Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.

The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.

The information sharing is essential to make collaboration by participants in the collaboration environment. The sharing of the information is necessary to reduce time-to-market of new Product. In this paper, V2-model is proposed far supporting the sharing of the information on product development. V2-model supports collaborative product development in design and supply chain. Through viewpoints, V2-model supports 1) two-level structure that consist of private level and public level ,2) level-up process and 3) product development process. The public level information supports to share the product information on collaborative supply chain and design. The viewpoints in V2-model are divided into public viewpoints that point to the public level information and private viewpoints that point to the private level information. Private viewpoints are transformed into public viewpoints. The extended Topic Map has B-Topic, S-Topic and View for representing V2-model in this paper. The level-up process of V2-model is implemented through the merging of S-Topics. V2-model is implemented with washing machine model using extended Topic Maps. In this model, the public viewpoints and private viewpoints are represented and the level-up process, which transforms private viewpoints into public viewpoints, is implemented.

The purpose of this study is to understand the required concept in the architectural competition for public library and its application in design process. The research is based on the 27 design guideline of architectural competition for public library from 2009 to 2013 and, as a case study, the project for the Chungcheongnam-do Provincial Library, the prize winner in 2014. Three required concepts; symbolism, function, and sustainability, are categorized through the analysis on the design guideline of 27 competitions and are identified. Symbolism is expressed by landmark forms based on the local characteristics. The function of public library means to provide services to everyone, regardless of age, race, gender, religion etc., as a local community. Sustainability is related to passive architecture for the maintenance and management of buildings. These three concepts for public library applied on the design process of Chungcheongnam-do Provincial Library and design elements in each process are categorized in three concepts. The results shows not only how closely the locality and a user are related, but also the changes in the appearance of a public library as time passed.

The aim of this study is to provide primary data to propel business intended for the entire nation through the analytic assessment of the propulsion process of the newly attempted 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) for the cities low income bracket. The study method was to conduct analysis of data, interview survey, onsite tenant interviews and examination of the locale in order to analyze the execution of the program and experiences of the administrator in charge of executing the model program. In the case of the enforcement of the 'Dagagu' Housing Purchase and Public Rental Program(DPPRP), combined teams of the specialty fields of purchase, rental, and management are needed; operation propulsion system of the purchase process of the housing, rental process for selecting the tenant, and the entire process of management afterwards needs to be maintained; and a collaboration system with related organizations need to be constructed.

Business process reengineering(BPR) aims at a radical redesign of our business processes in order to achieve dramatic improvements in their performance. However, the fact that many BPR projects have failed hesitates the companies who have started to use BPR or who are planning to do so. Implementing a radical plan from a cross-functional perspective needs a more careful consideration of process vision, preventive measures and contingency plan. Our research suggests to use a visual decision making process (VDMP) in the development of a process vision and implementation plan. A BPR project of Carlson School of Management (CSOM) at the University of Minnesota is illustrated to show our suggested methodology.

A business process is classified into two processes; the private process which is implemented within an enterprise and the public process which is implemented between enterprises. The public process commonly used for B2B e-business is defined as a collaborative business process. To date, the collaborative business process has been studied in various aspects. We have categorized the research trends into two viewpoints, i.e., EAI(Enterprise Application Integration) and B2Bi (business to business Integration). In this paper, research trends in inter-organizational workflow are analyzed from the EAI point of view, and research trends in message-based business process and transactions from the B2Bi point of view.

The study evaluates the performance of public hospitals in Vietnam by applying the Balanced Scorecard (BSC). The authors first review the literature to find the research gap of performance in public hospitals. Then, we built Likert questionnaires to collect data from more than 200 managers of public hospitals in the Northwestern provinces of Vietnam. The research uses correlation regression to evaluate the performance based on the influence of factors in the BSC model, including Strategic planning, Internal process, Finance, Mission, Customer, and Employee learning and growth. The results show that the performance of public hospitals in the research sample is influenced by the factors in the BSC model in descending order based on the regression coefficient as follows: Internal process, Finance, Mission, Strategic planning, Customer, Employee learning and growth. Based on the quantitative research findings, we continue by conducting some deep interviews with specialty to propose intensive recommendations about how to implement Mission, Internal process, Financial policies, etc. to managers in public hospitals with an aim to improve the performance of public hospitals in the Northwestern mountainous region of Vietnam. The lessons could be applied for other public hospitals in Vietnam and other jurisdictions that have similar conditions.

Change detection is a core function of remote sensing. It can be widely used in public services such as land monitoring, damage assessment from disaster, analysis of city growth, etc. However, it seems that the change detection using satellite imagery has not been fully used in public services. For the person who is in charge of public services, it seems not to be ease to implement the change detection because various functions are combined into it. So, to promote the use of the change detection in public services, the standard, the process and the method for the change detection in public services should be established. And the software which supports that will be very useful. This study aims to promote the use of satellite imagery in public services by building up the change detection process which are suitable for general public services and developing the change detection software to support the process. The software has been developed using ETRI Components for Satellite Image Processing to support the interoperability with other GIS software.

본 연구는 공공서비스디자인을 위한 국민 참여의 실현 방법에 대해 살펴보고자 한다. 먼저, 공공서비스 개발프로세스 개선의 배경, 공공서비스디자인과 국민 참여의 개념을 이해한 후, 국민디자인단을 중심으로 공공서비스디자인을 위한 국민 참여의 실현 방법과 지향하는 바를 요약한다. 국민디자인단은 국민 참여를 실현하기 위해 국민의 직접적인 참여와 서비스디자인 활용에 기반 한 국민 참여 중심의 프로세스, 방법론을 채택했다. 이는 높은 수준의 국민 개입과 정부-국민 간 소통을 지향하는 것임을 발견하였다. 본 연구는 국민 참여 중심의 공공서비스디자인을 위한 국민 참여의 구체적인 실현방법을 탐색하거나, 본질적으로 지향해야 할 요소를 발굴하는데 유용하게 활용 될 것이다.
