  • These days the international environmental regulations of the developed countries, especially from the EU, are rapidly changed to the regulations of product-based environment from a conventional end-of-pipe environmental technology. Especially the motive in this paper come from the EU's electrical and electronic equipment environment regulation. It may affect much to whole export of Korea Firms Integrated product policy has the potential to increase not only competitive power in today's global market, but also trade compatibility between countries. Furthermore it is important to make a contribution to sustainable development. CEOs must change their notions about firms' environmental policy from the end-of-pipe approach to the sustainable approach to improve company's competitive power. As emphasized a paradigm of naw environmental management by EU' environmental directives, the company must establish clean production system to save resources and reduces pollutant. Also Korean Company constructs a systematical network to collect EU' environmental regulation information which are changing rapidly. Large company will cooperate with small and medium-sized firm for their win-win strategy in the field of environmental management. Also it is necessary to make the domestic regulations of product-based environment to meet the international environmental regulations.

Radiation Exposure from Nuclear Power Plants in Korea: 2011-2015

  • Background: On June 18, 2017, Korea's first commercial nuclear reactor, the Kori Nuclear Power Plant No. 1, was permanently suspended, and the capacity of nuclear power generation facilities will be adjusted according to the governments denuclearization policy. In these circumstances, it is necessary to assess the quality of radiation safety management in nuclear power plants in Korea by evaluating the radiation dose associated with them. Materials and Methods: The average annual radiation dose per unit, the annual radiation dose per person, and the annual dose distribution were analyzed using the radiation dose database of nuclear reactors for the last 5 years. The results of our analysis were compared to the specifications of the Nuclear Safety Act and Medical Law in Korea. Results and Discussion: The annual average per unit radiation dose of global major nuclear power generation was 720 man-mSv, while that of Korea's nuclear power plants was 374 manmSv. No workers exceeded 50 mSv per year or 100 mSv in 5 years. The individual radiation dose according to occupational exposure was 0.59 mSv for nuclear workers, 1.77 mSv for non-destructive workers, and 0.8 mSv for diagnostic radiologists. Conclusion: The radiation safety management of nuclear power plants in Korea has achieved the best outcomes worldwide, which is considered to be the result of the as-low-as-reasonably-achievable (ALARA) approach and strict radiation safety management. Moreover, the occupational exposures were also very low.

  • The experience of many countries strongly suggests that bad governments and institutions have been a serious, if not the most serious, obstacle to economic growth and industry-structural adjustments. All public sectors pursue a mix of both predatory and productive activities-bad governments emphasizing the former, while good governments finding a way of promoting the later. In fishery public policy studies, much confusion exists about the roles of policy illustration and prescription. In general fishery public sectors involve collective actions by numerous individuals under conditions of uncertainty, complexity, bounded rationality, and imperfect information structure. All collective fisheries action organizations consist of a center(e.g., government), which leads fishery group actions, and peripheral participants(e.g., fishermen), which are controlled by the government. A paradigm is developed that gives both theoretical and empirical meaning to the constitutional determination of fisheries political preference function or fishery public sector governance structures. Three relevant spaces are specified: policy instrument, results, and constitutional. The collective-choice rules of the constitutional space structure the tradeoff between public and special fishery interest groups. Fishery public sectors seeking sustainable reductions in wasteful rent-seeking fishing activities should select constitutional principles and institutional structures that tend to promote resource sustainability. In particular, the effects of internal and external events on fisheries may result in a greater or lesser concentration of interest group power. Thus, the structure of the fishereis political power must be assessed in any prescriptive evaluation of alternative fishery governance weights.

WAP-LRU: Write Pattern Analysis Based Hybrid Disk Buffer Management in Flash Storage Systems (WAP-LRU : 플래시 스토리지 시스템에서 쓰기 패턴 분석 기반의 하이브리드 디스크 버퍼 관리 기법)

  • NAND flash memories have the advantages of fast access speed, high density and low power consumption, thus they have increasing demand in embedded system and mobile environment. Despite the low power and fast speed gains of NAND flash memory, DRAM disk buffers were used because of the performance load and limited durability of NAND flash cell. However, DRAM disk buffers are not suitable for limited energy environments due to their high static energy consumption. In this paper, we propose WAP-LRU (Write pattern Analysis based Placement by LRU) hybrid disk buffer management policy. Our policy designates the buffer location in the hybrid memory by analyzing write pattern of the workloads to check the continuity of the page operations. In our simulation, WAP-LRU increased the lifetime of NAND flash memory by reducing the number of garbage collections by 63.1% on average. In addition, energy consumption is reduced by an average of 53.4% compared to DRAM disk buffers.

  • In the later quarter of the twentieth century, the need for foreign capital is realized among the various countries of the world. Developing countries especially developed multi-pronged strategies to attract foreign capital into the country. One such strategy is the adoption of liberalization policy. Almost all the developing countries started opening their economy, out of the compulsion, to achieve faster rate of economic growth and development. Even a communist country like China adopted liberalization policy as a strategy for accelerated economic growth during 1979. India also joined the race by 1991, when the government announced the policy of liberalization. The importance of FDI extends beyond the financial capital that flows into the country. The huge size of the market in this sector and high returns on investment are two important factors in boosting FDI inflows to power sector. 100 percent FDI is allowed under automatic route in almost all the sub sectors of power sector except the atomic energy. Major foreign investment is made in this sector during 2000 to 2009 is Mauritius with an investment of US$ 4490.96 i.e., 4.24 percent of the total FDI inflows into the country during the period. The estimation of future FDI flow shows a marginal decline in the year 2010. Then from 2011 to 2015 onwards upward trend of FDI was observed.

  • Since the late 1990s, a nationwide movement against dam and river-mouth weir plans in Japan has been promoted with a movement against a river-mouth weir for the Nagara river(長良川). This movement has been a catalyst for institutional frameworks on the central government's dam and river-mouth weir plans. Subsequently, water resource and river management policies have entered a new phase, with provinces governors's participation in "Statements on withdrawal from dam and river-mouth weir" as well as the seizing of power by the Democratic Party. However, problems with dams and river-mouth weirs have been confused due to poor countermeasures from the Democratic Party and to the Liberal Democratic Party(LDP)'s return to power. The fundamental causes on this situation are the non-establishment of fiscal norms for public projects and the rigidity of the water-right allocation system in Jananese policy-making processes. To successfully settle future policy on water resources and rivers, the first priority is to prepare specific institutional frameworks on finance of public projects and to organize a practical policy coordination system among government organizations. These policy tasks provide implications for river and water management policy in Korea.

System dynamic modeling and scenario simulation on Beijing industrial carbon emissions

  • Beijing, as a cradle of modern industry and the third largest metropolitan area in China, faces more responsibilities to adjust industrial structure and mitigate carbon emissions. The purpose of this study is aimed at predicting and comparing industrial carbon emissions of Beijing in ten scenarios under different policy focus, and then providing emission-cutting recommendations. In views of various scenarios issues, system dynamics has been applied to predict and simulate. To begin with, the model has been established following the step of causal loop diagram and stock flow diagram. This paper decomposes scenarios factors into energy structure, high energy consumption enterprises and growth rate of industrial output. The prediction and scenario simulation results shows that energy structure, carbon intensity and heavy energy consumption enterprises are key factors, and multiple factors has more significant impact on industrial carbon emissions. Hence, some recommendations about low-carbon mode of Beijing industrial carbon emission have been proposed according to simulation results.

  • This study reviewed primary care purchasing issues of the Indonesian single-insurer, BPJS-K, in the context of triangular power relations between the government, the insurer, and the providers, and considered its challenges of purchasing as the national single-insurer. Some literature reviews and interviews with Indonesian stakeholders and residents were used to describe the historical and social contexts of Indonesian healthcare and social health insurance systems especially focusing legal and institutional status of BPJS-K and primary care provision and delivery conditions in remote areas. Though BPJS-K directly belongs to the presidential office of Indonesia, it has limited power in terms of purchasing as a single insurer. Mainly it was due to the lack of primary care resources, Ministry of Health's strong power as the regulator and provider, and BPJS-K's powerlessness against monitoring and quality of care assessment. Ambiguous accountability was another issue among the insurer and the Ministry of Health. This created confusions in primary care provision. It is suggested that each agencies' accountability should be obvious in terms of legal, political, and social contexts.

MOVING FORWARD WITH RADIOACTIVE WASTE MANAGEMENT IN THE UK

  • Radioactive waste has been produced in the UK for many decades. Since the 1950' s much of this has been associated with civil nuclear power production and the nuclear weapons programme. There have been a number of unsuccessful attempts in the UK since the 1980s to deal with the waste and find suitable sites for its disposal. However, the UK Government has addressed this and in 2001 introduced the "Managing Radioactive Waste Safely" programme. The aim of this was to make decisions on the long-term radioactive waste management policy through stakeholder engagement. In 2006, it adopted a policy of geological disposal for higher activity wastes and following further consultations, is now at the stage of choosing how that policy should be implemented.

Comparative Policy Analysis on ICT Small and Medium-sized Venture Using Cognitive Map Analysis (인지지도를 활용한 ICT 중소벤처 지원정책 비교분석)

  • The purpose of this study is to compare and analyze each government's ICT SME support policies to cope with changes in the ICT ecosystem paradigm. In particular, the core policies and policy trends of the Moon's government are presented through keyword network analysis and cognitive map analysis. As a result, core technologies such as ICT(Information Communication Technology), AI(Artificial Intelligence), Big Data, and 5G, which have high values of betweenness centrality and closeness centrality, are major keywords with high propagation power. The cognitive map analysis shows that the opportunity factors for the 4th industrial revolution are being activated through the ICT infrastructure circulation process, the domestic market circulation process, and the global market circulation process. This study is meaningful in terms of cognitive map analysis and utilization based on scientific analysis.
