Occupational Injuries and Illnesses and Associated Costs in Thailand

  • Background: The purpose of this study was to enumerate the annual morbidity and mortality incidence and estimate the direct and indirect costs associated with occupational injuries and illnesses in Bangkok in 2008. In this study, data on workmen compensation claims and costs from the Thai Workmen Compensation Fund, Social Security Office of Ministry of Labor, were aggregated and analyzed. Methods: To assess costs, this study focuses on direct costs associated with the payment of workmen compensation claims for medical care and health services. Results: A total of 52,074 nonfatal cases of occupational injury were reported, with an overall incidence rate of 16.9 per 1,000. The incidence rate for male workers was four times higher than that for female workers. Out of a total direct cost of $13.87 million, $9.88 million were for medical services and related expenses and $3.98 million for compensable reimbursement. The estimated amount of noncompensated lost earnings was an additional $2.66 million. Conclusion: Occupational injuries and illnesses contributed to the total cost; it has been estimated that workers' compensation covers less than one-half to one-tenth of this cost.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

  • 2011년 9월 30일부터 개인정보보호법 제29조 및 개인정보의 안전성 확보조치 기준 제7조 5항에 따라 공공 및 민간 기업의 개인 정보처리 자가 내부 망에 고유 식별 정보를 저장하는 경우, 위험도 분석 기준결과에 따른 암호화의 적용여부 및 적용범위를 정하여 시행할 수 있다. 2012년 12월 31일까지 암호화 기술의 적용 또는 이에 상응하는 조치를 완료해야한다. 행정안전부 및 한국인터넷진흥원에서 제공한 개인정보 위험도 분석 기준을 토대로 해당 시스템에서 개인정보 처리 시 위험도분석 기준을 제시 하는 지원 도구를 개발 및 연구 하였다.

  • 서비스거부공격은 여전히 많은 웹 서비스 사이트에서 중요한 취약 요소이기에 공공기관을 포함한 사이트에서는 방어체계 구축에 많은 노력을 기울여야 한다. 최근에는 NTP의 monlist 기능을 이용한 대량의 네트워크 트래픽을 유발시켜 분산 서비스 거부 공격을 일으키거나 직접적인 방어가 불가능한 DNS 인프라에 대한 서비스거부 공격 등 형태로 이동하고 있다. 일례로 2013년 6월에 발생한 정부통합전산센터 DNS 서버를 대상으로 발생한 DNS 어플리케이션 서비스거부공격은 공공기관의 정보시스템들에 대한 정상적 서비스를 불가능하게 하는 것이 목적이었다. 이와 같이 분산 서비스거부공격은 특정 정보시스템에 대한 피해 뿐 아니라, 불특정 정보서비스에 대한 광범위한 피해로 이어질 수 있기 때문에 사이버위협을 최소화 하는 노력을 기울여야 한다. 본 논문에서는 해외정보시스템과 국내정보시스템 사이에 정해진 규약에 의해 자료를 전송하는 경우에 발생하는 IP 스푸핑을 통한 DDoS 공격에 대해 IP 헤더의 TTL(Time To Live) 값을 활용하여 스푸핑 여부를 탐지하는 방법을 제안한다.

러시아 연방법령 고찰을 통한 경호총국 소개 (Introduction of the FSO Through the Examination of Russia's Federal Law)

  • 러시아 경호총국은 2004년 8월 7일 러시아연방 대통령령 No. 1013에 의해 해당 조직의 편성 및 지위를 체계적으로 구성하였다. 또한 경호총국 산하 특수통신 및 정보국의 창설과 경호총국 아카데미 신설을 통해 조직의 정보력과 교육훈련의 강화하고 있다. 또한 2005년 말 경호총국 역사상 처음으로 인터넷 홈페이지를 구축한 점과 최근 들어 잦은 언론자료 배포로 어둠속에 숨겨진 비밀조직에서 국가운영의 한 축을 담당하는 기관으로서 자신을 드러내고자 노력하고 있다. 이의 일환으로 러시아 경호총국은 2004년과 2005년에 대한민국 경호처와 대표단 교환을 통해 상호 이해의 폭을 넓히고자 노력하고 있다. 따라서 본 글에서는 전 세계적 변화에 대응하고자 노력하는 러시아 경호총국의 역사와 그 구조, 법적지위 등을 관련 법령을 중심으로 살펴보고, 나아가 이러한 모델이 우리나라의 공경호의 발전을 위해 적용가능한가를 살펴보도록 하겠다.

  • Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

Mediating Effect of Psychological Empowerment on the Causal Relationship between High-Performance Work System and Organizational Citizenship Behavior in Social Welfare Organizations

  • The study is to examine the mediating effect of psychological empowerment on the causal relationship between high-performance work system and organizational citizenship behavior. This study collected data from public organizations that are responsible for social welfare provision in Daegu, Gyeongsangbuk-Do, and Pusan in South Korea. This study employs confirmatory factor analysis in Amos 21 to find the discriminant validity of all constructs and regression analysis by Baron and Kenny (1986) to test that psychological empowerment is a mediator of the causal relationship between high-performance work system and organizational citizenship behavior. As the result of the analysis, psychological empowerment has a significant mediating effect on the relationship between high-performance work system and organizational citizenship behavior. The study suggests to the managers in social welfare organizations how they need to enhance organizational citizenship behavior through psychological empowerment themselves.

Currently, Information and communication devices can be use criminal investigation, including search and seizure confirmed the fact communication of the communication restriction information storage medium for the common purpose of providing material system, the system provides data and communications. This paper focused on Privacy and open of information data by the Prosecutor and Police in korea. Privacy rights include that transparency information, communication, and protections for the rights of the individuals. It is necessary to be lawfulness of processing, individuals consent while Prosecutors investigations. especially we need explicit condition and National agency need to obtain in order to legitimize their processing of personal information data. The author emphasize are as follows: first, to examine Privacy rights information' necessity and problem, second, to understand Privacy rights and limits, third, to suggest improvements for the purpose of Transparency, codes of conduct and Democracy of information.

한국 EEZ내 해양오염방지 방안에 관한 연구 (The study about the method for supervising sea contamination in Korean EEZ)

  • With it being inevitable to change the method of supervising as it is reorganized to EEZ coming out of the old concept of contamination in Korean area of the sea, it costs a lot to have good enough systems of total control for sea contamination and prevention of contamination as well as the effective marine superintendence because the governing bodies such as Ministry of Maritime Affairs and Fisheries, National Maritime Police Agency, and Authorities of Guiding Ships for Fishery, have their own source of laws and different ways to execute. In order to change such a wrong method of marine superintendence, it is necessary to conduct the merger and abolition of similar authorities with similar functions into authorities which are light but can be expected to play a major role, and to open the high-costing low-efficient organizations to make them remodel to be reborn as economical bodies. In addition to that, the maritime authorities, which are falling to incapable organizations not being able to work out any complicated tasks, have to be reborn as preventing bodies which take care of security and public peace and cut off a pollution source from sea and land.

Study On Masked Face Detection And Recognition using transfer learning

  • COVID-19 is a crisis with numerous casualties. The World Health Organization (WHO) has declared the use of masks as an essential safety measure during the COVID-19 pandemic. Therefore, whether or not to wear a mask is an important issue when entering and exiting public places and institutions. However, this makes face recognition a very difficult task because certain parts of the face are hidden. As a result, face identification and identity verification in the access system became difficult. In this paper, we propose a system that can detect masked face using transfer learning of Yolov5s and recognize the user using transfer learning of Facenet. Transfer learning preforms by changing the learning rate, epoch, and batch size, their results are evaluated, and the best model is selected as representative model. It has been confirmed that the proposed model is good at detecting masked face and masked face recognition.
