Chemical Structural Approach to Understand Global Prohibition on Perfluorinated Compounds and their Uses (과불화합물의 규제 및 산업적 용도에 대한 화학구조적 고찰)

  • Perfluorinated chemicals are highly diverse and widely used. More than 160 substances are pre-registered under REACH and approximately 140 substances are in the existing chemicals list of Korea from this chemical group. Chemical structures of PFCs that are globally prohibited and still in uses are identified with OECD's classification of PFCs with an overall review on their uses in consumer products including textile products. Case examples for current domestic situation on use of PFCs as a major component of water-repelling agents in textile products as well as a brief summary of eight major PFC manufacturers' situation are presented from our survey study along the supply chains and the most recent report of EPA stewardship programme, respectively.

Development of Handling Guidelines for the Safety and Health of Transporters of Hazardous Chemicals - Focusing on Safety Containers and Packaging for Delivery of Hazardous Chemicals Used for Reagents - (유해화학물질 운반자의 취급안전보건 관리를 고려한 취급기준 마련 - 유해화학물질 시약 등 택배 안전용기 및 포장기준을 중심으로 -)

  • Objectives: In this study, we analyzed the current state of delivery containers and packages and established handling guidelines to safely transport delivery containers and packages for use in research, testing, and examination reagents. Methods: Handling guidelines were revised in such categories as maintenance of the handling facilities, storage, loading and unloading, containers and packages, transportation, etc. In addition, we analyzed the current state of domestic sales for hazardous chemicals used for research, testing, and examination reagents, and investigated the handling guidelines related to delivery transportation in the USA, EU, and Japan by chemical property. Results: There are 6,160 companies selling hazardous chemicals. Among them, the 476 companies selling reagents for use in research, testing, and examination were investigated. Total amounts handled reached 425,000 tons, contributing to 0.2% of the total. For delivery transportation, internal containers and packaging was specified for chemical properties as follows: within 1 L for flammable gas, within 5 L for flammable liquid, and within 18 L for others. In addition, the maximum size of the outer package was set within 130 cm for total length, width, and height, and no dimension of the packaging could exceed 60 cm. Sixty-four hazardous chemicals with explosiveness or acute inhalation toxicity were prohibited for delivery transportation. Conclusion: Specified handling guidelines for inner and outer containers as well as packaging were regulated for delivery transportation of hazardous chemicals used for reagents. In addition, 64 hazardous chemicals were prohibited for delivery transportation. These are designed to prevent transportation accidents involving hazardous chemicals for reagents and thus protect the safety and health of transporters who handle hazardous chemicals.

  • Starting with textile products in the middle of 1990, environmental requirements on prohibition of hazardous substances in products have been led by EU member countries and expanded to electrical and electronic equipment with implementaion of RoHS (Restriction of the use of certain hazardous substances in electrical and electronic equipment) in 2006. Under EU REACH (Registration, Evaluation and Authorization of CHemicals), the concept of SVHC (Substances of Very High Concern) and resulting regulatory duties regarding it have been introduced to the supply chain of almost all industry sectors. In this technical review, kinds of hazardous substances, reasons for restrictions and related directives and regulations are reviewed with its influence on the international market. Suggestions are made how to cope with environmental regulations as well as mid-to-long term market strategy to secure global market competitiveness.

Development of Inhabitant Participation Index for the Village Environment Improvement (마을환경개선을 위한 주민참여지표개발)

  • A purpose of this study is to develop practical indexes for improving a village environment in Kyongbuk, Korea. From a questionnaire survey of the public employees (71 persons) who take charge of the environment in Kyongbuk province, the indexes were produced and the contents of questionnaire consisted of preferential and supplementary indexes to apply. The preferential indexes which apply to an agricultural village and a stock raising village are environmental sanitation facilities, a hygienic check of livestock and a purge of livestock shed's surroundings. In case of mountainous village, and natural-ecological village the preferential indexes are habitat reservation for wildlife, poaching prohibition (monitoring for it), and food supplement for livestock. To the traditional-cultural village, prevention of noise pollution, environmental sanitation facilities, and a monitoring or water quality change are the prior indexes in order. For the village near city and the industrial village the preferential indexes are patrol removing of garbage, pollution index planting and monitoring for noise pollution. For a fishing village and a village fronting waterside excess uses of agricultural chemicals, monitoring for a water quality change, and realignment of green house with vinyl and warehouse. In conclusion the research presents the practical and preferential index for residents to improve their environment in accordance with village settings and suggests guidelines for further research.

The Comparative Effects of Civet-Containing and Musk-Containing WooHwangChungSimWon on the Central Nervous System (영묘향함유 우황청심원액과 사향함유 우황청심원액의 중추신경계에 대한 약리효과 비교시험)

  • WooHwangChungSimWon is a traditional medicine for treatment of hypertension, arteriosclerosis, coma, and stroke in China, Korea, and Japan. In the new prescription of WooHwangChungSimWon, the civet is substituted for the musk, the major component of WooHwangChungSimwon, because of the prohibition law about the musk. We have made a comparative study of the effects on the central nervous system between the musk containing and civet containing WooHwangChungSimWon. In order to investigate the effects on the central nervous system, we have examined spontaneous motor activities, anti-convulsion activities induced by chemicals or electric shock, sleep induced by hexobarbital, and antistress effects. In the examination of anti-convulsion effects against the electric shock and injection of pentetrazol, only the civet containing WooHwangChungSimWon showed the anti-convulsion effects, i.e. the duration of convulsion by electric shock was decreased (control: 104.0 seconds, low dose of civet containing WooHwangChungSimWon: 60.7 seconds) and the duration of suppression against pentetrazol induced convulsion was increased (control: 392.3 seconds, low dose of civet containing WooHwangChungSimWon: 574.0 seconds, high dose of civet containing WooHwangChungSimWon: 561.4 seconds). In the other examinations, all kinds of WooHwangChungSimWon showed sedation, anti-convulsion activities, and induction of sleeping. These results suggest that there are no significant differences between the musk containing and civet containing WooHwangChungSimWon except the anti-convulsion effects against the convulsions induced by electric shock and pentetrazol.

Residue Distribution of Chlorothalonil, Kresoxim-methyl and Procymidone among Different Parts of Hot Pepper Plants (고추 부위별 chlorothalonil, kresoxim-methyl 및 procymidone 농약성분의 잔류 분포)

  • The residue distribution ratio of pesticides among the flesh, stem and leaves of hot peppers were investigated to assure the safety of pepper powder and pepper leaves. Mixed solutions of chlorothalonil (wettable powder), kresoximmethyl (water dispersible granules) and procymidone (wettable powder) were applied once onto pepper plants in a plastic film house. After 7 days, the fruits and leaves were harvested and the fruits were divided into the flesh and stems. Pesticide residues in each pepper part were then analyzed by gas chromatography. The results showed that the concentration ratios of the chemicals in the flesh:stem and flesh:leaf ranged from 1:2-5 and 1:11-39, respectively, depending on the chemical evaluated. The observed flesh:stem ratio indicates that the pesticide content of the pepper powder product can increase by 20% if pepper stems are included in the powder product. The Korea Food and Drug Administration does not set a pesticide maximum residue level (MRL) for pepper leaves if a residue ratio in leaves over flesh is more than ten times. Results from this study support non-MRL status on the pepper leaves for the studied pesticides. Additionally, we recommend that the chlorothalonil product of a wettable powder type include the phrase "prohibition of distribution or sale for pepper leaves as food" because chlorothalonil highly resided in pepper leaves as more than twenty-four times that is a criterion level to determine an inclusion of the phrase in the label of pesticide product.

A Study on the Legislative Conception of Terror of the Advanced European Nations (유럽 선진국의 법제적 테러 개념에 관한 고찰)

  • Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.
