The role of the botanical garden in securing biodiversity, responding to climate change, and sustainable development in modern cities is becoming more important. Private botanical gardens that lead the domestic botanical culture are declining due to complex reasons such as an increase of tourist destinations, lack of policy support, lack of introduction of advanced management strategies, and similar leisure activities to national and public botanical gardens. The Private Botanical Garden not only has a large number of plant species with high conservation value, but also provides various public utilities as a cultural and educational space and government efforts are needed to activate the operation of this amenity. The purpose of this study is to evaluate the value of public functions provided by private botanical gardens using the Contingent Valuation Method (CVM). In this way, the government aims to provide a basis for policy and institutional support for private botanical gardens. The main results are as follows. First, public utility functions provided by private botanical gardens were recognized as 'preservation' (23.4%), 'recreation and tourism' (17.5%) and 'research' (16.6%) in order of analytic hierarchy process (AHP). Second, 'heritage value' (33.0%) and 'existence value' (32.5%) were recognized as significant among the values provided by private botanical gardens. Third, the willingness to pay (WTP) to preserve the public functions of the private botanical garden was 12,234 won. Based on this, the economic value of all private botanical gardens in the whole country was estimated, resulting in about 233.8 billion won. There is a need to revise laws and regulations related to financial support for the revitalization and quality improvement of private botanical gardens. It is also necessary to establish a cooperative operating system between national, public and private botanical gardens.
Public education is undoubtedly a very important aspect for a country to develop space program. People have the rights to understand how the tax they paid is being used. This paper addresses the effectiveness of FORMOSAT-2 on public education in Taiwan. As the first remote sensing satellite of the National Space Organization (NSPO) of Taiwan, FORMOSAT-2 is a small satellite of 746 kg mass for two remote sensing missions: Earth and upward lightning observations. The mission orbit is sun-synchronous of 888 km altitude for exactly 14 revolutions per day. For earth observation, the payload is an advanced high resolution remote sensing instrument (RSI) with ground sampling distance (GSD) 2 m in panchromatic (PAN) band and 8 m in four multi-spectral (MS) bands. For upward lightning observation, the payload is an imager of sprites and upper atmospheric lightning (ISUAL). After more than two years of Earth observation started in June 2004, the effectiveness of FORMOSAT-2 images on public education in Taiwan is very promised. Five domestic universities and one private company in Taiwan have signed contracts respectively with NSPO to take the roles of satellite image investigator and distributor. A private company has signed contract with NSPO to generate and provide URMAP (= your map) in its website for general public applications by using FORMOSAT-2 images. The Newtonkids Book Company used FORMOSAT-2 images to publish a kind of calendar for children education purpose. Besides, a science team in National Cheng Kung University (NCKU) is doing the research work on the 3820 (up to 30 June 2006) transient luminous events (TLEs) observed by FORMOSAT-2.
The main purposes of this study were eliciting the planning contents and indices that is necessary to consider the physical part of public space, the side of service users and coherent side for improving public service. After then it analyzed the importance in both civil servants and practical officials side. University libraries aim to improve not only educational effects but also the general quality of colleges. A primary way of pursuing this goal is through providing professors and students with sufficient amounts of available references and materials that can be used for academic purposes. However, even though university libraries are intended to be used by college students majoring in different fields, they tend to provide mostly books. This limited offering of resources means that they are not distinguishing themselves from regular libraries. The purpose of this study is to present basic data for the spatial design of a subject specialization room in a college library. Included in the design are recommendations for the type and placement of the furniture in the room. The summary of results for this study and the conclusions are as follows: The layout of data space and reading space in a subject specialization room can be categorized into both document-oriented (document centralized and document categorized) and reading-oriented (reading centralized, all, and group types). The public reading seats and private reading seats in a subject specialization room, according to their ratio, can be divided into private reading, public reading, and distributed reading sections. The ratio of open-spaced tables is higher for groups of four or more people, but users often sit separately from others in order to ensure privacy. Unfortunately, this practice results in seating gaps that do not make efficient use of space. The result is that the public reading seats are less efficient than the private reading seats in terms of space. Therefore, it is necessary to increase the number of cubicles.

The purpose of this study is to perform a gap analysis between public-private partnership urban parks of Korea currently in their initial stage and various foreign cases that have been established in terms of planning(formation of public-private partnership${\rightarrow}$creation of parks${\rightarrow}$operation and management of parks) and to propose improvements for each process of planning. As a result of the gap analysis on domestic and foreign public-private partnership urban parks, the future course to be followed by urban Korean parks can be summarized as follows. First, if the public-private urban parks that exist at present were led by a single or small number of partners centered on local government entities, urban parks from that point on must be created and managed based on efficient multi-sector partnerships. Since urban parks are public spaces where public benefit is more important than profit, diverse voices of public-private sectors must be reflected with a long-term perspective. Second, urban parks are not a place to be completed but a public space which continues to develop. Therefore, they must be approached with a focus on the process instead of the result. The existing concept of domestic public-private partnership is inclined to creation of urban parks. This suggests than the government had been focusing only on quantitative increase in urban parks. In order to create values as a public space for local communities, public-private partnership is also required in operation and management of urban parks. Third, public-private partnership management of urban parks can become more effective through active community participation. Participation by local communities takes long time because transition in the consciousness about values of urban parks must be presumed. Thus in Korea, non-profit organization like Seoul Green Trust should accumulate successful creation and management of small and large urban parks through public-private partnership will settle in our nation.
Korean urban traditional housing abandoned by the social apathy promptly disappearing form our sight, or ruining. It tells that the strategies we are using today are impossible to fulfill socio-economic needs of residents here. So it needed to find out the strategies which can change this place better to live in. Consolidating the street parking lots fer cars can be one of the important solutions to the area. By using cul-de-sac, after setting up small unit of communities, we will have chance to have a small public space, and at the same time it can help to set up our tradition of people's intimacy inside the community. Most people have their own cars, and the need of parking lots becomes more serious. So, a meeting place like public well in the past must replace parking lots. On the other hand, it is important to re-consolidate existing land to obtain appropriate land size for other uses. Today, the use of private space (house, private lots, etc..)and public space(streets, local offices) is very important. NIMBY (Not In My Back Yard) attitude should also be reconsidered. All these negative social aspects come from negative social relationship, thus we should consider them with care and deep understandings. The traditional housing of Korea should not be abandoned as slum, but this should be transformed in terms of the conservation since it is superior in its ecological and energy conservation aspect.
Collecting, archiving, and using civil records in the private sector is recognized as part of the legitimate rights that citizens should have in civil society. However, the national records management system does not have a balance between private records management and public records management, and private records are excluded from appropriate government support. Considering that civilian records cannot be restored or restored once lost or damaged, it is clear that national attention and support are needed. This study discusses the need for institutional support for private records and has two main directions for support policies: sustainable support for the revitalization and promotion of civic records culture, and within the region for the sustainable management and preservation of private records. It was identified that a stable organization and physical space support were needed for the collection and preservation of private records. And to put it into practice, the conceptual categories and current status of private records management, and the characteristics of private records management that need to be considered when establishing a private records management policy were examined.
Philosophical roots and discussion frames of neoliberalism are very heterogeneous and approaches to neoliberalism including anarchism, post-neoliberalism also take diverse stances. Even if neoliberalism is losing legitimacy and stability through the global financial crisis, 2008, spatial perspective is becoming more and more important as neoliberalism constantly evolve with creating immense variations. Especially, urban space has become strategically crucial arenas as spatio-temporal strategies and generative nodes for reproduction of neoliberalism. Urban enclosure plays a key role in the specific process of neoliberal urbanization as a kind of capitalist formal and real subsumption. Contemporary capitalism continuously has been sustaining the accumulation by dispossession based on urban enclosure through reshaping the primitive accumulation mechanism. These enclosures are embodied by the change of public use concept from public ownership to economic benefits and public-private taking for private capital. Urban enclosure promotes reification deepening the separation and alienation of workers from the means of production and survival, and interdiction from free place appropriation, transformation of urban economy to patrimonial forms. Also it is pervasive in a daily life space and everyday experience in the city, and private tangled social rules dominate public space and the publicity of space.

This paper first gives a brief overview of the history of space law making in the international geopolitical context and recalls some of the main principles as elaborated in the framework of the United Nations. Next, several topics are discussed that will require the attention of space lawyers in the near future. They are the International Space Station, space debris, exploitation of space resources, space tourism, private property rights in space, and militarization and weaponization of space. The paper raises some questions in each of these areas that need to be addressed and concludes that the general legal framework for space activities under public international law as contained in the UN treaties is in place, and is sufficiently general and flexible to enable and encourage states to carry out space activities in an orderly manner. However, as demonstrated by the examples discussed in the paper, the time has come for the international community to agree on the further development of these general principles, starting perhaps with space debris, imminent 'new' uses of space such as space tourism, or some of the 'age old' issues such as the weaponisation of outer space that will continue to require our attention and vigilance. Whether such rules can be in the form of non binding guidelines, codes of conduct and the like, or should be embodied in solid legal instruments creating rights and obligations remains to be seen.
