With widespread use of the Internet and improvements in streaming media and compression technology, digital music, video, and image can be distributed instantaneously across the Internet to end-users. However, most conventional Digital Right Management are often not secure and not fast enough to process the vast amount of data generated by the multimedia applications to meet the real-time constraints. The SVC offers temporal, spatial, and SNR scalability to varying network bandwidth and different application needs. Meanwhile, for many multimedia services, security is an important component to restrict unauthorized content access and distribution. This suggests the need for new cryptography system implementations that can operate at SVC. In this paper, we propose a new scrambling encryption for reserving the characteristic of scalability in MPEG4-SVC. In the base layer, the proposed algorithm is applied and performed the selective scambling. And it encrypts various MVS and intra-mode scrambling in the enhancement layer. In the decryption, it decrypts each encrypted layers by using another encrypted keys. Throughout the experimental results, the proposed algorithms have low complexity in encryption and the robustness of communication errors.
Trade and the environment emerged as a major and complex issue for trade negotiators in the final stages of the Uruguay Round negotiations. The agreements and other international measures employing trade measures and trade sanctions for achieving global environmental objectives are Vienna Convention on the Protection of the Ozone Layer(1985), the Montreal Protocol on Substances that deplete the Ozone Layer(1987), The Framework Convention on Climate Change(1992), the Convention on Biological Diversity(1992), the Basel Convention on the Control of Transboundary Movement of Hazardous Waste and their Disposal(1992), the Convention on International Trade in Endangered Species of Wild Faunna and Flora(1975), the Rio Declaration, the Agenda 21, etc. The texts of the World Trade Organization(WTO) incorporated certain provisions which were designed to reflect some of the environmental concerns are Trade-Related Aspects of Intellectual Properity Rights(TRIPs), Trade-Related Investment Measures (TRIMs), the General Agreement on Trade in Services(GATS), and Technical Barriers to Trade(TBT) There is the possibility of conflict between multilateral environmental agreements and WTO agreements granting waivers against trade measures and sanctions. This remains a possibility, especially between countries which are Member of WTO and which are not Members of the relevant multilateral environment agreements, and countries which are Members of both the WTO and the relevant MEAs. Measures taken under the trade-related provisions of MEAs could potentially give rise to conflicts under obligations arising in WTO texts. If the parties in dispute are WTO members while they are not members of MEAs, the WTO provisions can be granted a certain priority in terms of international norms and vice versa. When the parties concerned are both WTO members and MEAs, it will be rational to grant the WTO provisions a priority. However, such measures should neither constitute a means of arbitrary or unjustifiable discrimination between countries where similar conditions prevail, nor create a disguised restriction on trade. Also any trade measures taken should be necessary to prevent developments in trade from endangering the effectiveness of an MEA and they should be proportional and least trade restrictive.

In this study, the shutdown system of the fuel gas supply system is designed based on the Safety Integrity Level of IEC 61508 and IEC 61511. First of all, the individual risk($10^{-4}$/year) and the risk matrix which are the risk acceptance criteria are set up for the qualitative risk assessment such as the HAZOP study. The natural gas leakage at the gas supply pipe is identified as the highest risk among the hazards identified through the HAZOP study and as a safety instrumented function the shutdown function for leakage was defined. SIL 2 and PFD($2.5{\cdot}10^{-3}$) for the shutdown function are determined by the layer of protection analysis(LOPA). The shutdown system(SIS) carrying out the shutdown function(SIF) is verified and designed according to qualitative and quantitative requirements of IEC 61508 and IEC 61511. As a result of SIL verification and SIS conceptual design, the shutdown system is composed of two gas detectors voted 1oo2, one programmable logic solver, and two shutdown valve voted 1oo2.

In this study, $Al_2O_3/MgO$ bilayer was prepared with Electron-beam evaporation and the properties of the film was investigated in order to improve the property of MgO film, which is used for the protection layer in PDP(P1asma Display Panel). The thickness of $Al_2O_3/MgO$ bilayer was optimized by the Matrix Theory for the fabrication of antireflection structure for 5350A wavelength. The secondary electron emission yields of as-deposited film and annealed film were measured and compared, the bilayer was considered for the applicability as PDP. XRD showed the strong (200) primary peak of MgO. The intensity of (200) peak in the film annealed at 300C was decreased. As the result of SEM analysis for MgO films and Alz03 films, it is considered that the morphology of the films were improved of roughness and it were condensed by annealing.

Background: In the calibration and testing laboratory of Korea Atomic Energy Research Institute, the old X-ray generator used for the production of reference X-ray fields was replaced with a new one. For this newly installed X-ray irradiation system, beam alignment as well as the verification of beam qualities was conducted. Materials and Methods: The existing X-ray generator, Phillips MG325, was replaced with YXLON Y.TU 320-D03 in order to generate reference X-ray fields. Theoretical calculations and Monte Carlo simulations were used to determine initial filter thickness. Beam alignment was performed in three steps to deliver a homogeneous radiation dosage to the target at different distances. Finally, the half-value layers were measured for different X-ray fields to verify beam qualities by using an ion chamber. Results and Discussion: Beam alignment was performed in three steps, and collimators and other components were arranged to maintain the uniformity of the mean air kerma rate within ${\pm}2.5%$ at the effective beam diameter of 28 cm. The beam quality was verified by using half-value layer measurement methods specified by American National Standard Institute (ANSI) N13.11-2009 and International Organization for Standardization (ISO)-4037. For each of the nine beams than can be generated by the new X-ray irradiation system, air kerma rates for X-ray fields of different beam qualifies were measured. The results showed that each air kerma rate and homogeneity coefficient of the first and second half-value layers were within ${\pm}5%$ of the recommended values in the standard documents. Conclusion: The results showed that the new X-ray irradiation system provides beam qualities that are as high as moderate beam qualities offered by National Institute of Standards and Technology in ANSI N13.11-2009 and those for narrow-spectrum series of ISO-4037.
Objectives: Wearing medical masks has been recommended since the declaration of coronavirus disease-19 (COVID-19) as a pandemic disease. Certified medical masks are evaluated according to filtration efficiency and facial inhalation resistance. However, some people use non-certified common masks. This study aimed to evaluate various non-certified commercial masks based on the certification criteria for medical masks. Methods: Twenty mask products (three anti-droplet, three disposable dental, eight fashion, three cotton, and three children's masks) were selected. For performance evaluation, filtration efficiency and facial inhalation resistance tests were conducted. The evaluation method followed the certification method for KF-certified masks of the Ministry of Food and Drug Safety (MFDS) and the N95 respirator of the National Institute for Occupational Safety and Health (NIOSH). Results: None of the 20 masks met the KF94 certification standard set by the MFDS. Four and three masks respectively met the KF80 certification standard and the N95 standard of NIOSH. Filtration efficiency was significantly higher in three-layer masks than in single layer masks. Pleated-type masks had higher filtration efficiency than cone-type masks. There was no correlation between the structure of masks and facial inhalation resistance. Conclusion: While no masks complied with the KF94 certification standard, a few masks met the KF80 and the N95 certification standards of NIOSH. Although some people wear non-certified commercial masks, protection from aerosols is not guaranteed by such masks. Evaluation of the protection efficiency of non-certified mask against microbiological infection is needed for the prevention of infectious disease.
This study aims to develop knee protectors that provide high safety and fitness, while incorporating a motion-adaptable 3D-printed pad. These protectors were evaluated by individuals who experience knee discomfort or pain. The results are as follows. First, the 3Dprinted pad design of a hexagonal mesh structure, which is modeled for excellent appearance and knee movement. Each unit of the mesh has a outer layer of 2mm thick, a spacer layer of 1 mm in diameter, and is connected by a 1.5 mm bridge. The bridge was extended up to 1.2 cm. Second, the knee brace was designed in three types - cylinder, strap, and combination by Universal design. Impact protection measurements of the three knee protectors demonstrated roughly 80% reduction in impact. Third, based on usability evaluation, cylinder type protectors have the highest ratings in most areas, primarily because of their ease of use. The strap type protector received positive reviews in terms of appearance and care, and the combination type provided stable knee protection. This study demonstrated the potential industrial application of 3D printing technology by designing and evaluating protective products for the human body. The results of this study are expected to aid knee protector manufacturers in developing practical products and promoting the development of protective equipment for other body parts or purposes.
Numerical simulation of natural convection along a vertical wall was carried out to evaluate the computational fluid dynamics simulator, which is to be utilized for study of vertical wall fires. The computed velocity and temperature profiles were compared with measurements over the turbulent boundary layer formed along the wall of 4m high and constant temperature. It fumed out that the simulator with default parameters failed to predict the turbulent natural convection showing the boundary layer flow laminar. The grid size $\Delta$x=5mm, ${\Delta}y={\Delta}z=10mm$ and Smagorinsky constant of the large eddy simulation $C_s$=0.1 were chosen through parametric investigations. Though turbulent mixing was not enough, the velocity distribution near wall, peak velocity, and temperature profile in the turbulent boundary layer agreed well with the measurements.
In a previous study, a set of polygon-mesh (PM)-based skin models including a $50-{\mu}m-thick$ radiosensitive target layer were constructed and used to calculate skin dose coefficients (DCs) for idealized external beams of electrons. The results showed that the calculated skin DCs were significantly different from the International Commission on Radiological Protection (ICRP) Publication 116 skin DCs calculated using voxel-type ICRP reference phantoms that do not include the thin target layer. The difference was as large as 7,700 times for electron energies less than 1 MeV, which raises a significant issue that should be addressed subsequently. In the present study, therefore, as an extension of the initial, previous study, skin DCs for three other particles (photons, protons, and helium ions) were calculated by using the PM-based skin models and the calculated values were compared with the ICRP-116 skin DCs. The analysis of our results showed that for the photon exposures, the calculated values were generally in good agreement with the ICRP-116 values. For the charged particles, by contrast, there was a significant difference between the PM-model-calculated skin DCs and the ICRP-116 values. Specifically, the ICRP-116 skin DCs were smaller than those calculated by the PM models-which is to say that they were under-estimated-by up to ~16 times for both protons and helium ions. These differences in skin dose also significantly affected the calculation of the effective dose (E) values, which is reasonable, considering that the skin dose is the major factor determining effective dose calculation for charged particles. The results of the current study generally show that the ICRP-116 DCs for skin dose and effective dose are not reliable for charged particles.
This study aimed to identify professional climbers'demand for movement functionality in pants worn for rock climbing and ice climbing. Data were collected through in-depth interviews with 12 professional climbers using a semi-constructed questionnaire. The respondents were instructor-level experts whose climbing ability ranged from 5.9 to 5.14 on the Yosemite Decimal System rating scale. The research findings were as follows. Experts wore different climbing pants depending on the type of climbing. For example, they mostly wore high-stretch, second layer pants for rock climbing, while layering first layer, second layer, and third layer pants for ice climbing. There were gender differences regarding the parts of the body in which climbers reported the most discomfort when wearing climbing pants; male climbers most commonly responded 'knees', 'inner thighs' and 'hips' while their female counterparts most commonly responded 'inner thighs', 'exposed back and waist' and 'hips' in that order. Differences were found between rock climbing and ice climbing in terms of wear and tear on pants, preferred fabric properties, and length of pants. Wear and tear was found mainly on the hips and knees of rock climbing pants and on the inner lower hem of ice climbing pants. Listed in the order of preference, the most preferred fabric properties were elasticity, light weight, and durability for rock climbing pants and elasticity, insulation, and protection against water and wind for ice climbing pants. Regarding the length of rock climbing pants, respondents preferred ankle-length pants and cropped pants that did not cover the feet. For ice climbing pants, respondents favored heel-length pants that prevented pieces of ice from entering the clothing. Men showed a high level of preference for ergonomically cut climbing pants. Respondents said the waistband on climbing pants should be simplified so as not to adversely affect climbing maneuvers.
