A Study on SPC-related KS and KS A ISO 2859-3 (SPC관련 KS의 제개폐 및 KS A ISO 2859-3에 대한 고찰)

  • As a result of globalization process and TBT agreement, KS is also being revised, reestablished and some are abolished according to international standards such as ISO, IEC, etc. Conventional KS sampling inspection standards contained many different procedures from ISO, but recently, to match with international standards, all the rest of the standards except KS A 3102, 3104, 3151 were abolished, and the even the ones being in use still are also scheduled and be revised. Especially, KS A 3101, KS A 3105, KS A 3109, which were used most frequently in Korea were abolished, and the KS A ISO $2859-0\~3$ which coincide with ISO standards were established 3 years ago, but the implementation rate is very slow. Starting next year the national examination for qualification process for the product quality related item will the started and the preparation is underway. This study will investigate the recent sampling inspection process of KS as well as SPC related KS overhaul problem and present the data to help workers in SPC related field. One of the main example will be on KS A ISO 2859-3 and will attempt to help those medium and small sized companies with examples.

  • Most electric products produced during the manufacturing process are produced after design and mass production under a given control standard. In particular, the development phase should present the criteria for the production process by setting appropriate limits based on the performance being targeted. Even if the standard of performance is set considering the performance of the process, measuring the performance of the product after actual production results will cause nonconformities with the expected results. Among the performance of electrical products, Energy standards represented by energy consumption efficiency continue to be of importance, and are mandatory standards that correspond to national standards in most countries. Therefore, statistical quality control of these standards shall basically have a large number of test equipment for each product, ensure sufficient test time and continuous sampling of product samples. In the end, companies that produce and sell electric appliances are striving to control mass production at a great cost, but this is not acceptable. This study presents basic characteristics of the energy efficiency of electrical products and proposes and conducts a case study on statistical production control methods for performance variation across products under the standards about domestic and international regulations.

Economic Effect of National Measurement Standards (측정표준의 국민경제 기여효과 분석)

  • Measurement standards, as being widely recognized, is necessary for national economic development and advanced industrialization. Also measurement standards give reliability and fair trade to the producers and consumers. Macro-effect of measurement standards using estimation of cost function has four effects: 1) value-added causing effect, 2) effect of employment, 3) reduction effect transaction cost, 4) reduction effect defect rates. In this study, to investigate the impacts between specific and the other industries, we used I-O Table of Korea Bank. The relation between the value-added produced by original production factors and final use is determined through production level, and the relation can be investigated with production causing coefficient matrix. In this study, it was showed that the measurement standards investments including measurement only man power of industries were increased from 1995 rapidly. The establishment and maintenance of measurement standards contributes to reduce the defect rate of products in production process and improve the confidence of the product quality. The results from this study show that measurement technology contributes to improve quality, decrease defect rate, improve production process, develope new products, reduce prime cost and increase the consumer's confidence on the firms. Since these results indicate that measurement standards are very important in the point of their vast contribution, we hope our findings can contribute to encourage measurement activities in industries.

  • NCS(National Competency Standards) is made by HRDKorea for real company, education, training and qualifications under the current government of national issues. It developed 836 units on the classification of KECO. But. Actual companies do not take advantage of improvements in job competency and production processes. This study is redesigned a real company production process use to some developed the NCS standards. After we finds some process problems and then searches the improve methods on analysis the problems.

  • The attenuation of millimeter waves (70-100 ㎓) propagating along Josephson Junction stripline had been measured by pattern recognition near gap voltage and proximity current bump. Test series arrays of 2000, 3000, and 4000 Josephson junctions with the area of $12\mu\textrm{m}$$\times$ $38\mu\textrm{m}$ had two sub-arrays with 50 Junctions at both ends. The arrays were fabricated with and without applying a plasma nitridation process to Nb ground plane. The effects of a nitridationprocess measured by the pattern recognition near gap voltage and proximity current bump were about 1.3-1.7 ㏈ and 1.6-1.8 ㏈, respectively. This means that the last sub-arrays with a nitridation process receive 26-34% more power than those without a nitridation process.

  • Particles which generated from plasma enhanced chemical vapor deposition (PECVD) during thin film deposition process can affect to the process yield. By using light extinction method, ISPM can measure particles in the large-diameter pipe (${\leq}300mm$). In our research, in-situ particle monitor (ISPM) sensor was installed at the 300 mm diameter exhaust-line to count the particles in each size. In-house flange for mounting the transmitting and receiving parts of ISPM was carefully designed and installed at a certain point of exhaust line where no plasma light affect to the light extinction measurement. Measurement results of trend changes on particle count in each size can confirm that ISPM is suitable for real-time monitoring of vacuum process.

  • In this paper, we review the domestic reliability standards and its global counterparts IEC/TC 56 international reliability standards. Recently private transfers of reliability certification control tower has established in Korea. Some check points to consider regarding the control tower transfer process to the non-government organization are suggested. Also the IEC/TC 56 and its relevant reliability standards are introduced. Understanding of the IEC/TC56 system will be helpful for the time of non-government organization control tower transfer in the reliability certificate specification
