comparatively higher than all other public transportation methods. Total bacteria counts (TBC) in bus and subway recorded $1082CFU/m^3\;and\;1856CFU/m^3$, respectively. 3. The drivers who regularly work long hours showed the higher concern about contamination of the air inside the public transport vehicles and they considered it to be worse than the air outside. In contrast, the general public showed less concern about the air quality inside the public transport vehicles. However, they too acknowledged that the quality of the air inside the public transport vehicles was poor. In regards to the degree of indoor air quality in the public transport vehicles, a counterplan must be implemented urgently to effectively combat the excessive levels of $PM_{10}$, microorganism and $CO_2$. We need to gather more conclusive evidence pertaining to other possible contaminants and influencing factors.

A Study on Priority Determination of Policies on the Extension of Public Management System in Coastwise Passenger Transport Services (내항여객운송서비스 공영제 및 준공영제 확대실시를 위한 정책 우선순위 결정에 관한 연구)

  • This study aimed to select and evaluate policy priorities for the expansion of public and semi-public systems for coastwise passenger transport services. For research methodology, the Consistent Fuzzy Preference Relations (CFPR) method was used to effectively extract expert knowledge. First, the result of the analysis on policy tasks for expanding the semi-public system for coastwise passenger transport services showed that "the establishment of public transportation fare system" was the most important task at 0.160. Second, "conversion of the subsidiary routes to a public system by the central government" was ranked next at the importance of 0.136. The factor named "support through proper allocation of budgets between national and local governments" are ranked third (0.119). The results of this study have practical implications in that it proposed the policy priorities for the expansion of the public semi-public systems for coastwise passenger transport services.

A Study on Improving Minimum Level of Service for Public Transportation Using Altteul Transport Card Data (알뜰교통카드를 활용한 대중교통 최소서비스 수준 분석 기준 개선 방안 연구)

  • User-centered public transportation services such as DRT, Autonomous Transit etc. have been provied but current minimum level of service for public transportation has been evaluated by the operator because there is no data on user's accessibility to use public transportation. This study was performed GRID analysis using altteul transport card data including user's accessibility to use public transportation. The analysis result showed that user's accessibility to use public transportation was different within a same dong area. We proposed improving minimum level of service for public transportation considered by the user. The result of applying the proposed method showed that many area was changed to unsatisfied area for minimum level of service for public transportation

  • There have been enormous efforts to develop an innovative public transport bus service for enhancing its operational efficiency based on Automated Vehicle(AV). However, since the vehicle operating environment in the public transport system varies with the purpose and method of mobility service, it is necessary to preferentially evaluate the current roadworthiness for an effective way to introduce the AV. Therefore, this study classified and redefined AV-based mobility service based on literature reviews. This research conducted the roadworthiness test for checking the feasibilities of the AV-based mobility services. Furthermore, we suggested some deployment strategies of the AV-based mobility service considering the Level-Of-Service (LOS) of road infrastructure based on the results of roadworthiness tests. The proposed direction would have a great potential to introduce the AV-based public transport system in the near future.

  • Governments and public agencies try to use the cloud to carry out their work and provide public services. However, a public cloud is vulnerable to security side because it has a structure to support services using public networks (i.e, the internet). Thus, this paper finds the general security vulnerabilities of a network and compares and analyzes the characteristics of transport protocols (UDP, TCP, SCTP, and MPTCP) on the basis of their security vulnerabilities. This paper uses a reliability and security factor for the comparative analysis, evaluates the security exposure, and chooses a suitable protocol considering the security of the transport protocols in the cloud circumstance.

Analysis for Changes of Mode Choice Behavior from Providing Real-time Schedule for Public Transportation by Smartphone Application (스마트폰 애플리케이션을 이용한 대중교통 운행정보 제공에 따른 통행자 수단선택 행태변화 분석)

  • Public Transport Information Service which use smartphone Apps has received attention as the way of solution that reduced transport problem. Smartphone can offer real-time information because of a LBS(Location Based Service) system. This study try to find out which factor affect mode choice ratio of public transport, especially smartphone Apps. The result shows that rising oil price, traffic congestion, public information service with smartphone apps, BIS(Bus Information System) factors get 0.39, 0.27, 0.18, 0.16 scores with paired comparison. Younger and student respondents prefer smart phone public information service. Decision Tree shows that the most important decision factor is smartphone information service factor.

  • The issues of developing the value added services for public transport connectivity and transfer with information and communication technologies has been discussed in terms of incorporating system facilities with public transit modes to increase the ridership of public transit. This paper demonstrates a conceptual model for providing the location based public transit transfer information service on demand with respect to system requirements, subsystems, and logical architecture based on the national ITS architecture. The subsystems in this study which include transfer information center, parking concierge, user route guidance and information provision system are also investigated in detail in order for information service and/or contents provider to develop business models on public transit connectivity and transfer. This model is expected to be utilized in providing the variety of service models with the different types of public transit connectivity and transfer systems according to the system scale and the public transit modes.

  • Due to the rapid pace of low fertility and aging of Korea, population decline is rapidly progressing in the outskirts of the province and county. Demand for public transport is decreasing due to suburban population declines, while local government funding for maintenance of the bus system is expected to increase gradually. The government and municipalities are promoting the introduction of Demand Responsive Transport (DRT) in order to reduce the burden of financial support for buses while enhancing mobility of the residents in vulnerable areas. However, most DRTs in Korea have been operated mainly in the areas that are not provided with public transportation services. Although DRT is able to reduce the financial burden of local governments, it is not easy to be introduced because of the objection of the existing bus users. In this study, 11 out of 61 towns with poor public transportation services in Gyeongsangnam-Do were selected for the introduction of DRT to replace bus services by using village characteristics. The results of this study are expected to be used as a basis for decision making to use DRT instead of bus service for the burden of bus financing for local governments.
