Background & objectives: Understanding the awareness of policy targets and implementers about safety in the local community is the crucial to establish a systematic community safety policy. The purpose of this study was to identify the perception of local citizens and civil servants regarding community safety and its related factors. Methods: For achieving this research goal, this study conducted survey targeting 538 citizens and 404 civil servants in S-si, Kyunggi-do. Self-administred and web-based survey were used to collect data from April 1^st to 16^th 2021. Results: Civil servants scored higher in community safety perception than citizens, and S city's safety interest, information, and participation scores were also higher than those of citizens. Based on the results of multiple regression, thought about in interest of safety in S-si, providing and sharing about safety information to citizens, and participation of community safety policy were significantly associated with perception of community safety. Conclusions: Setting safety as the top priority in S city policy and paying attention to safety by the mayor, public officials, and city council members is an important way to raise citizens' awareness of local safety. Also, efforts at the city level are needed to foster safety knowledge through systematic education on safety.

Korea's quarantine response to the novel coronavirus (coronavirus disease 2019 [COVID-19]) pandemic is based on the sacrifice of health professionals, especially public health doctors (PHDs) who were called out first and put in the first place in the country. PHDs performed major quarantine tasks, such as collecting samples from screening clinics and epidemiological investigations, in various parts of the country, including the Daegu area, where the first large-scale COVID-19 confirmed cases in Korea and explosively increased. Because of their position as fixed-term civil servants, however, PHDs' professionalism as doctors was ignored, and they were not properly compensated for their work. They were also exposed to problems such as a high risk of infection, mental suffering, and various human rights violations. We must prepare concrete measures to improve the fundamental treatment of PHDs and protect their human rights in order to prepare for a possible infectious disease pandemic in the future.

본 논문은 공무원들의 업무수행과정에 있어서 행정정보이용시 나타나는 특성을 연구하였다. 15개 시ㆍ도 공무원을 대상으로 설문조사한 데이타를 수집, 분석하였다. 행정기관의 공무원들은 문서화일 및 상관의 조언 등을 정보원으로, 정보이용 교육의 필요성은 87.4%가 요구하였다. 정보이용행태에 영향을 미치는 변수로 직급, 경력, 직렬, 직무수행단계 등이 증명되었고, 학력과 연령은 상관관계가 없었다. 효율적 정보관리업무를 수행하기 위한 기초연구로 행정능률 향상을 위해 체계적인 행정정보시스템이 설계되는데 기초자료로서 일조가 되고자 한다.

The Public Service Charter is one of the administrative reform programs introduced to promote customer oriented administration. It's main purpose is to achieve citizens' confidence in the government by satisfying them with elevated quality of the public services. This study focuses on analyzing current conditions and achievements of the Public Service Charter in the Republic of Korea and proposing it's development plan. Since it was introduced to Korea in 1998, the Public Service Charter has been disseminated and contributed to the spreading of the citizens' understandings of the government's initiatives for customer satisfaction plans. Still, it has several problems as follows; A lot of public servants and citizens lack in understandings of this program. CEOs don't have enough concern in it. Evaluation is not organically connected to performance management. The correction and compensation procedure are not well operated. To solve these problems, the government needs to set up an institutional foundation establishing a legal base, uplifting CFO' concerns, and building a department with full responsibility, and to promote employees and citizens' participation through education and PR. It's also important to enhance post management by efficient evaluation and performance management, substantial correction and compensation procedure.

본 연구는 공무원의 업무처리의 대부분이 정보화기술로 대체하면서 대국민서비스를 지원할 신규임용 공무원의 미래핵심역량인 디지털 리터러시에 대한 수준을 알아보고자 한다. 이를 위하여 신규 임용자, 예정자, 실무수습 등 180명을 연구대상으로 디지털 리터러시 5개 항목으로 나눠 기술 리터러시, 코드 리터러시, 미디어 리터러시, 뉴스 리터러시, 소셜 미디어 리터러시 등에 대한 인식과 수준을 분석하였다. 이를 바탕으로 개선된 소셜 미디어 교육과정을 개발하였다. 본 연구로 공무원 교육훈련 프로그램이 학습자 중심의 교육과정으로 방향이 전환 될 수 있도록 제언한다.

본 연구는 변혁적 및 거래적 리더십이 조직몰입을 거쳐 혁신행동에 미치는 매개효과와 공직만족에 의해 조절된 매개효과를 확인하는 것이 목적이다. 이를 위해 한국행정연구원이 중앙행정기관 및 광역자치단체 소속 일반직 공무원을 대상으로 실시한 2021년 공직생활 실태조사 데이터 4,133부를 최종분석에 사용하였고, 변인간의 관계를 분석하기 위하여 SPSS 21.0과 Mplus 8.4 프로그램을 활용하였다. 검증 결과로 변혁적 및 거래적 리더십이 조직몰입과 혁신행동에 정의 영향을 미치고, 조직몰입은 혁신행동에 정의 영향을 미치는 것으로 확인했다. 또한, 변혁적 및 거래적 리더십과 혁신행동의 관계에서 유의한 매개효과를 가지는 것으로 확인되었다. 변혁적 및 거래적 리더십이 조직몰입을 통해 혁신행동에 미치는 매개효과는 공직만족의 수준에 의해 조절되는 것으로 확인되어 제시한 가설은 모두 채택되었다. 이상의 분석결과를 토대로 이론적, 실무적 제언과 향후과제를 제시했다.

Background: Breast cancer continues to be the most common type of cancer afflicting many women worldwide. Presently, educational campaigns and research target only women as if men have no role in the management of this disease. The study examined the willingness of male partners to assist in early female breast cancer detection as well as their awareness and knowledge levels. Materials and Methods: Using a semi-structured questionnaire, data was collected from 500 public servants within the Tamale Metropolis and analyzed in SPSS. Results: The level of awareness of breast cancer was very high (98.8%) but there was a low level of knowledge of breast cancer among the male population. Marital status and religion had no effect on attitude, but increasing educational status significantly increased knowledge and positive attitude towards breast cancer examination (${\chi}^2$=4.255, p=0.0391). The majority (92.0%) agreed that men can assist in early breast cancer detection and 96.2% were willing to be provided with breast examination skills. Conclusions: Although level of awareness on female breast cancers among the men was high, they generally lack knowledge of the disease. Majority of male partners want to assist in early breast cancer detection if provided with the necessary skills.

This research aimed to grasp the recognition of the amenity of the university students residing in Gyo-dong residential area in Gangneung city, the local residents residing in Daehag-ro which is near Jungang-ro in downtown and the public servants related to city development in Gangneung city office and thereby propose a plan to improve the amenity of Gangneung city. Based on the result of the research, the university student group around Gyo-dong residential area mostly recognized the amenity and the local residents around Daehag-ro showed insufficient recognition of the amenity and some of related public servants were found to be ignorant of the term amenity. Also, the priorities of amenity indexes identified from these 3 groups commonly showed aliveness requiring green lands and watercourses on top but 2nd priority of each group tended to be different from each other. Through the research result as above, we would like to propose the plan to improve as follows. First, the recognition of the concept of amenity is necessary. Second, green lands and watercourses that were selected by all of the 3 groups as ranking no. 1 should be secured. Third, the value of amenity resources should be evaluated. Gangneung city is a city where mountains and the sea are harmonized together granting abundant god blessed natural resources. But if Gangneung city would imprudently reclaims the excellent god blessed natural environment under the good title of city and housing lands development, its ranking in city competitiveness evaluations will be expected to continue descending. Therefore, as proposed in this research, the thing that has to be implemented with first priority for amenity Gangneung city is the execution of amenity policy to secure the identity of Gangneung city and the aspect of regulations or systems should also be pursued together with the policy.

본 연구는 산림치유프로그램이 직무스트레스와 기분상태에 미치는 영향을 알아보기 위해 이루어졌다. A시의 사회복지전담공무원 38명과 C도의 정신보건종사자 24명을 대상으로 1박2일의 산림치유프로그램이 실시되었으며, 사전-사후의 설계에 의해 자료를 수집하였다. 분석결과 사회복지전담공무원과 정신보건종사자의 직무스트레스는 유의하게 감소하였고, 기분상태 요소인 긴장-불안, 우울, 분노, 곤란, 피로는 유의하게 감소하였고, 활기는 유의하게 증가되었다. 그러므로 산림의 치유기능이 활용된 산림치유프로그램이 직무스트레스 뿐만이 아니라 소진예방프로그램으로서도 활용될 수 있을 것으로 기대된다.

이 연구의 목적은 정보공개에 대응하여 공공기관의 업무담당자가 업무정보를 제공하는 절차를 정의하고, 각 절차에 영향을 미치는 요인을 분석하여 공공기관의 정보제공 모형을 도출하고자 하는 것이다. 특히, 기관의 정보관리체계와 관리기준, 업무정보화와 디지털 인터페이스, 정보제공 중개자의 역할과 제공자의 특성이 미치는 영향을 살펴보고 있다. 총 21명의 공공기관 업무담당자를 심층 인터뷰하여 정보제공 과정에서의 느낌, 경험, 인식 등을 분석한 결과 1) 정보제공 절차 정의 2) 총 55개의 개념과 총 18개의 범주, 총 6개의 상위범주 도출, 3)영향요인 모형을 연구결과로 도출하고 있다. 또한, 기관 업무정보의 기록화 수준 및 형태에 따라 제공 양상이 다르게 나타남을 논의하고 있다. 이 연구는 정보공개제도의 배경에서 공무원의 정보제공 행동을 다룬 질적 연구라는 점에서 이론적 의의가 있으며, 기관의 정보공개제도 시행과 정보관리 및 정보시스템 구축에 시사점을 제공한다는 점에서 실무적 공헌을 하고 있다.
