Policy Instruments for Public Private Partnership and Lessons from Case Study in Space (우주분야 공공민간협력을 위한 정책수단과 운영사례 연구)

  • The purpose of this study is to contribute to an understanding of the policy instruments used by the public sector to ensure cooperation with the private sector in the delivery of space policy. Despite the importance of public and private partnership in recent years, there has been a lack of research on policy instruments. This study categorized 16 policy instruments into 4 types: purchase contracts, capital subsidies, research and development support and input subsidies. In addition, 5 cases of public private partnership in the United State, Europe and Japan were studied to explore policy implications to strength industrial competition.

A Study on the Resident Recognition of Common Space in Apartment (공동주택 거주자의 공유공간 인식에 대한 조사 연구)

  • The most ordinary form of residential type in Korea is a plate-type apartment, and the common space in these apartment is attracting as an important factor for enhancing social exchanges among neighbors and forming community consciousness. In addition, it provides a sense of psychological security by enabling natural exchanges and communication in contemporary society. It is desirable to plan the flow of space in such a way that private, semi-private, semi-public, and public spaces are linked. Semi-private and semi-public spaces can be defined as common spaces. Semi-private spaces are strongly recognized in the order of unit household entrance, main entrance, elevator, corridor, staircase, playground, bench, trail, walkway and parking lot, exercise space, main/back gate, the ability to gratify is increased sense of belonging, ownership consciousness formation, defensive function. Semi-public space is strongly recognized in the order of playground, bench, exercise space, trail, main entrance, walkway and parking lot, unit household entrance, main/back gate, corridor, staircase, elevator, the ability to gratify is increase of social contact, Secondary activity space function. In addition, the function to gratify in the common space differs according to gender and age group among resident characteristics, and differs according to corridor type, parking lot type and main entrance type. Therefore, differentiated planning of common space is needed in consideration of these differences in the design of common space in future.

A Research on the Idea of Public and Private Spaces and the Spatial Composition of Le Corbusier's Multi-Family Housing Projects (르 꼬르뷔제 집합주택의 공·사 공간 개념 및 공간구성 방식 연구)

  • The purpose of this study is to understand Le Corbusier's idea of public and private spaces, and the hierarchical spatial structure in his multi-family housings. It investigates the origin of Le Corbusier's ideology about the public and private spaces in his multi-family housing projects. Precedents those influenced his ideas are two: first, Fourier's ideal community model $Phalanst\grave{e}re$; second, Monastery of Ema near Florence. In both cases, private and public spaces and intermediate spaces were in clear hierarchy and also in harmony. Le Corbusier focused on the interplay of individual and collective life. This study analyzed the spatial composition of Le Corbusier's three multi-family housing models. They are Immeubles-Villas of Ville contemporaine pour 3 millions d'habitants (1922), Immeubles-Villas at Pavillion of l'Esprit Nouveau (1925), Unite d'habitation at Marseille (1945). The three projects are different according to size and periodical characteristics. However, they followed his basic principle for spatial composition about multy-family housing. His 'method of harmony for public and private space' is as follows: first, the securing of clear personal space; second, the importance of the intermediate space; Third, the essential understanding of communal space. Through this study, it was reaffirmed that the 'multi-family housing is a space where individuals and the whole co-exist'.

A Study on the Hybrid Policing of Policing Space Follow Character Alteration of Space (공간의 성격변화에 따른 Hybrid Policing의 치안활동 영역에 관한 이론적 고찰)

  • When the character of space could be dichotomized into the existing public space and private space, social order could be maintained by public policing only, Since enormous private property was formed and private space was enlarged by the development of capitalism, however, the necessity of private policing system came to the front. The large capitalists began to establish separate policing system to protect their property and safety. However, as social alteration was further diversified scale of economy was enlarged, the character of space could not be simply explained owing to the formation of space that could not be explained by simple dichotomous division. Namely, the 3rd space was formed as middle class between public space and private space. The 3rd space created additional demand of policing besides the existing public policing and private policing. The policing system to safety such demand of policing is called hybrid policing. As policing system in which character and legal status of public policing and private policing are mixed, the hybrid policing system may be originated from the diversification of demand of policing. Johnston insists that the demand of hybrid policing system will be further increased, becoming the model of policing system in the future. In Korea, the police guard system or special guard system can be classified into the type of hybrid policing. In accordance with the trend of diversified demand of policing in the future, I suggest to develop Korean model of hybrid policing system so that it can be utilized in elevating the policing index in Korean society.

A Study on the Area Component of Public.Private Space on Apartment Unit Plan in Busan City - focused on the change of periodical area component ratio and the behavioral patterns of residents - (부산시 아파트 단위평면의 공.사실 면적구성에 관한 연구 - 시기별 면적구성 변화 및 거주자의 주생활 행위 요인을 중심으로 -)

  • This study is analyzed comparison about the component ratio of dwelling space in the existing plan and residents dwelling needs. Also, it is analyzed the residence factors of area component change that residence satisfaction and importance according to the behavioral patterns of residents. The results are as follows. 1) Total area component ratio of the existing plan was 39.5:40.8:19.7% and dwelling consciousness one was 36.4:44.0:19.6%. Compared private space with public space, public area requested increase rather than private area. 2) In the 17, 19pyung-types dwellers are not happy about dining kitchen and utility room and types of 21, 23pyung-types are dissatisfied in room-2 and room-3, living room and dining kitchen are dissatisfied, too. In case of areas over 25pyung-types are dissatisfied in room-3 and room-4. 3) The behavioral patterns of apartment residents were classified six acts, and the most significant factors are appeared associated the acts of ceremony, relation of neighborship, and reception. The next significant factors are appeared associated the acts of family relation, about food life. So, it is concerned with the scale of public room.

Analysis of the Spatial Structure of Kazuyo Sejima & Ryue Nishizawa's House Designs (세지마 카즈요 및 니시자와 류에 주택의 공간구조분석 연구)

  • This paper analyzes the house designs of Kazuyo Sejima and Ryue Nishizawa from the 1900s to the early 2000s' works. By analyzing the degree of space integration of each house using the Convex Map of the Space Syntax Theory, this study arrived at the following conclusions in the respects of private space and public space. First, from period 1 (the 1990s) to period 2 (the first half of the 2000s), the differences between average integration values of private space and public space in their works have decreased. Over time, in general, average integration values of private space have increased, and, on the other hand, those of public space have decreased, leading to smaller differences between two sets of values, which means that, as the integration degrees of private and public spaces have become similar, the boundary which divides spaces becomes blurry. Second, in terms of private space, average integration values of private space in S-3 (House in a Plum Grove) and S-4 (House in China), works of period 2, are the highest among those values of their all 10 works. We can identify that, closure degrees of private space in their works have fallen over time. Third, in terms of public space, average integration values of I-2 (Villa in the Forest), I-5 (S-House), and I-6 (Weekend House), works of period 1, are the highest among those values of their all 10 works. Public space has become more central and open from period 1 to period 2.

A Study on Public Needs for Privately Owned Public Space (실내공적공간의 공공성에 관한 연구)

  • Recently, it appears several counterproposals about desirable figures of urban architecture. All of them proposes 'publicity' with cohernt tendency. The reason why it concentrates quantitative expansion of city without united design by urban plannar is that neglect quality values of city. As a solution of poor environment, there cue out the various efforts, about problem of each building, problem of city space, problem of laws and so forth. The reason why necessity of public space was embossed in that architecture extend the activity of citizen and make up the city space. But, each building pursues the private interest, so it is difficult to secure a public space with a high hand. Thus, architecture law has been revised in 1991 and bring the system of open space to match up the publicity and the private interest. Actually, western country brought it and obtained excellent results. While quantity of open space have increased since 1991, a lot of problems revealed in real usage and quality. By means of problem's solution, this study focus on the diversion of recognition for necessity of various open space. In result, on the occasion of approach and openess, except for several building, most glass a facade and the pedestrian can approach easily. Moreover, office buildings near the subway station connected with their low floor. So, the office buildings give openess to pedestrian and a people can approach easily to the buildings. On the occasion of amenity, most have bank and lobby on the first floor and have facilities on the underground floor. It leave open. But the reason why they have bank and lobby is that the space is dry and boring(without elements of nature and rest space). Hence, to make a space full of vitality, it have to plan various design elements and facilities. First of all, plan of indoor public space have to make up facility for the public interest. This study is basic investigation for necessity of indoor public space and through the survey of office buildings, it analyze the character of plan and find out the method of publicity's realization.

A Study of Utilization of Semi-public Space of Street for the Betterment in Life Environment (도시생활환경 개선을 위한 도로변 공개공지의 활용실태에 관한 연구)

  • This study tries to promote an effective use of semi-public space of urban street in social point of view. The main results are follows. First, semi-public space is occupied by private users and it makes urban landscape unrecoverable. The real problem is that people do not know the space is for public use rather than pure private use. Second, the standard of semi-public space requirement should be changed from floor space to lot area. In addition, the standard should apply to buildings on an area less than a legal standard. Third, some ways of attaining the semi-public space in relation with adjacent lots should be introduced in the case of urban redevelopment nad living condition improvement projects.

  • As Dutch structuralism discovered a possibility that can improve the problem of modem architecture through study on non-western area. Dutch structuralism had tremendous impact on Philosophy, psychology, art history and the style of a dress and many other cultural trend. In architecture, Aldo van Eyck embodied that theory and succeeded to Herman Hertzberger and Piet Blom. As result Structuralism related with architecture has dealt with the participation and domain of residents, namely public domain and private domain, the approach property of public space, middle domain which shows the harmony between public domain and private one, and the structuralism discovered that each element of public space and private space has been developed as an architectural type that makes a group by repetitive arrangement and it found out a possibility that can make up problems overlooked in modem architecture through development and change.

The Relationship between the User's Perception of Socio-cultural Attributes and the Spatial Structures of Dwelling Spaces - a Comparative Study between Korean and German Housings - (거주자의 대 사회적 개념과 주거공간의 영역별 구성체계와의 관계 - 한국과 독일의 주거형태학적 비교관찰을 통하여 -)

  • This comparative study between Korean and German housings aims at understanding different structural systems in the indoor and outdoor spaces, depending upon the user′s perception of the socio-cultural attributes. The analysis starts with four alternative contrary assumptions, that appear in morphological forms of dwelling; 1) linear distribution vs. areal distribution of residential districts, 2) mirror system vs. comb system in the layout of plot plans 3) organization of front vs. back outdoor spaces and 4) opening vs. closing in the indoor spaces. A clear difference is found between Korean and German samples in view of public and private relationships between indoor and outdoor spaces as well as the intermediate space. In the korean housing there always exists a symbolic and psychological territory of a certain sphere. On the other hand, outdoor space passes through various phases only to form a certain hierarchy even in a private space and, thereby, sets a boundary between private and public areas. In the case of Germany, the building itself draws a clear line between private and public outdoor spaces, and therefore the outdoor space has a "front" and "back". Thus, Germany′s private space may face a genuine public space and street, which is rare in the Korean housing. Although the layout of indoor space in the korean housing tends to be open, such an openness may be outstanding in living and dining spaces, kitchen and various accesses to rooms. In the case of Germany, such indoor spaces are usually closed to each other. Thus corridors act to separate these spaces. Such differences are analysed to be due to the different perceptions of interpersonal and socio-cultural attributes as intra-family and inter-neighbor relationships or communications.
