Development of Program Evaluation Indicator : Community Health Center's Health Promotion Program (보건소 건강증진사업 평가지표 개발)

  • The purpose of this study was to develop the evaluation indicator for the health promotion programs of the Community Health Centers and to test its validity. The modified logic model was used as the evaluation model based on the literature reviews. Using this model, four dimensions, eleven sub­dimensions, and forty­one individual indicators were developed. These evaluation indicators are superior in reflecting the distinctiveness of the community health promotion programs, and also flexible enough to accommodate diverse programs. These indicators also emphasize the role of process evaluation, and the diversity of outcomes. To test content validity, survey method of experts in the community health promotion field was conducted. Eleven in three expert groups(professionals, practitioners in Community Health Centers, and policy makers) generally agreed with the validity of evaluation indicators. To examine criteria and construct validity, these indicators were used to evaluate the health promotion programs conducted by the 18 Key Community Health Centers. The data came from the interview surveys of the main health promotion practitioner and 30 visitors from each center. The ranks of these eighteen Community Health Centers were computed from these data. There was no significant difference in ranking either by these indicators or by the existing indicators, which was developed by Technical Support and Evaluation Team for criteria validity. There was no statistically significant difference in ranking between input, process and outcome dimensions. Based on these study results, evaluation indicators developed in this study are valid to evaluate Community Health Center's health promotion program. It can be used both by the Community Health Center for internal evaluation, and by the stakeholders for external evaluation.

UF pretreatment at elevated temperature within the scheme of hybrid desalination: Performance and environmental impact

  • This study was aimed at ultrafiltration (UF) as a pretreatment before reverse osmosis (RO) within the scheme of hybrid reverse osmosis-multistage flush (RO-MSF) desalination. Seawater at elevated temperature (after MSF heat-exchangers) was used as a feed in this process. The pretreatment system was represented as a set of functionally-linked technological segments such as: UF filtration, backwashing, chemical- enhanced backwashing, cleaning, waste disposal, etc. The process represents the sequences of operating cycles. The cycle, in turn, consists of the following unit operations: filtration, backwashing and chemical-enhanced backwashing (CEB). Quantitative assessment was based on the following indicators: normalized permeability, transmembrane pressure, specific energy and water consumption, specific waste generation. UF pre-treatment is accompanied by the following waste streams: $W1=1.19{\times}10$ power of $-2m^3$ (disposed NaOCl with 0.0044% wt.)/$m^3$ (filtrate); $W2=5.95{\times}10$ power of $-3m^3$ (disposed $H_2SO_4$ with 0.052% wt.)/$m^3$(filtrate); $W3=7.26{\times}10$ power of $-2m^3$ (disposed sea water)/$m^3$ (filtrate). Specific energy consumption is $1.11{\times}10$ power of $-1kWh/m^3$ (filtrate). The indicators evaluated over the cycles with conventional (non-chemical) backwashing were compared with the cycles accompanied by CEB. A positive impact of CEB on performance indicators was demonstrated namely: normalized UF resistance remains unchanged within the regime accompanied by CEB, whereas the lack of CEB results in 30% of its growth. Those quantitative indicators can be incorporated into the target function for solving different optimization problems. They can be used in the software for optimisation of operating regimes or in the synthesis of optimal flow- diagram. The cycle characteristics, process parameters and water quality data are attached.

  • Since the development of a new paradigm of sustainable forest management, concerns have been focused on how the sustainability of forests will be assessed and measured objectively. This study examined the conceptual displacement on what is sustainability of forests, and analyzed the progress made by international and regional initiatives on criteria and indicators for sustainable forest management in terms of comparability and compatibility. Regarding data availability and applicability of criteria and indicators for sustainable forest management, the data reports gathered from Montreal Process member countries were analyzed. Within this context, Korean case were examined, using all possible existing information sources such as Forest Statistics, on 6 items of concepts of criteria and indicators, degree of difficulties, measurement units, data availabilities, problems and needs of future improvements for data gathering. The study also analyzed the applicability of criteria and indicators for sustainable forest management.

  • Since the introduction of the Archives Evaluation System in 2008, the Republic of Korea's archives management has undergone many changes and great development. However, there remain process problems in several operations of concerned agencies. These are made up of problems in the system itself (operation-related problem), problems in evaluation indicators, and issues in communication issue between the rating agency and the national archives of the rated institutions. This study was a theorem for such status of the concept, objectives, and the indicators of the institutional evaluation system as it looked into the problems and sought improvement of the systems and indicators. The problems of the evaluation system were felt in the survey of the education field, which was conducted through interviews and phone interviews with the Office of Education's archives managers and researchers. Among the problems found were the assessment period, the number of indicators, evaluation process, the assessment indicators, and the best practices. Moreover, this study summarized the comments of the archives managers on what they believed are needed to improve the field. As a result, it confirmed that structural and fundamental changes in the institutional evaluation system are needed. Based on these findings, this study hopes that an archives management business for the public institutions of the Republic of Korea would be developed in the future.

Application of analytic hierarchy process technique for selecting a hydrothermal energy site (수열에너지 입지 선정을 위한 계층화분석법의 적용)

  • In this study, an evaluation system that can be used to evaluate the feasibility of developing and supplying hydrothermal energy for the operation of large-scale complex facilities was developed. To this end, this study derived factors to be considered when selecting a location for the use of hydrothermal energy using raw water from multi-purpose dams and regional water supply systems through literature survey and expert interviews. The evaluation indicators derived from this study are divided into four sectors: hydrothermal energy utilization factors, location factors, planning factors, and disaster safety factors, and are composed of 10 mid-level indicators and 34 detailed planning indicators. The relative importance of all factors was derived using the Analytic Hierarchy Process (AHP) technique, and the developed evaluation indicators and relative importance were applied to four multi-purpose dam regions in the country. As a result, it was found that in the development and use of hydrothermal energy utilizing regional raw water supply line the urban planning conditions of the supply site can have a greater impact on the location selection results than the hydrothermal energy development itself. Due to the characteristics of the evaluation indicators developed in this study and their nature as comprehensive indicators, it is believed that the results should be applied to determine the overall adequacy of site selection in the early stages of hydrothermal energy development. In the future, it is believed that it will be necessary to analyze the problems in supplying and operating hydrothermal energy using raw water from multi-purpose dams and regional water resources. Based on the analysis the evaluation system developed in this study is expected to be improved and supplemented.

A Study on Development of the Job Components and Competency Indicators for Apartment Community Specialist (아파트 커뮤니티전문가의 직무와 역량 지표 개발 연구)

  • The purpose of this study is to develop components of task and competency indicators for apartment community specialist who supports for community activations. The research process consists of three parts. Firstly, the direction of developing competency indicator set up by literature review related community, job components, and competency indicators. Second, analysing of job and competency indicators were developed and revised through focus group interview (FGI), and questionnaire survey on 6 experts in community area. Third, questionnaire survey from 20 community specialists in seoul was performed in order to analyze the importance of the competency components. As a result of this research, selected competency indicators were settled as followed : the competency indicators for apartment community specialist consisted of 3 competency clusters, 14 competency factors, 48 competency indicators. Community specialist recognized attitude and personal trait as the most important competency clusters, and understanding of community, interpersonal relations and communication skill, and vocational ethics and social responsibility as important factors in the competency indicators. The results of this study will used as tool for evaluating the job and competency of apartment community specialist, establishing professional identity of apartment community specialist, and providing an importance knowledge base for developing educational curriculum for them.

Using Analytic Network Process to Construct Evaluation Indicators of Knowledge Sharing Effectiveness in Taiwan's High-tech Industries

  • High-tech industry has been the principal economic source for Taiwan in recent years. The characteristics of high-tech industries in Taiwan are changeable product markets, short product life cycles and high company attrition rate. In the globalization trend, the high-tech industry has gradually increased corporate competitiveness and reached the goal of sustainable operations through knowledge management, knowledge sharing and new product research and development. Firms have aggressively strengthened and integrated their internal and external resources and enhanced knowledge sharing to increase industry operational performance. Effectively strengthening the knowledge management operation and performance evaluation of knowledge sharing in Taiwan's high-tech industry has become a critical issue. In the selection of knowledge sharing Key Performance Indicators (KPI), this research divided the knowledge sharing indicators into representative strategic indicators such as organizational knowledge learning, organizational knowledge resources, organizational information capacity and organizational knowledge performance through screening using Factor Analysis. The characteristics of the constructs were interdependent. This research calculated and adjusted the correlation among the key performance knowledge sharing indicators using ANP and determined the relative weight of knowledge sharing.

  • This research is intended to improve the performance of "small and medium companies international marketing program" by screening the performance indicators of the program. The program aims to prepare SMEs to penetrate foreign market and become global companies eventually. This research analyzed the current SMEs international marketing programs based on Logic Model to find the current performance measurement lacks in qualitative indicators and process evaluation with focusing on quantitative indicators and short term result evaluation. Therefore, the measurement indicators should be balanced between process and results including mid-term and long term results.

A Study on the Korean Medical Quality Assessment of Spinal Disease -Focusing on Admission Patients- (척추질환의 한의적정성 평가 연구 -입원환자 중심으로-)

  • Objectives The purpose of this study is to assess the quality of spinal disease focusing on Korean medical hospital admission patients. Methods The disease code related to spinal disease was selected based on the contents of development of clinical quality indicators for spinal disease. The assessment analysis of feasibility was conducted through medical history analysis that targets spinal disease patients, current development of clinical quality indicators for spinal disease, and relevant literature. Results The indicator items of structure, process, and results were classified and selected, and so were the detailed indicator entries. After that, the appropriate reference value was chosen. The final selected quality indicators were 3 items from structure, 9 items from process, 4 items from results, including 3 monitoring items, total 16 items was chosen. Conclusions Clinical research for the adequacy assessment should be conducted and the index entry and indicators should be reassessed through an expert group discussion. Training for the evaluation indicators and association with relevant society will motivate hospitals to voluntarily improve their quality.

A study on a hospital services evaluation method by physician survey (임상전문분야별 의사 설문조사를 통한 병원서비스 평가 방법 연구)

  • A physician survey was done by mailing for the purpose of performing hospital services evaluation and ranking. A slightly over one thousand samples were drawn from the list of professional societies, and 324 physicians(about 32 percent) replied. This study has focused on developing easy and simple method to evaluate hospital services, and providing patients with useful information. Hospital service structure and process were evaluated without outcome evaluation, because it is difficult to obtain reliable data regarding health services outcome indicators. Clinical specialty was targeted to evaluate, and three specialties were chosen, that is obstetrics & gynecology, cardiology, and proctology. Among 16 structural indicators, four indicators were finally chosen in each specialty by respondent specialists. And then using these indicators, structural score was calculated for study hospitals. For process evaluation, physicians were requested to nominate five most famous hospitals. The nomination score and structural score were summed up to produce final score and hospital ranking. This method is very easy to conduct rather than other hospital services evaluation methods prevailing in Korea. And it is more useful for patients to choose hospitals, according to his/her own purpose, because it gives high ranking hospitals with specific clinical specialty.
