연구사업관리 주관기관에 따른 기술혁신 R&D 프로젝트 성과 영향분석: 공공과 민간 기업의 차이 비교 (The Effects on the R&D Project Performance according to the Characteristics of Project Management Organizations: The Difference between Public and Private Companies)

  • Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

  • This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로 (R&D Investment and Project Performance : Research on Industrial R&D Programs of Government)

  • 본 연구는 정부의 대표적인 상용화 기술혁신정책인 산업기술개발사업의 성과에 영향을 미치는 요인을 분석함으로써 관련 정책결정자에게 정책적인 시사점을 주는데 목적이 있다. 이를 위해 2003년부터 2007년간 종료된 산업기술개발사업을 대상으로 정부가 중요하게 고려하는 정책요인별로 가설을 형성하였다. 사업을 수행한 주관기관의 유형(대기업, 중소기업, 벤처기업, 연구소, 대학)에 따라 R&D성과에 차이가 있는지, 산학연간의 협력 개발이 단독 개발에 비해 R&D성과가 나은지, 과제 참여기관 수와 R&D성과의 관계, 과제 총금액의 크기와 R&D성과의 관계, 과제 총금액에서 차지하는 민간 총투자금의 비중과 R&D성과의 관계 등을 검증하고 있다. R&D성과는 산업기술개발사업의 제1차적 성과물인 특허등록건수와 논문게재건수로 측정하였다. 포아송 회귀분석 결과, 기업이나 연구소에 비해 대학이 특허 및 논문 차원의 R&D성과가 높은 것으로 나타났으며, 벤처기업의 특허 성과는 중소기업의 특허성과에 비해 높은 것으로 나타났다. 산학연의 협력개발은 단독개발에 비해 대체적으로 R&D성과가 높고, 과제 총금액이 클수록 R&D성과가 높으며, 민간 총 투자금의 비중이 높을수록 대체적으로 R&D성과가 높은 것으로 나타났다. 과제 참여기관의 수와 R&D성과간의 역U자형 관계 가설은 지지되지 않았다.

  • 공개소프트웨어(오픈소스 소프트웨어) 개발을 R&D로 추진하게 되면 많은 이점이 있고 여러 국가에서 공개소프트웨어 기반의 R&D 프로젝트가 지속적으로 만들어지고 있다. 하지만, 아직 공공분야의 오픈소스 R&D 프로젝트에 대한 적절한 관리 방안이 정립되지 않아 프로젝트 수행의 어려움은 물론 R&D 사업의 실효적인 성과를 창출하는 데 한계가 있다. 이에 여러 선행연구 및 사례를 조사하고 공공분야 오픈소스 소프트웨어 R&D 프로젝트에 대한 전주기적 관점에서 오픈소스 특성에 맞는 구체적인 추진 및 관리 방안을 제안하여 제도의 실효성을 제고하고자 한다.

Ex-ante Evaluation Process for Public R&D: Korean Case and its Implications for Indonesian R&D System

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

R&D 전문가들의 경력 지향성에 관한 실증적 연구 (The Career Orientations of R&D Professionals : An Empirical Analysis)

  • This study empirically examines the relationship between the career orientations of R&D professionals and their demographic characteristics (age, tenure, and education level), affiliated organizations (public and private organizations), reward systems. It further explores the contingent effects of the career orientation fit between leader and members on their performance. The results reveal that : 1) five different career orientations (technical, manager, project, technical transfer, and entrepreneur) are empirically distinguished, 2) technical orientation of R&D professionals is higher in public in private sectors, 3) technical, project, and manager orientation are positively associated with the education level, while technical transfer and entrepreneur orientation are negatively associated with the education level, 4) manager and technical transfer orientation is positively related with age and tenure, 5) the career orientation fit between leader and member is closely related with job satisfaction and organization commitment, and partially related with technical performance, 6) R&D professionals with different types of career orientation exhibit different preference to various rewards. Based on these findings, this study suggests several practical implications for the design of career ladder, mentoring, and reward systems of R&D professionals.

  • Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

  • The purpose of this paper is to purpose methods and procedures by which we can set up technology planning scheme essential for R'||'&'||'D(or technology) planning in public sector (governmental and government-sponsored institutions), and can develop and select "main R'||'&'||'D projects" which are crucial to R'||'&'||'D planning, were quite specifically discussed in case of I'||'&'||'T(Information '||'&'||' Telecommunications) sector, so that they may not remain theoretical but may be practically applicable to real R'||'&'||'D programs. In this paper, the concept of technology planning was defined as a procedure for establishing nominal planning to acquire technologies efficiently for a specific sector. More detailed definition optimal technology-acquisition strategy, i.e., analyzing technological development '||'&'||' environ-ment, establishing R'||'&'||'D objectives as promising technology opportunities, selecting main R'||'&'||'D projects, allocating resources and so on."The"main R'||'&'||'D projects by technology sectors and by planning phases and then deciding on priority. Scoring method was rsed in assessment phase. Summing up, this paper suggested technology planning scheme of methods and procedures for sorting out required technologies, developing and assessing public R'||'&'||'D projects, and finally selecting main R'||'&'||'D projects.

국민참여형 국가연구개발사업의 의미와 한계: X-프로젝트 사례를 중심으로 (Significance and Limitations of the Public Participatory National R&D Project: A Case Study on X-Project)

  • 이 연구는 국가연구개발사업에 국민을 참여시킨 X-프로젝트를 분석, 국민이 국가연구개발사업에 적극적인 관심을 갖게 하는 과정과 실제적 참여, 그리고 사회적 효과와 한계는 무엇인지 논의한다. X-프로젝트는 2015년 12명의 민간 위원이 추진하고 미래창조과학부가 후원하며 과학기술정책연구원이 지원한 사업이다. 국민은 일상에서 겪는 아픔이나 문제를 반영한 6,212개의 질문을 제기했으며, X-프로젝트 위원, 학계와 출연연 전문가, 정부정책담당자가 모여 50개 질문으로 국민의 요청을 연구과제화하고 연구팀을 공모했다. 대학, 정부출연연 연구자뿐 아니라 고등학생, 대학원생, 일반인, 기업인 포함 310개 연구팀이 신청했고 최종 54개 연구팀이 선정됐다. X-프로젝트 참여자, 비참여자 및 전문가 인터뷰 등을 통해 이 연구는 첫째, 국민참여형 국가 연구개발 사업의 필요성과 의미에 대해 광범위한 사회적 공감대를 발견했다. 대중의 아픔, 불편을 해결하기 위한 과학기술 연구의 필요성은 물론 이 연구에 대중의 직접 참여가 가능함을 발견했다. 둘째, 시민들이 생산한 지식이 전문가들의 시각에서도 유용하다는 발견이다. 전문 연구자들은 국민이 제기한 질문이 매우 참신하고 유용하다고 평가했다. 셋째, 국민참여형 국가연구개발 사업의 실행으로 시민들이 과학기술 발전의 수혜자가 아닌 발전에 기여하는 주체로 생각할 수 있는 기회를 인식했다는 발견이다. 그러나 국민의 참여를 지속적으로 이끌어 낼 수 있는 다양한 동기 부여, 국가 연구개발 사업의 아이디어 제기부터 연구에 이르는 전과정에 쉽게 참여할 수 있는 방법의 개선, 일반인 연구자와 전문 연구자가 협업할 수 있는 방법 및 제도의 개선은 앞으로의 과제로 지적되었다.

Impact of Cooperative R&D Projects on ICT-Based Technology Convergence

  • This study examines how the characteristics of cooperative research and development (R&D) projects in the public domain impact information and communication technology (ICT) convergence. Based on the analysis of 416 cooperative R&D projects under the ICT-based industry convergence R&D program in Korea, the study finds that the characteristics of cooperative R&D projects significantly impact ICT convergence. Moreover, the participation of public research institutes and universities is critical for ICT convergence compared with that of firms. However, in firm-to-firm cooperation, the participation of small and medium enterprises contributes to cross-sectional convergence, while the participation of large firms leads to overall and longitudinal convergence. R&D inputs such as the number of partners and government subsidies exhibit an inverted U-shaped relationship (negative quadratic effect) with technology convergence. Project duration and homogeneous partners are also critical factors for ICT convergence. The results indicate several implications and guidelines on how to effectively organize cooperative R&D projects to facilitate technology convergence.
