Social Awareness on the Function of Public Benefit of Agriculture and Rural Areas (농업.농촌의 공익기능에 대한 사회적 인식 연구)

  • The purpose of this study is to segment the social awareness on the function of public benefit of agriculture and rural areas by socio-economic and action/attitude characteristics, and to identify the influential variables in social awareness. The nationwide survey of 1,200 adults aged over 20 was conducted, and the data was analyzed by PASW statistics 17.0. One of the awareness variables was the degree of the consent to the preservation of the public beneficial function. This variable was segmented by the interest on related information, the criteria of buying agricultural products, occupation and age. And the other awareness variable was the willingness to pay for the preservation of the public beneficial function. This variable was segmented by the education, occupation, income and the experience of living in rural areas. According to the results, some suggestions for improving the social awareness on the public beneficial function of agriculture and rural areas were discussed.

  • The purpose of this study is, According to society changing fast, human life is changing in the direction of complexity and variety, the middle class and multiple structure have been generated in relation between architecture and function. Accordingly, considering the analyzed elements of the main floor space planning and relation of the factors in space planning of Seoul s public libraries. The Public Library is variety of function is abstracted to the plan for Space Composition Form from future public library, analysis of “This point of user, how to composition is the space of different function” and “How to is the connection between the educational function and the other function, complexity of space.” With above distinctive themes and the research, the typology of public library in seoul city, At the first, the research shows that the public library is 8 type, and high in typology of “TYPE 7 (A3-B2-Cl)”. Secondary, There appears public library, such as in the satisfaction of the One-Function-User is high in “TYPE 3 (A1-B2-C3)”, in the satisfaction over the Two-Function-User is high in “TYPE 6 (A3-B1-C1)”

  • This paper suggests improvements in travel cost function of transit assignment model by analysing existing model. Two types of travel cost function are widely used for congested public networks. The one is used for strictly restricting public transport capacity. Another is non-decreasing function such as BPR function. In this paper, we analyse two types of travel cost function in case of intercity rail. The characteristics of intercity rail are different from those of public transit in urban area. Therefore travel cost function must be differently applied in each case.

Contributions of Public Investment to Economic Growth and Productivity

  • Whereas a large variety of previous studies show mixed results regarding the relationship between public investment and economic outcome, several studies have been conducted on related issues in Korea. The present study deals with the effect of public investment in Korea on economic growth and productivity. Using administrative data, it exploits three different methodologies: the total factor productivity approach, production function approach, and stochastic frontier production function approach. The results of this study show that public investment has a statistically significant effect on economic growth. However, it contributes little to enhance productivity. It is explained that there exists inefficiency of production in the Korean economy. These findings indicate that public investment has played a central role in the direct input factor and not in indirect role in Korea. Thus, it is necessary for public investment policies to concentrate on enhancing the efficiency of the Korean economy.

A critical study on the information-offer-function of public library in Korea (한국 공공도서관의 정보제공기능에 대한 비판적 고찰)

  • This is a critical study on the information-offer-function of Korean public library among its several functions. This is not only reviewed about idealogical logical background of formulation of public library in Korea, but also reviewed about changing process o the goal of public library till the development of actual concept of modern public library. This study suggested a proper definition about actual goal of public library in Korea at present. Technocrats say the public library in the future should be both bookless and paperless library. That may mean over-interpretation on information-offer-function of public library among its several functions. When we meet information super highway era, we must not confront information dependence to advanced information countries. Thus, I suggest a way to solve the establishment of information sovereignty through public library in order to avoid the information dependence to advanced information countries.

Development of a System Dynamics Model For Estimating the Volume of Forest Resources and Function of Public Benefit (산림자원 및 산림의 공익기능량 추정을 위한 시스템다이내믹스 모형 개발)

  • The purpose of this paper is to develop a System Dynamics model for estimating the volume of forest resources in the future and simulating the volume of function of public benefit linked to forest resources in dynamic manner. Also it is to analyze the impact when the volume of forest land conversion is controlled by policy using the SD model. The analysis was done at nation-wide for the simulation period 2000 to 2040. Estimated forest area was 6.2 million ha and estimated growing stock was $4.7\;billion\;m^3$ in 2040 from the future forecast without policies. Changing of forest resources, 13.9 billion tons of forest-ground-water storage was estimated, $1.8\;million\;m^3$ of erosion control of forest was estimated and 377 million tons of $CO_2$ absorption was estimated. As a result of simulation with two alternatives, forest area was less reduced and growing stock was bigger than do nothing policy. Also, function of public benefit reflected by changes of forest resources was enhanced. This study contributes to estimate the quantitatively measured volume of forest resources and function of public benefit over the 30 years in Korean forest land in scientific way. Using this SD model, decision maker would develop forest land policies more delicately for deserving forest resources and increasing the volume of function of public.

A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

A Study on the appropriateness of Public Facilities Scale (기능전환에 따른 동사무소 공간의 적정규모에 관한 연구)

  • With the changing consciousness of community people and the rising standard of living, there has recently been an emphasis on the creation of public facilities' new functions and their role as local community facilities. This changing trends are accordingly requiring a change in spatial structure of the public facilities. In this study, an analysis was conducted with 24 public facilities situated in the Buk-gu district of Daegu to identify the adequacy of their space scale after functional variation. The results of this study are summarized as follows. 1) The site area of public facilities has been being widened after functional variation since more spaces are needed to provide an outdoor resting space with community people, expand a parking space, and operate a community center. 2) The factors that had a direct effect on the change in the use of space are the reduced space for administrative work and the expanded scope of the community center's function. Specifically, the areas of activities for civil service and administrative work and for reserve forces have been reduced due to reduction of function, and floor division by each function group has been becoming stricter due to addition of a community center's function. 3) It was shown that in terms of the space for functions of public facilities, spaces for civil service and waiting have increased mostly after function variation. After functional variation, the scale of spaces for civil service and administrative work has been being planned within the range of $200\~300 m^2$, regardless of the number of population to be covered by public facilities. 4) The space for public use is showing the greatest increase in public facilities which have been built after functional variation. The major factors seem to be the increased moving passages, the expanded convenient facilities for community people, and the increased convenient facilities for disabled. Facilities scale plans have been being made more systematically, compared to the conventional facilities.

A Study on the Functional Space Configuration and Area Distribution of Rural Public Health Center (농어촌 보건소의 기능별 공간구성 및 면적배분에 관한 연구)

  • Purpose: To improve and establish functions for public health centers in rural public, an analysis will be done on arrangement plan and area by function for public health centers in farming and fishing villages. After finding out this relationship and architectural characteristics, spatial organization and area ratio for providing efficient medical service and the relationship between the two will be examined. Methods: 8 of them were selected and site visit and interview with the person in charge were conducted to investigate the current status. The drawings collected for analysis were input as CAD data and schematized. The relationship between the arrangement type and area for the public health centers in farming and fishing villages was analyzed and based on this, an analysis was done on agricultural scale and characteristics, and putting these analyzed results together, an appropriate method of improvement was proposed for spatial organization by function for public health centers in farming and fishing villages and to provide efficient service. Results: Firstly, the Plan types found in the public health centers in farming and fishing villages could be classified into three including single-type, multiple-type and radial-type. Secondly, according to an analysis of areas by function, in the case of treatment function, there was a difference in the area ration for selective treatment. This ratio is considered to be greatly influenced by the project each public health center focuses on. Thirdly, I could become aware of the relationship between spatial organization and area ratio based on the analysis of arrangement and area derived above. Implication: As the data to refer to in future research on spatial organization for public health centers, if the object of analysis becomes more expanded and investigated, it will be utilized in detail for spatial planning of public health centers, thereby being expected to contribute to more efficient and qualitatively enhanced medical service provided by public health centers.

Comparison of Depression and Cognitive Function between Elderly Welfare Recipients and Non-Elderly Welfare Recipients in a Public Health Center (한 보건기관에 내원한 기초생활수급노인과 비 수급노인의 우울 및 인지기능 상태 비교)

  • Objectives: This study was performed to provide the fundamental data available in the field of the elderly health of the low-income bracket by researching and comparing related factors for the assessment of the degree of depression and cognitive function between elderly welfare recipients and non-elderly welfare recipients. Methods: The study subjects, 402 elderly person over 65-year-old in Daejeon were interviewed, during the two-month from May to June 2006, about their general characteristics, depression and cognitive function. Results: elderly welfare recipients was higher than non-elderly welfare recipients in degree of depression on the other hand, in cognitive function is lower. Also, the depression and cognitive function were related with not only socio-demographic characteristics like the age, the degree of education, the presence of spouse or not and the health status but also health behavior characteristics like the sleeping time, the drinking and the exercise. Conclusions: The project of health promotion and programs that can improve the related factors to the depression and cognitive function for elderly welfare recipients should be developed and practiced.
