IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.

The purpose of the study is investigating the price fluctuation of landscaping plants in the Information on Commodity Prices(ICP) and the posted price fluctuation of landscaping plants of Public Procurement Service(PPS) recent 10 years. It also provides the basic information which can be applied to production and sales of landscaping plants, comparing with general price index. The major findings of the study are as follows. First, The price of investigated plants of PPS has increased about 4.56% in average recent 10 years. Among this increase, of evergreen tree was predominant. On the other hand, landscaping trees price of ICP has increased about only 2.34% in average. Secondly, The result shows that average price of investigated plants of PPS is positively related with the price of ICP. For this reason, we found that prices of ICP and of PPS move together in most case. However, we found that there are no relation between Consumer Price Index(CPI), Producer Price Index(PPI) and Agricultural Price Index(API). Therefore, price fluctuation of landscaping trees moves regardless of normal price fluctuation in general. Third, even though result shows that price index of evergreen trees, deciduous trees and shrubs are weakly related with normal price index partly, it was not high enough to be significant. According to the result, we found that price of landscaping plants is not related with market situation. For this reason, we thought that there are some difficulties for the reasonable production and sales of landscaping plants because the price is somewhat decided by rule of thumb. Therefore, understanding the composition of cost and making prediction by price fluctuation available are needed so that it can be practically conducive to reasonable production and sales.
The purpose of this research is to evaluate the degree of transactions of the electronic commerce in the hospitals. We created well-organized questionnaire to achieve this goal. we did telephone interviews with the hospitals, and then we reached out to the hospitals by e-mail and postal mail. We interviewed 311 hospitals, and 104 hospitals participated in this study. We conducted cross tabulations. The results are following : Among the subjects, male was 77.9%(81) and female was 22.1%(23). 51.0% of the hospitals used electronic commerce in their work purpose. The proportion of the hospitals that started their electronic commerce before 2000 years was 30.2% and after 2000 years was 69.8%. In the major electronic commerce service providers, 30.4% of the hospitals had their contract with auction, 18.4% of the hospitals had their contract with public procurement services. which is running by Korean government, and 11.8% were with EZmedicom and 10.8% were working with Carecamp. Through electronic commerce, the most high usage was office supplies 41.0% and the send area was medical supplies 11.2%. The results of this study suggest that electronic commerce in health care field is a very new area compared to other industries. There may be lots of barriers in the aspects of a way of working and norms of health care field. Electronic commerce system and contracts with their electronic commerce service providing partners.

In order to assess the design value of engineering work from the point of view of LCC (Life Cycle Cost) in Korea, it is mandatory for all construction works that the total construction costs are over 10 billion won. The LCC includes initial construction costs, maintenance & operation costs, energy costs, end-of-life costs, and so on. Among these, the portion for maintenance & operation costs for a building is sizeable, as compared to the initial construction costs. Furthermore, the paradigm for construction industry has rapidly shifted from 2D to BIM, which includes design planning and data management. However, the study of BIM-based LCC analysis is not adequate today, even though all domestic construction projects ordered by the Public Procurement Service have to adopt BIM. Therefore, this study suggests a methodology of BIM-based LCC analysis that is particularly focused on repair and replacement (R&R) cost. For this purpose, we defined requirements of calculating R&R cost and extracted X from the relevant IFC data. Thereafter, we input them to the ontology of calculating the initial construction costs to obtain an objective output. Finally, in order to automatically calculate R&R cost, mapping with R&R criteria was performed. We expect that our methodology will contribute to more efficiently calculate R&R cost and, furthermore, that this methodology will be applicable to all range of total LCC. Thus, the proposed process of automatic BIM-based LCC analysis will contribute to making LCC analysis more fast and accurate than it is at present.
This primary study was done to develop an ethical guideline for organ transplantation, a life-saving treatment which helps improve the quality of life. This study tried to identify the current situation in Korea, in terms of ethical considerations in organ transplantations. This study collected basic data in organ transplantations, in the hope that procedure of organ transplantations could be developed that would be fair to both organ donors and recipients. The immediate goals of this study were : 1)to identify staff in charge of organ transplantations and their jobs in the hospital, 2)to survey whether there exists a Hospital Ethics Committee(HEC), 3)to research what consideration are formally taken in selecting recipients, and 4)to accumulate data on how consent from donors are currently obtained. The study used a survey questionnaire and received responses from 31 hospitals out of 45 hospitals where organ transplantation are being done. Organ transplantation coordinators were found in 16 hospitals, but the job description varied among hospitals. The survey showed that all 16 hospitals with an HEC that health care personnel unnecessarily dominate the committee. The study notes that HECs should be vitalized by recruiting, as members, ethicists, theologians, patients, guardians, as well as the general public outside of the hospital. The study revealed that in selecting recipients the hospital take into account ABO blood type, histocompatibility, age, waiting time. and level of patient compliance. Finally, it was shown that in the cases of living donors the transplanting hospitals seek a formal consent, whereas there are no common consenting practice established for cadaveric donors. The study concludes with three proposals. First, a nationwide institution responsible exclusively for procurement and distribution of cadaveric organs for transplantation should be established. Second. we should rebuild the national health insurance system so that have costly organ transplantation expenses are substantially covered. Last, but certainly not least. there is a need to emphasize the HEC's committment to prepare a proper ethical guideline for organ transplantation in general.

As recent construction projects have gradually become larger in size and complex, construction documents such as drawings and specifications revealed the limitations that can not express all the necessary information. Due to the lack of stipulations on the contract, disputes arise among contracting parties. Traditionally, many construction companies in Korea make an unfair agreement with the clients so that the irrational items are included in their contract documents. Potential dispute factors are triggered as a result of misleading or omitted items on the written documents. This paper analyzed the civic counseling cases obtained from the public procurement service in Korea, and identified the potential dispute factors that can occur during pre-dispute stage alone with their influence analysis. The results found from this study can be used for the development of checklists that prevent the dispute in the process of construction projects.

The recent revision of the Public Records Management Act provided a basis for the procurement of private records from local archives. Accordingly, some local governments are promptly trying to gather these private records through various ways, and a representative methodology of such is a contest for acquiring records. This study aims to analyze how much this contest contributes to the acquisition of private records and the current status of its operation. As an example of this study, Jeonju Citizens Archives, which conducted the contest more than ten times, was selected. Based on the analysis results, the operation status of the contest for acquiring records and improvement plans for activation were presented.

This study aims to improve the family friendly certification system by analyzing the actual experience of family friendly certified companies with the certification's incentives and their demand for new incentives. We analyzed 2018 survey data of family friendly certified company incentives and interviewed representatives from 9 family friendly certified companies. First, the use of incentives differs according to the level of corporate classification, number of employees, industry, certification continuation training, and incentive impact. Current family friendly certification incentives indicate that the utilization rate of incentives is high when small and medium sized enterprises (SMEs) with less than 300 employees have newly received family friendly certification. Second, the use of the certification mark significantly differs by industry, certification duration, and incentive impact. Interviews with the companies' family friendly certification managers revealed that the incentives that companies use mainly are the Public Procurement Service bid points and priority immigration service. Large corporations hope for strong incentives, such as the National Tax Service's deferred tax investigation, interest rate cuts for bank loans, and corporate tax cuts. Lastly, the family friendly certification mark is a representative incentive used by 60% of family friendly certified companies. For the qualitative growth and stabilization of the family friendly certification system, the family friendly certification mark should be improved to become a more attractive incentive.

Building information modeling (BIM) is a smart construction technique that is recognized as essential for current construction facility projects. The Public Procurement Service (a construction project-ordering agency) announced a plan to introduce BIM and has required changing the operation of projects by using BIM design information. LCC analysis is essential for items, quantity, and cost information of the construction, and it is expected that efficient work will be achieved by using BIM design information. In this study, a BIM-LCC analysis system was established for selecting optimal design alternatives by actively using open KBIMS libraries. The BIM-LCC analysis system consists of a single alternative and an optimal alternative LCC analysis, but it has a limitation in that only the architecture and machine libraries have been applied. However, by applying BIM, practical use and work efficiency can be expected. In order to use the method as an LCC analysis support tool with BIM design information in the future, it will be necessary to collect user opinions and improve the UI.

To stem the ever-prevalent occurrence of industrial accidents in the construction industry, which is emerging as a social problem, efforts must be invested by various stakeholders. Specifically, among stakeholders, the orderer is at the top of a project's decision-making structure. Therefore, the orderer's awareness of safety and health directly affects the process of securing the safety of the overall construction site. In this light, the present study aims to identify differences in the perceptions of each stakeholder regarding the obligatory safety and health measures for clients that have recently been introduced. In addition, it suggests specific implementation plans in the Korean context. The data used for analysis were collected through a survey targeting stakeholders such as orderers, safety managers, and site managers, and the collected data were quantitatively reviewed by using multivariate analysis methods such as analysis of variance. As a result of the analysis, the introduction of safety and health obligations for the owner was found to be necessary, and the designation and operation of safety and health experts as an action plan was deemed reasonable. The authors expect that the results of this study can be used as basic data for revising the related regulations in Korea. Moreover, as a further study, a review of the effectiveness after improving regulations would contribute strongly to the domain.
