Mokpo port marked the $131^{st}$ anniversary of its opening in 2018. while the Mokpo has taken the new port development initiatives, it is limited by inefficient port functioning due to the lack of maritime port policy and government investment. Hence, port logistics has not been activated. Additionally, studies on Mokpo port have not been conducted, and knowledge available on the port is declarative in nature. On the other hand, research on port competitiveness focuses on how to analyze the factors that determine port competitiveness. Therefore, this study was intended to expand the existing research on Mokpo port and conduct an analysis of non-competitiveness factors and suggested improvements by considering the operational aspect of Mokpo port. In this regard the importance of non-competitiveness factors was assessed through an analytic hierarchy process(AHP) analysis and the influence of the non-competitiveness factors was analyzed through an fuzzy structural modeling(FSM) analysis. The result of the AHP analysis show ed the important non-competitiveness factors included the deactivation of industrial complexes around Mokpo port, the number of liner route, the cost of the pilot and tug. Accor ding to the FSM analysis, the top level included the non-competitive factors at Mokpo port; the intermediate level included the number of liner routes, cost of pilot and tug, enrance and clearance fee, costs of inland transportation, fee for port facilities, and loading and unloading costs; and the bottom level comprised the most non-competitive factors including the deactivation of industrial complexes around Mokpo port, hinterland connectivity, access to international port, incentives, and cost of transportation and storage. Based on the results of analysis, improvements were suggested for non-competitive factors of Mokpo.
The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

Siloxane, organo-silicon compound, is used in the various forms of products such as cosmetics and detergents due to its quality physical chemistry attributes. Siloxane included in landfill gas which is caused in the process of decomposing of such products after landfill has imposed negative impacts on the operation of landfill gas utility facilities. The objective of this study was to investigate the siloxane production characteristics depending on the features of various landfill site in Korea so that the analysis was made on the landfilling age and landfill waste by in terms of its concentration, structure and composition. As for the concentration of siloxane depending on time passage, 12 landfill sites were reviewed by landfilling age. As for production attributes change of siloxane by landfill wastes, the source of wastes, physical production ration and siloxane concentration were compared in 6 landfills. The average concentration of total-siloxane within LFG is $6.75mg/m^3$ and cyclic-siloxane out of it occupies over 93%. By element, D4 and D5 in order take the highest proportion regardless of total-siloxane concentration and landfilling age. Even though this study is not able to verify the different impact of each kind of wastes on the generation of siloxane, it is confirmed that total-siloxane and cyclic-siloxane decrease in line with the increase of landfilling age as it does in the first order decay model for landfill gas.
Korea's water transmission system is operated by the nonpressure flow method that flows from highlands to lowlands due to the nature of Korea with many mountainous areas. In order to store water in the highlands, the water pumps are installed and operated. However, In this process, a lot of electrical energy is consumed. therefore, it is necessary to minimize the energy consumption by optimizing the size and operation schedule of the water pumps. The optimal capacity and operation method of the water pump are affected by the size of the tank (distributing reservoir). Therefore, in order to economically design and operate the water transmission system, it is reasonable to consider both the construction cost of the water pump and the tank and the long-term operation cost of the water pump at the step of determining the scale of the initial facilities. In this study, the optimum design model was developed that can optimize both the optimal size of the water pump and the tank and the operation scheduling of the water pump by using the genetic algorithm (GA). The developed model was verified by applying it to the water transmission systems operated in Korea. It is expected that this study will help to estimate the optimal size of the water pump and the tank in the initial design of the water transmission system.

In the food wastewater treatment facilities, the water quality improvement effect and the greenhouse gas emission amount followed by the change in electricity usage through a change of the aeration tank ventilation system were evaluated. also, the amount of greenhouse gas emission followed by the change in electricity usage through the change of the sludge dewatering, storage, transporting method was also evaluated. The total GHG emission from food wastewater treatment facility improvement were divided into direct emissions from the treatment processes and indirect ones from electricity usage. The water quality improvement effect of wastewater treatment plant was found to be 63.3% for BOD removal rate, 42.0% for COD removal rate, 71.0% for SS removal rate and 39.6% for T-N removal rate. and according to the results of calculating output by applying both direct emissions of greenhouse gas (Scope 1) and the indirect emission (Scope 2) of greenhouse gas followed by changes in power consumption. It was estimated that there was a total of 276.0tCO2eq./yr(7.5%) greenhouse gas reduction effect from 3,668.8tCO2eq./yr before improvement to 3,392.8tCO2eq./yr after improvement. In this result is not due to the effects of water quality improvement of emission source, but because the reduction in electricity use has reduced the amount of greenhouse gas emissions.
Despite a number of studies on consolidation behavior that have been carried out in the Nakdong River estuary in Busan, these are focused on the prediction of final settlement during ground improvement process, and there is almost no research on the long-term settlement occurring after that. For the practical study on the long-term settlement, the field monitored settlement data that measured over 10 years in the Busan new port facilities area were used, and the final settlement and predicted time-settlement line were constituted by hyperbolic function. As a result, the measured settlements depend on the thickness of clayey soils, and the pattern were similar to each other and good agreement with the predicted time-settlement line using hyperbolic method. Also, the settlement in the lower non-improved layer occupied 62-76% of total settlement. Information about above results would be quite helpful to understand the long-term settlement behaviors as well as the non-improved layer's settlement is more careful consideration needed at design phase.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
In general, pipe laying works are performed by constructing underground facilities such as pipes and then refilling the rest of the area with sand or soil. However, there are many problems in the compaction process such as difficulties in tampering around the underground facility and low compaction efficiency. Such problems cause deformation and damage to the underground pipes during refilling work and ultimately cause road sinks. Construction methods using CLSM are one of the typical methods to solve these issues, and recently, studies on CLSM using coal ash, which has similar engineering properties as sand, have been actively performed to protect environment and recycle resources. While many studies have been conducted to recycle fly ash in many ways, the demand for recycling bottom ash is increasing as most of the bottom ash is not recycled and reclaimed at ash disposal sites. Therefore, in order to find bottom ash applications using eco-friendly soil binders that are environmentally beneficial and conform with CLSM standards, this study investigated flow characteristics and strength change characteristics of eco-friendly soil binders, weathered granite soil, a typical site-generated soil, bottom ash, and fly ash mixed soil and evaluated the soil pollution to present CLSM application methods using bottom ash.
Numerical analysis was done to evaluate the chemical reaction and the reduction rate inside of selective non-catalytic reduction to denitrification in combustion process. The $NO_X$ reduction in selective non-catalytic reduction is converted to not only nitrogen but also nitrous oxide. Simultaneous $NO_X$ reduction and nitrous oxide generation suppressing is required in selective non-catalytic reduction because nitrous oxide influences the global warming as a greenhouse gas. The current study was performed compare the computational analysis in the same temperature and amount of NaOH, and in comparison with the previous research experiments and confirmed the reliability of the computational fluid dynamics. Additionally, controlling the addition amount of NaOH to predict the $NO_X$ reduction efficiency and nitrous oxide production. Numerical analysis was done to check the mass fraction of each material in the measurement point at the end of selective non-catalytic reduction. Experimental Value and simulation value by numerical analysis showed an error of up to 18.9% was confirmed that a generally well predicted. and it was confirmed that the widened temperature range of more than 70% $NO_X$ removal rate is increased when the addition amount of NaOH. So, large and frequent changes of the reaction temperature waste incineration facilities are expected to be effective.
This study developed prediction models of chlorine bulk decay coefficient by each condition of water quality, measuring chlorine bulk decay coefficients of the water and water quality by water purification processes. The second-reaction order of chlorine were selected as the optimal reaction order of research area because the decay of chlorine was best represented. Chlorine bulk decay coefficients of the water in conventional processes, advanced processes before rechlorination was respectively $5.9072(mg/L)^{-1}d^{-1}$ and $3.3974(mg/L)^{-1}d^{-1}$, and $1.2522(mg/L)^{-1}d^{-1}$ and $1.1998(mg/L)^{-1}d^{-1}$ after rechlorination. As a result, the reduction of organic material concentration during the retention time has greatly changed the chlorine bulk decay coefficient. All the coefficients of determination were higher than 0.8 in the developed models of the chlorine bulk decay coefficient, considering the drawn chlorine bulk decay coefficient and several parameters of water quality and statistically significant. Thus, it was judged that models that could express the actual values, properly were developed. In the meantime, the chlorine bulk decay coefficient was in proportion to the initial residual chlorine concentration and the concentration of rechlorination; however, it may greatly vary depending on rechlorination. Thus, it is judged that it is necessary to set a plan for the management of residual chlorine concentration after experimentally assessing this change, utilizing the methodology proposed in this study in the actual fields. The prediction models in this study would simulate the reduction of residual chlorine concentration according to the conditions of the operation of water purification plants and the introduction of rechlorination facilities, more reasonably considering water purification process and the time of chlorination. In addition, utilizing the prediction models, the reduction of residual chlorine concentration in the supply areas can be predicted, and it is judged that this can be utilized in setting plans for the management of residual chlorine concentration.
