Quantifying and Cumulating the Value of Origin in CPTPP (CPTPP 원산지 가치의 계량화 및 누적에 관한 연구)

  • This study aims to quantify the value of origin among CPTPP and Korea, under the assumption that the 'cumulation' clause has large economic effects in multilateral FTAs and increase the possibility of improving FTA utilization. Analysing the relationship between value-added exports and FTA utilization rate, there is a positive correlation between the two variables, and the cumulation of multilateral production of CPTPP is expected to increase Korea's value-added exports. In the GTAP-VA model, the target of cumulation is calculated as 'Domestic Value Added', and all value-added of CPTPP are cumulated in the form of value added exports of exporting country. When Korea participates in CPTPP, it is possible to cumulate additional 6.3~9.6% value added, and the agreements with low FTA export utilization rates such as New Zealand, ASEAN would have greater economic effects of cumulation. For the successful implementation of CPTPP in Korea, it is necessary to develop a new origin verification system that enables multilateral value-added cumulation. It is time to seek cooperation with countries currently participating in CPTPP to prove the value added inherent in CPTPP-originating products.

Methods of Record Management for Head of Local Government (광역자치단체장의 기록 관리 방안 연구)

  • This study suggested the methods of record management for the heads of local government, which would be the most valuable among local records. In order to conduct a systematic record management for the heads of local government, this study suggested the methods of establishing a record management system regarding regulation arrangement, production registration, preservation, utilization and services. First of all, in order to estimate the record category of the heads of local government, the study examined the duties of the offices of the deputy heads of local government, secretary's offices and information offices, which have been subsidiary & assistance branches in charge of producing the record. In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. The regulation arrangement could be obtained through the establishment of the administrative organization setup condolence etiquette enforcement regulation and the recorders in local government and the revision of operation rules and through the revision of the reference plan for operation rules enactment of recorders from National Archives of Korea. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.

A Topic Analysis of Abstracts in Journal of Korean Data Analysis Society (한국자료분석학회지에 대한 토픽분석)

  • Journal of the Korean Data Analysis Society founded in 1998 has played the role of a major application journal. In this study, we checked the objective of this journal by checking the abstracts for 10 years. Abstract data was crawled from the online journal site (kdas.jems.or.kr) and analyzed by topic model. As a result, we found 18 topics from 2680 abstracts that had several contents, for example, nursing, marketing, economics, regression, factor analysis, data mining and statistical inferences. Topic1 (regression) is most frequent with 460 documents and we found the usefulness of regression in the applied science area. We confirmed the significant 10 association rules using by Fisher's exact test. Also, for exploring the trend of topics, we conducted the topic analysis for two periods which are 2006-2011 period and 2012-2016 period. We found that the control study was more frequent than survey study over time and regression and factor analysis were frequent regardless of time.

Comparative Assessment of Good Agricultural Practices Standards in Agricultural Product Quality Control Act with respect to Produce Safety Rule in Food Safety Modernization Act (식품안전현대화법의 농산물안전규칙과 농산물품질관리법의 농산물우수관리기준 비교평가)

  • The US government has enacted the Food Safety Modernization Act (FSMA) in 2011, which is being phased in and planned. The final Rules of Produce Safety focus on biological hazards related to agricultural production, harvesting, packaging and storage, which are being phased in since 2017 depending on farm scale. As a result of comparison with the Korean-GAP (Good Agricultural Practices) standards, it is difficult to compare the two standards to be compared with each other by 1:1. However, many of the Korean-GAP standards are similar to FSMA Produce Safety rules. However, the Korean-GAP standards can be judged differently according to the evaluator as a comprehensive standard, so the details of the standards need to be reinforced. In terms of the provisions, the Korean-GAP standards are the most appropriate for the safety of workers (FSMA Subpart D), followed by livestock and wild animals (FSMA Subpart I), buildings, equipment and tools (FSMA Subpart L) and harvesting activities (FSMA Sub-part K). However, there are some weaknesses in the field of agricultural water management (FSMA Subpart E) and farm manager's qualifications and training (FSMA Subpart C), and the response to the biological soil amendments of animal origin and human waste (FSMA Subpart F) is weak. The FSMA regulation is not a certification standard, but it is expected that the marbling effect, which is the standard laid down by the United States leading the world food safety standards, is expected to be considerable. Therefore, we hope that the review of the Korean-GAP standards will help improve the quality of agricultural products and expand our exports, since the standard for responding to microbiological safety emphasized in the FSMA regulations is the Korean-GAP standard.

  • Under the pressure of the selection of topics and the presentation rules of mass media, politics in media society increasingly resort to professionalized forms of theatrical staging as a means of self-portrayal. Although these staging methods are not contradictory to what is actually going on in politics, they strongly advantage the tendency to focus exclusively on the staging of an event. Through their competition for public attention, politicians have been developing sophistication regarding placement and staging of events as well as regarding factual information. In the process of this transformation, politics that are issue-related and based on binding decisions are being gradually transformed into symbolic politics. Moreover, through their appearance on TV, politicians first of all need to possess presentational skills which are not necessarily related to their political achievements. Still, presentational skills decide over the success in politics of those politicians. The reason is that a politician who possesses presentational skills is still being perceived as being successful even if his political achievements notedly lag behind. On the other hand, political achievements are being underrated if a politician lacks the talent to present himself in front of the media. “The staging of politics, “politainment”, on the stage of mass media is evolving into a key structure which is responsible for a new coinage of politics in all different kinds of dimensions: the selection of staff, the role of action programs and their impact for the legitimation of political acting, even in relation to therole of pivotal political institutions such as parties and parliaments in the political process. The TV debates during the Bundestag elections of the year 2002 and 2005 are being analyzed and judged as “staging of politics”(politainment). Self-dramatization in media society concerning media discourses about politics and political self-portrayal has become a basic principle of political communication. Self-dramatization is a vital challenge for adequate political communication and content-based orientation in our present media democracies.

The Big Data Analytics Regarding the Cadastral Resurvey News Articles

  • With the popularization of big data environment, big data have been highlighted as a key information strategy to establish national spatial data infrastructure for a scientific land policy and the extension of the creative economy. Especially interesting from our point of view is the cadastral information is a core national information source that forms the basis of spatial information that leads to people's daily life including the production and consumption of information related to real estate. The purpose of our paper is to suggest the scheme of big data analytics with respect to the articles of cadastral resurvey project in order to approach cadastral information in terms of spatial data integration. As specific research method, the TM (Text Mining) package from R was used to read various formats of news reports as texts, and nouns were extracted by using the KoNLP package. That is, we searched the main keywords regarding cadastral resurvey, performing extraction of compound noun and data mining analysis. And visualization of the results was presented. In addition, new reports related to cadastral resurvey between 2012 and 2014 were searched in newspapers, and nouns were extracted from the searched data for the data mining analysis of cadastral information. Furthermore, the approval rating, reliability, and improvement of rules were presented through correlation analyses among the extracted compound nouns. As a result of the correlation analysis among the most frequently used ones of the extracted nouns, five groups of data consisting of 133 keywords were generated. The most frequently appeared words were "cadastral resurvey," "civil complaint," "dispute," "cadastral survey," "lawsuit," "settlement," "mediation," "discrepant land," and "parcel." In Conclusions, the cadastral resurvey performed in some local governments has been proceeding smoothly as positive results. On the other hands, disputes from owner of land have been provoking a stream of complaints from parcel surveying for the cadastral resurvey. Through such keyword analysis, various public opinion and the types of civil complaints related to the cadastral resurvey project can be identified to prevent them through pre-emptive responses for direct call centre on the cadastral surveying, Electronic civil service and customer counseling, and high quality services about cadastral information can be provided. This study, therefore, provides a stepping stones for developing an account of big data analytics which is able to comprehensively examine and visualize a variety of news report and opinions in cadastral resurvey project promotion. Henceforth, this will contribute to establish the foundation for a framework of the information utilization, enabling scientific decision making with speediness and correctness.

Design of U-healthcare System based on Smart-Cloth (스마트 의류 기반의 유-헬스케어 시스템의 설계)

  • To build effective u-healthcare system based-on smart-cloth, design of hardware and software modules for suitable smart-cloth is needed. And a gateway smart-phone program for sensing signal's collecting and processing is needed to send sensing bio-signal from smart-cloth to sever. To do this, it is an important to design and describe modules well for having no difficult problems when implementing later. Also, if medical team do not monitor bio-signals sending from smart-phone frequently and these signals' change values which diagnose automatically due to building expert system based on rules/facts is informed for users, it will be an useful u-healthcare system. Therefore in this paper, by presenting design method of u-healthcare system hardware and software modules based on smart-cloth which prepared these functions, this design method is showed for applying a common use u-healthcare system's production usefully.

Paradigm of Time-sequence Development of the Intestine of Suckling Piglets with Microarray

  • The interaction of the genes involved in intestinal development is the molecular basis of the regulatory mechanisms of intestinal development. The objective of this study was to identify the significant pathways and key genes that regulate intestinal development in Landrace piglets, and elucidate their rules of operation. The differential expression of genes related to intestinal development during suckling time was investigated using a porcine genome array. Time sequence profiles were analyzed for the differentially expressed genes to obtain significant expression profiles. Subsequently, the most significant profiles were assayed using Gene Ontology categories, pathway analysis, network analysis, and analysis of gene co-expression to unveil the main biological processes, the significant pathways, and the effective genes, respectively. In addition, quantitative real-time PCR was carried out to verify the reliability of the results of the analysis of the array. The results showed that more than 8000 differential expression transcripts were identified using microarray technology. Among the 30 significant obtained model profiles, profiles 66 and 13 were the most significant. Analysis of profiles 66 and 13 indicated that they were mainly involved in immunity, metabolism, and cell division or proliferation. Among the most effective genes in these two profiles, CN161469, which is similar to methylcrotonoyl-Coenzyme A carboxylase 2 (beta), and U89949.1, which encodes a folate binding protein, had a crucial influence on the co-expression network.

Interpretation of the Jeong-On's Mansion, Traditional Upper Class House, in Geochang Focused on Dweller's Life (상류 전통주거 거창(居昌) 동계(桐溪) 정온(鄭蘊) 종택의 공간과 생활의 복원을 통한 해석)

  • This study has main purpose to understand the traditional house, not by outside researcher's but by inside dweller's view. The house in Geochang, is descendent house of Jeong-On who was faithful scholar at Chosen Dynasty. In order to understand, I restore firstly the house form and space at traditional era, 60 years ago, and every dwellers not only family members but also servants and guests, by interviewing old matriarch. One of the main rules of the house disposition is Ancester worshipping life. Worshipping floor of Anchae, main building, is located unusually in front of Shrine for Jeong-On, in order to connect all activities directly. Sarangchae, men's building, opened to the funeral mourners, is separated by a wall because women have to serve foods and wail at the backside. Space for everyday life is separated by man/woman, insider/outsider, master/subordinate. Agricultural production is also key factor of the space allocation: big storage buildings for rice crop needed to tenant farming. Both activities of ancestor worship ceremony and guest greeting need large kitchen annex area for food preparation and serving space of rear veranda floor. A number of guests visit the house: guest-greeting activity is taken place from the family pavilion, Neungheo-Jeong and Saranchae by the social position. This study show that architectural space and form of the house reflects exactly dwellers life.

The Current Situation and Improvement in International Commercial Arbitration in China (중국국제상사중재제도의 운용실태와 개선방안)

  • While doing business in China foreign companies occasionally find themselves embroiled in disputes with Chinese individuals, companies or the Chinese Government. There are three primary ways to resolve a commercial dispute in China are negotiation, arbitration and litigation. The best way of dispute resolution is negotiation as it is the least expensive method and the working relationship of both parties concerned in dispute. But negotiations do not always give rise to resolution. Arbitration is the next choice. Unless the parties concerned can agree to resort to arbitration after the dispute has arisen, the underlying contract namely, sales contract or separate agreement must show that disputes will be resolved by arbitration. Agreements to arbitration specify arbitration body and governing law. There are two Chinese government -sponsored arbitration bodies for handling cases involving at least one foreign party: China International Economic and Trade Arbitration Commission(CIETAC) and China Maritime Arbitration Commission(CMAC) for maritime disputes. Contracts regarding foreign companies doing business in China often designate CIETAC arbitration. CIETAC distinguishes between two kinds of dispute resolutions, foreign-related arbitration and domestic arbitration. For a dispute to be classified as foreign-related arbitration, one of the companies must be a foreign entity without a major production facility or investment in China. CIETAC has published rules which govern the selection of a panel if the contract does not specify how the choice of arbitration will be handled. CIETAC's list of arbitrators for foreign-related disputes, from which CIETAC's arbitrators must en chosen, includes may non-Chines arbitrators. But many foreign experts believe that some aspects of CIETAC needs to be improved. The purpose of this paper is to improve the understanding of arbitration in China, CIETAC by way of studying the current situation and improvement of international commercial arbitration in China.
