  • For happy life, it is first of all essential to live healthily although wealth is important too. Korean government has enforced National Health Insurance Program and has improved it every year. However, health security still leaves something to be desired in Korea. Although Korean government also enacted National Health Promotion Law in 1995, the national health promotion policy has not been effectively carried out because of the problems of institution related to policy implementation and expenses of organizations. Also, community health services have failed to realize the anticipated results. Especially, health education services which are deeply related to national health consciousness are not well accomplished. Therefore, the average life span of Korean people is 73.5 years which display the level of the developing countries, while it is 74.7 years in the developed countries. Various health education services which Korean government and private organizations are carrying out are not activated. At this time, national health behavior and Quality of life will be greatly enhanced if "Mobile Health Education Teams" play active roles with new image, visiting vulnerable areas to health problems all over the country.e country.

  • In this paper, we propose a new blockchain technology that could comply with GDPR. The proposed model can prevent illegal access by controlling access to the personal information according to a access policy. For example, it can control access to the information on a role-basis and information validation period. The core mechanism of the proposed model is to encrypt the personal information with public key which is associated with users attributes policy, and then decrypt it with a private key and users attributes based on a Attribute-based Encryption scheme. It can reduce a trusted third-part risk by replacing it with a number of nodes selected from the blockchain. And also the private key is generated in the form of one-time token to improve key management efficiency. We proved the feasibility by simulating the proposed model using the chaincode of the Hyperledger Fabric and evaluate the security.

  • In order to promote the commercial space activities of the private sector, the Trump Administration announced the commercial space regulatory reforms by issuing the Space Policy Directive-2 (SPD-2) on May 24, 2018, followed by the SPD-3 dealing with a separate issue of the space traffic management on June 18. Both executive orders, based on the recommendations prepared by the National Space Council (NSC) reconstituted in June 2017 and signed by the President, involve regulatory reform policy related to launch services, commercial remote sensing, establishment of one-stop shop office in Commerce Department, radio frequency spectrum, export control, and space traffic management, providing a strong guidance to the Federal Government. The commercial space regulatory reform policy can be seen in broader terms of the National Security Strategy earlier announced on Dec. 18, 2017, and as such, it pursues the economic growth of the U.S. and the national security as well. The U.S. law and policy prioritizing its national interests by promoting commercial space activities may lead to concerns and debate on the potential breach of the provisions of the Outer Space Treaty. Hence, it is worth noting the legal implications as derived from the U.S. space policy and domestic legislation, thereby accelerating international discussion to build on international norms as appropriate to the pr ogress of space technology and space commercialization.

The purpose of this essay is to devise measures to develop sepecial security system including its specialization through investigating current educational training system. In order to attain professionalism, establishment of new proffessional school, division of current education system(into common education and full-course education), and reinforcement of substantial inspection activity should be preceded. • This paper aims to present a prospective trend to establish a proper CALS conception and an efficient CALS environment in Korea.. It is crucial at this point for Korea to develop a comprehensive CALS conception which considers our present economic and social situation, national security, and our national emotion. Korean CALS has been developed and led mainly by the government and private industry. It is now necessary to improve CALS conception in Korea by making CALS standard more interchangeable among international as well as domestic business fields through EDI and the automation of the industries along with the government. In this regard, this paper proposes three potential methods to accomplish this goal and discuss each of them in detail. First, we suggest to establish a proper CALS introduction policy on the government level. We propose an introduction policy with three phases such as introduction, spreading and target which will cover through the year 1996 to 2007. Second. we suggest to establish a proper CALS standardization policy by improving the acquisition of digital data and process, and modernizing infrastructure. Third, we suggest that the government should amend and enforce the necessary laws and acts for more efficient CALS implementation in Korea. Government should arrange for these acts to be applied not optionally but obligatorily to Korean enterprises so that they survive the harsh and competitive world market in the upcoming 21th century.
