The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.

Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP). Public buildings as a public space of the community have a close relationship with local residents and urban space. Public buildings are not a simple role as office space, but closely related to the life of the local residents. In addition, a variety of approaches, spatial, and program elements should be considered. Rising awareness for public buildings recently, aspect of design also has began to be interested. Small building is a public building that can actively cope with the social and economic environment in the rapid change. However, small building is lacking the design consideration according to the scale and economics. This paper is to present the Design Indicator that can be used to create 'small public buildings' that has been alienated from the large public buildings design development. This is intended to derive and utilize the design categories and design detail indicator of small public buildings. There are composition of design categories and design detail indicator of developed small public buildings. Design categories have developed six such as Public and Harmony, Access, Landscape Design, Space, Sustainable Design, Technique and Performance. Design Detail indicator of Small public buildings have developed all 24. Presented Design Categories and detail indicator are composed of design indicator available in all areas of design evaluation and review that includes design, function, environment, and technology of public buildings. And it is possible to apply with small public buildings in all purpose.

This study is on capacity building and attitude to work of librarians in Edo State public libraries, Nigeria. Investigation was on the capacity building programs in the Edo State public libraries, the levels of librarians' awareness and participation in the programs, methods of building the capacity programs, influence on the librarians' attitudes to work and factors militating against the programs. Descriptive survey design was adopted for the study and the entire population of 23 librarians were used. Results indicate that the capacity building programs in the library include computer literacy skills, online public access catalogue (OPAC), Internet collection management and general trends in librarianship. The methods used in building the capacity programs in the library include conferences, workshops/seminars, on-the-job and internally organized courses. Respondents indicated very low level of participation in the programs and a negative influence of the programs on their attitudes to work. Various problems were identified as militating against the capacity building programs and solutions were suggested.

This study aims at developing the interior design method of Public Toilet in office building. There needs new concepts in Public Toilet where we felt dirty smelling and dismal in the past. And the behavior in the Public Toilet become various such as combing the hair making-up changing the clothes rinsing out mouth and so on. Nowadays The Public Toilet of office building shows indirectly the hierarchy and the management philosophy of its enterprise, This study treats with the design items such as unit space zoning plan lighting plan and air-conditioning plan and construction method of Public-Toilet in office building. As a result of this study the interior design methods of Public Toilet must reflect use of fitting material lighting plan user's needs and functional divide.(Powder Zone and Physiology Zone) These result will become basic data of future interior design in Public Toilet.

With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.

An energy problem has become one of the many Problems awaiting solution to human society. Energy needs to support not only industry, but also building in city. The types of residential building, office building and public building account for much proportion among the totally amount used energy. A public institution shows a fine example for an energy conservation in the present situation. But, the amount used energy of electricity, air-conditioning and heating is different from a building use and condition. Because the building data of the energy consumption by a load is insufficient, it is unable to select a proper energy source. According to this study, it analyzed an energy load by each building that had investigated the actual conditions of energy consumption about public buildings in Daegu City. In order to plan the efficient energy use both existing buildings and new buildings, this study will present the efficient energy use plan, which has operated to new buildings of a public institution, at present.

Drawing on the theories of mediated public diplomacy, intermedia agenda-building, and homophily, this study aims to compare the effectiveness of the public diplomacy efforts made by the Saudi and Qatari governments during the Gulf diplomatic crisis. The study examines the respective international agenda-building influence of the state-sponsored media from the two competing Gulf states on the regional and international media's coverage of the crisis. Results show that, compared to Saudisponsored Al Arabiya, Qatari-sponsored Al Jazeera was more effective in shaping the agendas of the regional and international media. Whereas Al Arabiya has a weak first-level agenda-building influence and a moderate-to-strong influence at the second and the third levels, Al Jazeera demonstrates a strong agenda-building influence on the foreign media outlets at all of the three levels. We also analyze the impact of political proximity and the language of the media content (English or Arabic) on the agenda-building relationships. Still, the results suggest that, compared to Al Arabiya, Al Jazeera was more successful in shaping the agendas of the regional and international news media-no matter where they are based in the allied or the opposing countries. Also, we observe a higher level of consistency between Arabic- and English-language content in Al Jazeera.

Recently the architectural paradigm have been changing into eco-friendly architecture as an sustainable architecture. This social background encourages the development of various methods of building applicable for eco-friendly buildings in architectural design. Among them, passive architecture is an design approach for eco-friendly design that contrasts with technology-based methods through MEP for renewable energy. This study researches the Passive Architectural Design methodology with two points of view; Passive Architectural Design Techniques as a guideline, which defines the elements to consider for passive architecture, and the project of Sejong Municipal Public Library as a case, which is to analysis the architectural design process. The purpose of this study is to propose an eco-friendly public building based on the methodology which is suitable for passive architectural design. Finally, this study suggests that the eco-friendly public building design for passive architecture should consider from the early step of design process, such as concept and building form etc. What is important for the passive architecture is not how much building can produce the natural energy but how less building consumes it to maintain.

대규모 도서관을 몇 개 건립하는 것보다 소규모 도서관을 많이 건립하는 것이 단기간에 공공도서관 인프라를 확충하는 데 효율적이다. 우리나라의 공공도서관은 선진국들과 비교해서 큰 규모로 건립되었다. 본 연구는 우리나라 공공도서관의 대부분이 중 대규모로 건립된 원인을 분석하고자 하였다. 이를 위해 2011년 12월 기준 우리나라 전체 791개 공공도서관의 연면적을 조사하였다. 우리나라 공공도서관의 평균 연면적은 $2,495m^2$로 나타났다. 본 연구는 도서관의 규모 측면에서 공공도서관의 효율적인 인프라 확충을 위해 고려해야할 도서관 건립 정책은 무엇인지를 파악하고자 하였다.
